This article investigates both the operation and the democratic legitimacy of the European Union committee system. This vast but rarely studied system is an important site of European governance, exercising an increasing amount of policy responsibility while also providing the essential arenas necessary for supranational problem solving. Despite their contribution to the success of the “European project,” committees are increasingly coming under attack, notably for their lack of democratic credentials. The article employs original empirical research based on interviews and internal documentary evidence to answer a timely question: does the EU committee system strike an appropriate balance between the values of system effectiveness and democratic legitimacy? Following the application of a set of democratic principles to EU committees, the article finds that a poor balance has been struck between effectiveness and democracy. The article concludes with some operational suggestions for improving this balance in the short‐to‐medium term.  相似文献

ABSTRACT

Voluntary organizations are generally perceived as important arenas in which social integration can be fostered. There is, however, no consensus on the meaning of such integration, and the empirical evidence for the claim is lacking. This article studies social integration within voluntary sport organizations, which make up a significant element of civil society in most Western societies. The article provides a theoretical framework well suited for the study of social integration, which differentiates members according to their levels of social interaction and emotional bonding across four community types: Strong, pragmatic, mediated, and weak. When applying this framework to the case of Danish sport organizations, the distribution of members among the four community types indicates that, although sport organizations are important arenas for the development of social integration, there is also a large minority of members who do not experience social integration. This article shows that both individual characteristics linked to members and organizational characteristics linked to sport organizations exert significant influence on the level and nature of social integration. Jointly, the results demonstrate that there are grounds to reassess the general conception that sport organizations are important arenas in which social integration can be fostered.  相似文献

The rapid growth of knowledge in disease diagnosis and treatment requires health service provider organizations to continuously learn and update their practices. However, little is known about knowledge sharing in service implementation networks governed by a network administrative organization (NAO). The author suggests that strong ties enhance knowledge sharing and that there is a contingent effect of third‐party ties. Two provider agencies’ common ties with the NAO may undermine knowledge sharing because of resource competition. In contrast, a dyad's common ties with a peer agency may boost knowledge sharing as a result of social cohesion. Finally, the author posits that third‐party ties moderate the relationship between strong ties and knowledge sharing. These hypotheses are examined in a mental health network. Quantitative network analysis confirms the strong tie and third‐party tie hypotheses and provides partial support for the moderating effect of third‐party ties. The implications for public management, including the implementation of HealthCare.gov , are discussed.  相似文献

Complex social and environmental problems—such as climate change, rural poverty, and over‐fishing—defy simple policy solutions. An increasing number of scholars, practitioners, and policy makers now agree that coming to grips with such problems requires more collaborative and adaptive forms of learning and decision‐making. Such approaches seek to involve a variety of stakeholders to learn about system‐level effects of past human decisions and adapt future management decisions to the lessons learned. While there are plenty of success stories at the local level, the collaborative learning approach has turned out to be difficult to implement at broader scales—in large public organizations and in society at large. This article provides an explanation for such shortcomings, arguing that the creation of collaborative learning systems is plagued by several motivational dilemmas. By systematically mapping out the institutional incentives of the potential participants in collaborative learning activities, it is argued that one can gain a better understanding of the likelihood that adaptive systems will actually work. These ideas are tested on the case of the Swedish International Development Cooperation Agency (Sida). It is found that most Sida staff face conflicting incentives to engage in collaborative learning, but there are opportunities for management to strengthen such incentives. To date, the field of non‐market strategy has little to offer in the way of an integrated perspective on the simultaneous management of strategic issues and corporate stakeholders. This paper employs social network analysis to make a number of theoretically grounded conjectures about the delicate relationships between stakeholder behaviour and issue evolution. It is found that social network analysis has the potential to enrich and integrate theoretical perspectives in the field of non‐market strategy, offering solutions to a set of previously unresolved puzzles. In the absence of effective national and intergovernmental regulation to ameliorate global environmental and social problems, “private” alternatives have proliferated, including self‐regulation, corporate social responsibility, and public–private partnerships. Of the alternatives, “non‐state market driven” (NSMD) governance systems deserve greater attention because they offer the strongest regulation and potential to socially embed global markets. NSMD systems encourage compliance by recognizing and tracking, along the market’s supply chain, responsibly produced goods and services. They aim to establish “political legitimacy” whereby firms, social actors, and stakeholders are united into a community that accepts “shared rule as appropriate and justified.” Drawing inductively on evidence from a range of NSMD systems, and deductively on theories of institutions and learning, we develop an analytical framework and a preliminary set of causal propositions to explicate whether and how political legitimacy might be achieved. The framework corrects the existing literature’s inattention to the conditioning effects of global social structure, and its tendency to treat actor evaluations of NSMD systems as static and strategic. It identifies a three‐phase process through which NSMD systems might gain political legitimacy. It posits that a “logic of consequences” alone cannot explain actor evaluations: the explanation requires greater reference to a “logic of appropriateness” as systems progress through the phases. The framework aims to guide future empirical work to assess the potential of NSMD systems to socially embed global markets.  相似文献

