This paper examines the relationship between distrust in incumbent government leaders and demand for systemic changes in rural China. It finds that individuals who distrust government leaders’ commitment to the public interest have both stronger demand for leadership change and stronger preference for popular elections. It argues that distrust in government leaders may have enhanced the demand for leadership change, which in turn may have reinforced the preference for elections. It further argues that distrust in incumbent leaders has in effect induced a demand for systemic changes, as introducing popular election of government leaders would require a major constitutional amendment. The paper suggests that two distinctive mechanisms may be at work in determining whether distrust in current government authorities induces preference for systemic changes. Whether citizens can engineer leadership change through existing channels influences the generation of idealistic wishes for a better political system. Perceived availability of better and viable alternatives affects whether idealistic wishes become a practical preference.  相似文献

This article uses a quasi‐natural experiment to investigate the adaptation of job satisfaction to externally driven political change in the public sector. This is important because democratic government bureaucracies often experience changes in leadership after elections. The analyses are based on data drawn from a large longitudinal data set, the British Household Panel Survey. Findings indicate that the impact of political elections is largely weak and temporary and is only present for men. For women, the internal processes of the organization tend to be more important. These findings suggest that changes in political leadership may not be associated with fundamental changes in policy.  相似文献

The relationship between ministers and public servants has been a longstanding topic among students of Australian public administration. Recent debate has centred on issues of supposed politicisation and excessive responsiveness in the Australian Public Service (APS), caused, in part, by the weakened tenure of department heads (secretaries). The recent Moran report has little to say on this relationship. It endorses changes to the appointment processes for secretaries which are presumably designed to strengthen secretaries’ independence from their political masters. It adopts a view of citizen‐centred service and strategic leadership that appears to marginalise ministers. Its approach to public sector leadership is taken from international management theory that works well in a business context and in the United States (US) government system. It is less well‐suited to Westminster‐style systems.  相似文献

One important but often understudied area of research in public administration is the effect of e‐government on administrative discretion. This article examines e‐government factors that influence administrative discretion through a survey of local governments. The focus of this study is on Egyptian local governments, which are using e‐government to modernise public service delivery. Through a survey of administrative officials in these governments, this study found evidence that e‐government factors of collaboration and organisational change influenced administrative discretion. Other common factors noted in the literature such as size of the local government and demand by citizens for e‐government did not register an effect on administrative discretion. The results of this study imply that local governments should do more to enhance e‐government to reduce administrative discretion, especially in the area of increasing collaboration. All governments are dependent upon a degree of political support and legitimacy. Some authoritarian countries, like Singapore and China, have staked this legitimacy on an “authoritarian bargain” in which residents exchange their political rights for economic growth and development. However, this bargain is complicated in the Chinese countryside, where rural residents have been granted a key political right – the right to participate in the election of their local leadership. In this paper, we ask whether rural residents have accepted the authoritarian bargain, and base their political support solely on economic development, or whether rural residents also consider their political rights when evaluating government. Based on an experimental study conducted in rural China, we find that rural residents place equal importance on their political rights and economic development when assessing their support for government.  相似文献

This case study reports an innovative e‐government experiment by a local government in Seoul, South Korea—Gangnam‐gu. A new local political leadership in Gangnam made strategic use of e‐government applications to exert greater political control over the local civil service bureaucracy. The authors find that e‐government applications possess political properties that can be applied effectively by the political leadership as instruments to improve control over the government bureaucracy as well as to enhance essential government accountability and transparency. The political circumstances underlying e‐government development as well as its impact on local government are reported, along with key variables associated with this innovation and directions for future research.  相似文献

