Referendums represent a special variant of political elections. Although it must be assumed that the behaviour of voting in referendums is determined by a range of factors identical to those that are operative in other contests, it can be asked to what extent referendum voting behaviour is sensitive to active campaigning on the part of political parties and organized groups. It may add to our understanding of referendums, therefore, to analyze them in terms of three 'ideal types': party-structured, group-structured, and unstructured contests. Illustrations taken from certain recent referendums support the argument that it is useful to consider the extent to which these ideal types are in evidence - alone or in combination - when explaining referendum voting behaviour.  相似文献

The study of referendum voting follows much the same format as for general election voting. Influences on vote, however, are likely to differ significantly. Referendums decide issues, while general elections determine which party or parties will form the government. Parties are often divided on referendum issues and these issues tend to be of low salience. General elections, however, are contested by long-established parties on highly salient issues. Using panel data from the British Election Study and the 2011 Alternative Vote Referendum Study, we find that voters place different weights on party identification, issue positions, government and leader evaluations when voting in general elections and referendums, but the evidence for differential campaign effects is limited.  相似文献

Abstract. In the Irish case, a combination of quite restrictive constitutional provisions for consulting the people and extensive social and political change has produced a variety of forms of initiation of referendums and a surprisingly large number of them (25 since the late 1960s). Referendums in Ireland have frequently been related to underlying political cleavages while only very infrequently evoking major inter–party conflict. This suggests that referendums may have insulated the party system against the impact of potentially contentious issues. However, analysis of voting behaviour in the 1992 general election and abortion referendums indicates some linkage between referendum voting and party choice at the aggregate level. Additionally, evidence from the Nice Treaty referendum of 1901 suggests that the lack of major party involvement in the campaign contributed to a demonstrable gap in people's understanding of the issues. The low level of understanding in turn certainly contributed to the massive level of abstention and to a NO vote that was contrary to the preferences of almost all the parties. Thus, there are limits to the extent to which the organs of representative democracy can, or can afford to, distance themselves from the process of direct democracy.  相似文献

Abstract. The rarity of referendums in the United Kingdom makes them unusual events for voters, parties and students of voting behaviour. The 1997 devolution referendums in Scotland and Wales were highly significant since they led to major constitutional changes. In the novel circumstances of a referendum, political parties and the media played an important role in providing voters with information to guide their voting decisions. Longstanding identities and opinions relating to the pros and cons of the issue involved and attitudes towards the government influenced voting. Reassuringly, opinions about the effects of devolution were highly influential.  相似文献

European Union referendums invite national electorates to vote on transnational cooperation and regional integration, thereby creating tension between transnational ballot issues and domestic electoral mobilisation. Because of the tension, domestic political parties are forced to confront a two-dimensional political space in EU referendums. In the referendum-generated political space, unless integration issues are more salient than domestic concerns, intra-divided and inter-converged mainstream parties tend strategically to abstain from the campaigns. Yet, explicit inter-party collusion may allow the pro-integration mainstream to form a party cartel in EU referendums. Suggestive evidence is drawn from a case study of the two Irish referendums on the Nice Treaty. Based on a party-candidate survey, Irish parties are mapped onto a latent two-dimensional political space. The findings shed new light on the initial abstention of Irish mainstream parties in the first Nice campaign and their subsequent mobilisation in the second referendum.  相似文献

