We tested the block-level deterrent effects on crime of uniformed police raids of crack houses. Court-authorized raids were legally possible on 207 blocks with at least five calls for police service in the preceding 30 days. Raids were assigned randomly to 104 locations and were conducted at 98 of those sites; the other 109 were left alone. Experimental blocks, in relation to controls, showed reductions in both calls for service and offense reports, but effects were quite small and decayed in two weeks. Raids in which arrests were made (23 of 104 assigned) had no consistently different impact from raids in which no arrests were made. Raids had more effect on calls for service in the winter than in the spring, but we found little seasonal or period difference in effects of raids on offense reports. Alternative police methods may be far more cost-effective than raids in “harm reduction” for crack houses.  相似文献

We explore the effect of police strength and arrest productivity on citizens’ fear of crime and perceived risk of victimization, as well as their subjective perceptions of the police including their confidence in the police and ratings of police response time. Police strength is measured as the rate of officers per 1,000 and productivity is calculated as the average number of arrests per officer; we also controlled for the crime rate using crimes reported to the police. We use nationally representative survey data (n?=?1,005) and conduct a supplemental analysis of data drawn from a representative sample of urban counties (n?=?1,500). Police force size and productivity have limited and inconsistent effects on fear of crime, perceived risk, and ratings of response time and no apparent effects on confidence in the police. We also find a modest yet statistically significant negative effect of police confidence on fear of crime. Our findings indicate that it is questionable whether adding more police will reduce fear or perceived risk of victimization to any measurable degree. Consequently, we suggest that rather than hiring binges and increased arrests, the focus should be instead on making positive contacts with citizens.  相似文献

Abstract: The frequency and characteristics of suicide by cop cases (SBC) among a large (n = 707) nonrandom sample of North American officer-involved shootings (OIS) were investigated. “Suicide by cop” is when a subject engages in behavior which poses an apparent risk of serious injury or death, with the intent to precipitate the use of deadly force by law enforcement against the subject. Thirty-six percent of the OIS in this sample were found to be SBC with high interrater agreement (intraclass correlation coefficient = 0.93) for category classification. SBC cases were more likely to result in the death or injury of the subjects than regular OIS cases. Most SBC cases were spontaneous, but had clear verbal and behavioral indicators that occurred prior to, and during the event. Findings confirm the trend detected in earlier research that there was a growing incidence of SBC among OIS. SBC individuals had a high likelihood of possessing a weapon (80%), which was a firearm 60% of the time. Half of those with a firearm discharged it at the police during the encounter. Nineteen percent simulated weapon possession to accomplish their suicidal intent. Other findings highlight the histories and commonalities in this high risk group.  相似文献

This study examines the contextual effect of arrest clearance rates, over time, on the arrest-crime relationship. The bivariate autoregressive integrated moving average (ARIMA) analyses of monthly crime and arrest data for seven Pennsylvania cities for robbery, burglary, larceny, and auto theft suggest that the deterrent effect of arrests on crime is probably limited to smaller cities whose police department are able to clear an appreciable proportion of crimes over time, through arrests.  相似文献

The influences of a Youth Service Center are assessed in two South Philadelphia police districts and two pairs of selected comparison districts, using Uniform Crime Reports (UCR) and the Youth Center's caseload arrest data. UCR data indicate a slight change in arrest rates within the selected target districts and fluctuating rates within comparison districts. Data for Youth Center Clients show a 26% decrease in arrests during a oneyear period, particularly for white youths. but analysis of other important factors that may have an impact on arrest rates suggests thar it is impossible at this time to demonstrate that the Youth Service Center is significantly decreasing official juvenile delinquency.  相似文献

