In their seminal “Broken Windows” article in Atlantic Monthly, J. Q. Wilson and G. L. Kelling (1982) suggested that police could more effectively fight crime by targeting minor offenses. They hypothesized that untended disorder increases fear of crime in a community, starting a chain of events that eventually leads to heightened levels of crime. By targeting disorder, police can thus circumvent this cycle of neighborhood decline (Skogan, 1990). This study aimed to improve knowledge of the relationship between disorder and fear of crime in the context of the broken windows hypothesis by using a micro-place level research design involving a police crackdown on disorder and minor crime at hot spots. The results of the current study suggest that perceived social disorder and observed levels of physical disorder have a strong impact on fear of crime. This confirms the relationship between disorder and fear hypothesized by the broken windows literature, and implies that police may be able to reduce fear of crime by reducing disorder. It was also found, however, that the police intervention itself significantly increased the probability of feeling unsafe. Accordingly, any fear reduction benefits gained by reducing disorder may be offset by the fact that the policing strategies employed simultaneously increase fear of crime. These findings suggest the importance of a careful focus on “how” broken windows policing programs are implemented. Such programs must be geared not only to reduce disorder, but also to prevent increases in citizen fear that accompany crackdowns and other intensive enforcement efforts associated with broken windows policing.  相似文献

Despite their rich theoretical and practical importance, criminologists have paid scant attention to the patterns of crime and the responses to crime during exceptional events. Throughout the world large-scale political, social, economic, cultural, and sporting events have become commonplace. Natural disasters such as blackouts, hurricanes, tornadoes, and tsunamis present similar opportunities. Such events often tax the capacities of jurisdictions to provide safety and security in response to the exceptional event, as well as to meet the “routine” public safety needs. This article examines “routine” crime as measured by calls for police service, official crime reports, and police arrests in Salt Lake City before, during, and after the 2002 Olympic Games. The analyses suggest that while a rather benign demographic among attendees and the presence of large numbers of social control agents might have been expected to decrease calls for police service for minor crime, it actually increased in Salt Lake during this period. The implications of these findings are considered for theories of routine activities, as well as systems capacity.  相似文献

Although major mental disorders do not have a central position in many criminological theories, there seems to be an evident relationship between these disorders and criminal behavior. In daily practice police officers and mental health care workers work jointly to prevent nuisance and crime and to keep the city livable. Examining the situations where the criminal justice system and mental health institutes are jointly involved to prevent crime, some pitfalls emerge that seem to threaten successful cooperation. There appear to be unrealistic expectations of the possibility to reduce the risk of reoffending by means of treatment and of the possibility to predict which offender poses a risk to society. Another complexity is the fact that both parties work from different backgrounds and pursue different goals. The way society and the criminal justice system deal with persons who are assumed to be a risk to the community because of a mental disorder demands a further investigation from a criminological perspective.  相似文献

A common set of problems currently surround analysis of vehicle stops by police for what has come to be called “driving while Black.” These common problems range from an exclusive focus on contemporary police practices to possible differences in the driving behavior of African Americans and Whites. The present research used observer-reported data from “Midwest City” at the start of the 1970s to propose and illustrate tentative solutions to the common problems that currently surround analysis of race and vehicle stops by police. Conclusion Current research on the level of police resources, patrol and investigation strategies, community policing, and the likely impact of changes in the legal framework confirms the simple truth that the police capacity to influence crime has always been vastly overstated. Unfortunately, the preventive police forces that emerged in Anglo-American jurisdictions in the wake of Sir Robert Peel's new police were linked directly and for the first time to the crime rate. While there was little that they could actually do about the crime rate per se, questions of police effectiveness, resource allocation, and the adequacy of police powers have tended to be answered on the basis of such data ever since. The need now is to find different ways of measuring and evaluating police work. It may be that the major contribution of community policing is to highlight precisely this issue by shifting the focus of policing away from the crime rate and by forcing police departments, politicians, and academics to confront the real capabilities of the police and to devise methods of evaluating them and promoting them to an increasingly skeptical world.This is a revised version of a paper given at the third conference of the Society for the Reform of Criminal Law, Sydney Opera House, Sydney, Australia, March 19–23, 1989.LL.M., University of London 1968; LL.B., University of London 1967.  相似文献