European Union (EU) referendums provide unique opportunities to study voters’ attitudes toward a distant level of governance. Scholars have long tried to understand whether EU referendum results reflect domestic (dis‐)satisfaction with the incumbent governments or actual attitudes toward the Union. Finding evidence supporting both domestic and European factors, the recent focus has thus turned to referendum campaigns. Recent studies emphasise the importance of the information provided to voters during these campaigns in order to analyse how domestic or European issues become salient in the minds of voters. These studies nonetheless overlook the asymmetrical political advantage in such campaigns. The broader literature on referendums and public opinion suggest that in a referendum, the ‘No’ side typically has the advantage since it can boost the public's fears by linking the proposal to unpopular issues. This article explores whether this dynamic applies to EU treaty ratification referendums. Does the anti‐EU treaty campaign have more advantage than the pro‐EU treaty campaign in these referendums? Campaign strategies in 11 EU treaty ratification referendums are analysed, providing a clear juxtaposition between pro‐treaty (‘Yes’) and anti‐treaty (‘No’) campaigns. Based on 140 interviews with campaigners in 11 referendums, a series of indicators on political setting and campaign characteristics, as well as an in‐depth case study of the 2012 Irish Fiscal Compact referendum, it is found that the anti‐treaty side indeed holds the advantage if it engages the debate. Nonetheless, the findings also show that this advantage is not unconditional. The underlying mechanism rests on the multidimensionality of the issue. The extent to which the referendum debate includes a large variety of ‘No’ campaign arguments correlates strongly with the campaigners’ perceived advantage/disadvantage, and the referendum results. When the ‘No’ side's arguments are limited (either through a single‐issue treaty or guarantees from the EU), this provides the ‘Yes’ side with a ‘cleaner’ agenda with which to work. Importantly, the detailed data demonstrate that the availability of arguments is important for the ‘Yes’ side as well. They tend to have the most advantage when they can tap into the economic costs of an anti‐EU vote. This analysis has implications for other kinds of EU referendums such as Brexit, non‐EU referendums such as independence referendums, and the future of European integration.  相似文献

Within Europe, the Danish electorate is the one that has most often expressed its opinion about the European Union in elections and in national referendums. Votes and attitudes are analysed for the five elections to the European Parliament between 1979 and 1999 and in the six referendums – from the first on membership of the EC in 1972 to the September 2000 referendum on acceptance of the euro, the European single currency. The article gives an overview of the development of Danish public opinion in relation to the European Union from 1960 to 2000, the turnouts at referendums, and the elections and results for the European Parliament. It is shown that since Denmark joined the EU, public opinion has fluctuated greatly, although the balance among Danish European Parliament members has remained stable. The reasons for the frequent use of referendums in Denmark and a thematic outline of the six referendums are put forward. The article concludes with a comprehensive analysis of public attitudes towards the referendum on the euro in 2000. It is shown that regional electoral patterns have vanished, but underlying attitudes are manifested in the public.  相似文献

This paper uses data gathered in the British Election Study's 2011 AV Referendum Survey to investigate the impact of party leader images on referendum voting. The emphasis on leader images accords well with research showing that leader heuristics have sizable effects on voting in major referendums and general elections in Britain and other mature democracies. Reacting to these findings, some analysts have argued that the effects of leader images are heterogeneous, being stronger for voters with lower levels of political knowledge. In contrast, consistent with recent research in experimental economics and political psychology, it can be hypothesized that more knowledgeable voters rely more heavily on leader heuristics than do less knowledgeable individuals. Using multivariate statistical techniques developed for interpreting interaction effects in nonlinear models, analyses indicate that a political knowledge index focusing on the electoral system does not have statistically significant effects on referendum voting. However, voters' knowledge of leaders' positions on AV does interact with leader images. The analyses show that voters with higher levels of political knowledge are influenced more strongly by leader heuristics than are those who are less knowledgeable.  相似文献

There is a debate in the literature on referendum voting as to whether these occasions are opportunities for voters to express issue preferences in the absence of partisan politics or whether they simply serve as referendums on the current government. In part, this latter, second order account is assumed to be driven by the amount and content of media coverage, and hence information about the referendum, that is available to voters. In this paper, we address the second order question and demonstrate that holding elections concurrently both reduces the amount of media attention to the second order contest—the AV referendum in Scotland, Wales and Northern Ireland where national elections were held—and moderates media priming, thereby affecting the salient cues in the decision making of voters in those contexts.  相似文献

