Synergy between technological infrastructure and institutional efficacy is hypothesized to be a key enabler of national e-governments and is empirically demonstrated using objective measures for these two factors. For the research models proposed, composite variables are constructed from secondary sources, data are analyzed using moderated multiple regression, and robustness is demonstrated with assorted post hoc analyses, including model validation via replication. Well over half the variance in e-government across countries is explained by the single TI synergy term using data reported in 2008 (n = 60, adjusted R2 = 0.618) and in 2010 (n = 103, adjusted R2 = 0.651; n = 120, adjusted R2 = 0.694). This simple linear regression model offers a straightforward way to visualize the relative positions of countries with respect to technological-institutional synergy and the extent of national e-government. Using the model to identify atypical countries and country clusters for further study is highlighted.  相似文献

Abstract

Previous growth accounting studies suggest severe capital underutilisation and mismeasurement of the stocks of capital in some developing countries. Using the firm level data sets from the World Bank surveys, this paper estimates the economic depreciation rates of fixed capital stocks in the manufacturing industries of seven developing countries. The findings indicate that the stocks of fixed capital may depreciate at higher rates in these countries, as compared with the normal rates usually assumed for advanced industrial countries. This study also discusses the economic and social forces that may influence the incentive to maintain capital appropriately and the implications of high depreciation for the total factor productivity (TFP) growth estimates and volatility of capital accumulation.  相似文献

ABSTRACT

The taxonomy of the state’s effective governance capacity present in the literature is evolving around state fragility. However, this article argues that a state moves along the state transition curve, resulting in governance capacity variations over time. It begins as a fragile state, consolidating to becoming a vibrant state, only to embark, eventually, on a downward trajectory through phases of rigidity, decaying, and fragility, before becoming a failed state. About one-third of MENA (Middle East and North Africa) countries are either fragile or failed states. Only technological change and knowledge accumulation and diffusion can shift this curve upward, thereby increasing a state’s effective governance capacity.  相似文献

Over the past decade, literature on the development of the Indian it industry has proliferated. Yet, paradoxically, an understanding of the dynamics behind this process of ‘industrial catch-up’ has remained limited. This can in part be attributed to the ideological flavour of the majority of studies, supported by a conventional wisdom that has attempted to draw links between the 1991 liberalisation of the Indian economy and the emergence and growth of the sector. Such works have both misrepresented the state as an obstacle to growth and overlooked its interventionist, facilitating role which, contrary to neoliberal postures, has increased substantially from the 1990s. The purpose of this paper is to evaluate this literature, taking as point of departure a more rounded empirical account, bringing out the integral role of the state in promoting and determining the character of the Indian it industry's development.  相似文献

ABSTRACT

Globalization forces are colliding with international and national systems of governance, giving rise to a limited sovereignty of the nation-state. Globalization has also negatively affected poor countries and, in its wake, contributed to violence, hunger, and deprivation despite its powerful technological innovations and new economic, cultural, administrative, and political initiatives. This study conceives globalization, good governance, and the culture of governing as inextricably connected. After reviewing positions by proponents and opponents, the authors conclude that the dysfunctions of globalization are threatening the very foundation of developing nations’ systems of effective governance. Based on a review of developments in countries of the Middle East and South Asia, the authors believe that to serve the transformative process, leading to good governance and democratic development, globalization has to take account of important indigenous value systems.  相似文献

This article analyses trade between some of the most advanced Central and Eastern European countries, using Spain as a benchmark, in order to find the determinants and characteristics of the trade patterns that have emerged in the 1990s. The empirical study includes the calculation of different indexes, namely Balassa's index of comparative advantage and the adjusted Grubel – Lloyd index. The analysis assesses whether these trade patterns can be explained by specialisation according to comparative advantage or by intra-industry trade. While trade theory often treats both as alternatives, I find that for the case of these countries they can complement each other.  相似文献

Abstract

Our paper shows that the deficient educational system and the large share of unskilled foreign workers in the Gulf countries are serious impediments to a successful implementation of the strategies of these countries to reduce their dependence on foreign technologies and to restructure their economies in order to make them less dependent on oil exports. A novel element in our analysis is that we emphasise the role of the deficient educational system as an important problem, next to the well-documented quandary of a high incidence of unskilled foreign workers in the workforce. We use new survey data, both at an establishment level and economy-wide, to provide evidence on how the poor educational facilities lead to a poor provision of training, low skill levels, serious skills mismatch and deficient transfer of knowledge. These inadequate facilities and the lack of incentives to improve them also lead to low R&D efforts to promote local technologies and hamper a restructuring of the economy.  相似文献