Despite having the potential to affect cooperation and support for law enforcement, community preferences for police training are generally unstudied. This paper seeks to understand (1) general community preferences for police training for responding to mental health crises, (2) where the public prioritizes this mental health crisis training relative to racial bias training, and (3) whether these preferences vary depending on respondent demographics and risk factors for police contact. Survey data from a general sample of Portland, Oregon residents (N = 259) shows public support for police training on responding to mental health crises, but the public as a whole is split over whether mental health, or racial bias training, should be prioritized as the best use of police training time. Logistic regression analyses demonstrate three main findings regarding the impact of respondent characteristics on preferences for police training: (1) black respondents appear concerned that, by drawing attention to mental health crises, police will be more limited in their responses to racial bias; (2) respondents facing the greatest, and those with the least, amount of risk in police/citizen encounters are most supportive of mental health crisis training; and (3) mental illness itself does not appear to affect support for police mental health crisis training. These differences in support for training need to be understood before law enforcement can cultivate community support for police officers and their training practices.  相似文献

Controversy over the appropriate unit of analysis plagued the white-collar crime literature. This state of affairs was a product, at least in part, of the continued development of two distinct research traditions. Researchers interested in “occupational crime” focused on individuals, whereas “corporate crime” researchers studied organizations. As a result, assumptions persisted about the “typical” offender and organizational setting for white-collar crime. Using a sample of 1,142 occupational fraud cases, the present study addressed voids in the literature by comparing differences in individual offender characteristics (i.e., age, gender, education, and position in the organization) and organizational victim characteristics (i.e., size, type, existing control mechanisms, and revenue) for three types of occupational fraud: asset misappropriation, corruption, and fraudulent statements. The analysis revealed that individuals who committed fraudulent statements conformed to the literature's “high status” image, while those involved in asset misappropriation or corruption more closely resembled D. Weisburd, S. Wheeler, E. Waring, and N. Bode's (1991) “middle-class” offenders. Moreover, organizations victimized by corruption were similar to the literature's depiction of the large, profit-making company setting for white-collar crime, while the other two types of occupational fraud occurred in distinctly different settings. In order to prevent sexual crimes, “sexual predator” laws now allow indefinite preventive civil commitment of criminals who have completed their prison sentences but are judged to have a paraphilic mental disorder that makes them likely to commit another crime. Such proceedings can bypass the usual protections of criminal law as long as the basis for incarceration is the attribution of a mental disorder. Thus, the difficult conceptual distinction between deviant sexual desires that are mental disorders versus those that are normal variations in sexual preference (even if they are eccentric, repugnant, or illegal if acted upon) has attained critical forensic significance. Yet, the concept of paraphilic disorders - called “perversions” in earlier times - is inherently fuzzy and controversial and thus open to conceptual abuse for social control purposes. Consequently, the criteria used in diagnosing paraphilic disorders deserve careful scrutiny.The DSM-5 sexual disorders work group is proposing substantial revisions to the paraphilia diagnostic criteria in the DSM-5 nosology. It is claimed that the new criteria provide a reconceptualization that clarifies the distinction between normal variation and paraphilic disorder in a way relevant to forensic settings. In this article, after considering the logic of the concept of a paraphilic disorder, I examine each of the proposed changes to the DSM-5 paraphilia criteria and assess their conceptual validity. I argue that the DSM-5 proposals, while containing a kernel of an advance in distinguishing paraphilias from paraphilic disorders, nonetheless would yield criteria for paraphilic disorders that are conceptually invalid in ways open to serious forensic abuse.  相似文献

