What does state terrorism look like? How do we distinguish it from other forms of mass state violence, such as repression or genocide? Based on the developing literature on state terrorism, this study presents three expectations that violence perpetrated by the state should meet if it is to be classified as state terrorism: these are (a) that the violence is perpetrated by agents of the state, (b) that the violence is visible, and (c) that state terrorism focused against a state's own citizens will be carried out by an autocratic, personalistic regime. Drawing substantially on a series of primary sources, this study demonstrates that Idi Amin's regime in Uganda from 1971 to 1979 did engage in state terrorism against its own citizens.  相似文献

This article explores definitions of terrorism according to various women in the Basque regions of Spain and France. We ask how women in social movements and government institutions define terrorism, how terrorism influences them, and whether they are viewed as victims of violence and/or as political agents who challenge terrorism. We discuss three definitions of terrorism: ethnonationalist terrorism of ETA (Euskadi Ta Askatasuna), state terrorism against ETA operatives and supporters, and terrorismo machista (or intimate terrorism seen as gender violence). The article uncovers multiple women’s lived experiences related to terrorism, and by problematising agency and definitions of terrorism, it challenges the binary in international relations of women as either victims or violent perpetrators of terrorism and it establishes terrorismo machista as political violence closely related to other forms of political violence. We conclude that women are important political agents regarding multiple types of terrorism.  相似文献

How does democracy influence terrorism? The regime-responsive school argues that lack of representation in autocracies motivates violence; the regime-permissive school posits that individual liberty in democracies allows it. The schools thus disagree about the democratic feature to which violence responds—representation or individual liberty. These arguments are problematic in two ways. First, neither accounts for the potentially competing effects of different democratic features. Second, treating terrorism as a set response to operating context ignores the operational processes behind violence, described in organizational theories of terrorism. This article develops a bridge between the regime-responsive and regime-permissive schools by applying organizational theories of terrorism to their key arguments. I argue that representation and individual liberty have independent, and sometimes competing, effects on armed groups' missions, hierarchies, and membership—collectively organizational capacity, the ability to survive and influence the environment. This explains the mixed effects of democracy on terrorism: both high-functioning democracy and repressive autocracy weaken organizational capacity, but decreased representation in a democracy or higher individual liberty in an autocracy removes organizational stresses. New research on Chile between 1965 and 1995—representing five government periods, with four armed groups operating—acts as an initial test of these relationships.  相似文献

The United States' approach to Algeria's civil conflict has been based on the stringent assumption that a choice must be made between a secular government that is prowestern (although corrupt and repressive) and an Islamist regime that is anti-western (although equally repressive if allowed to govern). The article shows that this approach not only works to sustain authoritarianism in Algeria and reinforce a vicious cycle of poverry and civil violence, but also ignores the causal links between the practice of dictatorship in the country and the rise of anti-American violence. In this sense, America's foreign policy towards Algeria is a contributory factor to transnational terrorism. An alternative approach that is based on economic development and democracy promotion is proposed here to achieve sustainable democracy and internal peace in Algeria and weaken the forces that give rise to antiAmerican violence.  相似文献

Scholars have long recognized the importance of Karl Heinzen's Mord und Freiheit in the history of terrorist thought. Yet the translation most scholars have relied on—1881s Murder and Liberty—is incomplete. Our new translation reveals four elements omitted from the 1881 translation. First, Heinzen conceived of terrorism as a transnational phenomenon. Second, he provided a material justification for terrorist tactics. Third, Heinzen viewed terrorism as both a tool to impel human society to progress and as a “progressive” tool of violence. Finally, he argued in favor of the primary modern tactic of terrorism—the indiscriminate bombing of civilians.  相似文献

Much of the recent debate among policymakers and in recent scholarship focuses on how states should respond to terrorism: whether they should use harsh policies to punish terrorists and thus deter future acts, or concentrate on root causes and reduce incentives to use terrorism. Often ignored in this discussion are the characteristics that distinguish terrorist groups from one another, and that influence the effectiveness of a state's actions. This article examines group motivation—national-separatism, revolution, reaction, or religion—as one key trait, and finds that these different “terrorisms” do affect the relative success of various counterterrorist policies.  相似文献

Since 2001 a new urge to moralize the use of violence as an instrument of state policy has appeared in liberal democracies. The American idea of a War against Terror, and the European notion of confronting a global terrorist threat, have together merged with a discourse on humanitarian military action: the political/moral ‘responsibility to protect’ is no longer to be confined to one's own citizens. Renewed interest among academics in ‘just war’ theory, the tradition that seeks to humanize war through law, reflects this development. This article questions the assumption that there is an essential difference between war (civilized violence) and terrorism (barbaric violence). It argues that their similarity appears more clearly if we set intentions aside—such as the deliberate or accidental killing of ‘innocents’—and focus instead on three main facts: (a) modern war strategies and technologies are uniquely destructive, (b) armed hostilities increasingly occupy a single space of violence in which war and peace are not clearly demarcated, and (c) the law of war does not provide a set of ‘civilizing’ rules but a language for legal/moral argument in which the use of punitive violence is itself a central semantic element.  相似文献

