Maintaining global peace as China rises is a key strategic goal of Western liberal democracies. Compared to other western liberal democracies, New Zealand's response to the ‘rise of China’ is notable for its absence of security and political frictions and for the achievement of a series of diplomatic ‘firsts’. Can this be explained only by material concern over the national economic interest as China's role in the global economy increases or do ideational factors also underlay how New Zealand engages China? This paper employs the ontological security framework to demonstrate how New Zealand identity as a ‘small trading nation’ and ‘good international citizen’ has shaped its turn to Asia and response to the ‘rise of China'. It first analyses the origins of New Zealand's outward facing identity and resultant foreign policy positions long before China became an important aspect of New Zealand trade policy. It then shows how New Zealand seeks ontological security as a ‘small trading nation’ and ‘good international citizen’ in its relations with China and how China has responded to this type of engagement. The paper illustrates the importance of ideational factors in Western liberal democracies’ responses to the ‘rise of China’.  相似文献

A large body of literature stresses the benefits of regime stability for economic growth in poor countries. This view, however, discounts the gains from threats to regime security when populations living under dictatorial regimes cannot benefit from the disciplining of political competition available to voters in democracies. This paper applies a model of economic growth to study the sources of the differences in economic performance and repression policy among dictatorships as well as the parallel in dictatorial regimes of the benefits achieved through political competition in democracies. Threats to the security of dictatorial regimes are shown to be a means of benefiting the population through the responses of the regime.  相似文献

Abstract. Consolidated democracies involve structured linkages between citizens and political decision making elites that are typically organized via political parties. Given the economic and institutional instability and uncertainty in post-communist emerging democracies, it has often been maintained that a structuring of party systems in such countries is slow to emerge. This paper demonstrates with data from a 1991 pre-election study in Bulgaria that significant aspects of political structuring may in fact appear in post-communist polities quite early. The structuring is based on citizens' individual resources which they expect to convert into economic benefits in the economic market economy, their market location in occupational terms, their general ideological dispositions, and their evaluation of the economic performance of the incumbent governments. While the structuring of party systems may still be weaker than in Western Europe, the Bulgarian evidence casts doubt on the tabula rasa hypothesis in the study of post-communist politics. Of course, further comparative analysis of post-communist democracies is required to buttress our conclusions.  相似文献

The present study takes the theory of post-materialism as a point of departure and compares the priorities of materialist and post-materialist values in the five Nordic countries (Denmark. Finland, Iceland, Norway and Sweden). The prevalence of political values in different countries is also examined, as is the relationship between materialist and post-materialist values and age, from the perspective of whether generational replacement will contribute to the spread of post-materialist values in the Nordic setting. Post-materialist values are given relatively strong emphasis in the Nordic countries because the mass publics are less concerned with economic security values than those in other Western democracies. The priorities of political values have remained relatively stable at the aggregate level from the late 1970s to 1987, although there has been a slight tendency for the mass publics to become more materialist. In all countries the post-war generations are more likely to support post-materialist values than the older generations. The correlations between age and political values have become somewhat smaller over the last 6–12 years.  相似文献

The complexities of contemporary local governance in Australia and other advanced democracies provide social scientists with significant theoretical and empirical challenges. Drawing on recent developments, including public choice theory, economists have sought to develop taxonomic systems of government failure specifically tailored to local government circumstances. This paper seeks to extend the Dollery and Wallis (2001b) taxonomy of local government failure by invoking Olson's (1965) concept of political entrepreneurship. The paper then attempts to determine the empirical validity of the augmented taxonomy by examining it in the context of NSW local government.  相似文献

In recent years, extreme right parties have received considerable electoral support in Europe. Accordingly, many scholars have examined the factors attracting voters in many Western democracies to extreme right parties. In this study, we sought to determine what factors are responsible for the support of extreme right parties in Israel. Using Israel National Election Studies micro-data for the 2009 elections, we found evidence that political dissatisfaction and security issues significantly contribute to support for extreme right parties. In contrast to other countries where economic issues are more salient, our results suggest that economic views do not significantly explain one's support for extreme right parties.  相似文献

Abstract.  This article examines claims that senior civil services in post-communist Europe are subject to instability and politicisation, and that both features are at the centre of what amounts to the emergence of a distinct type of executive governance different from Western traditions. At the conceptual level, the article develops four modes of politicisation that differ with respect to the political control over the making and breaking of bureaucratic careers. Modes of politicisation serve as an analytical tool to assess and classify the politicisation of post-communist senior civil services and to compare them to prevailing modes of politicisation in Western democracies as well as the communist past. At the empirical level, the article examines the politicisation of the senior civil service in post-communist Hungary. It argues that the politicisation of the Hungarian senior civil service is characterised by high turnover, recruitment of outsiders and heavy reliance on the appointment of officials who come and go with their bloc of political parties while bridging the out-of-office period in the private sector, academia or at a political party. The article concludes that the politicisation of the senior civil service in post-communist Hungary has more in common with the communist past than with the prevailing modes of politicisation in Western democracies. The main difference from the communist era lies in the periodically changing political colours of the post-communist state.  相似文献