This study examined the nature of police response to domestic violence incidents with a focus on the identification of areas of police intervention that female victims of domestic abuse find “most” helpful and “least” helpful. The first part of the study was based on the analysis of a random sample of incident reports of domestic abuse cases recorded in 2000 and 2001. These reports were examined to obtain information about the characteristics of domestic abuse victims and summary information about the incidents of domestic abuse offenses. The second stage of the research study involved a telephone survey conducted with a random sample of fifty female domestic abuse victims who called the police. The study examined female victims' perceptions of how the police responded to the domestic abuse incidents, how helpful or not so helpful victims found the police to be when they responded to their calls, and how their cases were handled by the legal system.  相似文献

Literature on police ethics has employed the term “noble cause” to describe a utilitarian orientation toward crime control. No empirical research, however, has systematically investigated the noble cause, a shortcoming addressed in this study. A survey of deputies in a western sheriff's office provided the setting for the current research. Twelve items tapping the noble cause revealed a multidimensional latent structure composed of three factors. Findings did not support the presence of a link between measures of the noble cause and crime. A positive though inconsistent relationship was found between measures of the noble cause and deputies' attitudes toward administrators.  相似文献

Aims and method: We evaluate the initial outcomes from the Cornwall Criminal Justice Liaison and Diversion Service (CJLDS) which includes a pilot Neighbourhood Outreach scheme to support police with vulnerable individuals with suspected mental illness but not necessarily criminal involvement. Results: We review the first nine months’ operational data, including a six month follow-up of the initial three months’ to assess the impact of intervention. The service identified a large proportion of new cases of mental illness at an earlier stage. Intervention significantly reduced the number of contacts with police and may suggest a reduction in the severity of crime. Clinical implications: The Cornwall CJLDS with its pilot Neighbourhood Outreach has had a significant impact on both health and on crime, with additional cost savings. Despite sustained large-scale educational campaigns, public attitudes towards mental illness have remained persistently negative. Associated with this, recent research from Victoria, Australia, reported that police commonly associated violent behaviour with mental illness. The present study examined 4267 cases of police use of force and considered what differentiated and characterised violent from non-violent behaviours reported by police in the context of a use of force incident. The specific focus was to examine the effects that historical variables such as age, gender, prior violent offending and having a prior diagnosis of mental disorder, as well as incident specific factors such as exhibiting signs of mental disorder and substance intoxication have on violent behaviour during the use of force incident. The proximal factors of apparent mental disorder and alcohol intoxication were significantly associated with violent behaviour towards police, whilst having a history of prior violence and prior mental disorder diagnoses was not associated with violence. The results challenge traditional stereotyped views about the violence risk posed by people with prior contact with mental health services and those with prior violent offending histories. A service model that allows for psychiatric triage would be able to assist with streamlining police involvement and facilitating timely access to mental health services.  相似文献

Recent studies point to the potential theoretical and practical benefits of focusing police resources on crime hot spots. However, many scholars have noted that such approaches risk displacing crime or disorder to other places where programs are not in place. Although much attention has been paid to the idea of displacement, methodological problems associated with measuring it have often been overlooked. We try to fill these gaps in measurement and understanding of displacement and the related phenomenon of diffusion of crime control benefits. Our main focus is on immediate spatial displacement or diffusion of crime to areas near the targeted sites of an intervention. Do focused crime prevention efforts at places simply result in a movement of offenders to areas nearby targeted sites—“do they simply move crime around the corner”? Or, conversely, will a crime prevention effort focusing on specific places lead to improvement in areas nearby—what has come to be termed a diffusion of crime control benefits? Our data are drawn from a controlled study of displacement and diffusion in Jersey City, New Jersey. Two sites with substantial street‐level crime and disorder were targeted and carefully monitored during an experimental period. Two neighboring areas were selected as “catchment areas” from which to assess immediate spatial displacement or diffusion. Intensive police interventions were applied to each target site but not to the catchment areas. More than 6,000 20‐minute social observations were conducted in the target and catchment areas. They were supplemented by interviews and ethnographic field observations. Our findings indicate that, at least for crime markets involving drugs and prostitution, crime does not simply move around the corner. Indeed, this study supports the position that the most likely outcome of such focused crime prevention efforts is a diffusion of crime control benefits to nearby areas.  相似文献