The end of the Cold War made it possible for some neutral countries to join the European Union. However although the European integration promotes economic co‐operation it also reveals problems concerning national and regional identity. In order to legitimise EU‐membership, the new potential member states Austria, Finland, Sweden and Norway conducted referendums on whether or not they should join EU. These referendums, although different in some national aspects, are an example of an international synchronisation of the political establishments. This synchronisation is discussed in light of a ‘Domino‐Strategy’ of the referendums. Furthermore, the article describes some aspects of the referendum campaigns by stressing the importance of geographical differences, organisational standpoints, public opinion and discourse which shows astonishing similarities but also decisive differences.  相似文献

In May 2003, Slovakia produced the highest percentage of ‘yes’ votes ever in an EU accession referendum, although turnout was only just above the 50 per cent necessary for it to be valid. After deep political polarisation in the 1990s, a consensus had been formed on the overriding need for EU membership, which was supported by all parliamentary political parties. It was the first Slovak referendum ever where not only the answer to the question, but also the propriety of holding the referendum, were not the subject of bitter political argument. However, despite impressive civic voter participation campaigns in the two previous national elections, a low level of contestation made it hard to mobilise all pro-EU voters yet again for the referendum. Lack of leadership, and the hope that turnout would drop below 50 per cent, also encouraged the Eurosceptic minority to abstain.  相似文献

Direct democracy allows citizens to reverse decisions made by legislatures and even initiate new laws which parliaments are unwilling to pass, thereby, as its proponents argue, leading to more representative policies than would have obtained under a purely representative democracy. Yet, turnout in referendums is usually lower than in parliamentary elections and tends to be skewed towards citizens of high socio-economic status. Consequently, critics of direct democracy argue that referendum outcomes may not be representative of the preferences of the population at large. We test this assertion using a compilation of post-referendum surveys encompassing 148 national referendums held in Switzerland between 1981 and 1999. Uniquely, these surveys also asked non-voters about their opinion on the referendum's subject. Comparing opinion majorities in the surveys against actual referendum outcomes we show that representativeness increases slightly in turnout as well as over time. However, we find only few cases where the outcome would have been more representative even under full turnout vis-a vis a counterfactual representative outcome. Thus, our results are in line with research on the turnout effect in elections: Higher turnout would not radically change the outcome of votes. On balance we find more cases where referendums provided more representative outcomes than cases where the outcome was unrepresentative vis-a-vis representative democracy. Hence, we conclude that, overall, direct democracy seems to improve representation in Switzerland.  相似文献

This article compares the use of the referendum in France by the President of the Republic with its use at the initiative of governments in other democracies. It strengthens the current view of a specificity of French referendums, consisting in their power-reinforcing use by the president, and relates it to the personal initiative and the French institutional culture. But French referendums have had other functions as well, like ensuring the adoption of legislation or increasing its legitimacy. Moreover, the use of the referendum for a variety of political ends is a dominant feature of government-initiated referendums in all countries. A straightforward relation between the type of initiative and the type of use of the referendum cannot however be drawn, just as between the initiative, or the use, and the democratic quality of the referendum. The final section focuses on the ‘politically obligatory’ referendum: from being a political resource in the hands of governments, government-initiated referendums are increasingly forced upon them. Two different reasons – appropriateness and pressures – have been found to be conducive to such a political obligation. The decision by the French president to hold a referendum on the EC Constitutional Treaty, which is closely analysed, provides a clear example of a politically obligatory referendum, in contrast to the traditional entrepreneurial use of the referendum by the president. Some decisions by other governments to submit the treaty to the people can also be interpreted in this way.  相似文献

Abstract. In this article we examine the scope for campaign effects in citizen–initiated referendum (CIR) elections. Given the context of CIR elections, television effects can be seen to be even bigger and more important than in candidate elections. We use survey data on information demands made upon voters in CIR campaigns, and the information sources they use, in order to gauge the relative importance of various sources that voters rely upon in making voting decisions. We then examine the relative importance of television advertising as a source of information in CIR campaigns. We find that voters report using many sources of information, with few voters relying exclusively upon television advertisements. Rather than telling voters which way to vote, television campaigns may simply raise awareness of CIRs and so encourage voters to seek cues elsewhere, in particular from ballot guides where cues are more readily discerned.  相似文献

