Can civilians caught in civil wars reward and punish armed actors for their behavior? If so, do armed actors reap strategic benefits from treating civilians well and pay for treating them poorly? Using precise geo‐coded data on violence in Iraq from 2004 through 2009, we show that both sides are punished for the collateral damage they inflict. Coalition killings of civilians predict higher levels of insurgent violence and insurgent killings predict less violence in subsequent periods. This symmetric reaction is tempered by preexisting political preferences; the anti‐insurgent reaction is not present in Sunni areas, where the insurgency was most popular, and the anti‐Coalition reaction is not present in mixed areas. Our findings have strong policy implications, provide support for the argument that information civilians share with government forces and their allies is a key constraint on insurgent violence, and suggest theories of intrastate violence must account for civilian agency.  相似文献

ABSTRACT

This article is concerned the everyday practices of international humanitarian actors who deliver assistance in armed conflict zones. Drawing on original fieldwork conducted in South Sudan, it elucidates how humanitarian actors engage with the principle of distinction in international humanitarian law (IHL). The article considers how the desire to enforce distinction impacts humanitarian actors’ relationships with others, and introduces the concept of everyday distinction practices. These practices have an important performance component, designed to appease the “phantom local.” It is proposed that such practices may have adverse implications for the humanitarian–beneficiary encounter. By positioning war-affected populations as an audience for distinction, everyday distinction practices reconfigure the victims of war from being receivers of aid to perceivers of aid. By lumping beneficiaries together with armed actors as part of the “phantom local,” distinction practices also paint the victims of war as an object of mistrust, fear, and potential danger.  相似文献

ABSTRACT

This article scrutinises everyday practices of French gendarmes who were sent as international police in UN and NATO missions in Bosnia and Kosovo. Drawing on qualitative material, it argues that their encounters on the ground largely shaped their practices. Rather than melting into the internationalised peacebuilding milieu, gendarmes endeavoured to serve and survey, that is, to establish relationships with civilian populations as a means to collect security-related intelligence for their national government. The sociology of peacebuilding encounters on the ground thus unveils Peaceland’s social divides and invites to take into account the historicity of the peacebuilders’ societies.  相似文献

ABSTRACT

This special issue is based on the observation that today’s intelligence services stand before a difficult task of, on the one hand, having to manage the uncertainties associated with new threats by inviting civil actors in to help, while also, on the other hand, having to uphold their own institutional authority and responsibility to act in the interest of the nation. In balancing this task, we show how today’s intelligence practices constantly contests the frontiers between normal politics and security politics and between civil society and the state. In this introduction we argue that these changes can be observed at three different levels. One is at the level of managerial practices of intelligence collection and communication; another is in the increased use of new forms of data, i.e. of social media information; and a third is the expansion of intelligence practices into new areas of concern, e.g. cybersecurity and the policing of (mis-) information.  相似文献

To usefully discuss security, one must analyze the security providers states utilize to enhance international and domestic security. These are the armed forces, police, and intelligence agencies. This paper analyzes the implications of democratization on the requirements—posited as strategies, resources, and coordination institutions—these providers require in order to achieve the goals civilian leaders set for them. In analyzing case studies of how nations implement six different tasks, it becomes clear that the absence, or weakness, in any of the requirements leads to serious weakness in implementation. Two findings from the case studies are particularly important for policy. First, presidents, who are elected directly and for fixed terms, may ignore or even abolish institutions, including national security councils, that are created to coordinate policy. Second, as civilians are in control, if they lack clear incentives they are not willing to provide the necessary requirements for the security providers.  相似文献

Does United Nations peacekeeping protect civilians in civil war? Civilian protection is a primary purpose of UN peacekeeping, yet there is little systematic evidence for whether peacekeeping prevents civilian deaths. We propose that UN peacekeeping can protect civilians if missions are adequately composed of military troops and police in large numbers. Using unique monthly data on the number and type of UN personnel contributed to peacekeeping operations, along with monthly data on civilian deaths from 1991 to 2008 in armed conflicts in Africa, we find that as the UN commits more military and police forces to a peacekeeping mission, fewer civilians are targeted with violence. The effect is substantial—the analyses show that, on average, deploying several thousand troops and several hundred police dramatically reduces civilian killings. We conclude that although the UN is often criticized for its failures, UN peacekeeping is an effective mechanism of civilian protection.  相似文献

How is policy change possible if policy entrepreneurs’ cognition, rationality and identity are conditioned by the very policy institutions they wish to change? To solve this paradox of embedded agency, we must avoid either voluntarism that inflates the role of actors to change policies as by existing policy entrepreneurship applications, or determinism whereby policy changes are decided by contextual forces. Instead, drawing on institutional theory, critical realism sees structures, institutions, and actions that constitute policy dynamics as existing in separate yet intertwined reality domains: structures (e.g., social relationships), and institutions (e.g., formal rules and norms such as institutional logics) in the Real domain, enable and constrain policy actors’ navigation of their social environments; the Actual domain represents the level at which events (actions) happen, as these actors constantly interpret varied institutions to adjust their structurally embedded actions when pursuing policy changes that can be observed in the Empirical domain. Put differently, structures and institutions are mechanisms in the Real domain that affect individual practices and events in the Actual domain, and only some of these events are realized in the Empirical domain as policy changes. We empirically illustrate this critical realist approach with a Chinese example on health care reform.

