Since the 1990s, state governments in the United States have diversified policy instruments to encourage the electric power industry to deploy renewable sources for electricity generation. This study identifies the trends and variations in renewable energy (RE) policy governance among states and examines the effectiveness of policy instruments in the deployment of RE sources for electricity production. This study explores 18 state legislative, RE‐related regulations, programs, or financial incentives existing between 2001 and 2010 in 48 states in the United States. Renewable energy policies were classified into three types of policy approaches: command‐and‐control, market‐based, and information instruments. Results suggest that authoritative approaches are more likely to be effective in the governmental intervention toward a pre‐existing market, and information instruments and citizen participation became important in the power industry in the 2000s. In addition, it gives us some evidence that federal assistance under the American Recovery and Reinvestment Act of 2009 influenced the overall growth of the renewable electricity industry, in addition to state government–led policy designs.  相似文献

In the mid-eighties Australia implemented a budgeting system that is similar in its principles to the U.S. PAYGO rule and the now defunct Policy and Expenditure Management System of Canada. Termed as portfolio budgeting, it seeks to encourage greater ministerial participation (a ministry comprising a number of related departments) in the portfolio budget process. It obligates portfolio ministers to offer offsetting savings for funding new policies. Ministers have to thereby set new policy priorities so that only the most deserving new policies obtain funding through the savings identified. Additionally, portfolio budgeting requires ministers to prioritize their ongoing programs so that budget allocation to these programs reflects ministerial priorities. The article examines the practice of portfolio budgeting in the Australian portfolios in light of these objectives. The article suggests that portfolio budgeting has caused greater ministerial involvement in budgetary management. However, there has been little significant change in budget decision making at the portfolio level. The state of play of portfolio budgeting at the national budget process (cabinet and the Department of Finance) offered little incentive to portfolios to provide offsetting savings for new policy proposals. And, the appropriation structure and the organizational and political dynamics impeded ministers from allocating and reallocating their budgets (operating expenditure or running costs) for ongoing programs along ministerial priorities.  相似文献

To break the chain of exclusionary zoning and produce affordable housing, mandatory state zoning reform policies have been in place for a couple decades in the United States. Their success is often constrained by local resistance and noncompliance. Some scholars argue that the lack of incentives to communities for affordable housing production is one of the main reasons for their resistance to state mandates. At present, no incentive-based state zoning reform policy is at work except in Massachusetts. Inclusionary zoning policies do offer incentives to developers but not to communities. This article examines the strengths and weaknesses of mandatory state policies and Massachusetts's incentive-based policy and offers policy insights for the future.  相似文献

Years of neglect, combined with the recent development of a “hands on” judicial policy have resulted in a jail crisis in America. States, recognizing their contribution to this situation, have begun to develop policies designed to assist local jail officials in operating safe, humane, and constitutional facilities. These state efforts are a form o f mandating, and primarily concern minimum operating standards and inspections programs. In this research we investigate three questions related to state mandating of local jail operations: (1) what is the extent of state involvement, (2) what factors are associated with state involvement, and (3) what is the impact of state involvement? Our findings indicate (1) states have been active in developing and administering jail mandates, (2) state involvement is associated with state-level corrections policy, and (3) jail standards and inspections programs have a substantial impact on local jail performance. We conclude with a discussion of how state and local governments may proceed in the process of developing standards, inspections, and enforcement procedures.  相似文献

U.S. energy and climate policy has evolved from the bottom‐up, led by state governments, and internationally recognized for the use of unconventional and innovative policy instruments. This study focuses on policy instruments adopted throughout the era of state energy policy innovation that aim to diversify, decentralize, and decarbonize the electricity sector. Specific attention is devoted to the renewable portfolio standard, net metering, interconnection standards, tax incentives, public benefit funds, and energy efficiency resource standards. This analysis synthesizes the findings from the energy policy literature and provides a summary of the current state of understanding about the effects of various state energy policy instruments, and concludes with a discussion of broader trends that have emerged from the use of policy instruments in the state energy policy innovation era.  相似文献