Abstract

The largest migrant communities in Sweden come from Africa's most troubled region, the Horn. These are the Somali and Ethiop-Eritrean communities. This paper examines the not-so-obvious ways in which Ethiop-Eritrean and Somali communities in Sweden influence the political developments, particularly the conflicts at ‘home’. Many of these immigrants living in Sweden keep up with social and political developments in their countries of origin almost on daily basis and remain engaged, to a large extent, in the affairs of both their families and communities ‘out there’ while they ‘are here in Sweden’. This article therefore focuses on the particular forms of engagement that have either intended or unintended impact on the intractable conflicts in which the societies in these countries are engaged. I argue that ‘nostalgia underpins the immigrants’ sense of commitment to the affairs of their countries of origin, and therefore, providing moral and material support to warring groups derives the impetus largely from the affective dimension of migration.  相似文献

Abstract

Very few researchers have addressed the long‐term financing arrangements of municipal governments in developing countries. No research has evaluated empirically either the elements that affect municipal borrowing in developing countries or what those elements reveal about the municipal credit system. Analyzing Brazilian municipal loan and financial data with a series of simultaneous equations, this paper addresses the following questions: What factors determine municipal government investment levels, borrowing levels, and borrowing prices? What do empirical data reveal about the character of the Brazilian municipal credit system? The results show that investment, borrowing, and borrowing prices are interconnected. Furthermore, while some signs of a market‐based system exist, there is evidence that investment and borrowing decisions are made within an administered market.  相似文献

This paper argues that whether developing countries will be able to protect their plant genetic resources and the right of local communities to control and enjoy the benefits of their traditional knowledge will be determined both by policies adopted by the World Trade Organization ( wto ) and by the domestic policies these nations implement within their respective countries. Drawing on empirical data from a survey of various stakeholders on the issue of 'patenting of life forms', we argue that developing countries must unite behind the demand for a minimum wto standard that recognises and upholds the principle of 'prior informed consent'. 1 The paper also presents a number of domestic policy options available to developing countries to protect their key social, cultural and economic rights with regard to the patentability of life forms.  相似文献

Abstract

In this paper, we compare the community engagement of minorities as measured by group recreational activity in Canada and the Netherlands—two countries with high immigration intake and high levels of ethnocultural diversity. Using logistic regression, we ask questions concerning the determinants of recreational participation, focussing on the degree to which differences are a product of minority status or of more general socioeconomic status. We also compare rates of participation in the two countries to see if there is an underlying difference, which can be explained by socioeconomic and demographic status. We find that sociodemographic characteristics are generally much stronger predictors of participation than characteristics associated with minority status, regardless of country.  相似文献

Abstract

The first decade of the 21st century has been characterised by complex and interrelated changes that have affected development. Development studies as a discipline has traditionally been concerned with the impact of colonisation and neocolonialism, and with neoliberal-related growth models. This paper argues that, since around the turn of the century, there has been a major shift in development, driven by a series of fundamental changes, including the relative failure of the neoliberal project in the 1980s and 1990s, which by the 2000s was partly replaced by a greater concern with addressing security issues with aid; the rise of China and other middle-income countries as large resource providers for development; and the rapid increase of remittance flows to lower and middle income countries. The paper looks at how both development studies and aid policy in Australia and elsewhere have been relatively slow to engage with this rapidly changing context. The big challenges for development studies will be: engaging with developing countries as development donors with different agendas for development; the decline of much of the current neoliberal paradigm; alternative sources of development finance; and the securitisation of Western aid.  相似文献

Abstract

A recent study of 36 sub-Saharan African countries found a positive impact of aid in the majority of these countries. However, for Tanzania and Ghana, two major aid recipients, aid did not seem to have been equally beneficial. This study singles out these two countries for a more detailed empirical investigation. The focus is on the effect of aid when allowing external and nominal factors to play a role in the macroeconomic transmission mechanism. We conclude that when monetary and external factors are properly accounted for, then aid has been pivotal to growth in both real GDP and investment.  相似文献

ABSTRACT

This paper argues that the global citizens’ engagement movement against corruption does not always succeed in developing countries, such as Bangladesh. Drawing on the case of the preventative strategies of the Anti-Corruption Commission (ACC) in Bangladesh, this paper shows that government-driven citizens’ engagement processes through community-based organisations (CBOs) are a ceremonial adaptation in response to isomorphic pressure from the donors. The outcomes from isomorphic pressure suggest that such donor-funded actions produce ‘isomorphic mimicry’ of successful corruption prevention programmes from other countries that do not succeed in the recipient country. A micro-level analysis based on interviews with stakeholders in Bangladesh demonstrates why isomorphic mimicry has failed to produce a robust anti-corruption prevention approach in Bangladesh.  相似文献

