The idea that the values and norms of democracy can also be applied to global politics is increasingly debated in academe. The six authors participating in this symposium are all advocates of global democracy, but there are significant differences in the way they envision its implementation. Some of the contributors discuss if and how substantial changes undertaken by states, mostly in their foreign policies, may also generate positive consequences in global politics. Other contributors address the nature of the international arena and the possible reforms it should undergo starting with the reform of international organizations. The debate combines theoretical aspects with normative proposals that could also be advanced in the political arena and offers a wide range of perspectives on the attempts to achieve a more democratic global political community.  相似文献

During the Cold War, arguments about representation were a significant part of international debates about democracy. Proponents of minimal democracy dominated these arguments, and their thin notions of representation became political common sense. I propose a view of representation that differs from the main views advocated during the Cold War. Representation has a central positive role in democratic politics: I gain political representation when my authorized representative tries to achieve my political aims, subject to dialogue about those aims and to the use of mutually acceptable procedures for gaining them. Thus the opposite of representation is not participation. The opposite of representation is exclusion – and the opposite of participation is abstention. Rather than opposing participation to representation, we should try to improve representative practices and forms to make them more open, effective, and fair.  相似文献

Different concepts of local democracy imply different tasks, functions and reform strategies for local political leadership. This article draws a map of local democracy that entails four non-exclusive components: representative democracy, user democracy, network democracy and participatory democracy. After reflecting on the nature of local democracy in governance and the functions of political leadership generally, the article considers in turn the bases of constructing the common good within each form of democracy. In this paper, I evaluate two competing perspectives regarding what underlies the public’s support for democracy promotion—a democratic values-based perspective positing that the public’s support for democracy promotion is based on a principled desire to spread American values, beliefs, and ideologies to other countries, and a national interests-based perspective claiming that it is based on a rational desire of Americans to advance the US’ political and economic interests abroad. Using a survey experiment, I find that, in general, Americans are not driven by either democratic values or national interests to support democracy promotion even though they believe that democracy promotion is in the interests of both the recipient country and the United States. Only a subset of the population is motivated to support democracy promotion for the sake of democratic values. This subset of the population is driven by cosmopolitanism—that is, a sense of concern for the welfare of those living in other countries and a sense of moral responsibility to promote democracy abroad derived from the US’ position as a world leader, not national pride.  相似文献

Political theorists have argued that the methods of deliberative democracy can help to meet challenges such as legitimacy, effective governance, and citizen education in local and national contexts. These basic insights can also be applied to problems of international governance such as the formulation, implementation, and monitoring of labor standards. A participatory and deliberative democratic approach to labor standards would push the labor–standards debate into the global public sphere. It would seek to create broad discussion about labor standards that would include not only firms and regulators, but also consumers, nongovernmental organizations, journalists, and others. This discussion could potentially improve (1) the quality of labor standards by incorporating considerations of economic context and firm capability, (2) their implementation by bringing to bear not only state sanctions but also political and market pressures, and (3) the education and understanding of citizens. Whereas the role of public agencies in state–centered approaches is to formulate and enforce labor standards, central authorities in the decentralized–deliberative approach would foster the transparency of workplace practices to spur an inclusive, broad, public conversation about labor standards. To the extent that a substantive consensus around acceptable behavior emerges from that conversation, public power should also enforce those minimum standards.  相似文献

ABSTRACT

This paper explores existing thinking and research on the use of negative advertising strategies in political campaigning, and in particular examines their potential impact on liberal democracy. We ask what impacts negative forms of political communication may have on our system of government and democratic participation. Though political advertising makes up only a part of political discourse, an analysis of it is necessary given the increasing “marketisation” of political communication, coupled with concerns regarding the so called “democratic deficit.” In order to more truly evaluate its impact, the evidence pertaining to both the positive and detrimental consequences of employing negative ad strategies is examined. What emerges are some very real short-term benefits, some very real concerns over its use, and confusion over its “true” impact. Of particular note is the need for researchers and campaign managers to take a longer-term view of the potentially detrimental consequences of employing negative advertising strategies-to look beyond the short-term gains of winning elections and to consider the longer-term societal consequences of consistently employing advertising strategies characterised by the creation of doubt, fear, anxiety, violation and viciousness. We argue that the “winning” mentality of political ad campaigns needs to be balanced by a more “nurturing” orientation if the tenets of liberal democracy are to remain sustainable.  相似文献

