Efficiency approaches to the question of whether population size matters to optimal local government have proved largely inconclusive. However, recent exploratory empirical work employing an effectiveness approach – as proxied by citizen satisfaction survey data – offers a promising way forward. The present paper seeks to build upon an earlier cross-sectional analysis of Victorian local government by employing longitudinal data over a three-year period – 2008 to 2010 – for Victorian local authorities. The greater depth of data confirmed the positive associations with population density but suggests that negative linear relationships dominate over parabolic associations for population size. This result underlines the need for the collection of more local government citizen satisfaction data by Australian local government systems, given its potentially fruitful application in tackling contentious questions in contemporary local government policy debates. 相似文献

Intermunicipal cooperation is being increasingly adopted in various countries as a part of local service delivery reforms. This article draws on survey data from Spain's municipalities to examine the reasons underpinning the decisions of local governments to engage in intermunicipal cooperation and privatisation. Our empirical analysis indicates that small municipalities prefer to rely on cooperation for reducing costs, while their larger counterparts prefer to privatise the delivery of services. By cooperating, scale economies can be achieved with lower transaction costs and fewer concerns for competition than is the case via private production. 相似文献

Local government policymakers across the developed world have frequently employed municipal amalgamation to improve the operation of local councils, and New Zealand is no exception. This paper empirically examines claims made in Potential Costs and Savings of Local Government Reform in Hawke’s Bay that the merger of the five local authorities in the Hawke’s Bay Region of New Zealand would generate significant cost-savings. We empirically test for the existence of scale economies in a single merged Hawke’s Bay council and find that no cost-savings can be expected. This removes a key argument for a forced Hawke’s Bay amalgamation. 相似文献

This article addresses community participation in local government, a controversial issue in the era of governance. Under the context of decentralisation reform in particular, active participation of the community in local governance has been expected, where as a range of critical arguments has been made on its concepts, ideas and feasibilities. Despite the significance of the issue, practices of community participation at the local level are academically under-examined, even in developed countries, let alone in developing countries. Given such situations, empirical observations from local governments of the Philippines and Uganda are introduced and comparatively analysed with in a specific analytical framework of participation. By doing so, the artide leads us to some keys to success for community participation schemes in the development context, which include the local leadership, functions of the central government and enhancing awareness of values of community participation both in the public and the local government. 相似文献

Do the illegal and legal rents of politicians affect municipal election outcomes? Empirical evidence

This paper aims to analyse whether illegal (corruption) and legal rent extraction (high politicians’ wages) affect electoral outcomes at municipal level. We use an initial sample of 145 Spanish municipalities over 50,000 for two electoral periods: 2004–2007 (before the crisis) and 2008–2011 (during the crisis). Our findings show that neither illegal nor legal rent extraction impact on re-election in non-crisis times. However, we observe that citizens penalize legal rent extraction in the ballots during the crisis. Regarding the economic performance of the local governments, we find that its effect on re-election is important in non-crisis period. Nevertheless, in time of crisis, given that the economic situation is bad in general in the country, voters pay less attention to economic factors and focus on politicians’ behaviour. 相似文献

In 2007, the Queensland Government imposed forced amalgamation with the number of local authorities falling from 157 to just 73 councils. Amalgamation was based inter alia on the assumption that increased economies of scale would generate savings. This paper empirically examines pre- and post-amalgamation (2006/07 and 2009/10) for scale economies. For the 2006/07 data, evidence of economies of scale was found for councils with populations up to 98,000, and thereafter diseconomies of scale. Eight percent of councils in 2006/07 (ten councils) – representing 64% of the state’s population – exhibited diseconomies of scale. For the 2009/10 data, the average cost curve remained almost stationary at 99,000 residents per council, but almost 25% of all councils (thirteen councils) were now found to exhibit diseconomies of scale. The compulsory merger program thus increased the proportion of Queensland residents in councils operating with diseconomies of scale to 84%. 相似文献

Public sector consolidated financial statements can be drafted according to different approaches, especially the “control approach” or “budgetary perspective.” Considering the growing importance of the International Public Sector Accounting Standards (IPSAS) in the international scenario, the aim of the article is to investigate these approaches through an analysis of the comment letters submitted to the Exposure Draft no. 49, which will replace the current IPSAS 6. The main finding concerns the acceptance of the key role played by the control approach, even though it needs to be better specified, in order to take into account the public sector characteristics. 相似文献

Abstract Using survival models, we test whether short-term changes in the labour market affect poverty duration. Data are from the Brazilian Monthly Employment Survey. Such a monthly dataset permits more accurate estimations of events than using annual data, but its panel follows households for a short period. Then methods that control for both right- and left-censoring should be used. The results are as follows: households with zero income are not those with the lowest chances of exiting; changes in aggregate unemployment do not affect poverty duration; and increasing wages in the informal sector has a negative effect on poverty duration. 相似文献

Many scholars and practitioners claim that labeling groups or individuals as “terrorists” does not simply describe them but also shapes public attitudes, due to the label's important normative and political charge. Yet is there such a “terrorist label effect”? In view of surprisingly scant evidence, the present article evaluates whether or not the terrorist label—as well as the “Islamist” one—really impacts both the audience's perception of the security environment and its security policy preferences, and if yes, how and why. To do so, the article implements a randomized-controlled vignette experiment where participants (N = 481) first read one out of three press articles, each depicting a street shooting in the exact same way but labeling the author of the violence with a different category (“terrorist”/“shooter”/“Islamist”). Participants were then asked to report on both their perceptions and their policy preferences. This design reveals very strong effects of both the “terrorist” and “Islamist” categories on each dimension. These effects are analyzed through the lenses of social and cognitive psychology, in a way that interrogates the use of the terrorist category in society, the conflation of Islamism with terrorism, and the press and policymakers' lexical choices when reporting on political violence. 相似文献

ABSTRACTA proud public servant is defined as someone who works honorably, conscientiously, and with dedication. Although professional pride has several positive effects on the performances of public servants, it is not instantly apparent which instruments help to stimulate pride. This study combines the Job Demands-Resources model and the High Performance Work Practices taxonomy to analyze the determinants of pride. The analysis of a large dataset of Dutch public servants shows that their professional pride can barely be influenced by High-Performance Work Practices but is in particular determined by the work environment and personal experiences related to the work. 相似文献

Groups of second- and third-generation Muslim immigrants in Europe are increasingly undergoing radicalization processes that can lead to violent activity. These immigrants find relief for their frustrations in global jihadi ideology and radical Islam. In seeking to understand these radicalization processes within the European context, the author draws lessons from the Palestinian territories of the West Bank and Gaza on the eve of the “First Intifada” (popular uprising) in 1987. While these cases have different root causes and implications, the author's comparative analysis demonstrates that the social processes and generational clashes that lead to radicalization are shared by the two arenas. 相似文献