This paper uses the job demands‐resources theory to examine the consequences of changes on nursing work. Data were collected from 220 public sector nurses in Australia to test the model. We conducted a two‐wave data collection process where independent variables (organisational change, workload, job control, nursing administrative stressors, cynicism about organisational change, and demographic variables) were collected in Time 1. The dependent variables (nursing work engagement and job satisfaction) were collected 6 months later. Changes to nursing work were found to cause high workload and an increase of administrative stressors that leads to an increase in nurses’ change cynicism. Job control was needed to cope with the increase in workload and reduction in cynicism about change. Cynicism about organisational change was found to have a direct negative effect on nurses’ engagement which in turn was found to negatively impact job satisfaction. Our contribution to theory and practice arises from the discovery that the connections between organisational change, work environment variables, and job outcomes of nurses are more complicated than previous research suggests. Theoretical and practical implications will be discussed.  相似文献

Dynamic agenda representation can be understood through the transmission of the priorities of the public onto the policy priorities of government. The pattern of representation in policy agendas is mediated through institutions due to friction (i.e., organisational and cognitive costs imposed on change) in decision making and variation in the scarcity of policy makers' attention. This article builds on extant studies of the correspondence between public priorities and the policy activities of government, undertaking time‐series analyses using data for the United States and the United Kingdom, from 1951 to 2003, relating to executive speeches, laws and budgets in combination with data on public opinion about the ‘most important problem’. The results show that the responsiveness of policy agendas to public priorities is greater when institutions are subject to less friction (i.e., executive speeches subject to few formal rules and involving a limited number of actors) and declines as friction against policy change increases (i.e., laws and budgets subject to a greater number of veto points and political interests/coalitions).  相似文献

This is an empirical study on the effects of Confucian values and entrepreneurial leadership on public entrepreneurship and organisational performance in Asia based on data collected from China and South Korea. This study focuses on the differences in the effects of Confucian values, entrepreneurial leadership, and ethical climate on public entrepreneurship and organisational performance between government agencies in South Korea and China. Contrary to the conventional Western perspective, this study shows that Confucian values are not necessarily negatively associated with public entrepreneurship and organisational performance. Entrepreneurial leadership and public entrepreneurship (as a mediating variable) appear to be significant factors to organisational performance. The similarities and differences between China and South Korea are discussed.  相似文献

This paper re‐examines the formation of political news agendas on British television. It argues that studies of news agenda formation in political communication have been overly focused on general election campaigns and the competition between the main political parties to set the news agenda. It suggests that such studies see political parties as either homogeneous or focus exclusively on the activities of communication elites and therefore miss another important aspect of the modern political communication process. Using the British party conferences as a case study, this paper argues that in order to capture the complexities of agenda formation outside election periods, political parties have to be seen as heterogeneous organisations, consisting of various ‘claim‐makers’. News agendas in certain situations have to be understood as the product of intra‐party competition between the leadership and dissenting voices. While this competition is imperfect, favouring resource rich party elites, on certain newsworthy issues broadcasting professionals act as a counterweight to leadership resource advantages, and help shape the outcome of intra‐party competition. In conclusion the paper suggests that dissenting actors within political parties, when newsworthy, can make a substantial contribution to the formation of television news agendas despite the resistance of party leaderships. Taking account of the communicative activity of these actors and of news values will provide further insights into the formation of political news agendas between general elections. The Maltese public service is currently undergoing major organisational changes to enhance its efficiency and effectiveness in its service delivery. The great majority of these changes have focussed on re‐organising the macro‐level, namely strategy, processes and structures. This is not an easy feat as local external power forces leave their impact in the process. It is argued, however, that one way to circumvent these resisting forces is to empower the real agents of change: the administrators of the public service. For some reason, the micro‐level has been neglected and has been generally absent from the agenda of the major change programme with a few exceptions. This article throws light on this level by proposing an intrapersonal, psychological and pedagogical model for change that may complement and accompany the larger macro changes. The authors suggest that the model can be developed in a practical way to motivate change from within the person and not just push change around the person. This article responds to Lowe and Pemberton's second volume on the history of the civil service and analyses fundamental shifts in British governance at the centre that occurred during the 1980s and 1990s. The traditional ‘public service bargain’ (PSB) that underpinned the relationship between ministers and officials has been repeatedly undermined. The article examines how far prior civil service reforms relate to the changes of the contemporary era instigated by Conservative‐led governments since 2010. As Lowe and Pemberton's work illustrates, the impulse to reform the state and the managerial reforms it unleashed were long in the making. Their legacy can be traced to the emergence of Thatcherism after 1979. The core argument of the article is that the more recent efforts of the Johnson administration to transform the state and undermine the PBS were scarcely original. Rather, they consolidated and drew upon earlier initiatives.  相似文献

