Abstract

Democratic elections imply that the electorate holds incumbents accountable for past performance, and that voters select the party that is closest to their own political preferences. Previous research shows that both elements require political sophistication. A number of countries throughout the world have a system of compulsory voting, and this legal obligation boosts levels of voter turnout. Under such rules, citizens with low levels of sophistication in particular are thought to turn out to vote in higher numbers. Is it the case that the quality of the vote is reduced when these less sophisticated voters are compelled to vote? This article investigates this claim by examining the effect of compulsory voting on accountability and proximity voting. The results show that compulsory voting reduces stratification based on knowledge and level of education, and proximity voting, but it does not have an effect on economic accountability. The article concludes with some suggestions on how systems of compulsory voting might mitigate the strength of political sophistication in determining the quality of the vote decision process.  相似文献

The study examines the electoral psychology of voters, focusing on voters' locus of control, perceived risk, voter decision involvement and electoral control and positive affect as determinants of political satisfaction and voting stability in elections. The results indicated that locus of control influences voters' perceived risk and feelings of electoral control in elections. Further, locus of control and perceived risk influence voter decision involvement, which in turn influences perceived electoral control. Also, voter decision involvement and positive affect influence satisfaction. These, in turn, influence the propensity to vote for the same candidate or party over time (stability of voting behavior).  相似文献

Abstract

Despite the rich and growing body of research addressing how turnout and party choice depend on the institutional context, far less is known about the impact of the political environment on voters’ propensity to vote for candidates – not parties. Recent single-country studies have focused almost exclusively on individual-level resource- and identity-based differences in preference voting. Combining data from the Comparative Study of Electoral Systems (CSES) and Participation and Representation in Modern Democracies (PARTIREP) election studies in six countries, this article provides the first comprehensive, cross-national test of the impact of macro-contextual factors on a voter’s decision to indicate a candidate preference, instead of simply casting a party list vote. It demonstrates that both the failure of preference votes to affect the allocation of seats and choice overload dissuade voters from marking a candidate name on the ballot. These contextual factors affect informed and uninformed voters differently, moreover. The findings have important implications for electoral scholars and political practitioners when designing electoral systems.  相似文献

ABSTRACT

This paper reports on the findings of the Internet component of the 2001 BES and compares them with those of the other BES pre-election surveys. Part 1 outlines the rationale that underpins the introduction of Internet polling as a supplement to more traditional methods of assessing mass public opinion. Part 2 describes the marginal distributions on the key dependent variable-the projected vote shares of the main political parties-of the three pre-election polls that were conducted using BES questionnaires. Intriguingly, the (unweighted) Internet-based poll provided a better guess of the actual vote shares in the subsequent election than either of the two conventional polls. Part 3 provides a more detailed comparison of the profiles of the face-to-face and Internet-based polls. It shows how the Internet poll, compared with the face-to-face poll, was skewed demographically towards the professional classes and politically towards the Conservative Party. Part 4 explores the extent to which the use of the Internet poll might result in spurious causal inferences being drawn about the sources of voting preferences in the 2001 UK election. A simple, direct-effects causal model is estimated using both the face-to-face probability sample data and the Internet survey data. The results suggest that, although the raw probability and Internet samples differ significantly, the relationships among the key variables do not differ significantly across the two samples. We conclude that Internet polling has an important part to play in gauging and analysing public opinion in future UK elections.  相似文献

We argue that two different sets of considerations shape the decision to vote or abstain in an election–ethical and non-ethical. First the citizen may vote out of a sense of duty. Failing that, she may vote because she has strong preferences about the outcome of the election. Abstention occurs when neither duty nor a sufficiently strong preference is present. The implication is that while duty and preference each have strong positive effects on turnout, they also have a negative interaction effect, since the impact of preference is much weaker among those with a sense of duty. We present a wide array of empirical evidence that systematically supports our claim that the turnout decision is importantly shaped by this causal heterogeneity. Thus a turnout model misses something fundamental if it does not take into account the effect of civic duty.

One of the most prominent claims to emerge from the field of public opinion is that citizens can vote for candidates whose issue positions best reflect their own beliefs even when they cannot remember previously learned stances associated with the candidates. The current experiment provides a unique and powerful examination of this claim by determining whether individuals with profound amnesia, whose severe memory impairments prevent them from remembering specific issue information associated with any particular candidate, can vote for candidates whose issue positions come closest to their own political views. We report here that amnesic patients, despite not being able to remember any issue information, consistently voted for candidates with favored political positions. Thus, sound voting decisions do not require recall or recognition of previously learned associations between candidates and their issue positions. This result supports a multiple memory systems model of political decision making.  相似文献

