Income growth in Africa that is high enough to achieve the internationally agreed development goals implies a rise in the region's per capita income by the early 2020s to about Latin America's current level. The paper shows that such income growth would be associated roughly with a nine-fold increase in Africa's manufactured exports, but also with a tripling of its primary exports, which in absolute terms would account for two-thirds of the increase in the region's total exports. Focusing on the demand potential for such an increase in Africa's primary exports, the paper argues that rising global demand from sustained rapid growth in natural-resource-poor Asian countries, particularly China, provides sizeable new opportunities for Africa's primary exports. In Africa, extractive industries are poised best to benefit directly from China's rising imports, while exporters of agricultural products are more likely to benefit indirectly from rising world market prices associated with Asia's growing primary imports.  相似文献

The launch in July 2001 of the New Africa Initiative was a culmination of events over the last two years involving the emergence of a group of African leaders who have increasingly played a prominent role in negotiations between Africa and the developed world. This 'New Africa', initially comprising Egypt, Nigeria and South Africa but now more diffuse, has been welcomed at a great number of elite gathering points by the North. This article investigates what is 'new', if anything, about the positions being advanced by this group. The article contends that a hearing is being granted to the New Africa representatives precisely because the message communicated fits the neo liberal discourse. While appreciating elements of New Africa's agenda, it is feared that there is no obvious strategy to be found in the New Africa Initiative inequalities of the global political economy.  相似文献

This article examines Africa's role in an evolving international system where powerful emerging markets, such as bric, together with established powers are shaping economic trajectories. The specific focus is on South Africa as an aspiring leader on the African continent, and on its potential for becoming an emerging market shaping the global order together with bric and the West. It is unclear whether a changing global economy in which the postcolonial world plays a greater role will result in improved developmental prospects for Africans as African countries gradually reorient themselves from the West to the South, or whether relations with emerging markets will resemble neo-colonial ties with the West. South Africa's structural weakness, stemming from serious domestic problems of a social, political and economic nature, threatens to undermine its standing in Africa and its emerging market status.  相似文献

The past 50 years of Africa's history have been blighted by a lack of good governance, which has hindered economic growth and political stability. The continent continues to maintain weak states which are clearly evident in the persistent corruption, unconstitutional behaviour, inefficiency, waste and unnecessary bureaucracy that remain widely practised. However, owing to emerging markets such as China and India that have promoted foreign direct investment in developing countries, a lot of speculation has arisen regarding the impact of the Forum for Cooperation between Africa and China on continental governance. The speculation tends to focus on whether the multilateral trade agreement between Africa and China will be mutually beneficial, or promote bad governance practices such as corruption. This paper argues that in order for any multilateral agreement to become economically beneficial in Africa, the continental elites must first implement good governance best practices. Furthermore, the onus is on the African states, not their regional or trading partners, to implement economic institutional change.  相似文献

After a generally disappointing half-century since recapturing formal independence, at the turn of the second decade of the 21st century, Africa(s) may now be able to seize unanticipated emerging opportunities to move from `fragile' or `failed' towards `developmental' political economies. The continent displays innovations in terms of sources of finance, new regionalisms & transnational governance leading to distinctive insights for analysis & policy, both state & non-state. Since China began enhancing its economic relationship with key African oil exporters from the early 1990s, the effect this has had on the International Relations (IR) of Africa has remained largely unknown. This paper delves into African IR theory and finds that, rather than representing an alternative pole for African states to bandwagon with, China’s limited interest in Africa and its international socialisation, along with a possible growth of the middle class in Africa, is likely to give many African states few alternatives than those which have existed thus far in the postcolonial period. More development options are found to lie in sub-regional integration.  相似文献

Lesotho, a resource-poor country located inside South Africa, is now Africa's largest exporter of apparel to the US. Its performance, very unusual for Africa, relies heavily on Asian investors and trade privileges. This article traces the origins of FDI in Lesotho and the determinants of its export competitiveness, showing that apparel production suffers from low productivity, poor skills and weak local links. Its prospects after AGOA (the African Growth and Opportunities Act) remain uncertain unless the government addresses these structural problems. Lesotho holds important lessons for industrial development in Africa, going beyond creating a good investment environment.  相似文献

This paper explores – through a geo-political perspective – the changes and continuities in South African foreign policy over the period 1990–2010, focusing on the themes of military relations, migration, democratization, and pan-Africanism. The demise of apartheid led to significant changes in South Africa's relations with southern Africa and the rest of Africa, including: transition of South Africa from pariah state to a key leader of the continent; an end to South Africa's destabilization of its immediate neighbours; transition toward more humane treatment of migrants; and transition toward a commitment to democracy promotion in Africa. Yet, continuities among the apartheid and post-apartheid eras persist, including: the persistence of nationalism and realism as guiding principles; ongoing economic and political constraints imposed by neighbouring countries; the persistence of socio-cultural divisions amongst South African and migrant workers; and overall ambivalence about pan-African identity and policies.  相似文献

