Public management is a domain of research that is now roughly three decades old. Researchers in this area have made important advances in understanding about the performance of public organizations. But questions have been raised about the scope and methods of public management research (PMR). Does it neglect important questions about the development of major institutions of the modern state? Has it focused unduly on problems of the advanced democracies? Has it made itself irrelevant to public debates about the role and design of government, and the capacity of public institutions to deal with emerging challenges? This set of eight short essays were prepared for a roundtable held at the research conference of the PMR Association at the University of Aarhus in June 2016. The article argues that many of the issues that are causing trouble in the eurozone today had long been debated, but not solved, prior to the beginning of the so-called euro crisis. Three thematic examples are used to show this: the decade-long discussion surrounding economic convergence and the question of a transfer union; the dispute over the alleged use of financial mechanisms as a substitute for addressing structural economic weaknesses; and the development of European banking regulation and supervision before the creation of the single currency. Finally, the article argues that even though some of the features of today’s crises – in particular the debt and deficit issues – were outlined at the time of the euro’s introduction, some important recent developments such as the various new operations undertaken by the European Central Bank were not. This should command modesty and cautiousness in the analysis of the evolution of the euro crisis.  相似文献

Theories of economic voting and electoral accountability suggest that voters punish incumbent governments for poor economic conditions. Incumbents are thus expected to suffer substantially during significant economic crisis but their successor in office will face the difficult task of reviving the economy. The economic crisis may, therefore, negatively affect government parties in subsequent elections even though the economic conditions may, to a large degree, have been inherited from the previous government. It is argued in this article that economic conditions play an important role in such circumstances as they place specific issues on the agenda, which structure the strategies available to the parties. Therefore, the article studies the 2013 Icelandic parliamentary election in which the incumbent government parties suffered a big loss despite having steered the country through an economic recovery. While perceptions of competence and past performance influenced party support, three specific issues thrust on the agenda by the economic crisis – mortgage relief, Icesave and European Union accession/negotiations – help explain why the centre‐right parties were successful in returning to the cabinet.  相似文献

Postulating grievance‐based mechanisms, several recent studies show that politically excluded ethnic groups are more likely to experience civil conflict. However, critics argue that endogeneity may undermine this finding since governments' decisions to include or exclude could be motivated by the anticipation of conflict. We counter this threat to inference by articulating a causal pathway that explains ethnic groups' access to power independently of conflict. Focusing on postcolonial states, we exploit differences in colonial empires' strategies of rule to model which ethnic groups were represented in government at the time of independence. This identification strategy allows estimating the exogenous effect of inclusiveness on conflict. We find that previous studies have tended to understate the conflict‐dampening impact of political inclusion. This finding suggests that grievances have been prematurely dismissed from conventional explanations of conflict, and that policy makers should consider conflict resolution methods based on power sharing and group rights.  相似文献

The eurozone crisis suggests a significant reinforcement of executive dominance in EU policy-making. Opaque emergency decisions taken at European summits as well as treaties established outside of the EU legal framework facilitate the side-lining of democratically elected chambers. This development entails the risk of a new wave of de-parliamentarisation in EU policy-making. An effective scrutiny of crisis management by national parliaments is, however, indispensable for taking national ownership of the reforms in the Economic and Monetary Union (EMU). This paper investigates national parliaments’ involvement in the development of instruments to combat the crisis. Based on a quantitative dataset of crisis-related parliamentary activities in 2010–2012, the article observes a very uneven engagement in the scrutiny of crisis management. Institutional prerogatives in EU affairs as well as macro-economic factors can partly explain the observed variation. Surprisingly, however, crisis-related parliamentary activity is not a reaction to Eurosceptic attitudes either in parliament or among the public.  相似文献

This article discusses the relationship of Malta with the European Union in the light of Malta's status as an example of a 'nationless state'. The article first develops the relevance of this under-researched concept by locating it within the discussion of post-colonial, small island nationalism. It then provides a historical critique of the emergence of the Maltese nationless state and of its various integrationist attempts with France, Italy, Britain and, most recently, the EU. Finally, the article explores the possible dialectics of an emerging nationalism with an entrenched two-party political system and its totalising discourse.  相似文献

