The multilateral development banks (MDB) recognise and promote transparency as a principle of good governance. Public release of information about policies and projects is a central aspect of this transparency, and the five MDBs studied here each adopted new policies during the 1990s to increase the accessibility of such information. The flow of information to local communities is important to the effectiveness of MDBs' social and environmental safeguards and to securing public support. But MDBs also embrace a second strategy, which sometimes conflicts with transparency: each MDB (or an affiliate) lends to private corporations as well as to member states and each bank modifies its information disclosure rules, giving corporate clients greater discretion than member governments. Environmental and social safeguards apply to corporate borrowers as well as to governments and there is a relatively high level of controversy over corporate projects' environmental and social impact. When subjected to a qualitative review of their disclosure standards, emphasising fullness of disclosure, accessibility of information, timeliness of information and availability of recourse, the disclosure policies of all five MDBs are clearly found to accommodate corporate confidentiality while compromising public demands for information. This article uses interviews and Internet data to examine social media use among nonprofit organizations and county departments involved in the delivery of human services in a six‐county area in south‐central New York State. Social media use was modest, with nonprofit organizations much more likely to use it than county departments. Organizations used social media primarily to market organizational activities, remain relevant to key constituencies, and raise community awareness. Most organizations either had a narrow view of social media's potential value or lacked a long‐term vision. Barriers to use included institutional policies, concerns about the inappropriateness of social media for target audiences, and client confidentiality. Findings build on recent research regarding the extent to which nonprofit organizations and local governments use social media to engage stakeholders. Future research should investigate not only the different ways organizations use social media but also whether organizations use it strategically to advance organizational goals.  相似文献

This paper argues that social policies work towards the subject-making of subaltern citizens by defining the grammar of state–subaltern relationship. The Forest Rights Act of India (2006) defines the state–adivasi relationship through a two-way process: claim-making by the indigenes for forest rights, and reduction of the discourse by the state into a politics of recognition without redistribution. While adivasis have employed their agency in wresting social policies from the state through protracted struggles, they are also made subjects of the state as they go about the Forest Rights Act procedure. The paper further points out that adivasi struggles and the organisations representing them constitute a distinct adivasi society contra the middle-class civil society. Though the spirit of the Act envisages substantive redistribution, the state institutions and the monitoring Non-Governmental Organisations have yet to adopt redistribution as a core narrative.  相似文献

The negative externalities of global commodity chains and existing governance gaps have received wide scholarly attention. Indeed, many sectors including forest-risk commodities (FRCs) like soy and beef from Brazil remain largely unregulated. This article analyzes ongoing policy-making processes at European Union level to adopt new regulations for reducing accountability gaps: one regulation of FRCs and one general, cross-sectoral directive on human rights and environmental due diligence. This article draws on and aims to contribute to previous research into foreign corporate accountability, therein analytically distinguishing between input, output, and surrogate accountability. This study shows that new policies will likely be more comprehensive than previous supply chain regulations, while their specific institutional design and stringency are highly contested. More in general, we argue that for hardening corporate accountability, due diligence politics will need to confront important governance challenges that have limited the potential of previous regulations, such as a lack of consequentiality of reporting obligations, weak state monitoring, limited stakeholder involvement, and difficulties to establish legal liability.  相似文献

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

Social media applications are slowly diffusing across all levels of government. The organizational dynamics underlying adoption and use decisions follow a process similar to that for previous waves of new information and communication technologies. The authors suggest that the organizational diffusion of these types of new information and communication technologies, initially aimed at individual use and available through markets, including social media applications, follows a three‐stage process. First, agencies experiment informally with social media outside of accepted technology use policies. Next, order evolves from the first chaotic stage as government organizations recognize the need to draft norms and regulations. Finally, organizational institutions evolve that clearly outline appropriate behavior, types of interactions, and new modes of communication that subsequently are formalized in social media strategies and policies. For each of the stages, the authors provide examples and a set of propositions to guide future research.  相似文献

This paper examines corporate governance disclosures on the websites of Australian state government departments. The study focuses on the nature and extent of governance information and the ease of finding this information directly on department websites and also in annual reports which are downloadable from websites. Our sample comprises six departments from each of the six states in Australia, giving a sample size of 36 departments. Our findings indicate considerable variability in both the level of disclosure and the accessibility of the information disclosed. The study also highlights a lack of consensus regarding the meaning of governance and what governance comprises, together with the need for a more structured approach to communicating governance information to stakeholders.  相似文献

