While national identities emerged as the dominant source of territorial identification during the twentieth century, sub‐state regional identities are becoming increasingly important in some Western European regions. However, this is not a uniform development. In some regions, nearly half of respondents in Eurobarometer surveys claim a stronger attachment to the region than to the state. In others, less than 4 per cent are primarily attached to their region. This article examines the extent to which these differences are explained by the characteristics of the regions themselves. What, if anything, do regions that mobilise public identity have in common? Developing a model of regional identities, the study examines cultural, geographic, economic and political factors that vary across different regions in Western Europe. The study finds that regional identities tend to be stronger in regions where a regional language is spoken and which do not border the state capital, signalling a cultural and a centre/periphery dimension to regional identity formation. However, there is potentially a more strategic aspect to identification, as regional identities are likely to be stronger in economically developed regions and in regions with highly distinctive voting behaviour.  相似文献

The constitution of a European demos with a collective identity is one of the preconditions for adjusting the legitimacy problem of the European Union (EU). The analysis attempts to clarify empirically whether there is sufficient commonality regarding Europeans' political value orientations to substantiate a collective identity. Particularly in view of the European Union's eastward enlargement, the question arises whether widespread cultural heterogeneity in Europe allows the formation of a European demos at all. In Europe we can identify a West-East axis of political value orientations. Democratic attitudes decrease the further to the East while at the same time there is an increase in etatist orientations. Thresholds can be observed which distinguish Western European countries on the one hand and Central and Eastern European countries on the other. Within the group of Central and Eastern Europe a further distinction can be made between the three Slavic republics of the former Soviet Union and the rest of the countries. These findings support Huntington's theory of civilisations.  相似文献

Debates about multiculturalism, minority rights, and identity dominated Anglo-American political theory during the majority of the 1990s, and continue to raise important questions concerning the nature of citizenship, community, and the responsibilities of liberal states. They were popular, too, among policy makers, politicians, and journalists: many academics and practitioners were, for a time, united in their support for multiculturalism. Just as the philosophical literature at that time became more 'multiculturalist', so many European states increasingly adopted multiculturalist policies as a way of including historically marginalised groups into mainstream liberal culture or, in some cases, as a way of protecting minority groups from unfair pressures from the majority culture. However, as time has gone on, the multiculturalist turn in liberal political theory, and among many European governments, has waned. In the wake of terrorist atrocities around the world, growing concerns about the erosion of civic and national identity, and fears that cultural recognition can permit illiberal practices, many academics and practitioners have sought to distance themselves from the idea that it is a role of the state to afford special treatment to cultural minorities, and have sought once again to emphasise those common bonds which unite citizens of liberal democratic states, rather than those cultural identities which may serve to divide them. This article evaluates some of the recent philosophical literature on multiculturalism against the changing political landscape in Britain and Europe and suggests that the multiculturalist position remains weakened by a number of crucial ambiguities.  相似文献

ABSTRACT

Critics and defenders of liberal nationalism often debate whether the nation-state is able to accommodate cultural and political pluralism, as it necessarily aspires for congruence between state and nation. In this article, I argue that both sides of the debate have neglected a second homogenising assumption of nationalism. Even if it is possible for the nation-building state to accommodate multiple political and cultural communities, it is not obvious that is possible or desirable for it to accommodate individuals belonging to more than one nation. With the rise of international migration, and the growing number of multinational individuals, this flaw is a serious one. I advance an internal critique of liberal nationalism to demonstrate that, from within its own logic, this theory must either reject multiple national identities, or accommodate them at the cost of the normative justifications of nationalism it provides. By analysing David Miller’s influential analysis of national identity in divided societies, I demonstrate how this framework is unable to support an accepting attitude towards multiple national identities.  相似文献

