The “terrorism industry” that has been constructed by the war on terror has become institutionalised in the past decade, contributing in part to a significant increase in the overall public perception of terrorism and a dilution in meaning of the term “terrorist.” A linear regression analysis of the relationship of poll data collected from American citizens and frequency and lethality of terrorist attacks shows that this increased awareness has occurred despite the fact that terrorist attacks on American soil have decreased over the past decade. Considering the often-stated purpose of terrorists is to inspire fear, a central goal of the industry and the government should be to diminish these effects. However, the frequent and offhand use of the term “terrorist” fails to contextualise and counter the varied dispositions and motivations of terrorists and other non-state actors. To reduce public worry while working within the boundaries of the institutionalised terrorism industry, the study of terrorism should be conducted, and counterterrorist policies designed, using a new interdisciplinary framework that would allow the terrorism industry and the government to move beyond the binary designation of “terrorist” and “non-terrorist” to a greater spectrum of classification, from terrorists and violent non-state actors, to guerrillas, insurgents or criminals. A more nuanced framework could reduce public fear of terrorism and increase the effectiveness of counterterrorist policies.  相似文献

Discourse on terrorist violence has long facilitated an especially liberal form of securitisation. Originally evoked in reference to anarchists and communists, a rational consideration of terrorist violence, inaugurated by the concept, asks for deferred judgement about the nature of, or reasons behind, violence related to terror on the premise that state and international legal norms governing the legitimate use of violence fail to circumscribe the proper capacities of the state to regulate and explain terrorism. Where sovereign powers along with their military and civilian instruments of coercion are deemed unable to regulate violence effectively, analysts of terrorist violence and their readership are invited to consider and cultivate new sensibilities. Beginning in the 1980s, studies by psychologists found renewed urgency among a growing cadre of interdisciplinary terror experts who found religion, Islam especially, a key variable of analysis. I situate their contributions in a longer history of secular and racialising discourse about terrorist violence. Central to this history are practices of reading, translating, interpreting and archiving texts. Evidence for the argument is based on the analysis of an algorithm that allegedly predicts the likelihood of terrorist strikes by counting words spoken by al-Qa?ida leaders and correlating their frequency with over 30 psychological categories.  相似文献

ABSTRACT

Fear is an integral part of terrorism. Fighting fear can thus be a crucial part of counterterrorist policies. In the case of terrorism, citizens look to the state for protection. Yet, most studies of terrorist fear emphasize individual-level factors. We lack studies that link fear to features of the state, especially whether democratic states are capable of reducing fear among its citizens. Our study aims to fill part of this research gap by asking whether democratic government reduces or increases fear of terrorism. We find that there is substantial cross-country variance in citizens’ fear of terrorism. The results suggest that fear is more widespread among citizens in non-democratic countries compared to citizens in democratic countries. Actual exposure to terrorist attacks has no impact on citizens’ fear of terrorism when we account for whether the country is a democracy or not. Hence, democratic government displays resilience towards fear mongering.  相似文献

Contrary to common usage, neither ‘victims’ nor their ‘innocence’ are necessary to the definition of the term ‘terrorism’. Though the primary targets ‐ as distinguished from audiences ‐ of most terrorist actions are people, and if the aim of the terrorists is to sow unreasoning fear, then symbolically important non‐human targets such as unmanned power sources, unoccupied government buildings and the like may serve the same purpose. Moreover, given that ‘victims’ are chosen for the shock value their death or injury may have, their ‘innocence’ (or even ‘guilt') may be incidental or even irrelevant to the violence visited upon them. A definition of ‘terrorism’ that focuses, generically, on its targets rather than on their qualities offers a more normatively neutral approach to the problem.  相似文献

This article investigates French understandings of the terms “terrorism” and “terrorist” in the period of the late Third Republic when a series of assassinations, murders and bombings suggested that France was dangerously exposed to the threat of terror. The article deconstructs contemporary understandings of the phenomenon, showing that, if a variety of actions were labelled “terrorist”, the term was deployed in particular in relation to matters of foreignness. It was believed that immigrants, refugees and foreign secret agents imported terrorist violence to France. French citizens did not – could not even – perpetrate terrorism. Parallels may be drawn between discussions of citizenship in the wake of twenty-first century acts of terrorism and manifestations of such violence during the 1930s when notions of terrorism, Frenchness and foreignness were intimately connected.  相似文献

