Australia's parliament allowed the radio broadcast of proceedings in 1946, a decade after New Zealand, but well before the “Mother of all Parliaments” in 1978. In keeping with Australia's reputation as a pioneering democracy, early interest in broadcasting parliamentary debates can be traced to the 1920s. In the formative years of “wireless” it was imagined radio might close the gap between parliaments and the public. Proceedings of the New South Wales parliament were actually broadcast for several weeks during 1932 (and before the New Zealand parliament institutionalised this practice). Tasmania experimented with parliamentary broadcasting in 1934. Australia's embrace of parliamentary broadcasting in 1946 was less carefully planned than has been suggested. It was an opportunistic, caucus‐initiated Chifley government measure driven by a long‐held ALP concern about newspaper bias. It was however generally justified as reform to bring the people to their Parliament and, remarkably, did have bipartisan support.  相似文献

During the 1990s the “revolution in military affairs” (RMA), which produced “smart” weapons like cruise missiles, came of age. This apparently transformed how America viewed the relationship between force and international relations. It looked like technology was framing foreign policy. In particular, smart weapons enabled President Clinton to combine risk minimization with an expanded security agenda. However, we should be wary of ascribing technological determinism to the conflicts of the 1990s dominated by Washington's flexing of its strategic superiority, such as its bombing of Belgrade. As shown by comparison with post‐“9–11” US strategy, Washington's stance in the 1990s was shaped by linkages between technology and specific political circumstances. As these circumstances changed, so did the RMA's place in US efforts to shape world order.  相似文献

This article examines Australian press coverage of the Indonesian killings of 1965–66, and considers its legacy for the historical consciousness of events in Indonesia. The Indonesian killings of 1965–66 occurred on Australia's doorstep, at a time when the Cold War dominated the front pages of Australian newspapers. By examining articles from one of Australia's leading newspapers, The Sydney Morning Herald, we show that press coverage of the killings was both limited and distorted. Comments made by correspondents reporting from Indonesia at the time suggest reasons why this was the case. In the rush to write a “first rough draft of history”, the killings in Indonesia were treated as background to the story of leadership change in Jakarta and the defeat of Communism.  相似文献

Australia's role in resolving the conflict in Cambodia has been described as a triumph of cooperative security that achieved a balance between principles and pragmatism. The pursuit of cooperative security is a familiar theme in discussions of Australian diplomacy during the 1990s, yet there has been little scholarly consideration of whether this accurately captures the nature of Australian foreign policy at the time. This article explains Australia's conflict resolution role in Cambodia using an alternative, neoclassical realist framework. Specifically I demonstrate that expectations of reciprocity meant that Australia, when negotiating for peace in Cambodia, preferred bilateral over multilateral diplomacy. Secondly, Australia actively sought to lead the Cambodian peace‐keeping operation to enhance its regional security credentials. Finally, building closer ties with Vietnam was an important, often overlooked policy outcome.  相似文献

Since its formation in 1913, the Western Australian branch of the National Party has faced many challenges to its survival. Electoral reform removing rural malapportionment in 2005 prompted changes in strategic direction, including abandoning coalition with the Liberal Party and creating a discrete image, branding and policy approach. Holding the balance of power after the 2008 election, the party adopted a post‐election bargaining strategy to secure ministries and funding for its “Royalties for Regions” policy. This “WA approach” is distinctive from amalgamation and coalition arrangements embraced elsewhere in Australia. This article updates progress of the strategy following state and federal elections in 2013 and finds that it has been a success measured by increased votes, seats and policy influence and expansion into regional Western Australia to displace Labor. However, its applicability to other branches of the National Party is likely to be limited.  相似文献

When Australia pledged to accept 15,000 Jewish refugees from Europe in 1938, it was applauded by the London Times as “a characteristically generous contribution” and an example for others. Australia's reputation for generous humanitarianism was solidified after the war when it absorbed more than 180,000 of Europe's Displaced Persons and committed to international human rights instruments designed to protect refugees and asylum seekers. This reputation has been used to both defend and critique the nation's contemporary responses to asylum seekers. Recent Australian Prime Ministers have invoked Australia's proud record of refugee resettlement to deflect criticism of their tough border control policies, policies which critics charge repudiate the nation's humanitarian traditions. This article critically reviews the history of Australia's responses to refugees and asylum seekers prior to 1951 and demonstrates that contemporary border control policies are neither a deviation from, nor defence of, a proud humanitarian record. Rather, they embody the migration management approach to refugees that provided impetus for Federation in 1901, governed Australia's response to the Jewish refugee crisis in the 1930s, and shaped its conditional acceptance of the Displaced Persons and the position it adopted in the drafting of the United Nations Convention Relating to the Status of Refugees in 1951.  相似文献

