党的十八大以来,制度建设贯穿政治立党、思想建党、组织管党、作风兴党、纪律治党和反腐败斗争全过程,党的制度建设成效卓著。其中,坚决做到"两个维护"是制度建设的纲和魂;推进作风建设是制度建设的开篇之作和重要内容;严肃党内政治生活是制度建设的重要抓手;完善责任体系、强化党内监督是制度建设的重要保障;加强纪律建设是制度建设的根本途径。党的制度建设的生动实践形成了前瞻性和规划性、针对性和时代性、系统性和配套性、时效性和可操作性、实践性和理论性等十个鲜明特点;彰显了"七个统一"的重要原则,即:坚持政治统领和人民中心相统一、坚持高标准和守底线相统一、坚持明确责任和狠抓落实相统一、坚持问题导向和深化改革相统一、坚持日常监督和长期监督相统一、坚持党内监督和法律监督相统一、坚持惩治昏懒庸贪和鼓励担当作为相统一。这对新时代推进制度治党,推进全面从严治党向纵深发展,提升党的治国理政效能具有深刻启示。  相似文献

This paper analyses the manner in which over the past few years, the major political parties in the largest Indian state of Uttar Pradesh have calibrated their policies with the objective of wooing Muslim voters. It examines the factors which shaped Muslim electoral behaviour in the general election of 2014 to the Lok Sabha (Lower House of the Indian Parliament) and how the electoral arithmetic was transformed in the run-up to this election. By analysing institutional, political and intra-community factors, it explores the reasons for the declining importance and representation of Muslims in the electoral arena of Uttar Pradesh.  相似文献

Abstract

The Partito Democratico (PD) was born as an original Merger Party on the cusp of the economic crisis in October 2007. The party’s genesis and formative years were critical to the party’s failure to institutionalise around a new common ideology or vision, as a result of the persistence of two party souls which could not find unity. Rather than a genuinely ‘new’ reformist party, the PD resembled an organisational vehicle through which the two former parties could continue their struggle. This weakened the organisational nature of the PD and made it a candidate for takeover by a dominant, personal leader such as Matteo Renzi. He set about establishing a personal party whose existence has in many ways confirmed the failure, if not exhaustion, of the PD’s mission to become the reformist party of the majority.  相似文献

日本在明治维新后废除了身份制度,贵族制度也随之消失。但封建时代的许多旧俗仍然不可避免地残存下来,并在现代日本的政治生活中发挥着不可小视的影响。其中,“世袭议员”现象就是最为典型的政治文化遗产,折射出日本政治中某些传统的潜规则。日本政坛长期以来存在的“家族世袭”现象,在某种意义上对过去几十年日本的经济发展和政治稳定都起到了积极作用。但同时,“世袭”现象也使日本政坛的关系过于复杂化,权钱交易丑闻时有发生,增加了政治和经济改革的难度。日本大选使得民主党和自民党在这一问题上展开了激烈的斗争。“世袭议员”制度的政治传统面临着改革的压力,然而日本民族文化深远的影响力同样不容忽视。关注2009年日本大选背景下日本有关“世袭议员”现象的争论,从制度成因变化的角度分析日本政治的传统与变革之争,并尝试对“世袭议员”现象的前景做一展望。  相似文献

Party systems in Europe have been in transition since the 1990s. New parties have emerged and appear more successful in gaining representation in parliament and government than before. Conversely the established party families in many postwar West European party systems ‐ Social Democracy and Christian Democracy in particular ‐ seem to have lost ground. We argue that an ideological convergence is developing between these two party families towards the ‘centre of gravity’ of their respective party systems. This may help to explain why ‘new’ parties of the Left and the Right have competed more successfully since the 1990s: they have bypassed Social and Christian Democratic parties in terms of both Left/Right and Progressive/Conservative dimensions and differences. These developments are explored by analysing party programmes. It appears that many Social and Christian Democratic parties are indeed often moving closer to each other. In fact, we conclude that being in the centre of a party system or in government is hardly an electoral asset any more in most West European polities.  相似文献

In the October 2015 elections, the charismatic Justin Trudeau led the Canadian Liberal Party to its first majority government in 15 years, overturning nearly a decade of conservative government. His premiership is generally considered to have begun well. This article examines Trudeau’s conduct of the election campaign, his choice of a young and diverse Cabinet, his courtship of the media and image making, and assesses changes in foreign and domestic policy. These have yet to prove substantive but Trudeau has signalled a reversal of Stephen Harper’s conservative policies and especially in regard to migration has tapped into images of ‘compassionate Canadians’. In foreign policy, this has been evidenced in relations with the United States and with a re-engagement with the Commonwealth especially in its soft power aspects. Trudeau’s green credentials and stance on Climate Change are a contrast to those of his predecessor but he has yet to confront the different environmental profiles and policies of the Canadian states. Canada’s Strategic Partnership with the European Community and the ratification of CETA are priorities and he has to come to terms with the implications of Brexit.  相似文献

In May 2015, 19 million Italians were called to renew the legislative assemblies and presidencies of seven regions, thus concluding an electoral cycle begun in February 2013 that involved all the 15 ordinary statute regions. Beyond their immediate relevance – of the 15 incumbent presidents only three were confirmed in office – these elections represented a turning point for regional party systems, paralleling the earthquake of the 2013 general elections. The ‘fragmented bipolarism’ characterising elections in Italy at the two levels since the mid-1990s, has been replaced by a multipolar competition, as a consequence of the consolidating presence of the Movimento 5 Stelle and the internal divisions of the centre-right coalition. At the same time, fragmentation of regional councils has remained high. The evolution of regional party systems and patterns of competition are analysed in this paper, taking into account the electoral offer, turnout and results in the majoritarian and proportional arenas of the 15 ordinary statute regions.  相似文献