ABSTRACT

The well-established argument in the literature suggests that the higher state capacity is associatedwith the lower chance of experiencing civil conflict or higherchance of defeating the violent non-state groups. However, theliterature does not sufficiently address how these groups respondto increasing state capacity, and how their responses to that shapethe dynamic of political violence. I investigate the impact of statecapacity on terrorist group termination by exploring the waysterrorist groups respond to increasing state capacity. I argue thatincreasing state capacity might lead to a set of responses fromthe terror group in a way that it might induce the group to producemore terrorist violence to show that the group can still persist. Itmay also encourage the group to provide positive and negativeincentives to its constituents in order to rehabilitate its physicalcapacity to operate, and to prevent a shift of popular support a wayfrom the group towards to the government. Thus, such responsesof the group will decrease the likelihood of its terror campaign. Ialso expect that these arguments are especially relevant for ethnicor religious terror groups. Terror has been officially defined by many states and international actors. Although these definitions differ from each other to a certain extent, the basic divergence appears in the definition of the terrorist, since it reveals who is considered an ‘enemy’ by those actors. The difference between the definitions and lists elaborated by the United States and by the European Union on ‘terrorism, terrorist, and terror organization’ indicates their respective perceptions of the enemy as well as their differing global policies on terrorism. In Turkey, a country marked by a 20 year long struggle against terrorism, the definition of these concepts is mostly limited to domestic politics. The objective of this paper is to compare and contrast the official definitions of terror, terrorist, and terrorist organization by these three actors, including their respective international positions on terrorism.  相似文献

This study explores regime, power, and violence in international terror crises (ITCs). It examines terror strikes and retaliations against the terror groups and their hosts. The exploration tests two hypotheses: first, democracies, like other states, retaliate, even at the risk of escalation; and second, strong democracies fight back with massive violence as do authoritarian regimes. Historical narratives of ITCs from 1934 to 2006 show that strong democracies were the most common targets of terror. Like authoritarian states, they responded to terror, but were the most violent retaliators, followed by weaker states, democratic or not. So the democratic constraints affect weaker states more than stronger ones. These trends draw attention to the destabilizing nature of international terror and its challenge to the peaceful resolution of international disputes.  相似文献

Scholars maintain that, similar to insurgency, terrorist violence is precipitated by both relative deprivation and state weakness. Yet aggrieved minority groups within a country should turn to terrorism when they are weak relative to the state rather than strong. Empirical evidence shows minority group discrimination and fragile political institutions to independently increase domestic terror attacks. But it remains unclear whether grievances drive domestic terrorism in both strong and weak states. Using data from 172 countries between 1998 and 2007, we find that for strong states the presence of minority discrimination leads to increased domestic terrorism, while for weak states the presence of minority discrimination actually leads to less domestic terrorism. Consequently, increasing state capacity may not be a panacea for antistate violence, as nonstate actors may simply change their strategy from insurgency or guerrilla warfare to terrorism. Efforts to reduce terrorist violence must focus on reducing grievance by eliminating discriminatory policies at the same time that measures to improve state capacity are enacted.  相似文献

A progressive piece of legislation in 1993 granted collective land rights to Colombia's black communities living in the rural areas of the Pacific coast region. This measure aimed partly to support sustainable development strategies in the region through territorial empowering of local communities. Yet 14 years later, the escalation of the country's internal conflict into the Pacific region has created unprecedented levels of forced displacement among rural black communities. Once referred to as a ‘peace haven’, the Colombian Pacific coast is now characterised by new spaces of violence and terror, imposed by warring guerrilla and paramilitary groups, as well as the armed forces. This article examines the nature of the externally induced violence in the region and shows how specific economic interests, in particular in the African Palm sector, are colluding with illegal groups that are used to spread fear and terror among local residents, to make them comply with the requirements of these economic actors.  相似文献

Religion's renewed political presence on a global scale is often accompanied by violence ‐ in part because of the nature of religion and its claims for power over life in death; in part due to the nature of secular politics, which places its own legitimacy on the currency of weapons and can only be challenged successfully on a military level; and in part due to the nature of political violence. The symbolic power of violence can be a valuable commodity for religious as well as for political forces. Through violence, the proponents of a religious ideology like Aum Shinrikyo remind the populace of the godly power that makes their ideology potent, and at times religious activists create man‐made incidents of terror on God's behalf.  相似文献