Referendums are regularly criticised for reducing complex policy decisions to two maximally opposed options. This reduces opportunities for voter expression and can polarise debates. Alternative referendum designs which present more than two ballot options can offer innovative opportunities, but also raise new challenges. We can benefit by learning from previous experiences with multi-option referendum voting. Discussions of such experiences are rare and have often focussed on a limited number of cases. This article provides an overview of over 100 multi-option referendum experiences around the world. It discusses the topics on which they were held and the ballot options that were offered. It then analyses the variety in ballot design in terms of questions posed and voting methods applied. Drawing on the experiences of multi-option referendums, the article concludes with lessons that can be learned in relation to initiating and designing these referendums.  相似文献

Two types of data are used to address separate but related questions about the 2011 referendum on the parliamentary voting system. First, a survey of individual candidates at the coincident local government elections examines the extent to which local campaigning was used by the parties (as surrogates for the 'Yes' and 'No' camps) to provide information and decision cues to electors. Second, aggregate data at local authority-level compares participation in and voting preferences at the two electoral events. The combination of evidence suggests that while having coincident local elections helped to boost turnout in the referendum, the impact of local-level campaigning on the referendum outcome was marginal at best.  相似文献

This article is about comparative voting behaviour in referendums on the EU and explores variation within one country rather than variations across countries. This enables us to control for broad national context while allowing variations in the immediate referendum context, in terms of campaign intensity and incumbency. It analyses voting behaviour in the many referendums that have taken place in Ireland. The major part of the analysis deals with the five referendums since 2001, as this allows the use of the same measurement of EU support and the use of post referendum surveys. Most attention is paid to attitude to the EU, party support and satisfaction with the incumbent government, reflecting the main debates in the literature on the issues and party cues. The relative importance of each is said to depend on contextual factors such as campaign intensity and economic strength. We find both party cues and issues matter consistently, and suggestive evidence that incumbency matters to the effectiveness of cues given by the two main pro-EU parties but the major finding is that variations in the factors driving voting behaviour in different Irish polls on Europe are slight and barely significant.  相似文献

Analyses of voting in European Union referendums typically distinguish between ‘second‐order’ effects and the impact of substantive ‘issues’. In order to explain change in referendum outcome, two types of substantive issues are distinguished in this article. Focusing on Irish voting in the Lisbon Treaty referendums and using data from post‐referendum surveys, it is found that perceptions of treaty implications outperform underlying attitudes to EU integration in predicting vote choice at both referendums, and perceptions of treaty implications are strong predictors of vote change between the referendums. The findings have broadly positive implications for normative assessments of the usefulness of direct democracy as a tool for legitimising regional integration advance.  相似文献

How were the results of the European Elections related to national political patterns? This article adopts a cross-national comparative perspective. It concludes that government parties, irrespective of being on the right or on the left of the political spectrum, and irrespective of representing the more ‘pro-European’ or the more ‘anti-European’ forces of their country, lost the European election of 1984. European elections have proved to be additional second-order elections (like local or provincial elections), important for the ripples they create on the national political scene. The systematic relationship between voting in firstorder and second-order elections is explored in detail. On the whole, it appears that the 1984 European elections have to be seen largely as tests of opinion on domestic politics.  相似文献

How does political violence affect popular support for peace? We answer this question by examining Colombia, where in 2016 the people narrowly and unexpectedly voted against a peace agreement designed to end a half century of civil war. Building on research on the impact of political violence on elections as well as research on referendum/initiative voting in the United States, we argue that local experiences with violence and the political context will lead to heightened support for peace. We test these expectations using spatial modeling and a municipal-level data on voting in the 2016 Colombian peace referendum, and find that municipal-level support for the referendum increases with greater exposure to violence and increasing support for President Santos. These results are spatially distributed, so that exposure to violence in one municipality is associated with greater support for the peace referendum in that municipality and also in surrounding areas. Our findings have implications not only for Colombia, but for all post-war votes and other contexts in which referenda and elections have major and/or unexpected results.  相似文献