韩国的环保运动和绿党建设在世界上并不属于先进之列,但在亚洲比很多国家先行一步。正是这先行的一步,为文化相似、经济发展阶段相近的周边国家提供了借鉴经验。20世纪90年代全面展开的韩国环保运动,一直坚持草根政治路线,致力模仿欧洲绿党建党。2012年3月成立的绿党,将政治选举和社会运动结合在一起,具有运动政党的典型特征。但是,由于韩国政治制度和社会环境还没有为绿党的发展提供必要的条件,韩国绿党不仅很难进入国会,甚至不能继续正式注册。如何进一步丰富政党政策,巩固政党组织,增加绿色理念的社会认知度,直接决定韩国绿党能否获得新生。  相似文献

Abstract

Recent political science scholarship suggests that when opposition political parties are able to coalesce into a united coalition against an authoritarian regime, they will perform better in authoritarian elections, and can more credibly bargain with the regime for liberalising reforms. Yet, most of this literature pays little attention to the variety of ways in which opposition parties cooperate with each other. Drawing on the literature on the bargaining model of war, the author sketches out a theoretical framework to explain how opposition parties coordinate to develop non-competition agreements. Such agreements entail opposition parties bargaining over which political party should contest or withdraw in which constituencies to ensure straight fights against the dominant authoritarian incumbent in each electoral district. The author then applies this framework to explain opposition coordination in Singapore’s 2015 general elections, focusing on the conflict between the Workers’ Party and the National Solidarity Party.  相似文献

The aim of this contribution is to analyse whether Land elections may (have) become uncoupled from the federal electoral process, and, if they have, to explore the implications for party competition in Germany. Initially, an overview is presented of the relevant theoretical models that can help unpack the relationship between different electoral arenas. Secondly, how these ideas have been applied to national and sub-national electoral competition in Germany is outlined, before an examination of the 'fit' of the data in both the pre- and post-unification periods. Abstract

While Singapore’s 15th general election came about as expected, the ensuing results did not. In view of the opposition’s performance in the 2011 general election and the general sense that the ruling party had done well despite its performance being anything but sterling, the results were somewhat shocking. Even the leaders of the ruling party were caught by surprise at the party’s ability to garner 70% of the valid votes, 10% more than in the previous election. While many factors played a role, it was the opposition parties that lost the election rather than the ruling party that won it. Most of the opposition parties were rejected by the voters on grounds of not being worthy of support. The leading opposition party, the Workers’ Party, also suffered as many voters feared that it might perform too well to the detriment of the ruling party. In the end, the 2015 general elections strengthened the one-party-dominant state in Singapore and the quest for greater political representation was placed on the back burner.  相似文献

Confounding predictions, the 2012 Andalusian regional election resulted in a renewal of left-wing government as the conservative Popular Party failed to obtain an absolute majority of seats. The socialists, who had ruled the region for 30 years, came second but continued in power in coalition with the United Left, which increased its seat share. The article argues that the Andalusian election results should be understood in a multi-level governance perspective. For those who voted for the socialists, the hard austerity policies implemented by the Popular Party central government became more salient than the current performance of the regional government. The behaviour of unemployed voters is also key to understanding the election outcome.  相似文献

党内法规与国家法同属于法的范畴,都是制度理性的产物。二者具有类同性,既相互保障,又相互制约,同时又在制定主体与实施主体、效力来源、适用的对象与领域、规范逻辑以及对公开性的要求方面存在着明显区别。作为我国社会主义法治体系的共同支撑,党内法规与国家法作为社会治理规则而在社会治理方面发挥作用时,难免会因其不同而产生冲突或不协调,而这种不协调显然会对我国全面推进依法治国战略及全面从严治党战略带来负面影响。为此,需要协调二者之间的关系。  相似文献

Abstract

This article attempts to analyse the reasons for the Malay community’s seeming support for the People’s Action Party (PAP) government in Singapore, in spite of online discontent that was expressed towards the party immediately prior to the elections. The article makes three main arguments: first, that the reasons explaining the community’s support for PAP are similar to other Singaporeans, such as the death of founding leader Lee Kuan Yew and the risk-averse nature of the electorate; second, that institutional impediments exist with regard to the community that heavily favour the government; and third, that the main opposition party, the Workers’ Party, has not been able to present itself as a viable alternative to PAP for the community in terms of either quality of candidates or ideas for governance.  相似文献

The fact that the extensive anti-corruption struggle that has consumed China since 2013 is highly political is widely accepted and understood. But the question is precisely what political strategy it is directed at – that of bolstering the position of the current supreme leader, Xi Jinping. Or for the preservation of the Party itself. There is a huge difference between these. The first simply means in effect the replacement of one corruptible elite by another. 党性视角的党员标准可以被看作是富勒所说的“愿望的道德”,是理想的、抽象的和观念的标准。党纪视角的党员标准则是“义务的道德”,它是现实的、具体的和行动的。从党性标准到党纪标准显然符合伦理学演化的逻辑,即“从德性伦理到规范伦理”,表明了党内治理归根结底还是人的治理。党纪作为一个标准,直接指向有效果的党内治理秩序,它是后果主义的和规范主义的。“法典化”是纪律性党规外在规范性的最高表现形式,它表明超大国家的超大政党的规范化建设逐渐迈向刚性法治所需的“法律性”,也表征着党纪发展到理性化、体系化和综合化的阶段。  相似文献