This paper addresses a gap in state‐level comparative social policy research by analyzing policies that support low‐income families with children. Variation in state policy “packages” is measured by considering three characteristics of 11 social programs. Individual measures of policy are found to be weakly and inconsistently inter‐correlated at the state level, but when cluster analysis is used to analyze multiple dimensions simultaneously, five clusters or regime types are identified that have distinctive policy approaches. These range from the most minimal provisions, to conservative approaches emphasizing private responsibility, to integrated approaches that combine generous direct assistance with employment support and policies that enforce family responsibility. A comparison of a subset of programs at two points in time (1994 and 1998) suggests that states made substantial changes in cash assistance and taxation policies after the 1996 federal welfare reforms. A preliminary appraisal of the Reagan administration's management reforms in the social service sector reveals a mixed record. A variety of gains are evident as a result of both the restructuring of whole programs and the implementation of specific management techniques. An increased reliance on the use of block grants as a means of disbursing funds to the states has generally had the effect of streamlining delivery of services. Likewise, dramatic savings have been realized due to changes in the hospital payment system under Medicare. Improved financial management has benefited the Social Security system and the Department of Housing and Urban Development. On the other hand, controversial policies have been implemented with regard to Aid to Families with Dependent Children and youth employment services. Similarly, a number of important challenges, such as welfare reform, have gone unaddressed. And the administration has severely reduced research and development efforts, a policy that could have a sharply negative impact in the future. For some programs budget reductions have had the positive effect of forcing officials to concentrate available resources on high priority tasks; however, essential operations have been impaired in other cases.  相似文献

Cooperative policies hold out promise of an improvement over coercive mandates as ways to enhance implementation of intergovernmental programs. By treating subordinate governments as regulatory trustees and emphasizing substantive compliance, the cooperative mandates avoid the onerous aspects of heavy-handed regulatory federalism. Our comparison of state hazard-mitigation policy in Florida and in New South Wales, Australia addresses procedural and substantive compliance under the two forms of intergovernmental policies. When local governments are not committed to state policy objectives, the coercive policy produces better results as evidenced by higher rates of procedural compliance and greater effort by local governments to achieve policy objectives. When local government commitment exists, the cooperative policy produces substantive results that are at least the equivalent to the coercive policy. Moreover, over the long run cooperative policies may have greater promise in sustaining local government commitment. The dilemma is to figure out how to motivate lagging jurisdictions that seem to require a coercive policy, while not straightjacketing leading jurisdictions that are capable of thriving under a cooperative regime.  相似文献

Following an active period of state welfare reforms, passageof the Temporary Assistance for Needy Families (TANF) programin 1996 gave states great flexibility, set up block-grant financing,and imposed work-related mandates. Under TANF, states increasedtheir work expectations for recipients; improved work incentives;and provided more work supports, such as child care and transportationassistance. Caseloads have dropped sharply, and most formerrecipients are finding work. Caseload declines in most stateshave resulted in substantial funding being available for newand expanded services, including supports for working poor familiesand early-childhood and after-school programs. Most states havebeen slower to develop these programs, but the pace is increasingas policymakers become more secure about TANF's flexibilityand the magnitude of the caseload changes.  相似文献

In July 1989, the governor of California reduced funding for the state family planning program by two-thirds, from $36.2 million to $12.1 million. This article describes the family planning program, the events leading to the funding cuts, the impact of the reductions and the actions that led to the restoration of funds in January 1990. The use of savings products to promote financial inclusion has increasingly become a policy priority across sub‐Saharan Africa, yet little is known about how families respond to varying levels of savings incentives and whether the promotion of incentivized savings in low‐resource settings may encourage households to restrict expenditures on basic needs. Using data from a randomized controlled trial in Uganda, we examine: (1) whether low‐income households enrolled in an economic‐empowerment intervention consisting of matched savings, workshops, and mentorship reduced spending on basic needs and (2) how varied levels of matching contributions affected household savings and consumption behavior. We compared primary school‐attending AIDS‐affected children (N = 1,383) randomized to a control condition with two intervention arms with differing savings‐match incentives: 1:1 (Bridges) and 1:2 (Bridges PLUS). We found that: (1) 24 months post‐intervention initiation, children in Bridges and Bridges PLUS were more likely to have accumulated savings than children in the control condition; (2) higher match incentives (Bridges PLUS) led to higher deposit frequency but not higher savings in the bank; (3) intervention participation did not result in material hardship; and (4) in both intervention arms, participating families were more likely to start a family business and diversify their assets.  相似文献

Brownfields pose challenges to both communities and policy makers. Public funds are insufficient to remediate these contaminated sites, but, given the uncertainty of contamination and the complexity of liability, private interests are reluctant to become involved for fear of future litigation. From a New Public Management perspective, market incentives can be used to encourage private sector remediation of sites. However, this change implies a shift in administrative function from regulation to “getting the incentives right.” In this research, the authors investigate whether state and federal reforms aimed at increasing private sector involvement have actually done so, and they consider the implications for other goals of brownfield remediation, such as providing economic development assistance in communities where such change is needed. Findings show that developers respond to insurance and tax incentives, but the authors question whether public incentives are making unattractive redevelopment opportunities worth investing in or simply making profitable redevelopment opportunities more profitable.  相似文献