Democracy and Economic Growth: A Meta-Analysis   总被引:3,自引:0,他引:3  
Despite a sizeable theoretical and empirical literature, no firm conclusions have been drawn regarding the impact of political democracy on economic growth. This article challenges the consensus of an inconclusive relationship through a quantitative assessment of the democracy-growth literature. It applies meta-regression analysis to the population of 483 estimates derived from 84 studies on democracy and growth. Using traditional meta-analysis estimators, the bootstrap, and Fixed and Random Effects meta-regression models, it derives several robust conclusions. Taking all the available published evidence together, it concludes that democracy does not have a direct impact on economic growth. However, democracy has robust, significant, and positive indirect effects through higher human capital, lower inflation, lower political instability, and higher levels of economic freedom. Democracies may also be associated with larger governments and less free international trade. There also appear to be country- and region-specific democracy-growth effects. Overall, democracy's net effect on the economy does not seem to be detrimental.  相似文献

This article offers a critical assessment of Jürgen Habermas's discourse theory of democracy. It suggests that the main thrust of a discursive account of legitimacy is the attempt to show how the demands of maximal democratic inclusion might be reconciled with a politics of reasoned agreements. While this aim is endorsed, the thrust of the argument is that a critical theory of democracy requires that normative frameworks that bring certain substantive features of democratic life into focus should supplement Habermas's procedural approach. First, the account of maximal inclusion has to be developed in a way that clarifies the egalitarian demands of distributive justice. Secondly, the account of a politics of reasoned agreements has to be connected to a theoretical analysis of the bonds of solidarity that could underpin such a form of political engagement. These developments contribute to a critical theory that gives a more adequate account of the motivational basis of discursive democracy.  相似文献

Scholars and policy makers have long assumed that trade and financial liberalization encourages developing countries to become more democratic; yet no one has developed formal hypotheses about the causal relationship between globalization and democracy. This article shows that these two trends are indeed related, but not necessarily in the direct manner that has commonly been postulated. Combining theories of embedded liberalism and conflict-based theories of democracy, the model presented here depicts the process that affects decisions to strengthen democracy as trade and capital flows increase. I argue that increasing exposure to international export and financial markets leads to improvements in democracy if safety nets are used simultaneously as a strategy for providing stability and building political support. Empirical evidence is provided by econometric analysis covering 59 developing countries for the time period 1972–97.  相似文献

This paper aims to analyse why Indonesia projects democracy as a state identity by taking on the role of democracy promoter? This paper argues that Indonesia's aspiring role as a democracy promoter is not a manifestation of a firm and coherent democratic political culture, which is more likely to be a permanent feature of states. Thus, rather than seeing it as firmly established state identity, instead, Indonesia's democratic identity should be seen as role conception articulated by foreign policy elites in its quest for international prestige. Its role as a democracy promoter has enabled Indonesia to enhance its other roles conceptions such as a regional leader in Southeast Asia as well as a bridge-builder at the global level. However, this paper further argues that Indonesia's role as a democracy promoter has also been hindered due to the inter-role conflicts arising from its enactment of multiple roles. As a result, Indonesia's enactment of the role as democracy promoter has relatively less impactful towards democratization in the region. To substantiate this argument, the paper examines Indonesia's strategies in promoting democracy and human rights in three case studies, namely Indonesia's role in mainstreaming human rights in ASEAN, Indonesia's democracy promotion through the Bali Democracy Forum, and Indonesia's engagement towards democratization in Myanmar.  相似文献

This paper attempts to provide a modern, universal, conceptualisation of democracy. J. D. May's ‘responsive rule’ approach is analysed. It is argued that his approach, although on the right lines, is not satisfactory as it stands. Democracy should be seen as referring to the principles which underlie the political process for a given regime, and is logically independent of the detailed institutional practices. Following Easton's analysis of a regime in terms of authority structure, values, and norms, democracy is analysed in terms of three principles of upward control, political equality, and norms defining acceptable polices. procedures, and behaviour. Democracy is not a dichotomous concept: given regimes differ in the extent to which they embody the principles of democracy in the operation of their institutions. In practice it will be hard, perhaps impossible, to find any regime anywhere which does not embody some elements of democracy to some degree. This vitiates the almost universal practice of using democracy and non-democracy as underlying concepts in a system of categorisation of regimes. Such categories become wholly arbitrary. Because of the subtle ways in which the democratic principles may work in different contexts. and because measures of these various manifestations of democracy can only be combined on a purely arbitrary basis, statistical measures of ‘democracy’ also become arbitrary. It is concluded that, although facets of the political process may be investigated using statistical techniques. ultimately the main thrust of empirical studies of democracy must be qualitative rather than quantitative. We examine group mobilization in direct democracy elections by assessing the conditions under which interests will actively support or oppose ballot measures. Motivating our analysis is that the decision to mobilize is driven by the costs and benefits of group participation, a calculus shaped by issue characteristics, state political institutions, and the electoral context. Using data from initiative and referendum measures appearing on statewide ballots from 2003 to 2008, we find that ballot measures involving social and tax issues are likely to produce competition among groups and increase the overall number of groups involved. In addition, we find that group competition and levels of mobilization increased in response to how difficult it would be for the legislature to undo the change brought about from passage of a ballot measure. Lastly, group competition and levels of mobilization increased for ballot measures appearing in nonpresidential election years and for ballot measures featuring a close election. Taken together, our results suggest that groups engage strategically in direct democracy elections to pursue a mix of policy and political goals.  相似文献