During the interaction between a criminal suspect and a law enforcement officer, the risk of death to the suspect, police, or civilians is increased. Unfortunately, very little information is available on the death risks arising from this interaction. This study provides an assessment of the risk of death to law enforcement officers, suspects, and bystanders by separating the interactions into the following 4 phases: (1) events prior to and during arrest; (2) police pursuits or chases; (3) transport of the suspects; and (4) during incarceration. A 5-year (1994-1998) retrospective coroner-based study of all deaths that occurred during these 4 phases was conducted in Allegheny County, Pennsylvania. A total of 77 cases were identified; 14 deaths (18.1%) occurred prior to or during arrest, 10 (12.9%) during police chases, 2 (2.6%) occurred while the actors were being transported, and 51 (66.2%) during incarceration. The majority of cases (98.7%) were males, blacks (63.6%), and single (50.6%). The respective risks of death by phase were prearrest/arrest, 6.5 per 100,000 arrests; transport, 0.93 deaths per 100,000 arrests; and incarceration, 268 deaths per 100,000 inmates. Study showed the following: (1) risk of death to offenders was greatest during police pursuits; (2) the risks during arrests are not insignificant and involved an officer being threatened with a weapon in one-third of the events; and (3) deaths among inmates were primarily due to natural causes.  相似文献

Gender has been hypothesized to affect how violent offenders are treated within the criminal justice system, but studies have tended to ignore the role of the victim in decision making. This study explores the interactive effects of offender and victim sex (i.e., the sex dyad) on reporting and arrest of one-on-one assaultive crime. Using data from the National Crime Victimization Survey and National Incident-Based Reporting System, findings show that male-on-female offenses are reported to police more often than other dyads, but female-on-male offenses result in more arrests. Meanwhile, female-on-female offenses result in fewer arrests, despite nonsignificant differences in reporting. Implications of findings for theory and future research on gender discretion are discussed.  相似文献

The present study examined the relationships between patterns of police arrests and subsequent variations in robbery, burglary, and aggravated assault in New York City police precincts from 1989 to 1998. Grounded in the structural deterrence theoretical perspective, and using a two‐stage fixed‐effects statistical framework, the study found that while controlling for indicators of social disorganization, increases in arrest vigor (i.e., arrests per officer for violent crimes in each precinct and raw arrest counts) predicted decreases in robbery and burglary, but that the relationships were non‐linear: as arrest vigor increased, robbery and burglary crime decreased; when arrest thresholds were reached, however, both robbery and burglary crime rates became positively associated with arrest aggressiveness. Conversely, variations in aggressive arrest patterns had no significant effect on aggravated assault, supporting the suppressible crimes arguments that primarily economically motivated crimes, and those that tend to occur in public settings, are most likely deterred by aggressive police practices.  相似文献

When arrest is mandated for domestic violence crimes the arrest of two individuals, or dual arrest, often occurs. This study examines the characteristics of the crime and the people caught in dual arrests, with a special emphasis on the women arrested. The data were drawn from a population of 4138 disposed family violence cases in the criminal court, 448 of their arrest records, and 90 prosecutor files. Thirty three percent of the 448 cases disposed were dual arrests. Persons subject to dual arrest were primarily white, young, nonurban, unmarried employed persons. The incident was likely to involve alcohol or drug use and physical beating with hands or fists. Forty percent of the women arrested were previously victimized in a domestic violence incident. Findings suggest that dual arrests may reflect both the differential use of violence in domestic relations and the over enforcement of policy by some police departments.  相似文献

Prior studies show that a number of offender characteristics impact police officer use of discretion. Although there are exceptions, characteristics such as race and gender have been shown to influence decisions made by police officers with racial/ethnic minorities and men more likely to be arrested than their counterparts. Yet, much less is known about the impact of morphology, an important component from Black’s Behavior of Law, on enforcement decisions. Using 2014 state-wide data on Class ‘B’ arrests in Idaho, we examine the role of morphology, as operationalized by offender residency in the community in which the violation occurred, on the odds of a police officer affecting an arrest as opposed to writing a citation for the violation. Results of logistic regression models show that local residents are significantly less likely to experience an arrest than non-residents. Theoretical explanations and implications for these findings are offered.  相似文献

This study examines short-term (five- to ten-year) trends in crime and juvenile delinquency using FBI Uniform Crime Reports data on arrests and offenses known to the police, National Crime Survey data on victimization, and National Youth Survey data on self-reported delinquency. The focus is on FBI Index offenses, but less serious offenses are also considered. FBI statistics indicate generally increasing rates of crime, while NCS and NYS data indicate stable and occasionally decreasing rates. Data on the self-reported incidence of delinquency are more compatible with arrest data than are data on the self-reported prevalence of delinquency, but the two self-report measures are more compatible with one another than with arrest data. Attempts to reconcile official statistics with victimization surveys and self-report studies seem unlikely to overcome the differences among the sources when trends in crime, rather than rates of crime at a single time, are considered.  相似文献

