Abstract

Decentralization in South Africa was entrenched in the new democratic constitution of 1996 and charged local government with bringing basic and other services to the population. Our in-depth empirical study of 38 municipalities across South Africa indicates that the experiment with decentralization has largely failed to achieve its main aims—democratizing local government and delivering adequate basic services to all communities. In order to provide some answers to the question as to why this failure occurred, we focus attention on the legislative over-burdening of local government and its concurrent lack of institutional capacity to actually turn legal obligation and decentralization principles into practice as two of the main and related causes for this failure. While the South African constitution gave clear mandates to local government, the issue of adequate institutional capacity for municipal government was largely overlooked or ignored altogether.  相似文献

Abstract

Decentralization reforms introduced to Africa have not always delivered the intended outcomes. Through interaction with the broader historical, political, social and economic context, reforms seem to have engendered political consequences beyond decentralization itself. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here we expand the focus of analysis and incorporate the harder-to-pin-down political patterns marking the workings of decentralization in Africa. Through the case-studies of Ghana, Senegal, Zimbabwe, Namibia, Ethiopia and Uganda we seek to connect the debates on development with the scholarly literatures on comparative federalism, comparative decentralization and local democracy. The conclusion that emerges is that no magic formula which can turn countries into peaceful, stable and prosperous democracies overnight exists. And, importing formal institutions without regard to the local historical, political, social and economic context risks leaving us with elegant but dysfunctional iron houses in the tropical heat.  相似文献

The article argues that during the 1980s the process of decentralization in Chile under the military government of General Pinochet shifted the delivery of primary health care to the municipal level. Despite the return to more democratic forms of government in 1990 the overall structure of local‐level service delivery has remained largely unchanged. The municipalities have retained responsibility for service delivery but resources remain centrally determined. In an attempt to enhance accessibility, choice and the responsiveness of the system to individual and local need, reform has been made to the financial transfer mechanisms and a new model of primary health care delivery has recently been introduced. However, problems of resourcing and implementation limit the effectiveness of some of the changes that have accompanied decentralization. Problems have resulted in primary health care delivery because administrative decentralization has not been accompanied by fiscal decentralization, nor effective political decentralization. Abstract

Among other shortcomings of decentralization reforms undertaken by developing countries since the 1980s, recent research finds that the reforms' primary aim—devolution of authority to localities—has often not been achieved in practice. This article builds on that insight, examining an understudied pathway through which states that have undertaken decentralization can ultimately recentralize power: administrative unit proliferation. Rapid creation of numerous new subnational administrative units is an increasingly common occurrence in developing countries, particularly in sub-Saharan Africa. This phenomenon, I argue, allows for recentralization by reducing the intergovernmental bargaining power and administrative capacity of each subnational unit, as well as by substantially expanding both the reach of the national executive's patronage network and its ability to monitor emergent security threats on its periphery. The article illustrates these mechanisms with evidence from Uganda.  相似文献

One of the most important dimensions of rural development policy in Zimbabwe since independence has been rural local government reform, in particular decentralization policy. Evidence from a number of recent studies is used to present a comprehensive review of Zimbabwe's experience of local government decentralization during the first eight years of independence, 1980 to 1988. Section 2 presents a brief outline of some basic concepts on decentralization which have guided the discussion. Section 3 contains a short account of the local government system inherited from the colonial era. Section 4 outlines the major post-independence reforms, that is: the 1980 District Councils Act; the 1984-85 Prime Minister's Directive on Decentralization; the 1985 Provincial Councils and Administration Act; and the 1988 Rural District Councils Act. Section 5 presents an assessment of these reforms, paying particular attention to organizational, financial and planning issues. While some important improvements have been achieved in rural Communal Areas-in particular the extension of services and increases in local revenues and popular participation-the system of local government and administration remains a dual one. Other problems include the gap between the planning and budgeting processes, continued financial dependence of district councils on central government, and a lack of serious effort by central government to make use of provincial and district development plans.  相似文献

This study examines the effects of decentralization on the size and scope of government. I use meta‐regression analysis in this article to elucidate the impact of differences in study design on study findings. The results indicate that the study's unit of analysis and choice of decentralization measure impact estimates of the effect of decentralization on government size. In particular, studies utilizing the local unit of analysis and federalism measure of decentralization are more likely to find that government shrinks as decentralization increases while studies utilizing the fragmentation measure appear more likely to find the opposite result.  相似文献

Abstract

For much of the last thirty years the main leitmotif animating Civil Service reform in the UK has been that efficiency and effectiveness in public services can be achieved by adapting management methods and practices derived from commercial enterprise. In the process of making the dreams and schemes of that plural singularity we have come to call ‘managerialism’ operational though, something valuable appears to have been lost, and that something is the Civil Service as a unified ‘constitutional bureaucracy’. In this article I explore some of the unfortunate governmental and administrative consequences of these managerially minded reforms. In particular, I seek to highlight the continuing relevance of what have been routinely characterized as outmoded and anachronistic machineries of government, and to stress the importance of the increasingly forgotten core business of public administration: the running of a state and of a constitution.  相似文献