International economic issues have become a foremost government concern since the start of the global financial crisis, leaving economic security increasingly linked to more traditional concepts of national interest and politico-military security. This prioritization has been reflected in the recent requirements of the United Kingdom's intelligence and security actors. Yet, scholarly research has neglected the relationship between intelligence, international economics, and contemporary security policy. Taking current requirements as a catalyst, this article draws on contemporary British history to explore when intelligence can be used to protect economic security and when intelligence actors can best use economic measures to achieve broader politico-military goals. The use of secret intelligence in the economic sphere does, however, have certain limitations and it should therefore only be employed when necessary.  相似文献

The rise of the Internet has a profound impact on the way conflicts are carried out and the faithful practice their religions. This article explores new dimensions of religious conflicts by theoretically reflecting on new developments in cyberage and by substantiating this with an empirical case study—the Moluccan conflict (Eastern Indonesia). Due to the exponential growth of Internet access worldwide, religions and their followers are increasingly expanding into the online world as a new “marketplace” for religious symbols and identities that fosters religious transnationalism. At the same time conflict actors worldwide have been making increasing use of the Internet to expand their networks, plan actions and fight their enemies. While scholars have so far primarily focused on more globalized online terrorism, this paper analyses a conflict that has mainly been fought out between Christians and Muslims in a remote part of this world, but then expanded into cyberspace. Local conflict actors have used the Internet as a global stage for their cause, to connect to and seek support from their transnational religious communities, but also to manipulate the outside world's perception of the Moluccan conflict. Researching the online projects and identity politics of these actors and their offline contexts, it becomes clear that the Internet has helped to essentialize (religious) identities and to influence the conflict at the local level through the networking and mobilization of people worldwide.  相似文献

This article looks to answer the question of why the James Bond novels and films should matter to scholars of intelligence and national security. We argue that Bond is important because, rightly or wrongly, and not without inaccuracy, it has filled a public knowledge vacuum about intelligence agencies and security threats. On another level, this article explores the unexpected yet important interactions between Bond and the actual world of intelligence. We contend that the orthodoxy dictating that Bond and spying are diametric opposites—one is the stuff of fantasy, the other is reality—is problematic, for the worlds of Bond and real intelligence collide, overlap and intermesh in fascinating and significant ways. In short, Bond is important for scholars because he is an international cultural icon that continues to operate at the borders of fiction and reality, framing and constructing not only public perceptions but also to some degree intelligence practices. Core narratives of intelligence among not only the public but also policymakers and intelligence officers are imagined, sustained, deepened, produced and reproduced through and by Bond. We conclude that Bond and intelligence should be thought of as co-constitutive; the series shapes representations and perceptions of intelligence, but it also performs a productive role, influencing the behaviours of intelligence agencies themselves.  相似文献

The key problem in civil‐military relations in established polities such as Russia and the United States is not civilian control of the military, but rather how to create a symbiotic relationship of “shared responsibility” between senior military officers and civilian leaders. In such a situation, civilian leaders obtain much needed expertise from the military, but ultimately remain in control. The keys to symbiotic civil‐military relations are a desire on the part of military officers to work with civilians and civilian respect for military culture. When civilians respect military culture—that is, the military’s (1) devotion to clear executive leadership, (2) commitment to corporate identity, (3) drive to increase professional expertise, and (4) dedication to political responsibility—a system of shared responsibility is likely to emerge. This thesis is elaborated by comparing recent civil‐military relations in Russia and the United States.  相似文献

This study explores an information interpretation explanation of strategic surprises using a non-traditional national security threat: a popular uprising. To explain why this type of assessments fail, I emphasize the role of information relevance when evaluating intelligence about civilian unrest. I posit that the dynamic nature of relevance is crucial for signals of popular dissent becoming dominant indicators that are incorporated into security assessments. A case study and observational data analysis of the Palestinian uprising (Intifada, 1987) demonstrate how information relevance contributed to the Israeli intelligence failure and how it affects the potential for strategic surprises facing a civilian threat.  相似文献

In the UK, the Joint Intelligence Committee (JIC) has a poor track record of predicting attack. In the US, official inquiries into 9/11 identified ‘a failure of imagination’ to conceive of a large scale threat to the American homeland. There is a long-standing literature on surprise attack which emphasizes that clues to predict attack often exist but are not pieced together by an intelligence sector which is not structured to look in the right direction. In a world of increasingly fragmented threats and weak signals, it is apparent that much of the challenge in intelligence work now lies not in collection but in managing requirements, setting priorities, and conducting incisive analysis based on the ability to imagine new threats. One solution to a failure of imagination is to widen the range of people who can contribute to the task. Non-Governmental analysis of security issues, whether by academia, civil society or the private sector, can help to identify emerging issues and set priorities. Whilst collection of secret intelligence may always remain the preserve of specialist Government agencies, the rest of the intelligence cycle can benefit from external contributions and open source intelligence. We argue that the process of setting intelligence requirements could be opened to a wider range of actors. In conflict environments, there may be particular value in an open process to identify what each side would need to know about the other to confidently seek peace.  相似文献