Abstract

This article describes various iterations of a Supreme Court simulation that we developed for undergraduate political science classes. We address when simulations should be used to introduce a topic to students, and when simulations should be used to develop students’ understanding of a topic after introducing it. In the simulations, we played the role of attorneys delivering oral arguments before the Supreme Court, while students played the role of Supreme Court justices. Students questioned attorneys, deliberated in groups, voted on the merits of the case, and explained their decisions. We varied when the simulation was conducted, with one class doing the simulation before a lesson on judicial decision making and two classes doing the simulation following a lesson on judicial decision making. We evaluate the simulation by using results from student questionnaires that assessed the students' interest in judicial politics, their knowledge of the Supreme Court, and their understanding of judicial decision making. We find that the simulation most effectively accomplished the intended learning outcomes when the simulation was conducted after a lesson on decision making in the Supreme Court, rather than before the lesson. In addition, our results demonstrate that the simulation increased students’ interest in the Supreme Court and their desire to learn more about the institution. Our results have implications for political scientists aiming to enhance student learning through simulations.  相似文献

Polls and coalition signals can help strategic voters in multiparty systems with proportional representation and coalition governments to optimise their vote decision. Using a laboratory experiment embedded in two real election campaigns, this study focuses on voters' attention to and perception of polls and coalition signals. The manipulation of polls and coalition signals allows a causal test of their influence on strategic voting in a realistic environment. The findings suggest that active information acquisition to form fairly accurate perceptions of election outcomes can compensate for the advantage of high political sophistication. The theory of strategic voting is supported by the evidence, but only for a small number of voters. Most insincere vote decisions are explained by other factors. Thus, the common practice to consider all insincere voters as strategic is misleading.  相似文献

A wealth of comparative scholarship indicates that a transformation in the value priorities of Western publics has been occurring during the last quarter century, and that value-based cleavages are increasingly coming to structure Western political behavior. The United States, however, has been conspicuous by its relative absence from this research enterprise. This paper attempts to partially fill this void in the literature by examining the impact of materialist-postmaterialist value priorities on American political behavior. Using data from the 1972 through 1992 American National Election Studies, we first compare the impact of the value-based cleavage on partisanship and presidential vote choice to that of other relevant sociodemographic variables. These analyses show that the effect of postmaterialism on American political behavior is not negligible. When the parties take distinct stances on postmaterial concerns, value type exerts a noticeable, though not overwhelming, influence on partisanship and vote choice. Further analyses show that the effect of value priorities on electoral behavior is mainly indirect, as they significantly shape attitudes on defense and racial issues, which in turn influence vote choice. Surprisingly, however, value type is not related to attitudes on cultural issues such as abortion and homosexual rights. Thus, although postmaterialism does have some relevance for American political attitudes and behavior, it does not seem to be pertinent to the cultural conflicts that are increasingly salient to American political life.  相似文献

Being politically interested is one of the most important norms from a democratic perspective, as it is a crucial antecedent for voting, political knowledge, civic and political participation, and attentiveness to political information. However, only limited research has focused on the relationship between media use and political interest, despite the notion that modern politics is mediated politics. Even more important is the fact that the causal relationship between media use and political interest still has not been firmly established. Against this background, the purpose of this study is to investigate the causal relationship between news media use and political interest. The results show that there are indeed causal and reciprocal relationships between political interest and attention to political news, and between political interest and exposure to some, but not all, news media. Overall these results lend stronger support to the perspective of media mobilisation theories than media malaise theories.  相似文献

ABSTRACT

In most countries, men are more likely to vote for parties of the populist radical right (PRR) than women. The authors argue here that there are two mechanisms that might potentially explain this gender gap: mediation (women's attitudes and characteristics differ from men's in ways that explain the PRR vote) and moderation (women vote for different reasons than men). They apply these two mechanisms to general theories of support for PRR parties—the socio-structural model, the discontent model, and the policy vote model—and test these on a large sample of voters in seventeen Western and Eastern European countries. The study shows that the gender gap is produced by a combination of moderation and mediation. Socio-structural differences between men and women exist, but the extent to which they explain the gender gap is limited, and primarily restricted to post-Communist countries. Furthermore, women generally do not differ from men in their level of nativism, authoritarianism or discontent with democracy. Among women, however, these attitudes are less strongly related to a radical-right vote. This suggests that men consider the issues of the radical right to be more salient, but also that these parties deter women for reasons other than the content of their political programme. While the existing research has focused almost exclusively on mediation, we show that moderation and mediation contribute almost equally to the gender gap.  相似文献

Abstract

A central part of representative democracy is that voters evaluate political parties based on how competently they handle issues, so-called ‘issue ownership’. Since issue ownership is a central ingredient in the vote choice, rival parties often try to influence how voters evaluate a competing party. This is an issue ownership attack. However, despite intense scholarly interest in issue ownership, the understanding of how parties shape issue ownership is very limited. Therefore a new theoretical model is tested here to understand issue ownership attack. Using several survey experiments, the analysis shows that a mainstream party can counteract another mainstream party’s issue ownership by reframing the issue and by blaming the party for its performance, but not by changing its own position on the issue. Hence, the study not only advances the understanding of issue ownership stability and change but also brings important insights on how parties influence voters.  相似文献