In commenting on ‘Decentralization, Local Governance and ‘Recentralization’ in Africa’ (Wunsch, 2001 ), this article concurs with the general thesis of Wunsch that the actual implementation as distinct from the rhetoric of decentralization in Africa has featured lingering central retention of power and resources and that genuine local control over important services and investments remains elusive. However, there is evidence that this is not invariably the case and that donors may have decisive roles to play in encouraging local assertiveness in the medium term in providing leverage for change through budget support and technical assistance to civic education, training local councillors, monitoring local government elections and encouraging local government associations to put to the test the national commitment to genuine local governance. These roles include helping to ensure the transparency of central transfers and, as in Uganda and Malawi for example, assisting with the development of intermediary fiscal mechanisms in this regard. Abstract

In the mid-1990s Ethiopia adopted a federal constitution promising regional autonomy and the creation and strengthening of local government units below the regional level. Some observers attribute the various shortcomings of Ethiopian federalism that have emerged since then to the original institutional/constitutional design. This paper, however, argues that what is not in the constitution has come to influence the workings of decentralization more than what is codified in it. The dominant national party in power, the Ethiopian People's Revolutionary Democratic Front (EPRDF), either directly or through affiliates, controls political office at all levels of government, thereby limiting the room for local initiative and autonomy. The presence of a national dominant party limits the responsiveness and downward accountability of Wereda (district) authorities; it also undermines political competition, and by extension, good governance at the grassroots level. The paper is based on field research carried out in the Tigray regional state of Ethiopia. The conclusion is that when one party dominates the politics of the region and its institutions, extra-constitutional intra-party politics determine how things work, thereby subjugating localities’ autonomy and impeding their ability to deliver on promises of decentralization.  相似文献

A study of decentralization of road administration in developing countries has been undertaken, including a literature review, and field studies in Nepal, Uganda and Zambia. The findings are reported under the headings of: constitutions and governance; policy and planning; financial and fiscal aspects; institutions, management and human resources; operations; and contribution to poverty alleviation. Decentralization of road administration has potential for improving the delivery of rural transport infrastructure services. But the evidence from this study suggests that it is proving difficult to realize fully the expected benefits. Problems include: lack of local government powers to exercise political influence; insufficient financial resources; lack of management capability; and a lack of accountability mechanisms. Limited data also suggest that there is little evidence of existing decentralized systems being particularly responsive to addressing the needs of the rural poor. There is a need for the poor to be involved more actively in the planning, financing and implementation process. Different models for administrative decentralization are described and recommendations are made for approaches likely to be the most appropriate for rural transport infrastructure administration and management. The Solomon Islands became independent in 1978. Influenced by developments in neighbouring Papua New Guinea, a plan for provincial government has been introduced in order ostensibly to achieve more effective decentralization than operated through local government councils. This article describes the successive attempts at establishing local government councils and discusses the present plan for provincial government in the context of experience with local councils. The plan is seen as an attempt at returning power to the people and avoiding the development of a centralized authority serving the interests of those associated with Central government.  相似文献

Decentralization is a common public sector reform in developing countries. Its basic rationale is that local governments have an informational advantage regarding the needs and preferences of consumers. However, decentralization also has drawbacks. Foremost is the efficiency advantage of the central government in providing public services because of economies of scale and better access to resources. This study looked at the relationship between decentralization and poverty using data from Philippine cities and municipalities. Results suggest that decentralization, as represented by fiscal independence and measured by the share of locally sourced revenues to total local government revenues, is indeed associated with lower poverty. However, this effect is not linear—the marginal effect of decentralization on poverty diminishes as decentralization increases. Moreover, decentralization moderates the positive effect of good governance on poverty reduction and the magnitude of the relationship between poverty and decentralization is stronger in poorer municipalities than in richer ones.  相似文献

Around the world, the public sector is introducing private sector management practices. Abandoning the binary model of public and private sectors the State Government of Victoria introduced the compulsory competitive tendering system under which local government bodies are required to tender out their services to private sector service providers. The aim was to encourage local government bodies to operate in contestable situations so that they can increase efficiency, decrease operating costs, develop clear programme goals and objectives, become responsive to client goals, and improve the quality of goods and services. The article describes how the practice of the compulsory competitive tendering system has introduced major changes to organizational cultures, attitudes of employees, power and authority structures, sytems of decision making, delegation of financial and managerial authority, and the nature of control and accountability. In addition, the article explains the degree of competitiveness and efficiency that local government bodies have achieved and describes how the corporatized structure has helped to achieve the financial objectives. The article also discusses how the role of the elected councils is diminishing under this new management structure and argues that in the absence of a genuine monitoring system and accountability mechanism the local government bodies find it difficult to assert their role as quality service deliverers. This has forced the councils to comply with the requirements of the competition laws which have reduced direct accountability of government to the public. Abstract