ABSTRACT

This article provides a study of how the Malaysian state defines and redefines “terror” as the nature of militancy changes from the Communist insurgency to present day’s Islamist jihadism. Tracing such definitional changes, the article demonstrates how the portrait of a terrorist not only is inherently political (and at certain junctures, politicised), but also reflects the changing nature of the state. While able to ethnicise and externalise the Communist Terrorists (CTs), the rise of Islamist militancy forced the Malaysian state to shelve the term “terrorist” in favour of religious “deviancy” until the advent of the “war on terror”. Advancing along a state-driven Islamisation project, the discursive ideal that is the “Islamic state”, was securitised (1980–2001), normalised (2001–2013), and resecuritised (2014–2016) as a balancing act not only to neutralise the security threat but also to augment the state’s “Islamic” credentials for domestic political gains. Following the emergence of the Islamic State (IS), I argue that the Malaysian state is now embroiled in an “Islamic state versus Islamic State” dilemma, where in the face of a far enemy it cannot decisively eliminate, the state has no choice but to defend itself as a sovereign nation-state as well as an “Islamic” one, further problematising Islam in discourses of security and violence.  相似文献

This article argues that an historical investigation of air power makes possible the critique of current regimes of drone surveillance and bombing as a practice of state terrorism. By identifying certain key themes regularly used in terrorism studies for the classification of violence as “terrorism”, this article shows that early air power theorists understood military aircraft as essentially instruments of terrorism. A central argument permeating these theorists’ conception of air power was that the military value of aviation lay in its capacity to target the enemy’s population and, by means of bombing, generate a significant “moral effect” – that is, a psychological effect against the morale of civilians. This strategic formula constituted a central component of British air control schemes during the interwar period, where terror bombing was deployed systematically in order to control and pacify colonial populations. In arguing that widespread and long-lasting terror remains an inalienable feature of air power, this article concludes with a call for a critique that accounts for the fact that current deployments of armed drones – for instance, the US “targeted killings” programme – effectively reproduce these historical and material conditions of terrorist violence.  相似文献

The shadow of violence that elections cast remains poorly understood. A key obstacle impeding cross-national empirical analysis of electoral violence has been the varied nature of such violence. To address this challenge, I examine terrorist attacks as one particular form of electoral violence. By tracking the incidence of terrorist violence relative to election dates over time and across countries using an original dataset for the period from 2000–2005, I find strong support for the hypothesis that terrorist violence increases as we move closer to an election date. In fact, terrorist violence approximates a normal distribution centered on the election date.  相似文献

The costs of terrorism very often come mostly from the fear and consequent reaction (or overreaction) it characteristically inspires (qualities stoked by the terrorism industry), not from its direct effects which are usually comparatively limited. Therefore, policies designed to deal with terrorism should focus more on reducing fear and anxiety as inexpensively as possible than on objectively reducing the rather limited dangers terrorism is likely actually to pose. Doing nothing (or at least refraining from overreacting) after a terrorist attack is not necessarily unacceptable, and, despite U. S. overreaction, the campaign against terror is generally going rather well because, no matter how much they might disagree on other issues (most notably on war in Iraq), there is a compelling incentive for states to cooperate to deal with a common problem.  相似文献

This article assesses the validity of the concept of ‘religious terrorism’ and its consequences for research and policy practices. It explores the origins, assumptions and primary arguments of the term and subjects them to an analytical assessment. It argues that the distinctions typically drawn between ‘religious’ and ‘secular’ terrorism are problematic, both conceptually and empirically, and that the term is misleading in its typical assumptions about the motives, causes and behaviour of groups classified as ‘religious terrorist’. In particular, it shows that the behaviour of those thus labelled is so diverse, and often so indistinguishable from their ‘secular’ counterparts, that the term has little meaning without further qualification, while simultaneously obscuring important aspects of both ‘religious’ and ‘secular’ violence. It then goes on to illustrate how the term, rooted in a particular historically situated understanding of religion and a particular set of power structures, serves as a disciplinary device to domesticate ‘political religion’, delegitimising certain actors while legitimising a number of highly contentious counterterrorist practices designed to deal with those described as ‘religious terrorists’. The article ends with some suggestions for alternative ways to study the role of beliefs and institutional structures, religious or otherwise, in producing political violence.  相似文献