Agnew's (2001, 2006) general strain theory makes a distinction between “objective” strains, which refer to events and conditions which are disliked by most people in a given group, and “subjective” strains, which refer to events and conditions which are disliked by the people who have experienced them. Agnew argues that there is only partial overlap between objective and subjective strains, since many people do not subjectively evaluate the objective strains they experience in a negative manner. Further, Agnew argues that subjective strains should be more strongly associated with crime, since they are more likely to generate the negative emotions that lead to crime. This article tests Agnew's arguments with data from a sample of Italian youth. The results provide some support for Agnew, suggesting that many people do not evaluate the objective strains they experience in a negative manner and that subjective strains are more strongly associated with crime than are objective strains. These findings have important implications for the research on general strain theory.  相似文献

During the course of their duties, police regularly have contact with mentally ill persons who are experiencing psychiatric crisis and require some form of mental health transfer. This study examined 2611 unique mental health transfers completed by police in the Australian state of Victoria over an eight-month period in 2009–2010. The overwhelming majority of mental health transfers performed by police during this period were the result of unplanned calls for assistance. Although police frequently requested assistance from other services, these were often not available. The study findings support a substantial body of anecdotal evidence from police citing lengthy involvement with people experiencing mentally illness, with the average mental health transfer consuming 2.5?h of police time. The frontline responses of police to people in psychiatric crisis need to be more formally acknowledged and creative solutions need to be sought with health and welfare services to better meet the needs of those who are falling between the cracks of community mental health care services.  相似文献

Despite the importance of understanding the reasons for choosing the police as an occupation for developing effective recruiting strategies, there is a surprising lack of research about what motivates people to choose careers in policing in South Korea. Employing the sample of 410 Korean police cadets, the study found that a financial factor — “steady salary” and “job security” — was the most important factor affecting the decisions of police cadets to join the police. Regression analyses indicated that gender and social-economic status had significant effects on cadets' motivation of joining the police. In the conclusion, policy implications for developing an effective recruitment strategy are discussed.  相似文献

After forensic psychiatry was firmly established in Sweden in the 1930s, many rapists and individuals charged with assaulting children underwent a forensic psychiatric examination. The physicians found that most of them had not been “in control” of their senses or not “in complete control” of their senses at the time of the crime. If the court ordered a forensic psychiatric examination, the defendant had a very good chance of either being discharged or having his sentence reduced considerably. By the 1950s psychological perspectives began to dominate in forensic psychiatry. In the forensic records of the 1950s we can notice a shift from a biomedical to a socio-psychological perspective, and crime was increasingly related to conditions that were not seen as mental derangement from a legal point of view. As a result, it became less and less common, from the 1950s onwards, for sentences to be commuted or defendants discharged.  相似文献

The purpose of this research is to describe the Omaha Metro Safety Initiative (OMSI) and assess its deterrent effects. The OMSI, a multi-agency task force, has been carrying out “hot spot” policing practices focused on traffic corridors in high crime areas. The purpose of OMSI operations is to deter crime through a highly visible “guardianship” presence that emphasizes contacts with citizens. Findings showed that a corridor approach was consistent with a “hot spot” policing strategy, in that operations occurred in hi-density crime areas. Nine crime categories were examined to assess the efficacy of 41 operations carried out in 2008. Generally, OMSI revealed a short term deterrent on crime, with the actual deterrent effect associated with the kind of crime assessed. Business crimes tended to show the most consistent operational deterrent effects. Effects also were more consistent in precincts with greater crime density. The paper concludes with recommendations concerning data gathering and operational effectiveness across a multi-agency task force.  相似文献
