Research on public service motivation (PSM) has made great strides in terms of study output. Given the enormous scholarly attention on PSM, it is surprising that considerable conceptual ambiguities and overlaps with related concepts such as prosocial motivation, and altruism still remain. This study addresses this issue by systematically carving out the differences and similarities between these concepts. Taking this approach, this study clarifies the conceptual space of both PSM and the other concepts. Using data from semi-structured interviews with police officers, it is illustrated that PSM and prosocial motivation are different types of motivation leading to different types of prosocial behaviour.  相似文献

This article aims to advance our understanding of and confidence in the relationship between employee public service motivation (PSM) and ethical behaviour by testing the degree to which PSM predicts the ethical behaviour or behavioural intention of government employees. Building on previous research, we argue that government employees with higher PSM are not only more likely to internalize values that support public interests, they also are likely to be concerned less about the potential consequences that they may experience by reporting unethical conduct within their agencies. Using data collected through a survey from 477 employees working in a large state agency, we find that supervisors with higher PSM are more likely to be perceived by their subordinates as exhibiting ethical leadership, supervisors exhibiting higher ethical leadership are more likely to have subordinates with higher levels of PSM and that subordinates with higher PSM express a higher willingness to report unethical behaviour within their agency. We discuss implications of these findings for research on PSM.  相似文献

Using the 2005 Australian Survey of Social Attitudes dataset, this study compares the public service motivation (PSM), and civic attitudes and actions of public, nonprofit and private sector employees in Australia. Sectoral similarities and differences were noted. This research also analyses the relationships between PSM and civic attitudes and behaviours of these groups of employees. High PSM employees were found to have higher confidence in key national public and private institutions, place more importance on citizens' rights, and engage in more non‐electoral political and prosocial acts than low PSM employees.  相似文献

This article aims to move beyond the public-private dichotomy in studying public service motivation (PSM) by showing how organizational logics matter for the type of PSM (instrumental, normative, or affective) that employees express. Using data from 50 interviews in police stations, prisons, hospitals, municipalities, and schools, we show that differences in service logic (the user's feeling of the desirability of a service) and user logic (people-changing or people-processing services) matter for employees’ expressions of PSM in that this results in different emphases within public service motivation. We conclude that institutions such as organizational logics matter for PSM expressions and that research on PSM should account for differences between public service-providing organizations.  相似文献

This article explores the determinants of actual job sector decisions of highly skilled professionals across four different sectors in a developing country, with a particular interest in the relationship with public service motivation (PSM). Unlike most previous cross-sectional studies, it uses a pooled time series of individual antecedents and job characteristics, both before and after the individuals leave the job market to pursue graduate education abroad. The results indicate that there are key differences in terms of the determinants of job sector choices across the four sectors, and that PSM appears to have a differential role on the attraction of individuals to each of those sectors.  相似文献

Recent studies suggested that the relationship between prosocial motivation and job satisfaction is mediated by relational job characteristics (e.g., job impact and job content). Based on a study of Dutch child welfare professionals, we theorize and empirically assess how red tape negatively impacts the relational job characteristics and job satisfaction of public professionals. Our study shows that the relationship between red tape and job satisfaction is partially mediated by relational job characteristics. Red tape thus decreases the job impact and job contact of professionals, thereby decreasing their job satisfaction. In addition, our study provides additional insight into how prosocial motivation and red tape are jointly related to job impact and job satisfaction. This provides support for the point of view that highly motivated public professionals are more sensitive to burdensome rules and procedures. In this respect, red tape acts as a hindrance stressor that thwarts the realization of prosocial aspirations.  相似文献

Building change capabilities into public organizations is a challenge for strategic management. This study focuses on the micro‐level of extra‐role behaviours that contribute to continuous improvements in working procedures at the front‐end of organizations (i.e., taking charge behaviour; TCB). More particularly, we examine public service motivation (PSM) as a key variable mediating between perceived practices and TCB of street‐level bureaucrats. The analyses are based on survey data from a state police force in Germany (N = 1,165). Results confirm the role of PSM as full mediator, but this mediation is limited to the relationship between leadership behaviours and TCB, while perceived organizational characteristics—except for red tape—have direct positive impact on TCB.  相似文献

Significant research has been conducted to understand public service motivation (PSM) in the past decades using either multidimensional or unidimensional measures. This creates uncertainty in the review process about whether findings using one approach hold when other measures are used. PSM research faces the challenge of developing a better understanding of different PSM measures and the relationships between them. This paper compares a multidimensional to a unidimensional measure of PSM, assessing the predictive validity of PSM on job satisfaction, organizational commitment, and person–organization fit. The empirical test shows that there is no significant difference in the predictive capacities of PSM on the work attitudes within the data set when using the different PSM measures. It provides some evidence that unidimensional and multidimensional measures of PSM are of comparable utility, at least within the data set used.  相似文献

To this day little is known about the mechanisms that help explain the mixed findings of longitudinal public service motivation (PSM) research. This study aims to deepen our understanding of post-entry PSM dynamics by focusing on the role of the often cited “reality shock” as a potential explanation for the decrease in PSM also found here. The results of this longitudinal, small-scale qualitative study of a specific cohort of newcomers who just started work as veterinary inspectors at the Dutch food safety authority suggest that a loss of PSM is not due to a generic shock effect, but is linked to having unclear job expectations and individual differences in coping behaviour.  相似文献

