This article explores the endurance of the pervasive framing of “9/11” as a moment of temporal rupture within the United States. It argues that this has persisted despite the existence of plausible competitor narratives for two reasons: first, because it resonated with public experiences of the events predating this construction’s discursive sedimentation and; second, because of its vigorous defence by successive US administrations. In making these arguments this article seeks to extend relevant contemporary research in three ways: first, by reflecting on new empirical material drawn from the Library of Congress Witness and Response Collection, thus offering additional insight into public understandings of 11 September 2011 in the immediacy of the events; second, by drawing on insights from social memory studies to explore the persistence of specific constructions of 9/11 and; third, by outlining the importance of categories of experience and endurance for constructivist international relations more broadly.  相似文献

This article reports on a recent survey designed to capture understandings of cyberterrorism across the global research community. Specifically, it explores competing views, and the importance thereof, amongst 118 respondents on three definitional issues: (a) the need for a specific definition of cyberterrorism for either policymakers or researchers; (b) the core characteristics or constituent parts of this concept; and (c) the value of applying the term “cyberterrorism” to a range of actual or potential scenarios. The article concludes by arguing that while a majority of researchers believe a specific definition of cyberterrorism is necessary for academics and policymakers, disagreement around what this might look like has additional potential to stimulate a rethinking of terrorism more widely.  相似文献

This article analyzes the relationship between nationalism, territory, and organized violence in the ethnonational contestation over Nagorno-Karabakh. Drawing on new empirical material, I highlight discursive, perceptual, and representational aspects of territoriality that contribute to conflict intractability. I argue that a consideration of these dimensions has the potential to provide a fuller explanation of territorial rigidity than a single focus on the indivisibility of territory. The article further questions strong versions of “ethnic entrepreneurship” accounts. I advocate a perspective that considers the microsocial context of the shift to violent strategies. Oral narratives and their reinterpretation via interpersonal networks are highlighted as key mechanisms of individual radicalization.  相似文献

New media dramatically increase citizens' access to information and decrease governments' ability to control the flow of communication. Although human rights nongovernmental organizations have advocated that access to independent news media will improve government respect for human rights, recent empirical studies have shown this is not always the case. We posit that media independence and the presence or absence of democratic characteristics, in particular political competition, have substantial effects on government repression because these factors determine the degree to which the government is vulnerable to public pressures. The model developed here includes three equations that encompass the impact of interaction between and among the news media, citizens, and government. The first equation specifies the influences on the news media's decision whether or not to perform a “watchdog” role regarding government repression. The second equation represents public reaction to the news media's coverage of government repression (i.e., protest). Here access to news media via traditional and new media is an important factor. The third equation represents government repression. Solutions to the system of equations are derived for four scenarios (a) Democracy and media independence are both present, (b) democracy is present but media independence is absent, (c) democracy is absent (autocracy) and media independence is present, and (d) democracy is absent (autocracy) and media independence is absent. We then consider interesting properties of the anticipated behavior from the government, media, and general public through case illustrations for the Netherlands and Myanmar/Burma.

During waves of contention, international media attention can be of crucial importance for activists and protest participants. However, media attention is a scarce resource and the competition over news coverage is high. While some emphasize the agenda-setting power of news outlets and argue that receiving coverage is determined by factors outside the protest movement, others suggest a dynamic relationship between media attention and activism where social movement organizations are assumed to have some agency to make it to the news. In this article, we contribute to the latter and analyze how protest can endogenously trigger more coverage. Building on insights from communication science, we argue that widely covered protests attract media attention and temporarily lower the selection threshold for subsequent incidents. Using fine-grained data on anti-regime protest in all authoritarian countries between 2003 and 2012, we find robust empirical evidence for this hypothesis. We also show that this effect becomes weaker and eventually disappears with increasing spatial and temporal distance from a highly salient event. These findings are important for research in contentious politics, since they allow us to gauge the extent to which protest activity on the ground may under certain circumstances be overreported in the media.  相似文献

