Comparative analysis of China’s human rights white papers provides a valuable perspective on changes in the official human rights discourse. In terms of their structures, the white papers can be divided into three types: the mixed model, the five-in-one model and the rights-list model. The rights-list model has a consistent style, standard terminology, and an arrangement of rights in line with China’s reality. In terms of contents, the right to subsistence has been gradually reduced and the right to development is increasing. In the 2013 white paper, there was a whole chapter on social security rights, which highlights China’s social development and the priority placed on the people’s wellbeing. The mammoth Three Gorges Dam is designed to displace 1.13 million people. Over the past ten years since the resettlement project started in 1993, 709,200 people or 62.76% have been resettled. Moreover, the 15th Congress of the Chinese Communist Party established "rule of law" as the fundamental principle for governance of the country and called for a judicial reform to better protect the legitimate rights and interests of the Chinese people. What is summarized as"harmony is of paramount importance" is a most prominent philosophical approach embraced by China's Confucian culture. This is an extension of the approach summarized as "the people are of paramount importance." It calls for harmonious human relations, obliging one to respect others' rights and interests while protecting the rights and interests of one's own. Harmony as a philosophical approach manifests itself, in many ways, in the realm of human rights in China today. To name just a few: the country's political system of multi-party cooperation under the leadership of the Chinese Communist Party, harmony that prevails between different religions in the country, and the country's call for international dialogue and cooperation to promote the human rights cause.
