The national Peronist social contract in Argentina has a long history rooted in syndicalism and populism. However, Menemismo in the 1990s, El Argentinazo in December 2001, and Kirchnerismo post crisis have all served to change the fundamental framework of the Argentine economy, the social underpinnings of that economy and how it intersects with global capital. This article is an attempt to identify the nature of Kirchner's administration through analysis of political economy, therefore seeking to facilitate a deeper understanding of the developmental nature and impact of the Kirchner administration of 2003–2007.  相似文献

This research explores the evolution of the Soviet Union’s Korea policy between 1985 and 1991, focusing on the correlation between Gorbachev’s shifting power position within the Soviet leadership and the development of the Soviet Union’s new policy toward the two Koreas. Soviet leaders utilized policy issues (foreign and domestic) to mobilize support in their internal power struggle. Conversely, they needed to establish a firm power base before launching new policies. Thus, power and policy in the Soviet political system often enjoyed a mutually reinforcing relationship, and foreign policy issues became entangled in the domestic political process. As Gorbachev’s power position improved and his reform policy (new political thinking) was refined, Soviet policy toward the two Koreas correspondingly evolved in three phases: (1) Gorbachev rising: the formulation of the new political thinking (March 1985–summer 1988); (2) Gorbachev ascendant: the implementation of new political thinking (fall 1988–summer 1990); and (3) Gorbachev in decline: the continuing momentum of the new policy (fall 1990–December 1991). In late 1990–1991, Soviet Korea policy was characterized by an undisguised tilt toward Seoul. Nevertheless, the Soviets did not consider Soviet relations with the two Koreas to be a zero-sum game. Moscow sought to establish a balanced relationship with both Pyongyang and Seoul, and hoped to play an active role in peace and security on the Korean peninsula.  相似文献

This article argues that the relationship between the United States and Japan can be understood as a security community. According to Karl Deutsch, collective identity is a defining feature of a security community. Hence, this study employs the case of the Persian Gulf War of 1990–1991 to detect the existence of a collective identity between the United States and Japan. Employing Bruce Cronin’s approach, we examine how the United States and Japan interacted with each other in their discourse and behavior during the period of the war from August 1990 to April 1991. This article presents evidence of their shared collective identity in verbal exchanges and in a series of mutual behaviors regarding Japan’s role in an anti-Saddam coalition.  相似文献

ABSTRACT

This article explores the articulation and experience of Soviet gendered ideology regarding work in the Tajik SSR, one of the Muslim Soviet peripheries, during the post-war period ending with Perestroika. Central Asian women’s work was used for economic purposes, as well as being a key driver for fulfilling the ideological objective of emancipating Central Asian women from religion and tradition. Through a feminist postcolonial geography approach, attentive to questions of discourse and material lived experiences, this article explores the ways in which gender and ethnicity were co-produced by Soviet ideology. Analysis of scientific publications produced by Tajikistani female researchers, and of women’s magazines from the 1950s, is contrasted with ethnographic data on workers from various collective farms and semi-urban places, including ‘work heroines’ (peshqadam). Our findings illustrate the hybrid nature of the Soviet regime, advancing theoretical debates on the use of postcolonial theory in Soviet Central Asia.  相似文献

Nepal’s awakening to growing social protection needs occurred only lately with most policies introduced in the 1990s. While comparable by Asian and particularly South Asian standards, these protections are limited and inconsistent. This article takes stock of social protection policies in Nepal with particular emphasis on the extent of coverage relative to needs. It explores the political economy, demand and political contexts to explain why social protections have developed the way they have in Nepal’s modern history. The understanding of Nepal’s struggle with this globally contested issue also helps draw parallels to other low-income countries.  相似文献