Social media have increasingly been recognized as an important and effective tool for advocacy. A growing body of research examines the use of social media in grassroots and social movements as well as issues related to civic engagement, social capital, and voter turnout. The extent to which organized interest groups have adopted social media as an advocacy tool, however, has been relatively ignored. This article examines the determinants of the use of social media tools by a broad range of interest organizations. We argue that social media use needs to be understood as part of an interest organization’s larger set of news media lobbying strategies. We explain social media use as a function of two factors: first, the importance organizations place on trying to shape lobbying debates through the news media; second, the importance they place on shaping their public image via the news media. We test this argument using a unique data set of interest group advocacy in the European Union. Controlling for a host of competing explanations, regression results provide evidence supporting our central argument.  相似文献

With an increasing number of young people turning away from traditional news sources, an important question for democracy is whether alternative sources can help learning about politics and current affairs. In this study, we examine to what extent informal political talk with friends, family, and peers narrows or widens knowledge gaps amongst young people by compensating those with low news media use (“helping the poor”), amplifying news media effects amongst those with high news media use (“the rich get richer”), or distracting those with high news media use (“taxing the rich”). To test these different potentials, we take advantage of a four-wave panel study fielded ahead of the Danish National Election in 2015 among a sample of Danish first-time voters (ages 17 to 21). Our results show that informal political talk functions mostly as a compensator by informing those with low news media use about current political affairs and thereby helps decrease knowledge gaps caused by different levels of news media use.  相似文献

The boundaries between news and entertainment, and between public affairs and pop culture, have become difficult if not impossible to discern. At the intersection of those borders sits The Daily Show with Jon Stewart, a hybrid blend of comedy, news, and political conversation that is difficult to pigeon hole. Although the program often is dismissed as being “fake” news, its significance for political communication may run much deeper. This study first locates The Daily Show within an emerging media environment defined by the forces of technological multiplication, economic consolidation, and discursive integration, a landscape in which “real” news is becoming increasingly harder to identify or define. It then offers an interpretive reading of the program that understands the show not as “fake news,” but as an experiment in journalism. It argues that the show uses techniques drawn from genres of news, comedy, and television talk to revive a journalism of critical inquiry and advance a model of deliberative democracy. Given the increasing popularity of the program, this essay concludes that The Daily Show has much to teach us about the possibilities of political journalism in the 21st century.  相似文献

Many scholars take it as given that international governmental and non-governmental actors play a decisive role in international politics as regulative, moral or epistemic authorities. Hence, a denationalised “multi-centric world” (James Rosenau) is said to be emerging, although empirical evidence for this is incomplete at best. Building on a variety of communication theoretical approaches, I argue for a clear-cut differentiation between authority and the power of the better argument. Moreover, I claim that, by looking at the way actors select and refer to the statements of others (“authority talk”), we can research the reproduction of authority as a specific type of relational power exercised by a variety of political actors, including governments, international agencies and non-state actors. The usefulness of this kind of analytical framework for researching an emerging “world authority structure” (John Boli) is illustrated, using speeches and news pieces on the humanitarian crisis in Sudan/Darfur. Results suggest that the common perception of an existing “non-governmental order” in humanitarian politics is highly exaggerated. Instead, what we see is a high degree of “UN-isation” of debate and a pivotal role of national governments that are widely acknowledged as authoritative sources of meaning.  相似文献

This article focuses on the role of gender in boundary-drawing practices, in the construction of identities and in the discursive construction and depiction of the “body politic” in the War on Terror. It argues that the evocation of “liberated Western women” and “oppressed Muslim” women in narratives on the War on Terror has been useful in the project of casting the United States as a beacon of civilisation and in constructing, reinforcing and reproducing a polarity between the West and the Islamic world. The War on Terror has also generated narratives about male protectors and the female protected; narratives that are also central to boundary-drawing processes. The final section of the article focuses on “dissident stories” that have challenged dominant meanings and dominant constructions of identity and boundaries, and unsettled simplistic and dichotomous characterisations of “good” and “evil” in the War on Terror.  相似文献

This article on drone strikes in Pakistan offers a distinctive empirical case study for critical scholarship of counterterrorism. By asking how cosmopolitanism has developed through UK news discourse, it also provides a constructivist contribution to the literature on drones. I argue that UK news discourse is not cosmopolitan because it focuses on risk and places the Other beyond comprehension. US–UK networked counterterrorism operations have complicated accountability, and while a drive for certainty promoted more scrutiny of policy, news media outlets, academics and activists turned to statistical and visual genres of communication that have inhibited understanding of the Other.  相似文献

