Traditionally, security is understood as merely "national defense". During an on-going process of globalization, economic, political and cultural interdependence between individuals, nations and regions have changed the traditional ideas of national security to broader dimensions. The notion of incorporating economic security, environmental security and human security, with national security into a single whole, formulate the idea of comprehensive security (CS). This paper tries to explore the origin, components, and significance of comprehensive security. In case studies, the rise of China in the twenty-first century is not an assumption any more, but a reality already. In this research, the author focuses on China, a country which not only experiences comprehensive development, but also faces comprehensive security challenges in the age of globalization. The author discusses China's security challenge from a comprehensive perspective and argues that understanding them and finding the solution will not only benefit China itself, but also benefit other nations as a whole in the age of globalization.  相似文献

Since the economic reforms began in the end of the 1970s, family enterprises have emerged and thrived in the People's Republic of China, and have contributed significantly to China's phenomenal growth in the last few decades. Yet, little recognition, scholarly or otherwise, was given to family enterprises in China. The author argues that such a lack of recognition of family enterprises in China has to do with various negative perceptions of family firms and entrepreneurs. Among such perceptions is the view that family enterprises are "backward" and "unscientific", and as such they need to be modernized or they will disappear. This article calls for more rigorous and ethnographic research of family businesses in China, because such research will not only afford much needed attentions to the issues unique to family businesses, but also provide a comparative case to the study of Confucian capitalism, which is believed to be an alternative to western capitalism.  相似文献

The concept of comprehensive national power (CNP) is proposed and developed by several Chinese scholars and academic institutions. Many material capabilities, for example, economic growth and military might, are incorporated into the concept to measure China's national power vis-h-vis other major powers, especially the U.S. This paper, however, contends that understanding China's CNP through material capabilities is only part of the story. Yet, China's political stability is by no means assured and fully incorporated into the concept. China has undoubtedly faced many threats and challenges to its political stability. Apart from the Two Ts' problem (Taiwan and Tibet), the conflict in Xinjiang not only threatens China's political stability since the establishment of the People's Republic of China (PRC) in 1949, but also affects its CNP as a whole. This paper concludes that measuring the genuine CNP should be based on the factors from which a country would earn or benefit, and also on those of which it would have to pay a price. Needless to say, the conflict and political instability in Xinjiang are an example of the price which China has to pay.  相似文献

This essay is a study of China's political corruption and countermeasure for it. The author will focus on the cultural factors and the incompleteness of the market economy because these show us the reason why the corruption became severe after the initiation of the economic reform. The author will move on to search a solution within the field of political reform. The author will deal with the problem by two approaches. The first one is to focus on the democratization and the second one is to focus on the political institutionalization. The goal of the author's analysis is to examine which approach will work as a proper solution. The author's argument is that institutionalization will be the better one. The author will outline the grounds briefly. Firstly, unlike democratization, this solution shows possibility of realization. Secondly, political institutionalization has its own value of political development which was not considered sufficiently before. And finally there are advantages of strengthened accountability and limit discretion. To consolidate the author's argument the author will use Hong Kong's case where have been successfully controlled the problem by political institutionalization.  相似文献

In reflecting on the case of the South Caucasus (Armenia, Azerbaijan, and Georgia), one of the most popular perspectives is its lack of a common identity. The main argument is that it is a culturally diverse region with old-fashioned, ethnically exclusive nationalism. From this point of view, the process of the formation of a European identity in the region acquires particular importance. A European identity could act as a catalyst for bringing the region together. This identity could be considered as based on much more than just political orientation but fundamentally grounded in common values. This comprehensive integration in the South Caucasus can be achieved through the formulation and acceptance of a common political identity based on the political orientations of the South Caucasian States and their citizens. The main question that this study tries to answer is how people in the South Caucasian countries identify themselves in terms of a European identity. A suitable analysis is increasingly important at both the micro and the macro levels. The author examines the people's attitudes in the three South Caucasian states toward Western culture, states, and organizations, drawing on opinion polls conducted by the Caucasus Research Resources Center (CRRC). The author seeks to analyze attitudes toward the West in the South Caucasus on a macro as well as on a micro level. The author seeks also to provide a much-needed analysis for decision making, based on empirical data that help understand public opinion toward the European Union (EU) in the countries of the South Caucasus, and that can contribute to the refinement of integration strategies.  相似文献