This article critically investigates the recent emergence of neuro‐liberal corporate social responsibility (CSR). Neuro‐liberal CSR is inspired by libertarian paternalism, a form of behavioural governance popularised by behavioural economist Richard Thaler and legal scholar Cass Sunstein in their bestseller Nudge (2008). Libertarian paternalism presumes humans to be “predictably irrational” due to hardwired cognitive biases and thus advocates the design of policy interventions that use human psychology for correcting these shortcomings in ways that benefit individuals and society. Although the use of “nudging” interventions has been critically scrutinised in the context of public policy, little attention has been paid to the adoption of libertarian paternalist principles in the corporate world. This paper uses Nudging for Good, an initiative by the European Brands Association (AIM), to illustrate how major corporations adopt and frame corporate nudging as a new and purportedly highly effective form of CSR. However, as this paper argues, neuro‐liberal CSR raises concerns regarding its effectiveness, transparency, and its individualisation and de‐politicisation of social ills.  相似文献

Corporate governance has long been a feature of the arts and cultural sector and is a requirement for all cultural organisations seeking public funding, regardless of their size. However, despite the ubiquity of corporate governance in the arts and cultural sector, there is little research addressing the experiences of managers. This study examines the experiences of managers in performing arts organisations in working with their boards, based on data collected across 20 performing arts organisations in Australia using a stakeholder salience lens. Our results indicate that while the board is seen as a key organisational stakeholder, managers have a range of concerns about the governance role of boards, and in particular their limited effectiveness on the dimensions of legitimacy and urgency. We find that arts managers often must wrestle with competing agendas around creative autonomy and the low‐risk appetite of their management boards. Our findings highlight the need to re‐align, particularly in small‐ and medium‐sized organisations, the organisational needs of arts managers with corporate governance arrangements, without detracting from creative endeavours.  相似文献

Abstract

Social capital has many faces in the geography of urban opportunity, and as such, particular housing policies might have positive effects on some forms of social capital and negative effects on others. The author defines social support and social leverage as two key dimensions of social capital that can be accessed by individuals. A sample of 132 low‐income African‐American and Latino adolescents is used to examine the early impacts of a Yonkers, NY, housing mobility program on social capital.1

Overall, program participants (’movers’) appear to be no more cut off from social support than a control group of “stayer” youth. On the other hand, movers are also no more likely to report access to good sources of job information or school advice— to leverage that might enhance opportunity. Adding just one steadily employed adult to an adolescent's circle of significant ties has dramatic effects on perceived access to such leverage.  相似文献

Regulation is now considered an integral instrument in developing policy toolkit to support market‐led, pro‐poor growth in developing and transition economies. Institutional environment in general and regulatory governance in particular have increasingly been viewed as a factor of competitiveness. In search for better governance, regulatory reform is critical. This article assesses regulatory reform in selected developing and transition economies by reporting the results of a survey on the application of regulatory governance policies, tools and institutions. It is found that in these countries regulatory reform has not shifted in approaches and objectives to taking a systematic view of regulatory governance and the means of promoting and enhancing it. It is suggested that, in order to improve regulatory governance, focus should be put on each of the three elements: regulatory policies, tools and institutions, and that centralised and concerted efforts are needed to integrate the elements. The globalisation-induced rollback of social expenditures, and the concomitant increase in inequality and unemployment in developed as well as developing countries, are leading to a crisis of legitimacy for the national capitalist state and the capitalist system as whole. It is argued that the global capitalist class will attempt to offset this crisis of legitimacy through the development of a "global welfare regime" to perform the functions that the nation-state is increasingly unable to fulfil, namely, those of pacifying populations through the handing out of material and symbolic rewards. This article will formulate a working definition of legitimacy, show that this legitimacy is being threatened by globalisation, and then present empirical support for this hypothesis of a crisis of legitimacy. Finally, it will analyse in detail the policies of the international governmental organisations that are predicted to constitute a global welfare regime, showing that they are moving to shore up the faltering stability of unregulated global capitalism.  相似文献

Governments’ choice of funding modality can produce powerful incentives for organisations to perform in preferred ways, but it can also divert limited resources, narrow accountability, and undermine capability. Through literature review and interviews, the research explored the international literature on public finance management in developing country contexts, and compared this to case studies of Indigenous organisations. The situation in Australia was found to differ in three ways: (1) performance indicators are imposed, rather than negotiated; (2) few existing public funding modalities reward performance or provide incentives; and (3) funding arrangements do not generally require receiving organisations to be accountable to their constituents. Stability and durability of funding modalities, and clarity in functions and jurisdictional boundaries, were also found to positively influence performance. Further research is required to design new performance frameworks that build around the organisation, rather than the grant, with indicators of governance capability and downward accountability to constituents.  相似文献