In 2012, roughly 23 million people in sub-Saharan Africa were infected with HIV, the virus that causes AIDS. Religious responses to the disease have ranged from condemnation of people with HIV to the development of innovative AIDS-related services. This article utilises insights from the social movement literature about collective identity, framing, resources, and opportunity structures to interrogate religious mobilisation against HIV/AIDS. It demonstrates that mobilisation cannot be divorced from factors such as state–civil society relations, Africa's dependence on foreign aid, or the continent's poverty. Religious HIV/AIDS activities must be analysed in a conceptual space between a civil society/politics approach and a service-provider/anti-politics framework. That is, religious mobilisation may at times seek to engage the public realm to shape policies, while at other times it may shun politics in its provision of services. Case studies that illustrate these themes and demonstrate the multi-faceted interactions between religion and HIV/AIDS are included.  相似文献

Regional integration remains an integral part of Africa's development strategy and has underpinned most pan-African development policies for the past 50 years. This paper explores the issue of regional integration in the context of ‘development’ theory and the neo-patrimonial state system in Africa. A central contention of the paper is that Western, Euro-centric conceptions of regionalism, particularly those centred on the market integration approach, have promoted a very biased understanding of regional integration in many parts of the developing world. Using southern Africa as an exemplar case study, the paper argues that the various meta-theories focused on explaining the political economy of regionalism, often closely allied to a development theory paradigm, fail to account for the nature, character and evolution of regional integration. Regional integration in sub-Saharan Africa has been conceived and analysed in the light of the market-led approach, modernity and development. Thus far, it is has failed. This paper therefore explores why market-led regional integration has failed and why, for the foreseeable future, it will continue to do so.  相似文献

Some critics have pointed to South Africa's restrictive migration policy as one of the areas most deficient in overturning apartheid legacies. Yet it is not a lack of democratic process that forestalls change-witness open parliamentary debate, an array of think-tanks and researchers providing input into the policy-making process, and the mobilisation of diverse grassroots voices. Rather, a new non-racial xenophobia creates a potent barrier to reform. Therefore, advocates of migrants' rights and opponents of violence should utilise regional and international points of leverage to their fullest potential if postapartheid South Africa is to fulfill its democratic promise.  相似文献

The French language is in decline in America and Asia and stagnating in Europe; its last bastion in the world may be Africa. Emphasizing Africa's importance to the French-speaking world, Ali Mazrui (2004) argues that “without Africa, the French language would be almost provincial.” However, French is faltering in most of its African strongholds due to ideological, sociolinguistic, political, and geostrategic changes taking place. This article examines the factors contributing to the decline of French in Africa south of the Sahara and identifies its outlooks in a continent undergoing profound change.  相似文献

Abstract

China, once seen as a threat by the states of South Asia, is now viewed correctly as an alternative development opportunity. The unprecedented success of the Chinese development model places it as an obvious alternative to that offered by India—or indeed by the Western model of development—but what implications does this have for the middle and small powers that surround India, and indeed for India and the Western developed world? The fundamental rationale for China's relations with South Asia has changed radically, but the Sino-centric nature of Chinese foreign policy remains. Uniquely, for India's neighbours, but also for the global political economy as a whole, Chinese economic power raises political issues of human security, economic interdependence, and the relationship between physical infrastructure and the benefits of global public goods. The Chinese necessity to tranship through South Asia is identified as a complex new reality for the great power.  相似文献

Abstract

In the early twentieth century, Beijing's Peking Union Medical College (PUMC) stood as a prominent symbol of Western medical science and education in China. After the People's Republic of China was established in 1949, the People's Liberation Army (PLA) took control of the College between 1952 and 1956.This article argues that the endurance of PUMC as an institute of scientific, Western biomedicine in China was largely contingent upon reforms that the PLA instituted there. Drawing on Chinese accounts, as well as the observations of North American and European physicians, it asserts that political campaigns under Army leadership vehemently attacked American influences on the College but avoided direct criticisms of Western medical science itself. This dynamic politically legitimized the Western medical education that the College embodied. It also permitted PUMC to contribute to the development of Chinese military medicine, suggesting a significant connection between civilian and military medical education in the early People's Republic.  相似文献

Europe as terminus of Black dispersal holds much significance for the study of Black identity in the Diaspora due to its role in colonizing the African continent. More specifically, England was a major contender in the race to take control of human and natural resources in Africa and the Caribbean prior to and after the European slave trade. During the first 50 years of the twentieth century, Great Britain successfully lured Black West Indians to its shore with hopes of social, cultural, and economic freedom denied them in their homelands. This article explores the dilemma of Blackness and formation of African Diasporan identities in London during the twentieth century. It also examines the complexities of transnationalism and the impact of cultural memory and globalization on identity formation in Beryl Gilroy's novel Boy Sandwich (1989) through the experiences of Tyrone Grainger.  相似文献