Why do multi-ethnic states treat various ethnic groups differently? How do ethnic groups respond to these state policies? We argue that interstate relations and ethnic group perceptions about the relative strength of competing states are important—but neglected—factors in accounting for the variation in state-ethnic group relations. In particular, whether an ethnic group is perceived as having an external patron matters a great deal for the host state's treatment of the group. If the external patron of the ethnic group is an enemy of the host state, then repression is likely. If it is an ally, then accommodation ensues. Given the existence of an external patron, an ethnic group's response to a host state's policies depends on the perceptions about the relative strength of the external patron vis-à-vis the host state and whether the support is originating from an enemy or an ally of the host state. We present five configurations and illustrate our theoretical framework on the eighteen largest ethnic groups in China from 1949 to 1965, tracing the Chinese government's policies toward these groups, and examine how each group responded to these various nation-building policies.  相似文献

This article has a dual purpose. The first is to propose a model by which acts of state violence may be adjudged to be state terrorism. The second is to apply empirical evidence to the theoretical model in order to highlight some of the obstacles in constructing an indictment of terrorism against a state. It represents an attempt to provide a test of a theoretical model that I have been developing as part of a programme of research into the use of terrorism by states, employing a number of historical case studies representing different types of repressive activity. Using comparative methods I aim to understand the policy‐making process that leads to the use of terror and establish whether there are patterns in the application of terror under particular circumstances.  相似文献

This article focuses on the reasons why the attempt to achieve the end of ETA's violence in the Basque Country during the mid- to late-1990s was unsuccessful when compared to the IRA's case in Northern Ireland. It argues that the different roles played by Basque and Irish nationalism in that decade and the distortion of the Irish model by Basque nationalist parties and the terrorist organization ETA were decisive in this outcome. The radicalisation of constitutional nationalism in the Basque region, as opposed to the constitutionalisation of radical nationalism that was a key factor in the achievement of the consensus enshrined in the 1998 Belfast Agreement, contributed to the continuation of terrorism. Contrary to the spirit of this Agreement, Basque nationalists moved away from an existing consensus with non nationalist parties around the principle of full development of the Basque autonomy strengthening ETA's will to carry on with their campaign.  相似文献

This article examines contemporary uses of terrorism in Colombia. Combining an historical analysis with the most complete database available on political violence, we illustrate how terrorism in Colombia constitutes a specific strategy that can be distinguished from other manifestations of violence. We argue that Colombia's non-state armed groups have turned terrorism into a pivotal element of their repertoires of action. These parties have not only increased their reliance on this strategy and introduced more refined forms such as de-territorialized terrorism, but also have specialized in particular terrorist attacks that suit their general objectives. While paramilitary groups rely mostly on massacres and forced disappearance, guerrillas concentrate on agitational terrorism including kidnappings and indiscriminate bombings.  相似文献

The Labour government's counter-terrorism advice sought to distance ‘terrorism’ from Islam, but in doing so actually created an imagined relationship that potentially alienates those who follow the Islamic faith. This study works within the framework of labelling theory to demonstrate that the state's counter-terrorism advice was detrimental to its own goals. The study identifies labels within counter-terrorism discourse and argues that these create ‘the Islamic community’ using shared labels found in Islamist discourse and places the ‘threat’ within this imagined community. Identifying with a singular ‘other’ denies participation in multiple groups, creating an insular imagined society that constructs barriers and encourages persecution. Placing the ‘terrorist’ within this larger isolated community increases the possibility that the badge of honour found within its own group is seen as a status symbol to be mirrored within the wider community. Removing labels and empowering the individual, rather than creating artificial collectives, could provide a means of addressing the problem.  相似文献

In recent years, a growing body of research has set out to examine the role that emotions play in shaping political attitudes and behaviors regarding terrorism. However, one major issue that is generally overlooked is whether the thematic relevance of emotive triggers leads to differential effects on people's reactions to international terrorism. Specifically, does anger—regardless of its source—tend to drive people towards supporting an aggressive foreign policy option to counter terrorism, or do the thematic underpinnings of anger (i.e., the specific contents that trigger this particular emotion, such as watching a news story about a recent terrorist attack) matter vis-à-vis the policy choice? To address this gap, this study experimentally examines the impact of anger—induced by thematically relevant versus irrelevant emotive triggers—on people's cognitive processing and foreign policy preferences regarding international terrorism. Overall, we find that the induction of anger via thematically relevant emotive triggers leads to a higher tendency for selecting a military option, a lower amount of information acquisition, and a shorter processing time in response to terror-related incidents.  相似文献