Europeans constituted their post‐Second World War political identities in terms shaped by the Cold War but matters took an unexpected turn when the events of 1989/91 required acknowledgement of the hitherto largely unremarked existence of the project of the European Union. The question of the identity of Europe/Europeans moved into mainstream debate: how can the variety of 'national pasts' be reconciled, how might ideas of Europe/Europeans fit within the range of identities affirmed by Europeans, and can the project present a clear image within the international community? The European Union is the only game in town for Europeans but it is also deficient; reform is made more difficult by the struggle to define the post bloc world: reform for what becomes the issue ‐ upgraded US ally, loose free trade area or federal polity? These are awkward questions but the continent is recovering from the catastrophe of its twentieth century and one can feel optimistic for the future.  相似文献

An assumed decline in Britishness has rekindled concern over the 'break up of Britain'. The creation of the Scottish Parliament in 1999 is taken as the cause and the effect of Scots having come to feel more Scottish and less British. Using data on public attitudes from British, and Scottish Social Attitudes surveys, this paper shows that, despite a strengthening sense of Scottishness over the last thirty years, the sense of being British is still widespread and similar in Scotland and in England. Even those who describe themselves as Scottish and not British are not hostile to the idea of Britain. The relatively weak association between national identity, party support and views on constitutional change suggests that being Scottish is more cultural than political. Recent attempts by politicians and others to mobilise Britishness ignore the complexity and diversity of meanings it has both north and south of the border.  相似文献

There is no doubt that partisanship is a powerful influence on democratic political behavior. But there is also a lively debate on its nature and origins: Is it largely instrumental in nature and shaped by party performance and issues stances? Or is it basically a long-standing expressive identity reinforced by motivated reasoning and strong emotions? We assess the nature of partisanship in the European context, examining the measurement properties and predictive validity of a multi-item partisan identity scale included in national surveys conducted in the Netherlands, Sweden, and the U.K. Using a latent variable model, we show that an eight-item partisan identity scale provides greater information about partisan intensity than a standard single-item and has the same measurement properties across the three countries. In addition, the identity scale better predicts in-party voting and political participation than a measure of ideological intensity (based on both left–right self-placement and agreement with the party on key issues), providing support for an expressive approach to partisanship in several European democracies.  相似文献

The present research examines the way in which politicians' attitudes towards the EU are affected by comparative identity processes. Interviews among regional politicians in two peripheral regions in the UK (Study 1: Wales and Cornwall) and two peripheral regions in the Netherlands (Study 2: Friesland and Limburg) show that when the relationship between nation-state and European Union is perceived to be negative (i.e., in UK regions), the national government is defined by emphasising the regions' pro-Europe sentiments. When central government is perceived to hold positive EU attitudes (i.e., in The Netherlands), politicians in peripheral regions accuse the national government of over-conformity to the EU, while emphasising the greater historical and cultural link between their region and Europe than between region and nation-state. Discussion focuses on the context-dependent nature of EU attitudes and on the importance of identity considerations at the regional level when examining attitudes towards the EU.  相似文献

Citizenship implies membership of a political community and is internally defined by rights, duties, participation, and identity. It has traditionally been subordinate to nationality, which defines the territorial limits of citizenship. In order to theorize forms of citizenship that go beyond the spatial domain of nationality, citizenship must be seen as multilayered, operating on the regional, national and supranational levels. European citizenship as postnational citizenship is compatible with other forms of citizenship and could become an important dimension to the integration of European society in the twenty first century. At the moment, however, the tendency is to define European citizenship in terms of, on the one hand, a formal and derivative citizenship based on rights and which is mostly supplementary to national citizenship and, on the other hand, a European supranationality defined by reference to an exclusivist conception of European cultural identity. This conception of European identity and citizenship neglects other possibilities which European integration offers.  相似文献

A common European identity is necessary to support European citizenship. National identity does not represent a suitable model for European identity because it relies on elements of kinship, like ancestry, culture, language and traditions, which are not shared by all European citizens at the same time. Only a model of collective identity based on political association could bring together all the different European cultural and national identities. However, if we reject the national, culturally homogeneous model of identity in favour of an entirely political one, we are faced with the task of defining the substance of European political identity. The main purpose of this paper is to outline the essential elements of a European political identity, by looking at Europe's political and constitutional history and at the practice of citizenship in the European Union. European political identity and citizenship will be confronted with two major issues affecting the fields of identity and citizenship: pluralism and exclusion.  相似文献