Abstract

Despite the use of the same vocabulary and seemingly similar agendas, the experience of these three countries cannot be comprehended without attention to the different contexts in which the countries operate. This paper focuses on the experience in these three English speaking countries dealing with the structure or context of the institutional arrangements, the process of defining outcomes, issues related to timing, availability and investment in data systems, predominant values that are at play, experience with gaming, and accountability arrangements. It provides thumbnail sketches of the framework and experience of these three countries and compares their experience in performance management. While there are significant differences that emerge from contextual variety, there are some shared dynamics in the three systems. I call these “normal tensions” in the system. Yet these tensions have been largely ignored in the performance management movement.  相似文献

This paper sets out to analyse the divergent models pursued by South Korea and Taiwan in regard to technological catching-up and their ongoing transition towards innovation-based economies. It is found that South Korea's former high-debt and chaebol-dominated model inclined it to pursue a Schumpeterian scale-based technological development, while Taiwan's former pro-stability, small- and medium-sized-enterprise (SME)-based model tended to favour its emphasis on a neo-Marshallian network-based technological development. It will be argued that the state's approach to economic liberalisation and firms' demand for capital for technological upgrading are the major factors that have underpinned the adjustment efforts of these two countries.  相似文献

Abstract

Joint household structures in which several generations co-reside in a single house are common across developing countries. Such households may confer benefits on all the family members through household public goods with the patriarch exercising greater control over resources. Therefore, the household structure may affect the bargaining power of its members. This paper estimates the effect of joint versus nuclear household structure in India on the autonomy of women and their labour force participation and the heterogeneity in the effects by income, caste, and region. I use an instrumental variable approach and find that women living in nuclear households have greater decision-making power.  相似文献

The purpose of this article is to examine certain aspects of the interaction between changes in agricultural technology and changes in the aggregate level of labour utilization in agriculture. The first part of the article describes an identity which establishes a relationship between the average output per person in agriculture, the size of the agricultural labour force in relation to the area under cultivation, and the average yield per acre of cultivated land. It also suggests that changes in each of the two latter parts of the identity can be associated with a particular form of technological change. The second part presents the Japanese, Taiwanese and Mexican experiences of agricultural growth in terms of the identity, with supporting data on the nature of the technological changes that have occurred. The final part begins with a summary of the experience of the three countries. Thereafter, it suggests that, in view of the high rate of growth of the labour force in developing countries, there should be a greater appreciation of the ways in which government policies may influence the direction of technological changes and of the possible implications of these changes on aggregate levels of labour utilization in agriculture.

The approach to assessing the impact of technological change that is incorporated in this paper differs in two respects from the approaches of standard literature on the subject (3, pp. 88–101; 4, pp. 709–29; 1, pp. 312–20). ? In the first place, it involves an explicit though partial explanation of the phenomenon rather than an emphasis on measuring its effect. Each of the two forms of technological change—land‐saving and labour‐saving—is identified as the introduction of particular new resources. A more complete explanation would require an additional hypothesis as to why individual entrepreneurs might want to innovate (that is, to introduce new resources); no such hypothesis is included in this study. In the second place, the suggested approach does not require the specification of a production function. The use of an identity has the advantage of allowing useful insights into the process of technological change while avoiding the analytical biases that can be introduced in specifying a production function.  相似文献

Abstract

This paper is a critical survey of the empirical literature on the effects of inequality on economic growth. We conclude that it is most likely that the disparities found in the results are due to differences in the type of countries and time periods included in the samples, the variable used to measure inequality, the structure of the data, and the estimation techniques. These findings suggest that the mechanisms that link inequality to growth are likely to operate differently in different circumstances, an element that may offer important guidelines for both policy makers and researchers.  相似文献

ABSTRACT

International monetary organisations argue the ‘developing countries’ should foster linkages to the world economy as a means to overcome backwardness. In this article we refute the narrative that Mexico has experienced industrial upgrading. Rather, industrial growth in Mexico over the last 40 years has been shaped by neoliberal economic policies which have turned the Mexican economy into an export-led manufacturing platform designed to supply the North American market, sustained by a precarious labour market. As a result, Mexico occupies the most labour-intensive and low value-added segments of regional production chains. To make this argument, we perform an in-depth analysis of the Mexican automotive industry, demonstrating that instead of being an engine for domestic industrial development, the auto industry has become a dominant economic sector through productive hyper-specialisation concentrated in the northern Mexican border states, a reliance on transnational capital, particularly from the United States, a disconnect with domestic markets, and the super-exploitation of labour.  相似文献