Intelligence agencies long have brought unwelcome news to civilian political and military masters – and sometimes suffered severely for it. Even in Western democracies, insecurities and outright fear produce behavioral responses by individuals and defensive institutional reactions that distort normal intelligence activities and affect the overall performance of intelligence agencies. Causes of fear include: political leaders, overseers, agency managers, and the security elements of their organizations. This article highlights the importance of institutional factors, especially organizational cultures and incentives, on the activities and overall performance of intelligence agencies and suggests that motivated biases, caused by personal and organizational self-interest and fears, are more significant causes of intelligence failures than are commonly believed.  相似文献

Contemporary democracies show considerable differences in the issue composition of their protest politics, which tends to remain relatively stable over time. In countries like Germany or the Czech Republic, the vast majority of protests have been mobilised around sociocultural issues, such as human rights, peace, nuclear power or the environment, and only a tiny portion of protest has focused on economic issues. At the opposite extreme, protest in France or Poland usually has a strongly economic character and voices demands relating to material redistribution and social policy. What lies behind the cross-country differences in national protest agendas? In this article, the national protest agenda depends on what issues mainstream political parties are contesting: the content and strength of the master-issue dimension. In reference to the literature on the multidimensional political space and niche political parties, one should expect that there is a substitutive effect; where the stronger a specific master-issue dimension is in party politics, the less salient that issue dimension is in protest politics. This substitutive effect results from the tendency of electoral politics to reduce political conflict to a single-dimension equilibrium, which decreases the importance of other issues and relegates the contest over secondary, niche issues to the realm of policy-seeking strategies, with protest being a common type of this political strategy. In party systems where single-dimension equilibrium does not exist and the master-issue dimension is weaker, the same dynamics result in a more convergent relationship between party and protest politics and a greater similarity between the protest- and party-system agendas. To investigate this theory, the national protest agendas in four countries are examined. The Czech Republic, Hungary, Poland and Slovakia show four combinations of two crucial factors that are not available in the old Western democracies: the content and the strength of the master-issue dimension. The study draws on an original dataset of protest events organised in the four countries between 1993 and 2010, and on qualitative and quantitative data on issue dimensions of party politics obtained from studies on party politics and expert surveys. The results show that in the Czech Republic, where the master-issue dimension has remained strongly economic, protest has been predominantly sociocultural. In Poland between 1993 and 2001 and Hungary between 1993 and 2006, the master-issue dimensions are strongly sociocultural, while protest is predominantly economic. There is no single-dimension equilibrium in party politics in Slovakia or in post-2001 Poland and mainstream parties compete on both economic and sociocultural issues. Consequently, the substitutive dynamics between party and protest politics is weaker and the issue agendas in party and protest arenas are here more alike.  相似文献

Concerns over affective polarization in Western democracies are growing. But which broader political distinctions are also affective demarcations? As inter-party cooperation is the rule in multi-party democracies, explaining affective polarization beyond partisan divisions is crucial. I argue that demarcations between political camps deepen affective polarization, and country-level factors influence the relevance of these affective divides. Based on survey data from 23 Western democracies (1996–2019), I demonstrate that affect is most polarized between Left and Right camps, and between the Radical Right and other camps. Further, these divides are dynamic and depend on different country-level outcomes. The Left/Right divide disappears when Left and Right parties govern together, while the Radical Right divide is fortified with Radical Right electoral success. These findings highlight that affective polarization’s group foundations extend beyond partisanship, and that affective polarization could even act as a defence mechanism against radical challengers.  相似文献

In many European democracies, political punditry has highlighted the attempts of political parties on the left to court the ‘lavender vote’ of lesbian, gay and bisexual individuals. This article examines the presence of a gay vote in Western Europe with a focus on assessing the role of sexuality in shaping individuals’ political preferences and voting behaviour. Empirically, the effect of sexuality on both ideological identification as well as party vote choice is analysed. Using a cumulative dataset of eight rounds of the European Social Survey between 2002 and 2017, this article demonstrates that partnered lesbians and gay men are more likely than comparable heterosexuals to identify with the left, support leftist policy objectives and vote for left-of-centre political parties. The analysis represents the first empirical cross-national European study of the voting behaviour of homosexual individuals and sheds new light on the importance of sexuality as a predictor of political ideology and voting behaviour within the Western European context.  相似文献