This article identifies the specific concept of “nation” that informed John Howard's politics from his time as Liberal Party leader in the second half of the 1980s to the final years of his 1996–2007 prime ministership. It compares and contrasts the constitutive, procedural and multicultural models of nation to show Howard's continuing commitment to a constitutive understanding of the Australian nation. He endeavoured to give this understanding expression at the policy level by explicitly moving against the multicultural concept of nation that had informed Australian policy from the late 1970s. The Citizenship Test, introduced in his final year of office, is presented as the final move in this departure from multiculturalism.  相似文献

Australia's National Security Act of 1939 authorised the federal government to make emergency regulations “for securing the public safety and defence of the Commonwealth [of Australia]”. Further, it instructed the government to decide for itself what might be “necessary or convenient” for the “more effectual prosecution of the present war”. 1 This article examines the authorisation of the civilian leadership through one set of emergency regulations, the National Security (Women's Employment) Regulations, and analyses their functioning through one operational decision, the decision to permit women to serve in South Australian hotel bars with the intention of releasing male bar workers for essential industrial or military employment. Managing the home front proved complex. Sectional interests continued to jockey for positions of influence, even in war conditions. In this case, the state of South Australia sought to protect its “rights” against federal control of employment: a contest fuelled by an ideological squabble about what were then known as “barmaids”. I argue that Australia's centrally‐determined national war goals were undermined by its federal sovereignty‐distribution mechanism, which allowed sub‐national elements such as South Australia to impede national policy, and conclude that even with extensive defence powers to draw on, the federal government's war goals were obstructed by non‐war interests.  相似文献

The concept of loyalty still holds a central space in many histories about New Guinean‐Australian relations, especially during the Second World War, and translates into demands by Australians that New Guineans recognize Australia's political system as “the best”. In this article about the visit of the first German navy cruiser to New Guinea after the First World War, I tell a story not about loyalties, but about contesting colonial claims, namely Australia's insistence on “loyalty”, and Germany's demand for a “return” of her colony. The visit of Köln in 1933 raises questions such as: How did Germans and Australians negotiate living together in the Mandated Territory of New Guinea? How were divisions, grief, tensions, and hostilities after the First World War dealt with? What separated them, what united them, and what role did New Guineans play in this complex relationship?  相似文献

This paper asks why it took ten years after a major famine in Indonesia in 1957 for Australia's food aid to increase in greater amounts, and why food aid was so significant in Australia's foreign aid to Indonesia during the late 1960s and 1970s. Indonesia's reluctance to apply for food aid under the Colombo Plan is the reason for the delay. A combination of humanitarian, commercial and international relations interests converged to shape Australia's rapidly growing food aid to Indonesia after 1966. Food aid contributed to alleviating food shortages and famines in Indonesia. It also supported Australian firms in regaining their share in the growing market for wheat-based products in Indonesia, and in building market share for Australian rice exports, in competition with United States (US) producers and the US PL480 food aid program. Food aid also allowed Australia to expand its foreign aid program to Indonesia rapidly after 1966, in support of the government of new President Soeharto and improved bilateral relations.  相似文献

Anxiety about the Asia‐Pacific region has held an evocative place in the Australian imagination, and has featured in federal elections since Federation. This article explores discussions of regional opportunity and threat in the spoken campaign language of Labor Prime Minister Paul Keating, and his Liberal opponents, in the 1993 and 1996 elections. This language forms part of an ongoing project by Australian political leaders to provide voters with a secure identity by managing regional threat: from extending “civilisation” in the first half of the twentieth century; to the image of Australia as a benevolent stabilising force in an unstable region following the Second World War; and the contested frameworks of engagement and opportunity from the 1980s onwards. While specific constructions of regional threat have changed since federation, leaders' discursive reassurances have remained remarkably consistent over 110 years.  相似文献

While many have remarked upon Prime Minister John Howard's “use” of the Anzac legend for political purposes, our understanding of the nature and dynamics of such use remains fragmented and underdeveloped. Using the area of foreign policy as a case study, this essay approaches Howard's Anzac Day and related ceremonial rhetoric as examples of the epideictic genre, which presents speakers with a combination of unique rhetorical opportunities and strict generic constraints. While often perceived as apolitical and inconsequential, the genre embodies a form of argumentation that serves not only to increase the “intensity of adherence” to certain values, thus laying the groundwork for later deliberative appeals, but also creates a “disposition to act at the appropriate moment”. This paper will argue that Howard's employment of Anzac was bounded and defined by the nature and dynamics of the epideictic genre, of which Howard proved to be a savvy user.  相似文献