De-radicalisation has become increasingly prevalent in the UK as a strategy for tackling the threat of religiously inspired violence/extremism. Recent events, such as the tragic murder of Lee Rigby in May 2013, British citizens fighting in Middle Eastern conflicts, and the emergence of the Islamic State of Iraq and Sham, have rekindled the preoccupation of policymakers with the radicalisation of British Muslims. Indeed, the work of the Prevent strategy in UK counterterrorism post-2011 has primarily been recalibrated towards a greater focus on de-radicalisation interventions, which is perceived by policy-makers to be a more streamlined and effective way of dealing with radicalised/extremist individuals. And, yet, despite the greater attention paid to de-radicalisation, the discourse on de-radicalisation is characterised by the absence of detailed research, little or no empirical evidence for policy development, and confusion surrounding its conceptual framework. This article therefore offers an alternative conceptualisation of de-radicalisation to the one found in the Prevent strategy. Drawing on the works of Foucault, I argue that de-radicalisation is best understood as a “technology of the self”. This article will enumerate the interplay between the three major types of technologies that constitute the technologies of the self: discursive, disciplinary, and confessional technology. It is argued that conceptualising de-radicalisation as a technology of the self allows us to reframe it beyond the narrow confines of counterterrorism policy and places it within wider governmental relations.  相似文献

The phenomenon of foreign fighters has become a central issue to the ongoing conflict in Syria. This article explores how members of the public answer the question ‘Why do British citizens join the conflict in Syria’ on social media sites and in response to online news articles. Building upon research on everyday narratives of security and terrorism, we analyse 807 comments, and in doing so, we argue that online comments are important in producing the discursive environment for making sense of British foreign fighters and what should be done in response to them. We find that there is a tendency to view British foreign fighters as being purely motivated by religion, and there is also a belief that British foreign fighters should be responded to through exceptional measures. We discuss the implications of such perceptions, and we highlight how problematic misconceptions about Islam and Muslims are not just disseminated through elite and media discourse, but through everyday narratives published by members of the public online.  相似文献

This article analyses how British discursive representations of Muslims during the last decade were utilised in a local context during the planning stages of a proposed mosque in the West Midlands town of Dudley. Locating the central narratives in dominant national discourses of community cohesion and counterterrorism, this article analyses how correspondents to a local newspaper re-articulated national representations of Muslims as culturally dysfunctional in a local context and used these representations to argue against construction. By critically analysing the local expression of dominant national discourses of threat and blame, in terms of both inherent contradictions and ideological effects, this article highlights the ways in which these discourses worked to exclude Muslims while simultaneously reprimanding them for failing to integrate into a national and local culture that regarded them as inherently ‘other’.  相似文献

Shortly after 9/11 any kind of engagement, let alone reconciliation, with the Taliban was considered absurd. Recently, however, Afghan as well as Western elites have announced that they are now willing to talk to parts of the Taliban in an attempt to begin a reconciliation process in Afghanistan. This article focuses on the discourse theoretical framework developed by Ernesto Laclau and Chantal Mouffe and illustrates the merits of such an approach for explaining how such a shift became possible. It argues that the turn to reconciliation with the Taliban was enabled by a transformation of the discursive construction of the Taliban. The article focuses on the discursive dynamics of the (de)coupling and differentiation of signifiers as a central mechanism of meaning production. It argues that antagonistic identity constructions in the context of the global war on terror formed the discursive background against which the Taliban were first articulated as part of the terrorist “Other”, which made any engagement impossible. From 2009 onwards, however, it can be observed how the signifier “Taliban” was decoupled from the identity of the “terrorist”, how it transcended the antagonistic frontier and came to be seen as an entity worthy of engagement.  相似文献