How the recent creation, re‐invention or reinforcement of regional levels of political decision making across Europe compounds political representation is one of the key issues of contemporary democratic government. Despite growing scholarly interest, the critical question as to whether the regional institutional setting has brought about distinct representational roles among sub‐state legislators has yet to be addressed. To advance research in this field, this study bridges the literature on multilevel politics and legislative studies that to date have developed in isolation. Using innovative survey data from 14 statewide and 56 regional legislatures across Europe, it provides the first comprehensive test of how the state structure affects a legislator's views on representation. The results highlight that, relative to legislators in unitary states and national legislators in multilevel states, legislators at the regional level are more constituency‐oriented. Moreover, this heightened responsiveness to constituents at the regional level is not offset by weaker collective representation operating through political parties. Beyond these findings’ immediate relevance to scholars of federalism/regionalisation and parliaments, they also speak to the wider normative debate about the quality of political representation and public policy.  相似文献

Parties with left-wing positions on economic issues and right-wing (i.e., authoritarian) positions on cultural issues have been historically largely absent from the supply side of the policy space of Western European democracies. Yet, many citizens hold such left-authoritarian issue attitudes. This article addresses the hypotheses that left-authoritarian citizens are less likely to vote, less satisfied with the democratic process and have lower levels of political trust when there is a left-authoritarian supply gap. Using data for 14 Western European countries from the European Social Survey 2008 in the main analysis, it is shown that left-authoritarians are less likely to vote and exhibit lower levels of satisfaction with democracy and political trust. A supplementary analysis of national election studies from Finland before and after the electoral breakthrough of the left-authoritarian True Finns Party in 2011 indicates that whether left-authoritarians participate less and believe less in the efficacy of voting is contingent on the presence of a strong left-authoritarian party. This study illuminates how constrained party supply in a two-dimensional policy space can affect voter turnout as well as political support, and has broader implications for the potential further rise of left-authoritarian challenger parties.  相似文献

Academic and general interest in public support for European Integration is on the rise. Theoretically, the utilitarian, identity, reference, cue-taking and signalling models have been developed to explain this perplexing phenomenon. While these models have been tested, there is no comprehensive up-to-date account of how well they perform separately, relative to each other and across levels. Empirically, this study utilises a data set with 110,873 respondents from the European Social Survey. Methodologically, a multilevel model is used to address causal heterogeneity between levels. The study shows that ‘attitudes towards multiculturalism’ at the individual level and ‘corruption’ at the country level are the strongest predictors. When interacting levels within models, it is demonstrated that individual trust in the national political establishment is being moderated by the level of corruption in a country in influencing support for European integration. On this basis, two models are proposed, named the ‘saviour model’ and the ‘anti-establishment model’.  相似文献

Since the 1980s identities have re-emerged as a powerful factor shaping support for specific public policies, often doing so at the expense of prioritising the interests of future generations. Outside the United States a major causal factor has been the declining ability of many political parties to mobilise support for themselves and their policies. Consequently, considerations derived from the past can be at the expense of future citizens. This article analyses two major policies separated by a century—Prohibition in the US and Brexit. With both, the enacted policies featured limited previous public discussion about their likely consequences. Moreover, in both cases it was a ‘hard’ version that would be enacted, even though some supporters had favoured more moderate policy options. While not all policies driven by support from particular identities harm future generations, some do. This results from politicians in public utterances previously being insufficiently focussed in detail on the policy’s consequences.  相似文献

In contrast to the latest steps towards deeper integration of the European Union in structural terms, the development of an European identification seems to stagnate, whereas at the same time national identities persistently maintain their position and regional identities seem to gain more and more ground in some EU member states. Thus the idea of an “European Nation” has been replaced by other concepts as for example “Europe of Nations” or “Europe of Regions”. Also, the argument of a democratic dilemma of the EU has experienced new actuality. The article is interested in the relationships between regional, national and european identification. Three different heuristic models (concurrence-, concordance-, and sandwich-model) are discussed. Analyses on the basis of Eurobarometer-surveys show strong relationships of the identification to the situative context and to satisfaction with democracy. This is interpreted as a need for a less ambiguous EU-policy concerning the role of the nation and the EU and a need for a democratization of the EU, in order to develop a more stable and democratic European identity.  相似文献