The aim of this paper is twofold. First, to critically assess the various transitional strategies for radical social change that have been proposed in the past, as well as some recently developed strategies, like the civil societarian approach, the Libertarian Municipalism strategy and the 'lifestyle' strategies. Second, to propose a new transitional strategy that aims at the transition to a confederal inclusive democracy. In this context, the emancipatory subject in present society is discussed, a new type of politics and political organisation is suggested and a series of steps for the transition to a political, economic, ecological democracy, as well as a 'democracy in the social realm' is proposed.  相似文献

This article traces the development of the idea of democracy from city-states and the early republican tradition to liberalism and Marxism. The relevance of leading conceptions of democracy to contemporary circumstances are then explored. In light of the complex interconnections among states and societies, a set of arguments are developed which offer a new agenda for democratic theory which departs from an exclusive focus on particular political communities and the nation-state. After an examination of a number of key models of the international order - the states system, the UN Charter framework - the case is made for a cosmopolitan international democracy. While such a case is fraught with difficulties, strong grounds are presented for its indispensability to the maintenance and development of democracy both within pre-established borders and across them.  相似文献

This article responds to recent cases of parliamentary speech which reflect the ascendancy of a totalising 'mainstream' approach to public discourse and a political leadership that may, at times, be overly attentive to the majority-rule dimension of democracy. These developments spark a more general discussion of the phenomenology of privileged parliamentary speech, the role of speech freedoms in liberal democratic orders and the duties of parliamentary representatives within them. I make two general conclusions. First, the ways in which we normally argue and think about free speech will not generally apply to the speech of parliamentarians because their speech rights cannot be universalised. Secondly, even if parliamentary speech could be treated as standard speech there would be no legitimate defence (from a liberal democratic point of view) for a strictly populist approach to its use since this could undermine the deliberative function of parliament and lead to the violation of other important liberal democratic principles.  相似文献

Mainstream political science on democracy has been criticised for ‘regime bias’. This has led political scientists to draw on a narrow range of democratic theory that considers democratic potential only at the cost of ignoring democratic purpose, to ignore other units of observation than the regime, notably the individual citizen, and to overlook advances in measurement theory. A robust normative account of democratic quality, it is argued, should rest on three foundations. First, measurement should start with observations of the regime. No account of democratic quality should be considered valid without an account of the degree of democracy in the regime. This analysis should be grounded in standard democratic theory. Secondly, the measurement effort should follow through to observations of how the potential in the regime is manifested in the lives of citizens. No account of democratic quality should be considered valid without an account of how well the system delivers for citizens. This analysis should be grounded in a theory of the purpose of democracy. Thirdly, pronouncements on democratic quality should finally be made only from some combination or index of information from both systems analysis and individual analysis. That combined analysis should be grounded in measurement theory, specifically the law of methodological individualism and the principle of double book-keeping.  相似文献

Abstract

Cornelius Castoriadis is one of the very few social and political philosophers - modern and ancient - for whom a concept of imagination is truly central. In his work, however, the role of imagination is so overarching that it becomes difficult to grasp its workings and consequences in detail, in particular in its relation to democracy as the political form in which autonomy is the core imaginary signification. This article will proceed by first suggesting some clarifications about Castoriadis's employment of the concept. This preparatory exploration will allow us in a second step to discuss why the idea of democracy is closely linked to tragedy, and why this linkage in turn is dependent on the centrality of imagination for human action. In a third conceptual step, finally, we suggest that any concept of imagination will need to take into account the plurality and diversity of the outcomes of the power of imagination. Thus, the question of the nature of the novelty that imagination creates needs to be addressed as well as the one of the agon in the face of different imagined innovations in a given democratic political setting. As a consequence of this shift in emphasis, to be elaborated further, one will be able to say more about one question of which Castoriadis was well aware, which he never addressed himself in detail, though: the decline and end of polities and political forms, the question of political mortality.  相似文献

Democracy is essentially a political system that respects people's preferences, with models of democracy differing principally in how they accomplish that. Choice among those models can be facilitated by reflecting upon various public policies which are not preference-respecting. Examination of policies which are paternalistic, and justifiably so, reveals which sorts of preferences ought be to respected and which not. These findings are then used to reflect back onto our choice among models of democracy.  相似文献