The article focuses on the reform of the Mexican pension system, in particular the analysis of the regulatory agency created (Comision Nacional de Ahorro para el Retiro, CONSAR) and a pension fund administrator designed as a PPP (Administrador de Fondos para el Retiro, AFORE SIGLO XXI). We argue that this type of reforms is embedded in a specific political and administrative context. By using a policy transfer model, this article seeks to explore the paradox and the institutional design scenario. The main findings are a degree of horizontal specialization, potential lack of accountability and transparency, as well as the competing values in public servants.  相似文献

During historic development, that the stress put in international law on protection of national minorities was strengthened or weakened depends upon a momentary interest of states. In (general) international law up to now, the term of "national minority" has not been legally defined. It has been done only for Europe. A group can be classed as a national minority if it is numerically smaller than the rest population of the state. It is not in a dominant position, its culture, language, religion, race, etc. are distinct from that of the rest population, its members have a will to preserve their specificity, its members are citizens of the state where they have the status of a minority and as a specific condition frequently added, and at the same time such a minority should have a long-term presence on the territory where it has lived.  相似文献

Through this paper, the author seeks to determine the and financial performance of Islamic banks, where we relationship between the variables of corporate governance dealt the corporate governance in the banking sector, where increasing the importance of corporate governance, due to their special nature, as the bankruptcy of banks not only affects the relevant parties from customers, depositors, and lenders, but also affects financial stability and then the economy as a whole. We dealt with the specificity of governance in Islamic banks, which face double governance: Anglo-Saxon Governance System and Islamic Governance System. The author measures the impact of corporate governance variables on financial performance through an empirical study on a sample of Islamic banks during the period of 2005-2012 in the GCC (Gulf Cooperation Council) region. The study has found that there is a very strong relationship between the variables of governance and financial performance of Islamic banks, where there is a positive relationship between return on assets (ROA) and the composition of the board of directors, the size of the board of directors, the number of committees in the council, as well as the number of members of the Shariah Supervisory Board (SSB), while it is clear that there is a negative relationship between ROA and concentration ownership variable.  相似文献

China is the "factory to the world", but little is known outside of China about the small to medium size (SMS) Chinese factory. This ignorance can cause considerable misunderstanding, particularly among Western buyers of goods made in China. The Chinese factory originated in the 18th century and changed as China itself has changed. Still, the Chinese factory is different from factories that emerged in the 18th century Europe and the 19th century America, during their respective "industrial revolution" periods. This paper is a qualitative analysis of the SMS Chinese factory more than a decade into the 21st century, across industries, across regions, based on the author's participant observation in the course of 14 research trips to China lasting a total of two years across a 10-year time period. China has the most efficient SMS factories in the world, although many are working significantly below capacity. New Chinese factories are state-of-the-art, clean, healthful, safe, and able to deliver orders substantially on targeted schedule. Quality Control (QC) can be erratic and passed on to the buyer. On balance, strengths far exceed weaknesses, and opportunities outweigh threats, even as Taiwanese investments begin to be withdrawn from mainland China.  相似文献

As a young sovereign state, Kazakhstan tries to conduct policy that makes it an equal partner among other countries of the world community. Rich deposits of oil and natural gas in the country and the Caspian Sea attract the interests of energy consuming states. At the same time, the landlocked position and weak infrastructure lead a more active foreign policy based on the energy factor. This paper is an attempt to study the development of energy policy of Kazakhstan focusing on the country's relations with Russia, China, the USA and the European Union. The complex geopolitical environment and relatively small, young economy of Kazakhstan emerge as the main reasons for conducting multi-vector and balanced foreign policy. The author defines peculiarities and tendencies of possible future developments with respect to Kazakhstan's place in the energy sphere.  相似文献

Economics is the youngest of all sciences. Its task is to identify the secondary consequences, but it requires a perception of general consequences, including effects which are brought by an implemented or proposed economic policy not only to a certain special interests in short periods of time but also to a general interest for long periods, which somewhat contradicts the assumptions of many economic doctrines. Thus, the current state of economics or management science is difficult to be called autonomic. Economists "have opened" the domain previously reserved for "hard indicators" on the human aspects of the assessment of effectiveness. What is more, the discovery of regularity in the sequence and independence of market phenomena, in particular, a markdown role of the "invisible hand of the market" and "government interventionism" put into question the validity of the dogmas of traditional British or American schools, as a consequence of the operation of schools with the teaching of economics. This paper is the attempt to show the failure of the most popular scientific economical schools, including neoclassical ones in the area of human performance, comparing with Austrian School principles.  相似文献