This article describes the nature, origins and consequences of the epistemological crisis at the heart of contemporary counterterrorism. The epistemological crisis of counterterrorism is an identifiable epistemic posture towards knowledge about, as well as a way of acting towards, the terrorist threat. It manifests itself discursively in the manner in which officials, scholars, pundits and others speak about the threat of terrorism, and the way counterterrorism and security practitioners then act in pursuit of security against that threat. The article argues that many of the bizarre counterterrorist practices regularly observed in many Western countries, as well as costly and counterproductive counterterrorist practices such as preemptive war, targeted killings, mass surveillance, torture, control orders and de-radicalisation programmes, among others, are neither anomalous nor irrational in the context of the new paradigm. Rather, they flow logically and directly from the particular paranoid logic, which is constitutive of the epistemological crisis. The article concludes with a discussion about how and why critical scholars can and should attempt to resist and deconstruct it.  相似文献

Does religion lead to greater destructiveness from suicide terrorism? And if so, how does it influence this form of political violence? Recent analyses of terrorism point to the significance of religion, but are divided as to whether religion itself matters, or certain types of religious terrorist groups are actually driving suicide terrorist violence. This article draws on social movement theory and recent work in the study of suicide terrorism to argue that religion influences the severity of suicide terrorist attacks as an ideology groups use to justify their struggle and gain public support. This effect occurs regardless of a group's goals or organizational nature. The theory is tested using a generalized estimating equation to account for multiple attacks by several groups. The study finds that the religious ideology of a group greatly increases the number of deaths from a suicide attack, even if varying group motivations and structural factors are taken into account. The article helps to clarify the effect of religion on contemporary terrorism, contributing to the study of both terrorism and religion and politics.  相似文献

Previous scholarship on variations in violence within a given terrorist organization has primarily focused on factors that lead to the inception or destruction of that organization. However, violence varies substantially even during the “prime” of an organization's life. This article aims to understand why violence varies in the short term within many organizations, and places a special focus on declines in violence. Specifically, I argue that terrorists face countervailing incentives in terms of how much violence to use, and that when declines in violent activity do occur, they can be divided into two types: a) elective declines, which are usually temporary and used for organizational or reputational recovery; and b) imposed declines, which are dictated by changes in the relative capability of an organization, and are more likely to be permanent. The causal pathways to each type of decline are discussed, and a plausibility probe, consisting of case studies of three terrorist organizations, is then developed to substantiate this theory. The findings have notable implications for counterterrorism policy, as they illustrate not only when and why terrorists choose to curtail violent attacks, but also the conditions that determine whether declines in violence are temporary or permanent.  相似文献

There is a widespread tendency among academics, state institutions and international organisations to regard intention to cause fear and intimidation as a key definitional characteristic of terrorism. This article argues that such a conceptualisation of terrorism is unfounded. A survey of mainstream terrorist doctrines (propaganda by the deed, foco theory–urban guerrilla warfare and armed propaganda, and jihadist doctrines) and writings of several pre-eminent terrorist ideologues provides little evidence to suggest that the main tactical goal of terrorism is to spread fear and intimidation. Rather, regardless of their ideological orientation and the historical period in which they operated, terrorists seem to be preoccupied with similar goals: mobilising what they regard to be their constituency, avenging their fallen comrades, extracting retribution for their allegedly wronged constituency, or, simply, with the physical destruction of their perceived enemies. This survey is complemented with a number of “crucial case studies”, where “most-likely cases” of terrorist justification of indiscriminate attacks and a detailed analysis of terrorist literature, which explicitly deals with the question of “fear”, are used to test the validity of the claim that terrorists aim to cause fear and intimidation. In both type of cases the hypothesis is invalidated. In cases of justification of indiscriminate attacks, there is no evidence to suggest that the aim of the terrorists is to spread fear and intimidation. Moreover, in the case of one particular terrorist ideologue who explicitly addresses the question of fear, the analysis of the texts indicates that fear among a population is not seen as an aim to be achieved but as an obstacle for mass mobilisation: an obstacle, which can only be overcome by the terrorist tactics. Thus, in this particular “most-likely case” the aim of terrorist tactics turns out to be encouraging masses for insurrection rather than intimidating them.  相似文献