The 43 police forces in England and Wales have made over 13 million arrests in the last decade. Yet, despite this high volume criminal justice system activity, and evidence of substantial health morbidity across the criminal justice pathway, mental health services in police custody have only been patchily developed, and the literature in this area is limited. Referrals (n = 1092) to a pilot mental health service operating across two police stations in a London borough were examined over an 18-month period in 2012/2013. The referred group had high levels of mental health and substance misuse problems (including acute mental illness, intoxication and withdrawal), self-harm, suicide risk and vulnerability (including intellectual disability), with some important gender differences. Although this work has limitations, the findings are broadly consistent with the small existing literature and they confirm the need for services that are sufficiently resourced to meet the presenting needs.  相似文献

This study examines the importance of victims’ expectations of the police, the decision to arrest, and voluntary contact on satisfaction ratings of the police in domestic violence cases. Based on results from past research and modern police policy, several hypotheses are tested including: fulfilled expectations, offender arrests, and voluntary contacts resulting in positive satisfaction ratings of the police. To investigate these predictions further, the present study utilizes data from a national study on violence against women in the United States. Logistic regression analyses indicate that fulfilled expectations and the arrest decision are important to positive satisfaction ratings. Findings also indicate that involuntary, not voluntary, contact with the police leads to higher satisfaction ratings.  相似文献

This paper presents a model of police response to changes in crime frequencies and a criminal response model characterizing the deterrent effects of police arrest behavior. These models are estimated for data taken from police department records in the city of St. Louis. The underlying theoretical conception is that arrests constitute communication to criminals in general in addition to the specific deterrence achieved through the arrest it see Disaggregation in both space and time enables identification of the statistical models through measurement rather than through statistical manipulation. The models are estimated for burglaries under varying demographic conditions and using data organized through aggregation in time (by weeks) and space (by census tracts). Under some demographic conditions, both police response and deterrent effects on criminal behavior are enhanced. Under other demographic conditions, these effects are suppressed. Enhancements and attenuations arising from specific demographic conditions for both the police response and criminal response models have a similar pattern, consistent with the underlying communication hypothesis.  相似文献

Police use of deadly force is a significant concern for municipal policymakers and law enforcement agencies. Following U.S. Supreme Court case law, police agencies and municipal entities may be held civilly liable under Section 1983 for force that is not objectively reasonable; for failure to train; and for policies, customs, and practices that cause constitutional injury. This article analyzes eighty-six cases from the U.S. District Courts and the U.S. Courts of Appeals on Section 1983 liability regarding police use of deadly force. The article focuses specifically on police firearm use in deadly force situations, highlighting how managerial disorganization and administrative breakdown impacts departmental decision making. Principles of management, such as division of labor, hierarchy of authority, span of control, unity of command, and communication are used to explain bad shootings that lead to potential police liability.  相似文献

The purpose of this paper was to evaluate the impact of the Thai Prevention and Suppression of Prostitution Act of 1996 in ten geographical regions of the country. This paper also addresses law enforcement approaches in controlling prostitution. Data for prostitution arrests from 1995 to 1998 were obtained from official police sources (Statistics of Reported Crimes of Thailand). ARIMA intervention analysis was employed; revealing the arrest rates of prostitutes between pre- and post-enactment of the present Prostitution Act did not differ statistically within the regions except for Region 8 (Phuket). The paper reaches two general conclusions: (1) the 1996 Thai prostitution law did not significantly reduce the arrest rate for prostitution across the country; and (2) further consideration must be given to the idea of decriminalizing prostitution, which might allow for licensure, improving health and living conditions as well as potentially limiting exploitation and impact crimes associated with the prostitution industry.  相似文献