This article examines the link between personality traits, political attitudes and the propensity to vote in elections, using an Internet panel survey conducted in two Canadian provinces at the time of the 2008 federal election and the subsequent provincial elections. It first establishes that the two most proximate attitudes that shape one's propensity to vote are political interest and sense of civic duty. The article then look at specific personality traits (altruism, shyness, efficacy and conflict avoidance) that could affect level of political interest, civic duty and the propensity to vote in elections. In the last part of the analysis, a model is proposed and tested, according to which the impact of personality traits is indirect, being mediated by interest and duty. The article shows that the data are consistent with such an interpretation.  相似文献

Examinations of the sociodemographic group foundations of presidential voting and electoral coalitions rely on national samples (e.g., the American National Election Studies). However, recent developments in the state party and electoral change literature suggest variation across the United States in the group bases of political coalitions and in the process of electoral adjustment. Moreover, the strategic implications of the electoral college suggest a focus on state electorates. We estimate multivariate, group-based logit models of presidential vote choice using 1988 CBS/ New York Times and 1992 Voter Research and Surveys exit poll data from each of the largest states. Our results reveal noteworthy variation in the nature of group influences on presidential voting, in the composition of presidential electoral coalitions, and in cleavage structures across the states. This mapping exercise suggests limitations in theoretical and empirical accounts of presidential voting, political cleavage, and electoral change that do not accommodate the geopolitical diversity of the United States.  相似文献

Lau and Redlawsk (1997) proposed that the quality of voter decision making can be evaluated by measuring what they called correct voting —the extent to which people vote in accordance with their own values and priorities—but in so doing provided little guidance about what actually determines whether voters can make such high-quality decisions. This article develops a framework for analyzing the vote decision that views the quality of decision making as a joint function of individual characteristics and various higher-level campaign factors. We hypothesize that differences in cognitive capacity, political motivation, the availability of political heuristics, and macrolevel factors that affect the difficulty of the choice confronting citizens, including the nature of the political information environment, should all affect the probability of a correct vote. We find significant support for seven proposed hypotheses across three levels of analysis, which places responsibility for incorrect votes on both the individual and our electoral system.  相似文献

Do better‐informed people vote more? Recent formal theories of voter turnout emphasize a positive effect of being informed on the propensity to vote, but the possibility of endogenous information acquisition makes estimation of causal effects difficult. I estimate the causal effects of being informed on voter turnout using unique data from a natural experiment Copenhagen referendum on decentralization. Four of fifteen districts carried out a pilot project, exogenously making pilot city district voters more informed about the effects of decentralization. Empirical estimates based on survey data confirm a sizeable and statistically significant causal effect of being informed on the propensity to vote.  相似文献

Abstract

Immigrants in the USA tend to vote less than other groups, and immigrants vote at even lower levels during off-cycle elections. The aim of this article is to analyse whether these same patterns can be observed in the electoral activities of non-profit organizations that represent immigrants. I argue for a theory of reflective non-profit representation to explain how immigrant-serving organizations make decisions about electoral activities. By analysing original survey data collected in 2012 and 2013, the article finds that immigrant-serving non-profits are less likely to mobilize immigrants in off-cycle compared to on-cycle elections, and less likely to mobilize voters than organizations serving other communities. These findings suggest that immigrant voting could increase if non-profits increased their political involvement, reimagined their identities to include politics as a part of their mission, and generated new revenues to support these activities.  相似文献

Abstract

This article examines the political effects of the global economic recession on Greece in the period from 2010 up to the last weeks of the campaign period for the national elections of 6 May 2012. Our objectives are threefold. First we seek to contextualize its impact and show how the Greek party system departed from the nearly three decades of stability after 2009 and entered a period electoral fluidity and dealignment. Second we identify the demographic and structural characteristics of that dealignment process. In theory, candidate debates can influence voters by providing information about candidates' quality and policy positions. However, there is limited evidence about whether and why debates influence voters in new democracies. We use a field experiment on parliamentary debates during Ghana's 2016 elections to show that debates improve voters' evaluations of candidates. Debates have the strongest effect on partisan voters, who become more favorable toward and more likely to vote for opponent-party candidates and less likely to vote for co-partisans. Experimental and unique observational data capturing participants' second-by-second reactions to the debates show that policy information was the most important causal mechanism driving partisan moderation, especially among strong partisans. A follow-up survey shows that these effects persist in electorally competitive communities, whereas they dissipate in party strongholds. Policy-centered debates have the potential to reduce partisan polarization in new democracies, but the local political context conditions the persistence of these effects.  相似文献

SUMMARY

How does public opinion respond when faced with the tragic death of a political candidate in the midst of an election campaign? The concept of the sympathy vote suggests that media coverage of the tragedy and the unification of public opinion carry the party of the deceased to victory on Election Day. Yet, the emotional dynamics of public opinion may not be so simple. This study argues that the relationship between emotion and candidate support hinges largely on behavioral expectations and media coverage. If messages violate expectations, media will focus on controversy leading to a dissipation of the sympathy effect in public opinion. This investigation elaborates on the mechanisms governing the relationship between campaigns and public opinion by emphasizing the significant link of media coverage in the process, and by defining boundaries of the concept of the sympathy vote for further theoretical consideration.  相似文献