The UNESCO office in Uzbekistan has been relatively successful in nominating cultural practices to The Representative List of the Intangible Cultural Heritage of Humanity. Selection for the List conveys prestige and draws international attention to local culture that is deemed of universal value. What is striking about the first successful nominations from Uzbekistan is that they point to the inseparability of Tajik and Uzbek culture, a touchy subject for both Uzbekistan and Tajikistan. In this article the author looks at how the politics of ethnic cultural heritage play out through these projects, highlighting the tensions between a rhetoric of diversity promoted both by UNESCO and by the official national ideology, and practices that demonstrate a more mundane, ethnically exclusive sense of national culture. Although ostensibly celebrating the rich diversity of Uzbekistan's national culture and eschewing the strict delineation of Tajik culture from Uzbek culture, the effect of UNESCO Intangible Cultural Heritage programmes is to perpetuate the occlusion of Tajik culture in Uzbekistan.  相似文献

Abstract

Whether as central members in their own households, as workers in the formal or informal economy, as political figures or as performers and artists, Southeast Asian women have contributed and continue to contribute to the economic, social, and artistic development of their societies. Yet it is only recently that we have begun to look at their lives separately from—yet vital to our understanding of—those societies and their histories. Over the past twenty years publications about Southeast Asian women have grown both in number and scope. Since 1991, the University of Wisconsin-Madison has added some six hundred new titles about Southeast Asian women to its collection—double the number it acquired in the years 1981 to 1985 and thirty percent more than in the previous five-year period (1986–1990). More impressive than the sheer number of publications is the scope of issues being addressed. Many topics such as prostitution, domestic abuse, or women factory workers were inconceivable just ten years ago. But the most notable and positive change over the past twenty years has been the growth of publishing by the women of Southeast Asia. Women's publishing, especially feminist publishing, is best illustrated by the rise of feminist periodicals and newsletters that serve to unite women. The myriad of voices found in these periodicals are those of women who speak different languages and who come from vastly different economic backgrounds. We talk about the emerging global village, but these periodicals demonstrate that sisterhood may indeed be more local than global.  相似文献

There have been two parallel processes in Chilean political economy during the 1990s. A high profile has been accorded to the transition from authoritarianism to democracy and its related debates. A relatively low profile has been accorded to the continuity in the state model of capitalism that was implemented under authoritarianism. This paper argues that transition can be best understood in terms of the role of Augusto Pinochet and his strategies for maintaining power – Pinochetismo. As such, his forced retirement from political life marks the end of transition. The second point is perhaps of more importance however. The democratic political regime has intensified the model of capitalist accumulation of the 1970s and 1980s and socio-economic polarisation has been perpetuated. While the focus on the nature of transition during the 1990s was necessary, there has been a failure to question the social relations established by capitalism. With the end of transition in July 2001, the greatest challenge for Chilean democracy now lies in creating a state based on social relations that serves the needs of the majority rather than the desires of the few.  相似文献

With a focus on India, and drawing on critical scholarship on geo-politics and geo-economics and “relational” state theories, this article examines the ways in which ideational and material processes of state transformation have shaped India’s international engagement in different periods. Prior to 1991, geo-political social forms linked to a national developmentalist state project shaped India’s engagement with global and regional multilateralism and the nature of this engagement fluctuated according to shifts in the legitimacy and viability of this state project. The erosion of the developmentalist state project from the 1970s laid the path for a deeper shift in the national social order in the 1990s with the recasting of statehood wherein India’s future was thought to be best secured through policies of economic openness, growth and competitiveness. This shift in India’s state project has given rise to new forms of global and regional engagement that are distinct to older forms of international engagement and reflect and further processes of state transformation in India. This is illustrated through a case study on energy policy.  相似文献