The study assesses the effectiveness of New Zealand local government Websites in providing equitable and appropriate access to government information. All local government Websites that could be identified were evaluated using 37 criteria, and visitors to approximately half of these sites were surveyed to determine their perceptions of the effectiveness of the sites. Results show that although there is a good range of information provided on the better sites, some smaller regional or district councils sites provide little in the way of basic information to their citizens. The study also found a limited range of transactional services available on New Zealand local government Websites, and a widespread lack of disabled-enabled access to sites, along with poor provision for user privacy and security. User comments focused on the need for more information and more up-to-date information to be provided, and better search facilities on sites. Although over 90% of users approached a particular site seeking specific information, less than half were able to find the information they sought. Significant indigenous and ethnic minority groups were underrepresented among users. The study concludes that there is room for considerable improvement in the use of the Web as a primary communication and transaction channel within the context of the government's vision for extending e-government in New Zealand to local government and Other agencies.  相似文献

A major issue in Latin. America is the decentralization of public finances and the autonomy of local government. This article begins with a brief review of the ongoing decentralization debate. We then discuss key features of local government finance and autonomy among unitary and federal governments in Latin America. Against that backdrop, we focus on the Chilean case, which has been a widely celebrated success story in the economic development literature. We argue that despite major gains by municipal governments over the past two decades, financial decision making powers still rest with the national government. This creates financial complacency among local governments. To remedy this, we conclude with six proposals for promoting effective decentralization.  相似文献

How decentralized government structure influences public service delivery has been a major focus of debate in the public finance literature. In this paper, we empirically examine the effect of fiscal decentralization on natural disaster damages across the U.S. states. We construct a unique measure of decentralization using state and local government expenditures on natural resources, which include investment in flood control and mitigation measures, among others. Using state‐level panel data from 1982 to 2011, we find that states that are more decentralized in natural resource expenditures have experienced more economic losses from floods and storms. This effect is only pronounced in states that are at higher risks of flooding. Our findings suggest that fiscal decentralization may lead to inefficient protection against natural disasters and provide implications for the assignment of disaster management responsibilities across different levels of government in the U.S. federal system.  相似文献

In the recent excitement about the democratizing potential of the 'new' electronic media, theorists have largely ignored the role of the oldest of the electronic 'mass' media, that is, radio. This paper suggests several parallels between the oldest and the newest electronic media in the transmission of anti-authoritarian politics in Indonesia. While the Internet aided sections of the civil society in subverting the state's control over public discourse, in the post-authoritarian politics, radio may remain by far the more significant technology of democratization. Radio's importance is only in part explained by the economic limits on the distribution of the Internet in Indonesia. We need to look at the particular tessellation of culture, politics and technology in Indonesia to understand the role of radio in the articulation of local politics, in a democratization process whose success depends on the politics of ethno-cultural decentralization and devolution of power from urban elites.  相似文献

Decentralization and Democratic Instability: The Case of Costa Rica   总被引:2,自引:1,他引:1  
This article examines the consequences of the decentralization process that is under way in Costa Rica and which may undermine, rather than bolster, democracy in that country. I first outline three key contextual variables relating to the reform process: existing sociopolitical realities (constructing local legitimacy), the dynamics of the reform process (bottom-up versus top-down), and the timing or sequencing of the proposed reforms (what is being decentralized and when). Though I focus here on Costa Rica, these three variables are generally applicable in any case of decentralization. After considering these contextual factors, I evaluate the likelihood of four negative side effects arising from the ongoing decentralization process: party-system fragmentation, reinforced or mutated clientelism, intermunicipal conflict and polarization, and local government instability. Early evidence suggests that some of these effects, particularly party-system fragmentation and municipal instability, have begun to manifest themselves.  相似文献

The 1980s saw the emergence of popular participation as a mechanism for promoting good governance in developing countries Good governance was seen as crucial to efforts to improve the welfare of poor people in countries where elites had hitherto benefited disproportionately from policies conceived at the top without reference to ordinary citizens at the bottom. Donor pressure helped accelerate the change. In Uganda these developments coincided with the rise to power of a government that sought to democratise the country's politics. A major plank in the democratisation agenda was the establishment of a participatory system of local administration in which ordinary citizens, facilitated by local councils, would participate in public affairs and influence the way government functioned. These aspirations coincided with those of the donor community and enthusiasts of popular participation. This article is an account of the evolution of village councils and popular participation from 1986, when the National Resistance Movement came to power in Uganda, to 1996. It shows that while at the beginning the introduction of local councils seized the public's imagination leading to high levels of participation, with time, public meetings as consultative fora succumbed to atrophy due to participation fatigue and unwarranted assumptions about the feasibility and utility of popular participation as an administrative and policy‐making devise.