This article examines the relationship between red tape, Public Service Motivation (PSM) and a particular work outcome labelled ‘resigned satisfaction’. Using data from a national survey of over 3754 public servants working at the municipal level in Switzerland, this study shows the importance of looking more closely at the concept of work satisfaction and, furthermore, of thoroughly investigating the impact of the different PSM dimensions on work outcomes. Unsurprisingly, research findings show that red tape is the most important predictor of resignation. Nevertheless, when PSM dimensions are analysed separately, results demonstrate that ‘commitment to public interest/civic duty’ and, to a lesser extent, ‘attraction to policy‐making’ decrease resignation, whereas ‘compassion’ and ‘self‐sacrifice’ increase it. This study thus highlights some of the negative (or undesirable) effects of PSM that have not been previously addressed in PSM literature.  相似文献

This study proposes that Public Service Motivation (PSM) can be changeable by unique characteristics of public organization. The proposition is applied for the integration between PSM theory and goal-setting theory that is inevitable to better understand the motivation phenomena for the organization. The integration model consists of two sub-mechanisms: 1) the moderating role of goal characteristics on the relationship between Public Service Motivation and work motivation, and 2) the mediating role of PSM on the relationship between goal characteristics and performance. The model suggests empirically testable five theoretical propositions with methodological strategies. Finally, theoretical implications and future study are discussed.  相似文献

Existing studies find positive associations between transformational leadership and public service motivation (PSM), but value conflict may moderate the relationship. This is investigated for Danish University Colleges using a mixed-methods design. These colleges educate future teachers, pedagogues, nurses, and social workers, and their strong public service-oriented missions and potentially conflicting public values make this sector a well-suited case to test whether consensus on public values is a precondition for a positive association between transformational leadership and employee PSM. Based on a survey of 968 employees combined with qualitative interviews concerning specific public values, we find that the less value conflict, the stronger the positive relationship between the direct managers’ level of transformational leadership and the employees’ PSM. This is also the case for the top management. This implies that transformational leadership might be a way for managers to enhance employee PSM, but only if there is no severe value conflict.  相似文献

A substantial body of research has addressed the importance of the match between the person and the organization, or jobs for individuals and organizational outcomes across diverse fields. Despite growing attention to the role of the person–environment (P–E) fit, there are few studies incorporating the characteristics of jobs in the relationship between public service motivation (PSM) and job satisfaction. Drawing on the growing literature concerning PSM and teacher recruitment and retention, this study investigates whether altruistic work values, such as a strong altruistic desire and a preference for correcting social inequity, affect job satisfaction and teacher turnover.  相似文献

Despite the proliferation of research on public service motivation (PSM), fundamental questions about its origins continue to evade scholars: Is PSM driven by genetics, socialized through experiences, or both? If PSM is socialized, when does socialization occur? Answering these questions is critical for reconciling the state versus trait debate, and for assessing the validity of practical implications prescribed by PSM studies. Utilizing “nature's own experiment,” we adopt a classical twin design with 1035 twin pairs to identify how genetic heritability, a common environment, or unique environment and experiences can explain variation in PSM. Results show that PSM is heavily influenced by individuals' unique environments and experiences; not by genetics. This lends strong evidence to PSM's uniqueness as a motivational construct as related “other-regarding” concepts show sizeable genetic components. Finally, our results corroborate that PSM is a human resource with dynamic properties organizations can cultivate to enhance productivity in public service workforces.  相似文献

The study investigates the nature of public service motivation’s (PSM) relationship to employee work engagement. Using the Job Demands-Resource Model, the authors compare whether PSM as a resource is an antecedent to employee work engagement or has a buffering effect on job hindrances of perceived red tape in explaining employee work engagement. They surveyed 388 supervisors and managers in a public-sector organization in the United States. The findings support PSM as an antecedent along with perceived job influence and perceived procurement red tape to employee work engagement.  相似文献

Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective. Existing research has uncovered a link between religious practice and political ethnocentrism. Religious individuals are relatively inclined to both support policies that benefit their own ethnic group and support political competitors seeking to represent them. These findings are broadly consistent with a large body of literature that examines the relationship between religion and ethnic prejudice. To date, empirical research has concentrated overwhelmingly on Western, Christian contexts. There is, however, reason to believe that Islamic practice may produce more universalistic beliefs and attitudes. This paper examines the relationship between religious participation and political ethnocentrism in Indonesia, this world’s largest Muslim-majority country. Using survey data collected during the lead-up to the 2009 national elections, this paper examines the relationship between religious practice and expressed preference for co-ethnic political leadership. It finds that a respondent’s self-reported level of religious activity strongly correlates with stated preference for co-ethnic leadership. These findings bolster confidence that the relationship between religious participation and ethnocentrism holds beyond Western Christian contexts. For Indonesia, deepening Islamic practice could thus predict a rise in ethnocentrism, threatening the country’s reputation for tolerance.  相似文献

The relationship between offending and expectations for the future is well documented. Despite the link between offending and victimization and the wealth of research documenting the negative effects of victimization, how victimization shapes expectations for the future has not been fully explored. The authors investigate this relationship using longitudinal data derived from the Pathways to Desistance study. Using fixed-effects regression models for panel data that account for the effects of excluded time-invariant covariates, the authors examine time-varying factors such as self-reported delinquency, gang membership, binge drinking and drug use, and peer delinquency. The authors find that expectations for the future are decreased in waves in which a person is violently victimized. This finding indicates a potential intervention strategy for those who have been victimized, focusing on cognitive assessments postvictimization that could be useful in reducing revictimization as well as reoffending.  相似文献

Despite the consensus on volunteering as a behavioral consequence of public service motivation (PSM), research has not yet empirically examined how various PSM constructs relate to an individual’s volunteering, and the underlying mechanism between PSM and volunteering remains a mystery. This study identifies common motivational grounds between PSM and volunteering and examines how the four PSM types—rational, normative, affective, and self-sacrifice—predict public service employees’ volunteering. The findings from the survey of employees in the Korean National Government suggest a connection between public employees’ volunteering and the rational dimension of PSM, i.e., their desire to influence public policy process.  相似文献