Cartel Theory (and partisan theory more generally) expertly explains the functioning of the U.S. Congress. However, as a theory originally developed to study a single legislature where the institutional context differs greatly from that found in other presidential democracies, its applicability to these democracies has been questioned. Between one extreme represented by the United States (where legislators control their own political future) and the other represented by centralized party systems (where the national party leadership controls legislators' future) exists an intermediate group of democracies where subparty bosses are the key actors, controlling the future of subsets of a party's legislative delegation. We analyze one of these intermediate democracies, Argentina, and demonstrate the general applicability of Cartel Theory to an institutional context that differs notably from that found in the United States. We highlight how the theory can be adapted to a political system where subparty bosses, not individual legislators, are the most relevant political actors .  相似文献

Political campaigning is a global phenomenon in the sense that the methods for achieving political goals are becoming similar all over the globe where elections are being used as a tool for the legitimation of a political elite. This article addresses the question of the extent to which the political campaigning environment in Latvia is influenced by global trends. Globalization in this case is viewed from the perspective of Latvia's geopolitical location between the West and Russia and a comparison of political campaigning practices in Western democracies and authoritarian Russia. What methods of political campaigning are more appropriate in Latvia, those such as used in old democracies or the authoritarian regime? At the same time, there are also considerable local peculiarities in every country that affect the strategic planning and implementation of political campaigns. Therefore, the second research question relates to the main areas that determine the specific framework of the political campaigning environment in Latvia. The results of the research reveal that the influence of both Western and Russian styles of political campaigning are detectable in Latvia, although the international effect is rather limited, because Latvia as a political campaigning environment is dominated by its own unique characteristics. The main aspects that determine the local framework of the political campaigning environment in Latvia are the media system, political parties, and political culture.  相似文献

In the ongoing debate concerning whether democracies can carry out effective national security policy, the role of transparency costs has received little attention. I argue for a more nuanced understanding of how some democracies that possess specific investigative institutions, such as national security–relevant freedom of information laws, legislative oversight powers, and press freedoms, are able to avoid the problems of which democracy skeptics warn. Using a new dataset on national security accountability institutions in democracies within a Bradley‐Terry framework, I find that national security oversight mechanisms raise the probability that a democracy wins international disputes as well as increasing the expected number of enemy casualties, as compared to democracies that lack effective oversight. Contra previous theories of foreign policy efficacy, I find that the chances for democratic foreign policy success are maximized when competitive elections are linked to institutions that increase the retrospective revelation of previously classified information.  相似文献

Interest groups are important intermediaries in Western democracies, with the potential to offer political linkage and form a bridge between the concerns of citizens and the agendas of political elites. While we know an increasing amount about the issue‐based activity of groups, we only have a limited understanding about how they selected these issues to work on. In this article, we examine the process of agenda setting within groups. In particular, we address challenges of conceptualization and measurement. Through a thorough review of the group literature, we identify five main factors that are hypothesized to drive issue prioritization. We operationalize items to tap these factors and then empirically assess this theoretical model relying on data from a survey of national interest groups in Australia. Our findings, from a confirmatory factor analysis, provide support for the multidimensional nature of agenda setting. We discuss how this provides a firm conceptual and methodological foundation for future work examining how groups establish their policy agenda.  相似文献

One feature associated with democratic governance is frequent leadership turnover. While the ease of replacing leaders improves accountability, it may impede the ability of democracies to make credible long-term international commitments. Using newly collected data that identify cases in which leaders who derive their support from different domestic interests come to power, we evaluate the effects of changes in domestic political leadership on one important aspect of foreign policy—decisions to maintain military alliances. An analysis covering bilateral alliances between 1919 and 2001 reveals that changes in societal supporting coalitions in nondemocratic states are associated with decisions to abrogate alliances prior to their scheduled end dates, but changes in societal supporting coalitions in democracies have no effect on the probability of premature alliance termination. We conclude that international cooperation is sensitive to changes in core supporting coalitions, but that this effect is moderated by democratic political institutions.  相似文献

Abstract. Educational expansion has been a major change in the sociological profile of post-war Western democracies, whilst various theses have long been advanced about correlations between educational levels and politics. Several of these theses are examined for the atypical British case of educational change, drawing upon new survey data from the 1983 British Election Survey. It is concluded that there is no simple 'educational effect' which explains recent political trends towards a decline of partisanship, political realignment, and the rise of the Alliance.  相似文献

After two peaceful alternations of political power in a single decade, Taiwan is a democratic success story, demonstrating levels of party competition, turnout rates and patterns of civic engagement similar to those in mature Western democracies. What factors drive electoral choice in Taiwan's new democracy? This paper addresses this question by testing rival models of voting behavior using the Taiwan Elections and Democratization Study (TEDS) 2008 presidential election survey data and the 2010 mayoral election survey data. Analyses show that, similar to their counterparts in mature democracies, Taiwanese voters place more emphasis on the performance of political parties and their leaders in delivering policies designed to address valence issues concerning broadly shared policy goals than on position issues or more general ideological stances that divide the electorate. Findings demonstrating the strength of the valence politics model of electoral choice in Taiwan closely resemble the results of analyses of competing models of voting behavior in Western countries such as Great Britain and the United States.  相似文献