Churches are important non‐profit organisations that are increasingly adopting social media. In order to contribute to understanding of the value of social media as a communications channel for non‐profit organisations, this article examines, and develops a typology of, the uses of social media by two global churches with a strong presence in the United Kingdom, Hillsong, a megachurch, and the Church of England. Informed by previous typologies of the use of social media in both commercial and non‐profit contexts, content analysis was conducted of Hillsong's and the Church of England's social media platforms on Facebook, Twitter, Instagram, and YouTube. This analysis provided the basis for the formulation of a typology of uses, the main categories of which are building a brand, building the church community, outreach, and developing spiritual mission. Differences between the approaches adopted by the Church of England and Hillsong are outlined. Suggestions are offered for future practice and further research.  相似文献

This study examines the impact of citizens' use of social media for political participation and expression in developing democracies of Africa in particular Uganda. Findings from studied N = 2,400 respondents, evidenced social media does matter in the developing democracy of Uganda as the second most preferred form of media (.95 ± 2.37). Findings also showed the use of social media for political participation in persuading others to vote for a given candidate or party was positively correlated r = .043*(p value at .05), n = 2,400, and p = .035 with R2 = .002. Future studies should examine the use of social media platforms for policy implementation, civic engagement, and inclusiveness.  相似文献

Online tools such as social media provide new opportunities for citizens and stakeholder groups to be informed, identify common interests, express and share opinions and demands, organize, and coordinate interventions. Therefore, the Internet could be expected to increase stakeholder engagement in corporate affairs and facilitate good governance. In order to provide an overview of current findings on the impact of online media on governance and stakeholder engagement, we conduct a systematic literature review. Our analysis reveals five topical categories of inquiry. We analyze studies from the field of business participation and find a strong bias towards consumer engagement and marketing issues. Only few studies are found to critically explore the effect of online media on power and value distribution between corporations and stakeholders. We then turn to the more established field of political and civic participation in order to further analyze antecedents, forms, and outcomes of online engagement in civic affairs, and derive a framework for future research. Social media use by Australian public servants has given rise to questions pertaining to their political rights, impartiality and privacy outside of work. Drawing on the recent case Starr v Department of Human Services these issues are explored. The findings suggest that social media use has heightened tensions around public servant's rights to comment on issues of the day, and its use by employees both inside and beyond the workplace remains contested terrain.  相似文献

This article argues that the interactions between firm agency in corporate management and the multilevel governance structures in which firms operate condition firms' participation and effort in private governance regimes. Empirically, I examine the Fortune Global 500 firms' decisions about participation and the extent of participation in the Carbon Disclosure Project during 2011–2015. Given firms' strategic considerations, the efficacy of corporate management structures and practices is conditioned by domestic regulatory and global regime contexts, and this efficacy varies across developed and developing countries. In developed countries, corporate, domestic, and global governance positively reinforce each other as drivers of private regulation on climate change. These governance levels are complements not substitutes. By contrast, the main drivers of participation and effort in developing countries are corporate management structures and practices, the stringency of domestic regulatory institutions, and their interactions. This article's results are robust to alternative specifications, including an alternative modeling approach.  相似文献

Abstract

The addition of new social roles in public service and civil society to large business corporations' enormous economic power and substantial political influence suggests novel but little-understood changes in the institutional relations between business, state and civil society. Sociological emphasis on the centrality of power relations in business conduct and radical diagnoses of a corporate ‘take-over’ of public and civil society institutions is contradicted by other literature which portrays corporations as socially responsible benefactors rather than all-powerful behemoths. The present analysis assesses rival emphases on power relations and normative shifts toward corporate social responsibility in the sphere of business–civil society partnerships. It argues that, in the United States and Britain, a new set of institutional relationships is emerging to fill a vacuum in tackling social and environmental problems. In this new institutional field, large corporations are taking on the role of patrons to a variety of clients amongst public and civil society organisations. This social relationship parallels similar episodes of patronage when systems of community and public welfare disintegrated during the rise of capitalism.  相似文献

This essay examines the governance of small towns in the United States. Small towns have received little attention in the public administration literature to date, yet 1 in 10 Americans still lives in one, representing roughly 75 percent of all municipalities in the United States and some 33 million people. Small towns are characterized as dense, multiplex networks that lend unique dynamics to local politics. However, they face significant social, economic, technological, and demographic trends that compromise towns’ prevailing frame of reference, fracture their networks, and alter the traditional setting of small‐town governance. In the face of these issues, “thicker,” more active ways of engaging the public are needed to reknit community bonds and build civic capacity. Service learning for master of public administration students is proposed as a way to develop the emotional intelligence necessary to make sense of the complex social dynamics of small towns and to facilitate the hard work of building enabling relationships.  相似文献