A new form of “entertaining news,” accessed by most through television, has become a privileged domain of politics for the first time in countries “beyond the West” in the Middle East, Africa, and Asia. What are the political consequences of this development: What is the relationship between media and politics in these regions? We answer these questions through a case study of India, the world's largest democracy, where two decades of media expansion and liberalization have yielded the largest number of commercial television news outlets in the world. We show why prevailing theories of media privatization and commercialization cannot account for the distinctive architecture of media systems in places like India. In this article, we first provide an overview of the historical and contemporary dynamics of media liberalization in India and the challenges that this poses to existing models and typologies of the media-politics relationship. We then present a new typology of media systems and a theoretical framework for studying the relationship between television news and democratic politics in India, and by extension in the global South. In the concluding section, we reflect on the broader comparative insights of the essay and discuss directions for future research. We believe that our alternative comparative framework captures more meaningfully the diversity and complexity of emerging media systems and their relationships to democratic practice in these regions.  相似文献

This article provides a study of how the Malaysian state defines and redefines “terror” as the nature of militancy changes from the Communist insurgency to present day’s Islamist jihadism. Tracing such definitional changes, the article demonstrates how the portrait of a terrorist not only is inherently political (and at certain junctures, politicised), but also reflects the changing nature of the state. While able to ethnicise and externalise the Communist Terrorists (CTs), the rise of Islamist militancy forced the Malaysian state to shelve the term “terrorist” in favour of religious “deviancy” until the advent of the “war on terror”. Advancing along a state-driven Islamisation project, the discursive ideal that is the “Islamic state”, was securitised (1980–2001), normalised (2001–2013), and resecuritised (2014–2016) as a balancing act not only to neutralise the security threat but also to augment the state’s “Islamic” credentials for domestic political gains. Following the emergence of the Islamic State (IS), I argue that the Malaysian state is now embroiled in an “Islamic state versus Islamic State” dilemma, where in the face of a far enemy it cannot decisively eliminate, the state has no choice but to defend itself as a sovereign nation-state as well as an “Islamic” one, further problematising Islam in discourses of security and violence.  相似文献

Research has shown that individual-level characteristics such as socioeconomic status and political interest are becoming more important as predictors of news consumption in a rapidly changing media environment. Despite this general trend, this article argues that the importance of individual-level predictors of news consumption varies between national media environments. We use extensive survey data from 16 European countries and multilevel modeling in order to investigate both contextual-level and cross-level effects on news consumption. The results show that media environment characteristics have additional effects on news consumption beyond the effects of individual-level characteristics such as education and political interest, but also moderating impacts on these individual-level predictors of news consumption. More specifically, national media environments characterized by higher levels of newspaper-centrism are related to smaller gaps in newspaper reading between those with high and low levels of education and political interest. Lower degrees of newspaper-centrism are, on the other hand, related to a weaker “lower-class bias” of television news and larger gaps in news consumption between those with and without high political interest. These findings are discussed in light of previous research on news consumption, knowledge, and participation gaps as well as cross-national comparative research.  相似文献

ABSTRACT

How does violence become understood as terrorism? In this article, we show how a narrative approach to the study of violent events offers a conceptually productive way to understand the process of “seeing” an event as a terrorist act, one that explicitly integrates the phenomenology of violence. While the collective practice of defining terrorism in academia and the policy arena has struggled to produce a universal definition, we identify a set of “common sense” characteristics. We argue that if the framing of violent events prominently features these characteristics as discursive anchors, this primes processes of sensemaking toward interpreting violence as terrorism. While terrorism markers are often articulated as being pragmatic and apolitical indicators of terrorist acts, we show that they are indeed at the core of political contests over historical and physical facts about violent events. The narrative approach we develop in this article underscores that intuitive leanings toward interpreting violence as terrorism are a sign of political agency precisely because they are produced through the stories political agents tell.  相似文献

A media storm is a sudden surge in news coverage of an item, producing high attention for a sustained period. Our study represents the first multi-issue, quantitative analysis of storm behavior. We build a theory of the mechanisms that drive media storms and why the “anatomy” of media storms differs from that of non-storm coverage. Specifically, media storm coverage should change less explosively over time, but be more sharply skewed across issues, compared to non-storm coverage. We offer a new method of operationalizing media storms and apply our operationalization to U.S. and Belgian news. Even in these two very different cases, we find a common empirical storm anatomy with properties that differ from those of non-storm coverage in the predicted fashion. We illustrate the effects of media storms on the public through discussion of four key examples, showing that online search behavior responds strongly to media storms.  相似文献