Domestic terrorism, as a form of intrastate violence, has varied widely in South Asia along with the post-Cold War period of global economic integration and political openness. How are these two phenomena—economic integration and emergence of democracies—related to domestic terrorism in South Asia? I argue that resorting to terrorism is a rational choice when individuals'/groups' cost of heterogeneity—deprivation from public goods due to geographical and ideological distance—increases; opportunity is provided by democratization and integration into the global economy. The testable hypotheses derived from the theory are empirically tested on a dataset of five South Asian countries for the time period between 1990 and 2007. The results show that both minority discrimination and presence of unconsolidated democratic institutions increase terrorism in the highly heterogeneous South Asian countries. International trade in the presence of minority discrimination increases homegrown terrorism, but foreign direct investment neither increases nor decreases such incidents.  相似文献

David Rapoport's concept of Four Waves of terrorism, from Anarchist terrorism in the 1880s, through Nationalist and Marxist waves in the early and mid-twentieth century, to the present Religious Wave, is one of the most influential concepts in terrorism studies. However, this article argues that thinking about different types of terrorism as strains rather than waves better reflects both the empirical reality and the idea that terrorists learn from and emulate each other. Whereas the notion of waves suggests distinct iterations of terrorist violence driven by successive broad historical trends, the concept of strains and contagion emphasizes how terrorist groups draw on both contemporary and historical lessons in the development of their tactics, strategies, and goals. The authors identify four distinct strains in total—Socialist, Nationalist, Religious, and Exclusionist—and contend that it is possible to trace each strain back to a “patient zero” active in the 1850s.  相似文献

Under the Franco dictatorship, post‐Civil War generations of Basques grew up in a climate of physical violence and symbolic repression. Through the imposition of controls on all manifestations of Basque cultural and linguistic expression, the Spanish state transformed even the simplest of actions into defiant symbols of Basque identity. Rejecting, as ineffectual, attempts by the existing Basque Nationalist Party (PNV) to defend Basque culture, the more militant members of the PNV's youth organization attempted to stimulate a radical ethnic movement through a new organization, Euskadi ‘ta Askatasuna [Basque Homeland and Freedom (ETA)]. From its founding in 1959, ETA's principal goals have been the achievement of Basque independence and the revival of Basque culture and language. Its principal strategy has remained armed resistance to Spanish rule. To date, ETA has been responsible for approximately 600 deaths. In this article, we focus on the strategic and organizational evolution of ETA from secret army to social movement in the post‐Franco era. In particular, we seek to clarify the role that violence plays in the symbolic conflict of Basque/Spanish collective identities and to identify how the democratization process has influenced the strategies and tactics adopted by ETA as well as by those political organizations which have emerged from ETA and its numerous factions.  相似文献

For a century, intellectual debate on political violence has been dominated by efforts to romanticize the extremist and to invest him with the aura of the altruistic “freedom fighter.” It is astonishing that in the post-9/11 era, the terrorist's image continues to remain habitually mystified and ennobled, while terror attacks are justified as self-defense. “Terrorist discourse” is indicative of the universality of the intellectual position of the Left with regard to terror, national discrepancies notwithstanding. The present article evaluates leftist liberals' attitudes towards terrorism in the 20th-century Russian Empire, Europe, the U.S., and especially Israel—one of the epicenters of terrorism today. The article proposes to examine psychological responses to terrorism in conjunction with a range of contemporary reactions to threats, acknowledged or displaced with an assortment of mental constructs and rationalizations.  相似文献

ABSTRACT

An emerging body of literature discusses how restorative justice can contribute to the response to terrorism. This paper expresses concerns about the uncritical acceptance of many orthodox assumptions about terrorism inherent in the search for a “restorative response” to terrorism. When restorative justice embraces the label “terrorism” in what appears to be a politically neutral sense, rather than opening up a critical discussion of realities of political violence and the factors that had propelled it, it may form part of the efforts designed to inculcate “truths” that help control political dissent. With its key aspiration being to restore a presumed healthy order disrupted by terrorist offences, restorative justice may be enlisted to help entrench social relations that led to the violence in the first place. The paper illustrates this danger by examining attempts to use restorative justice techniques by Spanish authorities in the aftermath of ETA or Euskadi Ta Askatasuna (“Basque Homeland and Freedom”) violence. It is argued that rather than searching for a “restorative response” to terrorism, a more adequate framework for restorative justice in the aftermath of politically motivated violence may be found within broader projects of reparation for historical injustices, remembering and political reconciliation.  相似文献

The Arab “hegemonic debate” on the causes of Islamist terrorism nurtures (pan-) Arab, anti-Western sentiments and delegitimizes criticism of the political status quo. The European Union's emphasis on multilateral means of conflict resolution and trade promotion leads to official pronouncements that barely address the Arab world's domestic problems, instead referring to international tensions such as the Arab-Israeli conflict as a particular cause of Islamist terrorism and the need for cooperation with Arab governments. By failing to challenge the official narratives of authoritarian Arab regimes the EU obstructs interests in the democratization of the region and the delegitimization of Islamist violence.  相似文献