Largely neglected within studies of Australian attitudes — and changing Australian attitudes — toward Asia throughout the twentieth century are the diverse views expressed by the single major group of Australians to encounter the region, namely the servicemen and women of the Australian Imperial Force (AIF) who served the nation during the Pacific War 1941–1945. Within forums offered by soldier publications such as Salt, Australian troops were engaged in discussions about why the war had been fought (often with reference to the merits and ideals outlined within the Atlantic Charter, Declaration by United Nations and United Nations Charter). Central to such discussions were attitudes toward race, colonialism and Australia's role and future role in regional and world affairs. Importantly, well‐informed understandings of Asian affairs were crucial to discussions.  相似文献

In the 1970s, the leader of the Australian Council of Trade Unions (ACTU) and future Prime Minister of Australia, Robert J. “Bob” Hawke, was an informer of the United States of America. Using diplomatic cables from official archives, this article shows that Hawke gifted information about the Australian government, the Australian Labor Party and the labour movement, assisting the intelligence gathering efforts of the foreign power. In turn, the relationship influenced the development of Australian policy, including the abandonment of Keynesian economics and embrace of neoliberalism. His discreet relationship — discussed in detail for the first time — was not unusual among elites in the post-war period. However, Hawke was especially entrenched in the practise. This article will also show, through historiography and memoir, that the act of informing by elites began in the 1940s, as the United States was becoming Australia’s key strategic ally.  相似文献

This article uses international archival sources to examine Australian policy on the problem of Rhodesian independence during the 1960s. It demonstrates that until November 1965 the Australian government led by Sir Robert Menzies followed a finely balanced policy that was broadly supportive of Britain but also sympathetic to the Rhodesian Front. However, the Australian response to Rhodesia's Unilateral Declaration of Independence (UDI) revealed increasing bureaucratic conflict in Australian policy‐making and exposed the limits of Australian support for Britain in dealing with the international consequences of the UDI. Analysis of Australia's decision to not attend the Lagos Conference in January 1966 demonstrates the Menzies government's anxiety about the implications of racial issues for Australian domestic and foreign policies. This suggests that historians should pay more attention to the significance of Africa in Australian foreign relations during the Menzies era.  相似文献

Great Britain's decision to withdraw its forces from Southeast Asia by the mid-1970s created uncertainty for those living in the region. The potential loss of British presence led Australia to attempt to discourage Britain from leaving, while also recsognising recognising the decision as an opportunity to re-evaluate Australia's strategic outlook in Southeast Asia and the Pacific. Scholars have treated Asia and the Pacific as two regions with distinct experiences related to withdrawal. Some address changing Anglo-Australian relations but include little, or no, mention of the Pacific territories. Others, writing about the Pacific, focused more the individual paths taken by each island than on connecting the larger process of decolonisation in the Pacific to the one in Asia. This article pairs Australia's Strategic Basis of Defence papers with documentary evidence across multiple departments in Canberra to understand how British withdrawal from east of Suez connected Australian concerns about security in Southeast Asia and the Pacific Islands. By connecting the two areas through Australian interests, the withdrawal from east of Suez can be understood as a catalyst for Australia's pursuit of a distinctive role within its neighbourhood.  相似文献

During the early 1990s, the Hawke and Keating Labor governments promoted Australia's diplomatic credentials as an activist and independent middle power. Labor claimed that by acting as a middle power Australia was constructing a novel diplomatic response to the challenges of the post-Cold War world. But a closer reading of the official foreign policy record since 1945 reveals that previous conservative governments have also taken a similar view of Australia's place and position on the international stage. This essay traces the historical evolution of the middle power concept in Australian foreign policy and concludes with an assessment of the Howard government's more recent reluctance to use this label and its implications for Australia's future middle power credentials. Although its use has waxed and waned in official policy discourse and it is more commonly associated with Labor governments, the middle power concept itself and the general diplomatic style it conveys have been one of the most durable and consistent elements of Australia's diplomatic practice.  相似文献

This article explores the politics of telecommunications reform between 1967 and 1972, during which time Labor developed a new policy approach that included committing to reconstitute the Postmaster‐General's Department as a relatively independent statutory authority. This represented the first serious attempt to reconcile the conflicting objectives of Australian policy: to provide affordable universal services by a government department expected to operate as a “business‐like” enterprise, and ended the political consensus about how national telecommunications should be delivered. The paper contrasts Labor's policy with the Liberal‐Country government's more incremental approach; and highlights a significant public policy shift that has received insufficient attention.  相似文献