One type of new public management reform has been the devolution of services to quasi‐autonomous single purpose governments. This research examines the implications of using a particular type of single purpose government, known as a public authority, in a politically contentious policy setting. Public authorities are generally observed to be highly effective in accomplishing their desired ends in the face of political controversy. However, in examining cases of New York State public authorities siting and developing landfills and incinerators, this research found that they were far less effective than their general purpose government counterparts. The cases suggest that the public authorities created a paradox of power and professionalism. Many public authorities were created to protect professional decision making from political influence, but as a result, they had few resources to bargain in the political process. However, if a public authority had political resources, they had less need to be professional.  相似文献

Employee resilience (ER) is often needed to face demands inherent in public sector work. Some types of demands, however, may hinder its development, rather than provide the type of challenging adversity from which resilience can develop. Public sector job demands have been a long-standing issue for public workplaces and employees but are also growing in salience as organisations face an increasingly variable, uncertain, complex, and ambiguous environment. Drawing on the Job Demands–Resources model and the challenge/hindrance stress literature, this multi-level study of Aotearoa New Zealand civil servants (n = 11,533) in 65 public sector organisations shows that ER is negatively affected by demands such as job insecurity, unclear job and organisational goals, and inter-agency collaboration. However, organisational resource constraints are positively associated with ER. This study identifies core PA job and organisational demands that hinder ER and offers practical implications and suggestions for further research.

  • Job role ambiguity, job insecurity, unclear organisational goals, and inter-agency collaboration are common job and organisational demands in public sector workplaces.
  • For employees, these demands are stressors that employees do not feel they control, and may therefore hinder employee resilience: the ability to learn, adapt, and leverage networks in the face of challenges.
  • Surprisingly, resource constraints, where employees have to ‘do more with less’, might help employees develop ER.
  • While inter-agency collaboration has potentially many benefits, it appears to have negative spillover effects on employees unaware of it or not involved in it.
  • To encourage ER, agencies should clarify both organisational and job goals, and assure job security, control, competency development, and supervisor support.

Abstract

Policy choices in response to crisis may carry consequences both for distributive outcomes and for the future policy capacity of the state itself. This paper uses conceptual heuristics to interpret policy practice. It examines the underlying policy paradigms shaping Irish government decisions in the aftermath of the European financial and economic crisis. Drawing on comparative political economy literature, it distinguishes between two such paradigms – market-conforming and social equity – and applies them to three reform themes: reconfiguration of public budgets, the public service pay bargain, and the organizational profile of state competences. The findings entail lessons for understanding the malleability of policy choice, and how state policy choices in response to crisis are framed and implemented.  相似文献

The “hearts and minds” model of combating rebellions holds that civilians are less likely to support violent opposition groups if the government provides public services and security. Building on this model, we argue that a political event that raises popular expectations of future public service and security provision increases support for the government and decreases sympathy for violent opposition groups. To test this argument, we leverage a unique research design opportunity that stems from the unforeseen announcement of the resignation of Iraq's divisive prime minister in August 2014 while an original survey was being administered across the country. We show that the leadership transition led Iraq's displeased Sunni Arab minority to shift support from the violent opposition to the government. In line with our argument, this realignment was due to rising optimism among Sunni Arabs that the new government would provide services and public goods—specifically security, electricity, and jobs.  相似文献

