Hatoyama's Foreign Policy after the Democratic Party of Japan Takes Office

The election of Japan's 45^th House of Representatives resulted in the overwhelming victory of the Democratic Party of Japan, while the Chairman of the party Yukio Hatoyama is successfully elected as the new Prime Minister. This election has made possible the change of power in Japan's political system dominated by two major parties, which will not only be of great significance in Japan's political history, but also possibly exert profound influence on Japan-US and Japan-China relations.  相似文献

Japan's diplomacy related to the United Nations can be traced back to 1956 when it formally joined the United Nations. After raising the goal of becoming a "political power" in the 1980s, Japan, in order to boost its international status, has spared no efforts on enforcing its diplomacy toward the United Nations. Boasting the world's second largest economy, Japan, after the end of the Cold War, openly declared its pursuance of permanent membership of the UN Security Council and competed for a permanent seat on the Council respectively during the 50th and 60th Sessions of the UN General Assembly held in 1995 and 2005. Besides, by rallying G4, Japan also aligned with Germany, India and Brazil in jointly claiming permanent seats on the UN Security Council. Though suffering repeated setbacks, Japan has never given up its attempt in this regard.  相似文献

Editor's Note: Sino-Japanese relations have been tense in recent years. In Jparticular, since Abe came to power, Japan has not only been "desperately struggling" with China on territorial and historical issues, but has also tried to set up an "encircling network" against China. Thus Sino-Japanese relations have emerged as the most risky bilateral relations in the Asia-Pacific region. As the two largest powers in East Asia, and the world's second and third largest economies, the continuing confrontation between China and Japan will have huge negative repercussions on regional and global peace. With the approaching of the APEC meeting, however, the Abe government has repeatedly expressed its hopes for diplomatic dialogue with China. After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of "re-industrialization" and Brazil published a plan to develop its industrial sector between 2011 and 2014. China's industrial sector has rapidly developed. "Deindustrialization" sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that "deindustrialization" has caused and this has had an increasing effect on China' s relations with these countries. It reflects China' s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with "deindustrialization" and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.  相似文献

India's economy scored remarkable advancement in recent years. The average annual growth rate reached 8%, peaking at 9% in 2007-2008. At this speed, the economic gross of India will surpass that of Japan by 2032, making India the third largest economy just after the United States and China. Meanwhile, India has been building up its military strength. It has an army of 1,300,000 men, the third largest in the world. It not only has deterrent nuclear weapons and a large number of advanced missiles, but also a team of aircraft carriers. Its national defense budget has grown by 30% since 2000. In 2007 this budget reached US$28 billion, an 11% increase from the previous year. The rapid growth of economic and military strengths lays a solid foundation for India's quick rise. However, its genuine rise also has to be backed up by a strong soft power.  相似文献

The overall world economy grew slightly weaker in 2013 than in previous years. As developed economies like the United States,Europe and Japan experienced slow recoveries, and as emerging economies underwent a general slowdown in economic growth, slow growth unfolded in major economic blocs, with different growth speeds predominant in different regions. Given the United States, Europe and Japan's strong promotion of trade liberalization, and various frameworks of cooperation competing for development in the Asia Pacific, regional cooperation has entered a new phase of vigorous and accelerated development. What impact does a shift in the global distribution of power have on the international order? According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China's peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China's position and its role in dealing with international and regional problems have proved China's success in "cooperative security". This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China's Asia-Pacific strategy, Secondly, I investigate the dynamics between China's peaceful rise and the "cooperative security" which I think are the collective embodiments of modem transformation and the restructuring of China's traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China's peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China's role in maintaining the political and economic security in the region.  相似文献

As Abe was replaced by Fukuda, Japan's domestic and foreign policies were also amended. Abe's "proactive diplomacy" has been replaced by Fukuda's "synergy diplomacy" which emphasizes strengthening the Japan-U.S. alliance and Japan's ties with Asia. Abe's diplomacy toward Asia was characterized by "value oriented diplomacy", whereas Fukuda seeks to carry out "active diplomacy toward Asia" after his cabinet was formed. The changes in foreign policy of the Abe and Fukuda cabinets show that Japan's nationalist foreign policy is evolving in twists and turns from being radical to being more rational against the backdrop of domestic and international political reality. To explore this change and its causes is conducive to the better understanding of some features of Japan's diplomacy toward Asia.  相似文献

The Right of Collective Self-Defense: the Essential Features of the Japan-US Military Alliance

This paper, through studying the debate and wrestling on constitutional amendment and lifting the ban on the right of collective self-defense in the post war Japan, has traced the historical development of Japan, "the abnormal child" of the Cold War system, in drafting contradictory constitution, and entering conflicting peace accords and the US-Japan Security Treaty under the control of the US, and the changes of Japanese government' s explanation in regard to constitutional amendment and lifting the ban on the right of collective self- defense. The paper also pointed out the reasons and results of the Andouble administration trying to amend the constitution and lift the ban on the right of collective self-defense, and analyzed Japan' s third political right deviation as well as the goals of its third national development strategy, namely becoming a military power, while sorting out and analyzing the formation and features of the Japan-US military alliance.  相似文献

japanese Prime Minister Shinzo Abe's visit to the Yasukuni Shrine has escalated tensions between China and Japan that were triggered by the Diaoyu Islands dispute. Changes in the balance of power between China and Japan have caused concerns and strategic restlessness in Japan. Because of public opinion and his party's control of the House of Representatives and Senate, Abe is now eager to further his aims both domestically and overseas. That is why he said: "Now is the time for Japan to take the big step in building a new state." The U.S. supports a stronger Japan because it is looking to maintain the strategic balance in the Asia-Pacific region. Its Asia-Pacific Rebalancing strategy is bound to inflame Japan's ambitions.