Interactions between horizontal accountability agencies (e.g., anti‐corruption agencies [ACAs]) and social accountability actors (e.g., journalists, civil society activists, and complainants/whistleblowers) are recognized as important to horizontal agencies’ performance, but the reason(s) is not clear. This study therefore explores why horizontal accountability agencies need social accountability actors in performing their functions. The study analyses data from 30 key stakeholders in Australia, including ACAs staff members, social accountability actors, and other observers to report on the specific support roles social actors play to ACAs’ activities and operations. Through the conceptual lens of social accountability, evidence show that social actors play four key types of support roles to ACAs’ activities and operations: activate ACAs’ investigations; “amplify” ACAs’ operations; guard ACAs’ activities and operations; and defend ACAs’ independence and powers. These findings support the need for interactions and, also, affirm the potential for research into how these support roles can better be provided for effective anti‐corruption outcomes. The research is of value to public accountability agencies in Australia, and internationally.  相似文献

Pinning down the role of social ties in the decision to protest has been notoriously elusive, largely due to data limitations. Social media and their global use by protesters offer an unprecedented opportunity to observe real‐time social ties and online behavior, though often without an attendant measure of real‐world behavior. We collect data on Twitter activity during the 2015 Charlie Hebdo protest in Paris, which, unusually, record real‐world protest attendance and network structure measured beyond egocentric networks. We devise a test of social theories of protest that hold that participation depends on exposure to others' intentions and network position determines exposure. Our findings are strongly consistent with these theories, showing that protesters are significantly more connected to one another via direct, indirect, triadic, and reciprocated ties than comparable nonprotesters. These results offer the first large‐scale empirical support for the claim that social network structure has consequences for protest participation.  相似文献

Although the influence of government regulation on organizations is undeniable, empirical research in this field is scarce. This article investigates how the understanding of and attitudes toward government regulation among public, nonprofit, and for‐profit managers affect organizational performance, using U.S. nursing homes as the empirical setting. Findings suggest that managers’ perceptions of regulation legitimacy—views of regulation fairness, inspectors’ effectiveness, and internal utility of the mandates—positively affect service quality. Subgroup analysis suggests that managers’ views of regulation matter in nonprofit and for‐profit organizations but not in public organizations. In nonprofit homes, performance declines when managers report higher regulatory expertise—better knowledge of the regulatory standards. In for‐profit facilities, frequent communication with regulators lowers quality. These findings suggest that the regulated entities’ views of government regulation are central to their success, which necessitates improvements in the regulatory process.  相似文献