ABSTRACT

This article analyzes the International Committee of the Red Cross (ICRC) humanitarian politics of intervention during its relief operation in the Nigeria–Biafra conflict (1967–1970). The humanitarian response to the conflict was a foundational moment for everyday humanitarianism marking a shift from “traditional” state-oriented humanitarianism to an expansion in scope, actors, and practices operating outside of the formal structures of the state. By examining recently declassified archival records, I trace the ICRC’s shifting categorizations of victims in a changing humanitarian landscape. The article makes two main contributions: First, I demonstrate empirically how the Nigeria–Biafra conflict challenged the ICRC’s definition of humanitarian engagement and understandings of victimhood. Second, I argue that the ICRC had a clearer understanding than usually conveyed of how the Biafran leadership used the language of humanitarianism and victimhood to deploy an international response. Conclusively, I reflect on what the history of the ICRC in Biafra can teach scholars of contemporary humanitarianism.  相似文献

Driven by the failure of internationally led top-down peacebuilding interventions, international donors have increasingly posited that civil society actors can play a crucial role in peacebuilding and conflict resolution. This has led to a notable increase in the support for civil society in order to integrate local perspectives into peacebuilding and statebuilding interventions over the past decades. Using the case of Cyprus, this paper challenges this premise and argues that this support continues to create homogenized discourses that are not representative of the diversity of local notions of peace. Rather, most types of international support cause civil society actors to adapt their agendas to external priorities, and exclude alternative, less professionalized and critical voices. Local peace actors who resist liberal governmentality have access neither to the monetary support needed to sustain their peace work, nor to international protection for their cause. At the same time, those actors working in line with the international endeavour remove themselves from the ‘everyday’ of local realities so that peace interventions yet again fall into the old trap of top-down interventions.  相似文献

ABSTRACT

This article describes the everyday humanitarianism of refugees resettled in Australia who form small voluntary organizations to help “their people” displaced elsewhere in the world. The people involved in refugee diaspora organizations (RDOs) are animated by forces that reflect their distinct history, positionality, and relationship to the “suffering others” they help. What the everyday humanitarianism of RDOs suggests is that we live in a world of many-humanitarianisms, where there are different possibilities to care and connect to strangers in need. While “humanitarianism” has become synonymous with a set of dominant practices and actors, there is need for other actors – including refugee diaspora humanitarians – to be given space within both humanitarianism discourse and practice.  相似文献

Extensive fieldwork in Liberia revealed that security agents and civilians alike all talked of community policing, yet they had different visions, understandings and legitimizations of the idea in mind. These ranged from community meetings to vigilante groups, and were divergent in whether they were orientated towards a Weberian-state model or the community as a primary security provider. This variation was not simply an example of hybrid policing, but revealed a multi-scalar adaption process across and between international, national and local actors and (geographical) scales. Theories on hybridity are insufficient to analyse such implementation processes since the scholarship heuristically still favours binary and essentialized actors and ‘pure’ starting points or blueprints.  相似文献

Using a longitudinal ethnographic study of the linguistic landscape (LL) in Observatory's business corridor of Lower Main Road, the paper explores changes brought about by the influx of immigrant Africans, their artefacts and language practices. The paper uses the changes in the LL over time and the development of an “African Corner” within Lower Main Road, to illustrate the appropriation of space and the unpredictability, which comes along with highly mobile, technological and multicultural citizens. It is argued that changes in the LL are part of the act of claiming and appropriating space wherein space becomes summarily recontexualized and hence reinvented and “owned” by new actors. It is also argued that space ownership can be concealed through what we have called “brand anonymity” strategies in which the identity of the owner is deliberately concealed behind global brands. We conclude that space is pliable and mobile, and that, it is the people within space who carve out new social practices in their appropriated space.  相似文献

Intelligence agencies long have brought unwelcome news to civilian political and military masters – and sometimes suffered severely for it. Even in Western democracies, insecurities and outright fear produce behavioral responses by individuals and defensive institutional reactions that distort normal intelligence activities and affect the overall performance of intelligence agencies. Causes of fear include: political leaders, overseers, agency managers, and the security elements of their organizations. This article highlights the importance of institutional factors, especially organizational cultures and incentives, on the activities and overall performance of intelligence agencies and suggests that motivated biases, caused by personal and organizational self-interest and fears, are more significant causes of intelligence failures than are commonly believed.  相似文献

This paper discusses the way the newly formed political entities and the local militias engage in statebuilding practices during Libya's transitional period of 2011–12. Focusing on the encounters between these actors in the security field, it provides insight into the capacity and strategy of national actors to build state structures and to develop the political arrangements that they deem necessary. It does so by identifying the key actors involved, as well as the interactions between them and the constantly evolving relations of control, power and authority. It shows how actors in the security field engage with each other in their efforts to expand and to institutionalize networks and influence, and the competition and alignments with other security actors that are active in the transitional phase and thereafter.  相似文献