Abstract

The political behaviour of ethnic Estonians and Slavs during the Soviet and transition (1989–1991) years reflects differing political orientations towards and grievances with the Soviet regime. Survey data from Estonia show that the reasons for non-voting during the Soviet era vary between ethnic Estonian and Slavic non-voters with ethnic Estonians choosing not to vote for system rejecting reasons. Estonians who did not vote in elections from 1983 to 1988 were more likely to be young, to live in urban areas and to have had a family member repressed. They were also much more likely to engage in petitioning, picketing, and meetings and demonstrations in support of independence between 1986 and 1990, especially if they did not vote for system rejecting reasons between 1983 and 1988. Non-voting among Slavs in the 1980's was not only much rarer than for Estonians with few citing system rejecting reasons for not-voting, but it had no relationship with later protest activities. Estonian non-voters joined independence organizations and increasingly voted during the transition years 1988–1990. But non-voting increased among Slavs in 1989 and 1990 during the transition, and some of this non-voting was clearly a form of protest against increasing Estonian influence over the state.  相似文献

Abstract

Italian politics have undergone momentous change in the 2007–2017 decade under the impact of the eurozone crisis, whose peak in 2011–2013 could be equated to the earlier watershed years of 1992–1994. The lasting impact of the upheaval in Italian politics in the early 1990s could still be felt in the decade of economic recession, but there were also new challenges prompted by a crisis that had its roots in international financial contagion and which unravelled under the shadow of both recession and austerity. The changes were of an economic, social, cultural, institutional, policy-oriented and political nature. If one central quintessentially political theme stands out by the end of this decade it is the apparent exhaustion of the quest for bipolarisation that was initiated in the early 1990s.  相似文献

Comparative research on the impact of globalization and international competition underlined that public policies were strikingly stable, contrary to the expected cutbacks in social expenditures. This resilience of the welfare state is explained by voters’ demands for social protection which can be related to new uncertainties connected to economic openness. The domestic demand approach conceives the welfare state as a means to compensate for the employment risks resulting from a globalized economy, and as a means to foster the acceptance of an open economy. This paper analyzes the link between globalization, insecurity and domestic demand. It considers the class specific effects of economic openness. The domestic demand approach is subjected to a test based on data from the International Social Survey Programme (waves 1990, 1996 and 2006) and additional country-level features. The results show that unemployment makes citizen’s preferences for social security expand, while economic openness has a negative effect: the more open the economy of a country the lower social security demand of citizens. Contrary to the expectations, the more people perceive job security to be threatened the lower is support for social security. Obviously, citizens on the average are skeptical against rising unemployment protection since they fear higher burdens by social expenditures without directly benefitting from them. Those still employed do not vote for more expenditure. However, the lowest social class increasingly demands social security in the context of open economies. Over time, social security demand gets more mired at the low end of the social spectrum. The hypothesis that economic openness spreads economic risks and feelings of insecurity over broad social strata is rejected. The results support the debate on dualization processes.  相似文献

The collapse of the Soviet Union in 1991 brought profound changes to the borderlands of Kyrgyzstan, Tajikistan and Xinjiang. In eastern Kyrgyzstan and Tajikistan’s Gorno-Badakhshan region, present-day weaknesses in territorial control of the post-Soviet state’s edges are directly wedded to borderlanders’ memories of Soviet-era practices of bordering, perceived locally as both systemically stronger and cognitively more beneficial to local lifeworlds than contemporary ‘Chinese penetration’. Across the border in Xinjiang, a formerly distant state has been brought into borderlanders’ locales and inscribed into everyday lifeworlds through novel manifestations of the state, which significantly affect cross-border interaction. By comparing how borderlanders on both sides of this frontier themselves choose to characterize border processes between ‘their’ states in the initial two decades of connections to Xinjiang, I explore how and why Kyrgyz and Tajik/Pamiri borderlanders voice strong opinions about what it is they feel has changed in these administrative-territorial homelands. Based on extensive ethnographic fieldwork on both sides of this frontier, I argue that the gradual bridging of this formerly sealed border has led to neither the development of a new trans-frontier identity nor locally established trans-frontier networks but, instead, reconfirmed borders between China and Central Asia.  相似文献