There is a wide‐spread perception among academics and commentators that institutional dysfunction has become increasingly common in important social, political, and economics arenas. Opinion polls show a decline in trust and confidence in major actors and institutions, including inter‐governmental organizations, governments, firms, NGOs, and religious organizations. For some, the core of the problem is that the hitherto well‐functioning states have become less effective in aggregating and acting upon citizens' preferences. Many policy initiatives of the 1990s – deregulation, privatization, new public management, private regulation, regional integration, civil society, and so on – seemed to have failed to meet expectations. This symposium seeks to identify important theoretical and empirical questions about institutional failure, such as why do institutions fail, why are they not self‐correcting, what might be a clear evaluative yardstick and analytic approach by which to measure performance, and to what extent contemporary theories of institutional evolution and design are useful in examining institutional restructuring and institutional renewal? Symposium essays by leading social science scholars offer important insights to inform future work on institutional performance and outline an agenda for institutional renewal and change.  相似文献

This article investigates to what extent social democratic parties still benefit from the support of union members at the polls. Not only are social democratic parties confronted with new competitors in the party systems, but also the union confederations of the socialist labour movement are in some countries losing their dominant position due to the rise of separate professional confederations. It is argued in the article that the effect of union membership on voting choice is conditioned by the structure of the trade union movement. The support of union members for social democracy is fostered by the strength of the confederations historically close to this party family, while it is hampered when strong separate (or politically unaffiliated) white‐collar confederations exist. Using European Social Survey and Swedish Public Opinion data, the article shows that social democratic parties still enjoy important support from trade union members, but at the same time are under fierce competition from bourgeois and green parties among members of white‐collar confederations. This reinforces the challenges for social democracy to build new voters’ coalitions in post‐industrial societies.  相似文献

Abstract

Civic engagement, through voluntary associational membership, is touted as the keystone of community. It is within these groups where people get a chance to come together to form the necessary social network connections needed to accomplish collective endeavors. Civic engagement can have a bridging effect, bringing disparate people and communities together. Civic engagement can also have a bonding effect on members, which builds strong in-group ties, putting the membership at odds with outsiders. This article examines the relationship between voluntary associations and social network diversity. Since civic engagement is considered a resource, vis-à-vis social capital (where more is always better), the relationship between social network diversity and multiple group membership is isolated. The type of group is also taken into consideration, because the nature of some organizations, e.g., religious and neighborhood associations, can prove an impediment to diversity. Using the national sample of the ‘Social Capital Community Benchmark Survey, 2000,’ I find that membership in voluntary civic organizations has a positive relationship with social network diversity in the United States. Multiple group membership, as well as participation in neighbourhood associations and arts and book clubs, shared a positive relationship with social network diversity.  相似文献

Although a wide‐ranging literature explores the favorable effects of social capital, it is only relatively recently that systematic attention has been directed to the manner in which social networks emerge and the consequent implications for civic engagement and collaborative governance. This article employs advanced social network statistical models to examine civic network emergence following a participatory reform in Los Angeles. Findings suggest that the reform fostered a number of favorable network attributes supportive of democratic participation. At the same time, subtle but ubiquitous effects of socioeconomic sorting had the unintended and undesirable effect of elevating higher‐status actors within the emergent civic network. These findings suggest that macro‐level policy interventions are required to foster the development of ties that promote cross‐talk among socioeconomically distinct community groups.  相似文献

We examine the relation between stakeholder culture and managers’ perceptions of stakeholder attributes of power, legitimacy, and urgency in Australian not-for-profit (NFP) organizations. Examination of this relation is important because managers’ perceptions of stakeholder attributes determine how stakeholder relationships are managed, which affects (positively or negatively) the ability of NFP organizations to fulfil their social mission. Data were collected through a survey of top managers of 478 NFP organizations. Our results show that the stakeholder cultures of altruist and instrumentalist, manifesting different moral values, differentially affect NFP managers’ perceptions of the three stakeholder attributes for clients and government. Specifically, an altruist stakeholder culture affects managers’ perception of client legitimacy, while an instrumentalist culture affects managers’ perception of government power. We also investigate the mediating effects of power and legitimacy on the relation between stakeholder cultures and urgency. We find that managers’ perceptions of power and legitimacy act as crucial cues for managers to perceive stakeholder urgency. Our study contributes to the stakeholder management literature and has important implications for managers of NFP organizations in managing stakeholder relationships in the contemporary environment.  相似文献