Faced with increasing and diverse migratory pressures in the post Cold War period, European states have created an increasingly complex system of civic stratifications with differential access to civil, economic and social rights depending on mode of entry, residence and employment. Now at the beginning of the twenty-first century, expansion and contraction of rights have occurred within a managerialist approach which, though recognising the need for immigration, applies an economic and political calculus not only to labour migration but also to forms of migration more closely aligned to normative principles and human rights, such as family formation and reunification and asylum. At the same time, states are demanding affirmation of belonging and loyalty, leading to greater emphasis on obligations in the practice of citizenship. The first part of the paper traces the evolution of a managerialist regime and its consequences for the reconfiguration of spaces of citizenship. The second section examines the development of new contracts of settlement and the management of diversity as the state reasserts its national identity and sovereignty.  相似文献

Inequality is a central explanation of political distrust in democracies, but has so far rarely been considered a cause of (dis-)trust towards supranational governance. Moreover, while political scientists have extensively engaged with income inequality, other salient forms of inequality, such as the regional wealth distribution, have been sidelined. These issues point to a more general shortcoming in the literature. Determinants of trust in national and European institutions are often theorized independently, even though empirical studies have demonstrated large interdependence in citizens’ evaluations of national and supranational governance levels. In this paper, we argue that inequality has two salient dimensions: (1) income inequality and (2) regional inequality. Both dimensions are important antecedent causes of European Union (EU) trust, the effects of which are mediated by evaluations of national institutions. On the micro-level, we suggest that inequality decreases a person's trust in national institutions and thereby diminishes the positive effect of national trust on EU trust. On the macro-level, inequality decreases country averages of trust in national institutions. This, however, informs an individual's trust in the EU positively, compensating for the seemingly untrustworthiness of national institutions. Finally, we propose that residing in an economically declining region can depress institutional trust. We find empirical support for our arguments by analysing regional temporal change over four waves of the European Social Survey 2010–2016 with a sample of 209 regions nested in 24 EU member states. We show that changes in a member state's regional inequality have similarly strong effects on trust as changes in the Gini coefficient of income inequality. Applying causal mediation techniques, we can show that the effects of inequality on EU trust are largely mediated through citizens’ evaluations of national institutions. In contrast, residing in an economically declining region directly depresses EU trust, with economically lagging areas turning their back on European governance and resorting to the national level instead. Our findings highlight the relevance of regional inequality for refining our understanding of citizens’ support for Europe's multi-level governance system and the advantages of causal modelling for the analysis of political preferences in a multi-level governance system.  相似文献

While several studies have probed the determinants of public support for government funding of arts and culture in the United States, little work to date has addressed the question in Europe. Yet as private cultural funding increases in magnitude in most Western European countries, the answer to this question has policy implications. This article formalizes the theory of the determinants of this public support in a model, employs public opinion data from Spain to estimate this model, and compares the results with those from the U.S. I find that support in Spain increases strongly with age, but is insignificant in most other variables. The article's empirical results yield several lessons for cultural policy design.  相似文献

This article examines the similarities and differences between multiculturalism and interculturalism, with particular reference to the impact of globalisation and changing patterns of diversity. It reflects briefly on the origins of multiculturalism—largely from a European perspective—with its focus on ‘race’ and the socio‐economic analysis that accompanied it. The article suggests that while multiculturalism was right to continue to focus on inequalities, it failed to adapt to super‐diversity and the multifaceted aspects of difference and ‘otherness’, including those based on disability, age and gender. Further, while multiculturalism became rooted in intra‐national differences, between minority and majority populations, an intercultural approach is now necessary to support the changing patterns of national identity and respond to the recent challenge posed by the growth of far‐right and popular extremist parties (PEPs).  相似文献