The theoretical and empirical debate on the effects of corruption on economic development is unclear. Available cross-country evidence suggests that the impact of corruption on economic development may be either positive or negative. It is widely assumed that the struggle against corruption is essential for economic growth. However, corruption is clearly a multidimensional concept, encompassing a variety of discrete components. The author reviews the theory underlying these different causal mechanisms linking corruption to economic growth, and provides an introduction to some outstanding measurement issues. This paper takes a critical look at the effect of corruption on economic development in West African Economic and Monetary Union (UEMOA). The major results of the investigation indicate that all UEMOA countries are corrupt according to the variables of the Worldwide Governance Indicators (WGI). UEMOA countries have a deficiency to control corruption, so they need to improve their system of control. As a result, the fight against corruption is still a necessary job for all of UEMOA people.  相似文献

The article analyses the political situation in the Near East in trial to find the formula of peace. It would guarantee a peaceful coexistence for Palestinians and Israelites. The conflict of Israel and Palestine lasts for already over 100 years and becomes a global conflict among Islam believers and Jewish-Christians. Trying to have peace Israel left the occupied Sinai Peninsula of Egypt and made considerable concessions for Palestinians as well: It agreed on Palestine self-governing rights or autonomy in 1994. The problem is that Arabs cannot accept the fact of Israel state in their psychology. Nobody can guarantee their national security when Jews retracted to the borders which existed till 1967, the Sixth Day War. What does the total retraction from Gaza Strip from where the rockets are constantly sent to the territory of Israel on the heads of civil people? Would the most real and secure way of all the solutions be a Federation of Palestinian Territories or Confederation with the Kingdom of Jordan (or with the state of Egypt)? The peace problem of Near East is global and even connected with the intentions of Iran to make an atomic bomb. International community should be more sensitive not only to the tired nation of Palestine but also the Kurds who try to establish their state in Kurdistan. People of Azerbaijan should be helped in uniting into one state in the frames of Azerbaijan. The author tried to prove the article by the facts and the regulations of international law as much as possible.  相似文献

This paper develops the issue of economic transition linked to a democratic transition that a developing country, Tunisia, is living following the revolution of 2011. Tunisia has made a profound change, it is currently developing new institutions, however, it is not an annuitant country, its activities and economic performances depend on political stability and the choice of the implemented politico-economic system. The question is whether the operating political forces will affect the direction of structural changes, thus toward a transition of breakage or the direction of adaptive transition. Neo-liberalism, practiced for 30 years, has developed an entrepreneurship structured as small and medium enterprises, whose performances are variable according to the sector and the state role. With the revolution, the country entered in a phase of political, social, and economic instability. A new constitution is passed, the political system installs the multiparty system, the country has a tradition of openness to the rest of the world, the challenges are numerous and the question of the role of the state in the economic sphere is very acute. The analysis is based on the observation of facts and the review and analysis of data relating to politics and economy, observed in the period before the revolution and after the revolution.  相似文献

Transparency is a complex phenomenon characterised by aspects that can be linked and interpreted differently. In particular transparency is associated with information and participation. In order to better understand how to manage transparency in a municipality, the paper analyses the case of Venice that adopted a strong policy to increase citizen participation through information and communications technology (ICT). Starting with the idea that transparency is achieved only when perception of transparency between management and citizens (users) is aligned, the author has verified this alignment administering the same questionnaire separately to managers/officers and citizens. The author also analyses the alignment of perception for the different elements (motivation, issues, tools and relation) that administration has to manage to achieve transparency. The results show that for managing administration's transparency it is necessary to manage the "transparency triangle", i.e., addressing the information to a specific necessity of access to services or to citizen participation, with a different mix of high relational tools.  相似文献