This article contributes to the debate on the relationship between marketing and propaganda through an analysis of social marketing as a mode of governing in permanent campaigning. The working hypothesis is that social marketing operations are agitational rather than propagandistic. The conceptual approach stems from a comparison of propaganda and marketing with Fordist and post-Fordist modes of production and governance. The research into the role of agitation involves an empirical study of the UK government campaign against benefit fraud, the most expensive of its kind. Using a combination of methodologies, the political context is framed through a discourse analysis that charts the historical emergence of the problem of benefit fraud and the material effects of this discourse on welfare spending allocation, content analysis is used to identify correspondences between different newspapers’ rhetoric and policy under different governments, and semiotic analysis helps to decode the message of the campaign against benefit fraud, as it relates to the overall government's strategy on this issue. The study offers insights into the political strategy of the government of New Labour between 1997 and 2010 and its resort to agitational techniques, exposing the limitations of government marketing and public relations in the context of an overall crisis of its political legitimacy, in both economic and political terms.  相似文献

Abstract

This paper argues that we should think of culture and identity as separate concepts, involving distinct objects of enquiry. Whilst identity based theories tend to tell fragmented stories about culture and become overly concerned with difference and particular subjectivities, this paper claims that cultures emerge from a process of internal negotiation which requires only coherence and not homogeneity. In other words, members of cultures need not share all their features in order to be genuine members.  相似文献

The idea that Labour has already lost the argument on welfare with the Conservatives, and with it the general election, is probably overplayed. If truth be told, Labour's construction and subsequent defence of the welfare state has always been something of a double‐edged sword for the Party, earning it brickbats as well as support, and sometimes as stranding it in the past, committing it to promises that were undeliverable and ultimately self‐defeating. The political response by Ed Miliband and Ed Balls to the welfare trap set for them by David Cameron and George Osborne owes as much to New Labour as it does to ‘One Nation Labour’. That said, the latter does seem to be informing the Party's policy response, in particular its emphasis on restoring the contributory principle. Whether, however, this is practical politics given the inherently hybrid nature of Britain's welfare state and its heavy skew toward help for the elderly is a moot point. And whether ‘One Nation’ actually helps or hinders the Party in its quest for workable policies and a winning electoral formula is similarly debateable. Certainly, however much it is tempted to do so, Labour shouldn't waste too much valuable time trying to counter widespread myths about welfare. Nor should it overreact and obsess about the issue—or, indeed, pour out detailed policy too soon, if at all. Obviously, Labour needs to provide a direction of travel. However, that should focus not so much on welfare itself but on what the Party is proposing on the economy, on housing and on wages.  相似文献

The Swedish welfare state was often seen as the most highly developed welfare state and a model for others to follow. In the early 1990s, however, the Swedish economy was in big trouble; the state budget had enormous deficits which the government had to cover by loans in the finance market, exposing the Swedish welfare state model to the evaluation of international capital. This article describes what happened to the welfare state in the 1990s. Was it dismantled? The Swedish experience can shed some light on two competing hypotheses. Globalisation is often seen as an irresistible force that dismantles national autonomy and particularly the possibility of generous welfare arrangements. Another line of thought, however, points out that the welfare state is highly resilient to cutbacks. Cuts are very unpopular among voters and are therefore very dangerous for politicians or parties that aspire to be re‐elected. I argue that my data show that although the Swedish welfare state was reformed in many ways in the 1990s and some cutbacks were made, the welfare state has not been dismantled. Its major attributes when compared with other countries —— e.g. its generosity, universality and developed welfare services —— are almost as prominent as before the crisis. This result is in line with the thesis of the welfare state's resilience and contradicts the globalisation thesis.  相似文献

The lack of significant efforts at the national level to reduce greenhouse gas emissions (GHGs) in the United States has provided the impetus for a number of state programs. This article assesses the efficiency of these programs in making real progress in GHG reductions. It also explores the effect of state programs on the eventual adoption of a strong national GHG mitigation policy. While state programs are likely to demonstrate the viability of new mitigation approaches, they are also likely to create a set of expectations and precedents that will make a strong and coherent national policy more difficult.