Outcomes of armed conflict in Afghanistan and Iraq indicate that the U.S. has been unprepared to fully address problems related to establishing social and economic stability, security and governance in the aftermath of war. This is unfortunate, given that U.S. policy makers' nation‐building efforts to achieve stability, security and good governance in these nations do not reflect what they should already have learnt about organisational and institutional development from past experiences providing significant development assistance to highly unstable nations. Based on the analysis rendered in this article, ‘smart practice’ development administration in such nations comprises the following key points that link nation building to institutional/organisational development:
  • Nation building (creating new national sovereignty) is different from, and harder than, building government capacity (creating or strengthening institutions and organisations).
  • Given that building government capacity typically requires years of patient assistance and financing, it is better to build on existing indigenous institutions like the civil service and military.
  • The time and expense of development assistance to high security risk nations means that it is advisable to establish a multi‐lateral development assistance plan and a multi‐national, multi‐institutional framework for financing development to pay for all that is necessary over a long period of time (i.e. 20–50 years).
  • Policy makers should emphasise social stability and stable economic growth under self‐governance to prevent actual or perceived economic exploitation.
  • Policy makers' diplomatic efforts should secure accommodation of various stakeholders sufficient to permit compromise leading to formation of an independent government.
  • Where occupation appears necessary to achieve security and stability, policy makers should allocate enough troops and money to do the job, and accurately assess and report all costs of military occupation and nation building.
  • Once occupation has occurred, policy makers should not withdraw military support in a way that would increase the likelihood of civil war.
  • Premature withdrawal of security, economic and political support prior to the point where high security risk nations are capable of governing themselves will cause a power vacuum, and may result in fragmented regional leadership by warlords. Copyright © 2005 John Wiley & Sons, Ltd.

This article examines the storytelling and narrative practices of an elite group of public administrators in the United Kingdom: local government chief executives. The authors do so through the lens of relationality, exploring the collective dimensions of leadership. The focus on leadership and stories embraces the narrative turn in public administration scholarship. It responds to calls for research examining the distinctive settings of everyday leadership action. The contribution to theory is a qualitative understanding of the relational ways in which stories and narratives are used in the practices of public administration leaders. The article analyzes four ways in which such leadership is accomplished: inviting an emotional connection and commitment to public service, making sense of organizational realities, provoking reflections on practices and assumptions, and managing relations with politicians. The authors offer an appreciation of how relational leadership influence can be generated by expressive narratives and storytelling rather than stemming from bureaucratic authority.  相似文献

This article contributes to our understanding of public service motivation and leadership by investigating ways in which organizational leaders can reinforce and even augment the potential effects of public service motivation on employees’ attraction to the organization’s mission (mission valence). The results contribute to two research questions. First, the findings provide new evidence on the sources of public service motivation. The authors find that transformational leadership is an organizational factor associated with higher public service motivation. Second, the article examines the relationship between transformational leadership and mission valence. The authors find that transformational leadership has an important indirect effect on mission valence through its influence on clarifying organizational goals and fostering public service motivation.  相似文献

不断推进地方政府公共服务创新是破解当前公共服务供给困境,构建我国治理体系和治理能力现代化的重要组成部分。在对国内外相关文献分析的基础上,从政治制度、社会需求和资源支撑等视角出发,构建了中国情境下地方政府公共服务创新驱动机制的分析框架,通过模糊集定性比较分析的方法,对"中国地方政府创新奖"下公共服务创新类项目进行了系统比较分析。研究发现,在中国情境下,晋升激励是引致地方政府创新成功的充分条件,领导支持是驱动地方政府创新成功的必要条件;而在创新的代表性路径中,公民参与和媒体报道也发挥着重要作用,经济发展水平和改革本身的难度对创新工作的影响有限;行政主导型、需求诱发型和多方互动型的创新模式是我国地方政府公共服务创新时选择的主要路径模式。未来中央应更注重从制度层面激发地方政府公共服务的创新热情,降低社会公共服务需求的政府进入门槛,同时应注重激发公共服务创新要素组合的叠加效应。  相似文献