We present a case study illustrating the complexity of the process that determines how vigorously local police agencies enforce recent drunk-driving laws. Police enforcement practices are influenced most strongly by the play of local factors in a system of “games.” The local forces exerting greatest influence are 1) the local demand for drunk-driving enforcement, 2) the police leadership's priority for DUI enforcement, 3) the police leadership's capacity for command and control of the organization, and 4) the disposition of the local police culture regarding drunk driving and related work issues. In “Melville,” the study site, there is little external demand for drunk-driving enforcement, and police management tries to suppress it while making only symbolic gestures of support. Management's capacity to control street-level enforcement practices is limited, however, and a small cadre of officers generates a disproportionate number of arrests for personal financial gain (bounty), giving the department a much higher arrest rate than the department desires. Thus Melville's responsiveness to the state's drunk-driving law is not due to external political pressure or formal policy, but rather to the inability of local authorities to impose their will on street-level practices. Melville's case suggests that the degree to which police implement a new criminal law may be entirely independent of efforts to ensure political accountability and organizational control.  相似文献

Therapeutic jurisprudence (TJ) proposes that the law is a social force that can heal or cause harm to parties in a legal action. Historically, women victims of intimate partner rape and domestic violence could not seek justice in the legal system because police, like other actors in the justice system, treated these offenses as private matters or fabrications. In domestic violence and intimate rape cases, TJ is concerned with the needs of the victims, and how the law and police play a role in increasing their well-being. In this article, we use a TJ approach to the study of police responsiveness to victims of these offenses by investigating arrests of the offenders pursuant to law reforms that encourage or mandate arrest. Given that in these offenses, victims have the lowest reporting rates of any violent crime, the victim decision to call the police represents an expectation that the mere physical presence of a police officer may redefine the nature of the violence from a private conflict to a societal wrong that will not be tolerated. Police partnership with and treatment of the victim with respect and dignity can change the dynamics of the violence, terminate the violence, and set the criminal justice process in motion by arresting the offender in most cases. Police arrest, and subsequent prosecution and conviction, sends a message to offenders that society does not tolerate their violence, and allows the victim to begin to heal. Yet, past research indicates that police are less likely to arrest intimates than acquaintances and strangers in misdemeanor and aggravated assault, rape, and sexual assault cases. Using the National Incidence Reporting System (NIBRS) for the year 2000, we examine police arrests of intimate partner rape and domestic violence in jurisdictions with mandatory and presumptive arrest policies compared to police arrests in full discretion jurisdictions. We also ascertain whether arrest rates are higher for strangers and acquaintances than for intimates in misdemeanor and aggravated assault, kidnapping, and rape and sexual assault. Third, we determine whether police arrests of intimate partner rape is more likely if there is evidence of violence, injury to the victim, and use of a weapon. Our multivariate findings suggest that both the rape and the domestic violence reform movements have reversed the tide of historical negative treatment of female victims of these offenses. Logistic regression analysis indicates that police agencies in mandatory and preferred arrest jurisdictions increase the odds of arrest for domestic violence incidents and violations of orders of protection, compared to police agencies in jurisdictions with permissive/discretionary arrest policies. In addition, intimate violence increases the odds of arrest by 98%; forcible rape accompanied by simple assault or kidnapping increases the odds of arrest by 467 and 222%, respectively whereas forcible fondling accompanied by simple assault increases the odds of arrest by 293%. We discuss the implications of our findings for future law reform as well as TJ.  相似文献

Under what conditions do people support police use of force? In this paper we assess some of the empirical links between police legitimacy, political ideology (right-wing authoritarianism and social dominance orientation), and support for ‘reasonable’ use of force (e.g. an officer striking a citizen in self-defence) and ‘excessive’ use of force (e.g. an officer using violence to arrest an unarmed person who is not offering violent resistance). Analysing data from an online survey with US participants (n?=?186) we find that legitimacy is a positive predictor of reasonable but not excessive police use of force, and that political ideology predicts support for excessive but not reasonable use of force. We conclude with the idea that legitimacy places normative constraints around police power. On the one hand, legitimacy is associated with increased support for the use of force, but only when violence is bounded within certain acceptable limits. On the other hand, excessive use of force seems to require an extra-legal justification that is – at least in our analysis – partly ideological. Our findings open up a new direction of research in what is currently a rather sparse psychological literature on the ability of legitimacy to ‘tame’ coercive power.  相似文献
