We examine the black box of creativity, entrepreneurship and economic development by asking about the mechanisms through which creativity can influence economic development in cities. We propose that, like the knowledge spillover theory of entrepreneurship, creativity spillovers occur and can be slowed by a creativity filter. We examine how creativity and entrepreneurship, and creativity and a melting pot environment, interact to influence urban economic development. Using data on 187 cities in 15 European countries for the period 1999–2009, we advance the extant literature by providing evidence on the existence and dynamics of a creativity filter.  相似文献

Although advanced manufacturing technology (AMT) is a key factor in improving North America's industrial competitiveness, there is a problem in transferring it from university to industry. This study, conducted for a Canadian governmental agency, addresses the problem by querying Canadian professors, university-liaison officers, and administrators of intermediary (broker) organizations in order to uncover the processes of AMT transfer; that is, the ways in which technical knowledge embodied in inventions is converted into outputs used by companies. Four processes, in which the critical entities are professors, universities, intermediary organizations, and spinoffs, account for what has been transferred While the first is by far the most significant currently, the third has a high future potential. An analysis of barriers suggests that while some probably inhibit all four transfer processes, others have their impacts on only one specific process. If we are going to raise the number of transfers, we must work more diligently to pinpoint the causes for low levels of transfer. Studying the barriers to university transfer in general should therefore yield information on which barriers are associated with which processes.  相似文献

We study how the scientific reputations and technology transfer policies of universities affect patenting by university researchers, with particular regard to whether they assign patent ownership to their university or to an outside firm. Using data on the career output of over 33,000 researchers in nanosciences, we find a strongly positive relationship of university reputation in nanosciences with the number of university-assigned patents, but almost a negligible association with firm-assignment of patents. University technology transfer office resources are related positively to both types of patents, but with diminishing returns. In contrast, the share of license revenue offered upfront to researchers is positively associated with university-assigned patents, but negatively related to firm-assigned patents. Taken together, our results suggest that universities that streamline their technology transfer efforts and improve their research reputation through support for basic research will see long-term success in technology commercialization.  相似文献

This paper investigates the contextual influences of institutions on the use of latest available technologies by early stage entrepreneurs in emerging economies. Hypotheses are developed and then tested using multi-level modeling techniques on a dataset covering entrepreneurs in 20 emerging economies. We utilized 10,431 individual-level responses from the Global Entrepreneurship Monitor survey from 2002 to 2008 and complemented it with data on country-level institutions such as the size of a country’s informal economy, intellectual property rights (IPR) regimes obtained from the Index of Economic Freedom and inward foreign direct investment (FDI) from the World Bank Group. Results on the direct effects suggest that levels of FDI negatively influences the use of latest technology by entrepreneurs in emerging economies, while the moderation effects of informal economy suggest that as its size increases (1) the negative effects IPR on the use of latest technology by entrepreneurs strengthens, and (2) the negative effects of FDI on the use of latest technology strengthens. These findings support the overall proposition that the size of a country’s informal economy is an important moderator of institutional influences on technology use by entrepreneurs in emerging economies. More generally, the study proposes that institutions may not have the same effects on entrepreneurs in emerging economies that might be expected in developed countries, suggesting that future research should take the level of socio-economic development of a country into account when theorizing the role of institutions.  相似文献

There has been little direct, systematic empirical analysis of the role that universities play in enhancing the success of entrepreneurial ventures. We attempt to fill this gap by analyzing data from the US SBIR program, a ??set-aside?? program that requires key federal agencies (e.g., Department of Defense) to allocate 2.5% of their research budget to small firms that attempt to commercialize new technologies. Based on estimation of Tobit and negative binomial regressions of the determinants of commercial success, we find that start-ups with closer ties to universities achieve higher levels of performance.  相似文献

This paper determines the various influences on software piracy using a large sample of countries. In particular, our cross-sectional study estimates the effects of economic, institutional and technical factors on the piracy of software. A more comprehensive look at potential determinants of software piracy, including economic and non-economic factors, may be considered as the main contribution to a literature that is still in its infancy. Results show that a country’s stage of development and the quality of governance have the largest impact on the incidence of software piracy. Greater economic and political freedoms are shown to have opposite effects on piracy. Further, greater diffusion of the Internet and of computer technologies, other things equal, actually promote the legal use of software. Higher access prices also reduce piracy, with the impact of telephone charges being more pronounced than that of Internet access fees. There are significant variations in the impacts of different types of legal institutions and of fractionalization on piracy. The influence of digital divide between rural and urban areas does not significantly affect the piracy of software. Overall, economic, institutional, and technological factors exert important influences on software piracy, albeit with some qualitative and quantitative differences. This paper addresses three questions: First, what is the extent of research transfer in natural sciences and engineering among Canadian university researchers? Second, are there differences between various disciplines with regard to the extent of this transfer? And third, what are the determinants of research transfer? To answer these questions, the paper begins by differentiating between technology transfer and knowledge transfer. It then identifies the individual researcher as the unit of analysis of this study and introduces a conceptual framework derived from the resource-based approach of firms. The paper then reviews the literature on each of the factors included in the conceptual framework, beginning with the dependent variable, knowledge transfer. The conceptual framework includes four categories of resources and one category of research attributes that are likely to influence knowledge transfer. Based on a survey of 1,554 researchers funded by the Natural Sciences and Engineering Research Council of Canada (NSERC), comparisons of means of research transfer across research fields were conducted. Multivariate regression analyses were used to identify the determinants of research transfer by research field. The results of these analyses indicate that researchers transferred knowledge much more actively when no commercialization was involved than when there was commercialization of protected intellectual property. This paper thus adds to the relatively scarce evidence about knowledge transfer by examining knowledge transfer from a broader perspective than strict commercialization. The findings of this paper are also interesting for other reasons. We obtained statistical evidence indicating that researchers in certain research fields were much more active in knowledge transfer than those in other fields, thereby pointing to differences in levels of knowledge activities across research fields. Furthermore, we obtained evidence showing that only two determinants explained knowledge transfer in all the six research fields considered in this study, namely, focus of research projects on users’ needs, and linkages between researchers and research users. Statistical evidence obtained indicates that the other determinants that influence knowledge transfer vary from one research field to another, thus suggesting that different policies would be required to increase knowledge transfer in different research fields. The last part of the paper outlines the implications of the regression results for theory building, public policy and future research.  相似文献

This paper presents the results of an empirical examination of the methods small business assistance agencies in the Dominican Republic use to overcome technology transfer barriers. The availability and the methods agencies use to access the world's business knowledge are examined, as well as how the agencies disseminate the information to clients. The discussion identifies barriers that inhibit the flow of client information between (1) the knowledge pool and the agencies and (2) the agencies and the client. The strategies that agencies use to overcome barriers are characterized as push or pull, and informal or formal. Pull strategies begin with marketplace need and work toward the technology to solve the problem. Push strategies begin with specific business information and work toward its acceptance and use in the marketplace by clients. Personal interviews were conducted in Spanish with heads of the 13 assistance agencies in the country. Survey participants were asked about the processes, procedures, and techniques they used to gain and transfer business skills. The study identifies specific activities in which the agencies engage in order to effectively overcome barriers to the transfer of business knowledge.  相似文献