State wildlife policy and management are often characterized by divisive political conflict among competing stakeholders. This conflict is increasingly being resolved through the ballot-initiative process. One important reason the process is being used so often is the way state wildlife policy and management decisions are often made by state wildlife commissions, boards, or councils (the dominant way these decisions are made in the United States). These bodies are often perceived by important stakeholders as biased, exclusive, or unrepresentative of nonconsumptive stakeholder values. As a result, unsatisfied interest groups often try to take decision-making authority away from these institutions and give it to the public through the ballot initiative. Cases and examples from Alaska, Arizona, Colorado, and Idaho are examined in this context. The article finishes by outlining four broad alternatives that may be debated in the future: the no change alternative, the authoritative expert alternative, the structural change alternative, and the stakeholder-based collaborative conservation alternative(s).  相似文献

An assessment of the determinants of corporate social performance (CSP) in emerging economies is still too fractured. This article contributes to general management literature by developing an empirical model based on the existing theoretical models rooted in neo-institutional theory (legitimacy approach), stakeholders management theory, agency theory, the resource-based view of the firm, slack resources argument, and managerial control theory. A robust, multidimensional, unweighted disclosure index was used to measure CSP. This article provides a methodologically and empirically more rigorous assessment of determinants of CSP compared to previous studies by performing panel data regression analysis on 307 firms for 10 years. The results reveal that the presence of a legal framework, board attributes (board size, board diversity, board interlocking), women on board, ownership pattern, financial performance, firm attributes (size, age, leverage), and industry characteristics affect CSP significantly. These findings provide very important clues to design pragmatic strategies to improve CSP.  相似文献

This paper provides a knowledge‐based perspective to understanding public value management (PVM). As distinct from other approaches to public administration, PVM focuses on collaborative capacity building for the creation of public value. To develop the notion of PVM further, we explore the role of a knowledge‐based strategy in a case study of change implementation in 18 disability service organisations in Western Australia. Our findings show important inter‐relationships between knowledge management strategy, adopting a person‐centred approach to service provision, and sustainability of change implementation. We discuss the implications of the study for disability sector change management and for the further exploration of the strategic role of knowledge management capabilities in the study and practice of PVM in public sector administration. The paper explores the relationship between an organisation's knowledge capture and sharing systems and processes and its ability to implement change in a way that generates long‐term benefits for both public sector employees (e.g., engaging with key stakeholders to generate innovative solutions for serving client needs) and clients (i.e., increased well‐being through better service design and support).  相似文献

That organizational involvement has a positive impact on political action is a well‐established finding in empirical research around the world. To account for this, theorists since Tocqueville have pointed to the returns in human capital, in particular ‘civic skills’, yielded by associations. This article, by contrast, is a study of whether social capital theory can help explain the same effect. According to the logic of ‘weak ties’, organizational involvement provides bridging social capital by connecting the individual to a wider range of people. As a result, the input of requests for participation increases and this ultimately leads to more activity. Unspecified in this argument, however, is what aspect of associational memberships is most conducive to such weak ties: the sheer number of memberships, or the extent to which one's memberships provide links to people of dissimilar social origin. In an unprecedented empirical test based on survey data from Sweden in 1997, it is shown that being connected to multiple voluntary associations is what matters for political activity, not the extent to which one's memberships cut across social cleavages. Moreover, the social capital mechanism of recruitment is more important in explaining this effect than the human capital mechanism of civic skills, since the former can account for why even passive members, not just organizational activists, may become more prone to take political action.  相似文献