The main objective of this study is to examine the effects of assets structure (fixed assets and current assets) on the financial performance of some manufacturing companies listed on Muscat Securities Market (MSM). The methodology of the study is content analysis of annual reports of a sample of 28 out of 70 (40%) companies for the period 2008-2012. The assets structure is measured by fixed assets turnover and current assets turnover while the financial performance is measured by return on assets (ROA) and return on equity (ROE). The study examines two main hypotheses. The first one examines the effects of total assets turnover on ROA whereas the second one examines the effects of total assets turnover on ROE. The overall result for the study is that the structure of assets does not have a strong impact on profitability in terms of ROE. This result means that if the structure of assets is changing then the ROA will not change. Another result of the study indicates that only the fixed assets have impact on ROE unlike ROA. Another result of the study suggests that the effect of asset structure has an impact on ROE only in petro-chemical sector.  相似文献

This paper is a review of the literature that examines obesity in China. Multiple factors that contribute to this phenomenon are investigated, such as globalization, urbanization and cultural changes. Most of the researches reviewed in this paper concern urban, coastal populations of China. Obesity is defined differently for Asian populations; thus, diagnosis has been underestimated in the past. As China's economy develops, the country may now be gaining western problems, such as obesity. Obesity is related to economical causes as China participates in international business and trade. Furthermore, the role of the globalized food industry is reviewed. More western food companies and restaurants have infiltrated Chinese cities, causing mass changes in the traditional Chinese diet. Likewise, employment is a significant factor examined since more occupations in Chinese cities have transitioned to the service sector. Cultural attitudes differ from those of the West in which the Chinese view heavier bodies as healthier than thinner figures. Interventions that have been attempted are reviewed.  相似文献

This paper is to study the economic mobility trajectories of the Russian population in the last two decades, each of which has brought about both negative shocks and broadening of the opportunity horizons for people's economic advancement. The information base of the research is provided by the data of the Russian Longitudinal Monitoring Survey (RLMS) for the period of 1994-2008. The investigated period Russia clearly falls into two sub-periods-the 1990s and the 2000s: The first one is characterized by sharp shifts towards impoverishment of the population and growth of economic inequality; the second one-by considerable masses of people overcoming poverty with a still high level of economic inequality. The results indicate the following The proportion of the adult population who have been chronically poor during the whole contemporary history of Russia proves to be twice as little as the proportion of those who have been “chronically non-poor”. However, both groups in total have not constituted the majority, since the majority have been migrating between the extremes of persistent well-being and ill-being during this period with the stream of those coming out of poverty prevailing in numbers.  相似文献

This paper, from the perspective of economics and management, and mainly from the perspective of economics, conducts an exploratory research on the managerial incentive and constraining mechanisms in listed companies. This paper analyzes the population conditions of investment, financing, annual salary and stock option of the listed company in China. The paper designs the combination salary model which combines the annual salary and stock option. The listed companies of China have prodigious disfigurement in finance incentive mechanism, which is incentive deficient and constrain weak. The purpose of this paper is to design the stockholder's rights drive model based on combination reward contract. The results show that the listed companies in China prefer comparatively to the stock right financing and the listed companies' operators are not reason in investment. So it is designed the combination salary model which combines the annual salary and stock option. And it would be enlarging the liabilities financing to governing it. The paper puts forward essential factors which constitute the financial evaluation system and the measures which perfect and optimize the obvious incentive and hidden incentive, helping the listed companies to explore specific models in compensation design.  相似文献

Groundwater is the primary source for water irrigation in the Kingdom of Saudi Arabia. As a result of lack of basic knowledge on irrigation practices, massive abstractions of groundwater occurred in 1980s. A decision support linear programming (LP) model was developed to help in allocation of optimal groundwater irrigation use, to assess policies implication for water management efficiency, and to estimate welfare impact on producer surplus is developed. Due to massive abstractions occurring in 1980s, Al-Wajid aquifer water levels have dropped in agricultural areas by more than 200 m. The total groundwater of Al-Wajid aquifer that can be saved is equal to 158.7 MCM for the first scenario, 211.9 MCM for the second scenario, and 15,087 MCM for the third scenario. Regarding welfare analysis impact, it is clear that the second scenario alternative is the best alternative, since the value of the producer surplus is the highest for the two study regions and also the two type schemes of modern and traditional irrigation, except the traditional irrigation of Najran region.  相似文献