ABSTRACT

The article explores the shifts in (women’s) social citizenship in Bosnia-Herzegovina and its effect on the development of childcare policy in the 1945–2019 period. Gendered, selective childcare policy, which was inherent in the socialist notion of social citizenship and aimed to emancipate women as ‘worker-mothers’, deteriorated in the transition period when ethnicity became prioritized over gender and class. Exclusionary citizenship practices increased with the post-1990 reforms as gender and social inequalities incorporated into childcare policy design become intertwined with inequalities based on ethnicity and/or locality. The post-1990 period is characterized by discontinuity, retrenchment and weak implementation of childcare-related rights.  相似文献

Considering its strong, highly institutionalized two-party system, Venezuela was surely one of the least likely countries in Latin America to experience a party system breakdown and populist resurgence. That traditional party system nevertheless was founded on a mixture of corporatist and clientelist linkages to social actors that were unable to withstand the secular decline of the oil economy and several aborted attempts at market liberalization. Successive administrations led by the dominant parties failed to reverse the economic slide, with devastating consequences for the party system as a whole. The party system ultimately rested on insecure structural foundations; and when its social moorings crumbled in the 1990s, the populist movement of Hugo Chávez emerged to fill the political void. This populist resurgence both capitalized on and accelerated the institutional decomposition of the old order.  相似文献

An American political scientist reinterprets the politics of economic reform in the USSR from 1953 to 1991. The paper offers an integrated explanation for three features of reform policies: their reappearance during periods of political succession; their persistent partiality; and their radicalization over time. The explanation focuses on the interaction over time among political competition, ideology, and collective learning. Reasoning leads to conclusions that a consensus on the superiority of a market economy finally emerged within the Soviet leadership in 1990, but that the learning process has not resulted in a consensus on strategies and costs of transition, journal of Economic Literature, Classification Numbers: 040, 052.  相似文献

The expansion of the global economy and the governance deficit it has generated raise questions about the possibilities for regulating the practices of participants in global production networks. This paper focuses on the regulation of industrial relations in Cambodia's textile and garment industry – a unique ensemble of state, trade union, private sector and international institutions that is promoted as a “fair model of globalisation.” We track the trajectory of Cambodia's industrialisation and insertion into the global economy over three interrelated phases: first, the beginnings of export-orientated garment production in the mid- to late 1990s; secondly, the promotion of Cambodia as an “ethical producer” from 1999; and, thirdly, privileging “competitiveness” in global production networks over labour compliance for its advantage. In doing so we centre our analysis on the complex intertwining of global production, the genesis of the unique ensemble of actors in Cambodia and the anomaly of Cambodia's labour movement.  相似文献

This article analyses the varying influence across time of the “epistemic community“ of free‐market economists on immigration policy making in Switzerland. To this end, a framework for the analysis of the impact of economic expertise is provided, and then used in an historical analysis comparing the 1960s with the 1990s. Whereas this influence can be considered to have been weak in the 1960s, it gained significantly in importance in the 1990s, when a period of economic unrest seriously challenged previous immigration policies. It is argued that economic experts played an important role in framing the reforms undertaken during this latter period, notably by providing a “credible causal story“ about the links between the existing immigration policy and the social problems which arose in the country in the 1990s. As compared to the 1960s, economic expertise in the 1990s enjoyed more credibility, more political support and took full advantage of a more uncertain social and economic context.  相似文献

Praised by international organizations, Estonia and Slovenia have long been considered among the most successful post-communist states. Estonia quickly transformed itself into one of the most liberal economies in the world, whereas Slovenia opted for a social justice-oriented market economy. Still, the roots of their success coincide in that consensus played a crucial role. We argue that the public sphere was never as repressed in Estonia and Slovenia during the communist period as it was elsewhere. Distinct national identities continued to be formed and re-formed by intellectuals during the decades of communist rule, who assumed roles as political leaders when the transition started. Consensus based on these national identities legitimized reform policies for the entire decade of the 1990s.  相似文献