The issue of integrating environmental concerns into energy policy decision making is increasingly addressed, not least related to climate change. Although the United States, unlike the EU, did not sign the Kyoto Protocol, several U.S. states promote renewable electricity (RES‐E), and some of these initiatives are linked to climate‐change mitigation efforts. The present article assesses in this connection the six New England states of the United States, comparing their efforts of integrating RES‐E with climate change to the Nordic countries in Europe. In order to explain different approaches, the article focuses on the importance of different EU and U.S. multilevel governing structures. The analysis indicates that the New England states' RES‐E promotion thus far has not been substantially integrated with climate‐change concerns, whereas in the EU's more top‐down approach, climate change figures more prominently vis‐à‐vis RES‐E. EU policies represent an increasingly important driver for the Nordic countries. In the United States, on the other hand, it remains an open question as to how future federal policy efforts will relate to existing policies at the state level.  相似文献

Under the new governance models, the scope of government funding of nonprofit activities in service delivery and policy implementation is extensive. There is a long‐standing concern that government funding may compromise nonprofit operations and lead to unintended consequences. This research examines the concern by exploring the effect of government funding on nonprofits' spending on programs and services. Existing theories and empirical evidence propose competing arguments concerning the relationship between government funding and nonprofits' program spending. Using a 20‐year panel dataset of international development nonprofits registered with the United States Agency for International Development, we find that nonprofits receiving more government funding spend significantly higher proportions of their organizational resources on development programs. Government funding seems to increase nonprofits' program spending and to make them more focused on their mission‐related activities.  相似文献

Federal and state governments in the United States play substantial and complex roles in promoting, subsidizing, regulating, and even providing health care in the United States. Financial pressures on Medicare and Medicaid, concerns about the translation of evidence‐based findings into medical practice, and efforts to reduce the number of people without any health insurance are likely to expand governments' roles even further in the future. Although a large body of research seeks ways to improve the delivery of medical services, relatively little research addresses the advantages and disadvantages of the various governance arrangements that are or could be used to make better collective decisions about the allocation of medical resources. Assessments of the many types of governance arrangements already employed—advisory committees such as those employed by the Food and Drug Administration, menu‐creating commissions with narrow mandates such as the Oregon Health Plan, and stakeholders trusteeships such as the Organ Procurement and Transplantation Network—should be an important topic for health policy research pursued by public policy and management scholars. The welfare reform bill adopted in the United States in 1996 limited the eligibility of immigrants for several government assistance programs, and early projections estimated that nearly half of the savings associated with the reforms would come from these immigrant restrictions. Several studies have found that subsequent program participation declined more for immigrants relative to natives, seemingly verifying the early projections. However, many of these restrictions were either rescinded by the federal government or superceded by state and local policies. In this paper, we first reproduce earlier findings that show the relative declines in program use among immigrants. We then show that much, but not all, of the relative decline in program use among immigrants can be explained by changing macroeconomic conditions. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

Welfare policy in the United States is strongly influenced byintergovernmental factors. This analysis traces the effectsof federal financial incentives on state welfare policy decisionsacross programs and examines how changes in federal incentivesaffect state policy choices over time. The data indicate thathigher levels of federal participation are associated with substantialreductions in variance of welfare grants among the states andwith higher levels of interstate equity. We contribute to extant policy theory by focusing on interrelationships between existing policies and innovation. In particular, we call attention to the link between supply‐side incentives and demand‐side innovation, which has not been systematically investigated. Our research expectation is that supply‐side policies generally will complement demand‐side policy, leading to a positive impact on the adoption of demand‐side innovations. We test this idea by examining adoptions of renewable portfolio standards (RPS), a demand‐pull approach targeted to renewable energy generation by utilities, in the American states from 1991 to 2008. Event history models show that an index of supply‐side financial incentives has a strong positive influence on RPS adoption. We do not find support for the hypothesis that this effect is contingent on in‐state carbon‐based energy generation. In conclusion, we argue that the study of policy adoption needs to give greater consideration to the interrelationships among policy instruments.  相似文献

Using data on all final National Priorities List (NPL) sites, this study employs an integrated model of distributive and public interest politics to determine whether the overall pace of cleanup efforts and funding of the 8.5 billion Superfund program over the past eight years reflects self-interested congressional influence or public interest objectives. Despite the fact that both EPA and Congress have substantial incentives to promote the Superfund program, the results indicate that once a site is on the final NPL, there is little committee-based congressional influence over the distribution of site cleanup or funding, although evidence exists that legislators can hasten a site's transition from proposed to final status on the NPL. The chief determinants of cleanup pace and level of funding are the site's Hazard Ranking System (HRS) scores, whether federal funds are financing the cleanup, and whether the site is designated as a state priority.  相似文献
