ABSTRACT

How does precarious work entail social vulnerabilities and moral complicities? Theorists of precarity pose two challenges for analysing labour conditions in Asia. Their first challenge is to distinguish the new kinds of social vulnerability which constitute precarious work. The second is to assign moral responsibility in the social network that produces vulnerability in depoliticised and morally detached ways. In this article, the social and normative dimensions of precarious work are connected through a conceptual investigation into how Singapore allocates responsibility for managing temporary migrant labour. First, it analyses how various management strategies, driven by globalisation and government deregulation, increase worker vulnerabilities. These strategies intensify relations of dependence, disempowerment and discrimination, which the workers may accommodate or resist in limited ways. Second, it assesses why the strategies leave the state, employers, agents and others complicit in producing the vulnerabilities. These actors enable, collaborate with, or condone the production of precarity. Their complicity is complicated by varying support or resistance to reforms. The result is a novel conceptual scheme for analysing the complicit network behind precarious work, which can be used in other sites of precarity where some are complicit in the vulnerability of others.  相似文献

In his 2011 book, The Precariat, Guy Standing claims that the precariat is “a new dangerous class.” This article seeks to revisit this claim and assess it using the case of young workers engaged in urban situations in Jakarta that fit the definition of precarious work. It will particularly focus on young workers who are often identified as potentially “dangerous” because they join vigilante groups. It is argued that these precarious workers share characteristics with the broader working class, and the claim that they constitute a new class in a developing country such as Indonesia is challenged. It is found that membership in vigilante groups is important for providing social bonds that support these young precarious workers in dealing with labour-related insecurities. The social bonds also moderate their anger, anxiety, anomie and alienation, and act to integrate them within society. It is also suggested that where these young precarious workers may be considered “dangerous,” it is a characteristic common to the lumpenproletariat. This shapes their class consciousness and affects their ambiguous relations with the rest of the working class.  相似文献

ABSTRACT

Through on-site interviewing, a comparative study has been carried out about migrant factory workers in industrialised parts of China’s Guangdong province and in Vietnam’s Ho Chi Minh City. Even though China and Vietnam possess similar legacies of socialist transformation and have household registration regulations that restrict rural migrants’ access to urban social services and impede their settlement in cities, there exist marked differences in Guangdong and Ho Chi Minh City in migration patterns, factory work conditions and migrant worker family livelihoods. In particular, migrant families in Ho Chi Minh City largely stay intact and tend to settle there permanently, while married migrant workers in Guangdong normally need to split up their families and remain trapped in circular rural–urban migration. As shall be seen, the national and local governments play important roles in determining the inclusion or exclusion of migrants from urban life, the wages they are paid and their standard of living and, most important of all, their children’s access to education. Each of the two countries’ differences in implementing policies is examined and comparatively analysed.  相似文献

ABSTRACT

With the introduction of capitalist labor relations into China certain attitudes, competencies, and values associated with global capitalism seem to be increasingly valorized. This article analyzes the values and principles ascribed to migrant workers as part of practices linked to modes of government. The author confronts the dominant form of cultural construction of migrant workers through the Shenzhen official press with migrant workers' own narratives about their experience of work (dagong) in the city as the narratives are mediated through two different sites, namely, participant observation, interviews with rural migrants, and a body of unpublished letters to the editor acquired from several magazines dedicated to migrant workers. The article sheds light on the ways in which migrant workers' narratives confirm or, on the contrary, contest the pivotal elements of the hegemonic construction. Three different narratives that migrant workers produce about their own lives and about Shenzhen are examined. These narratives range from affirmations of dominant discourses about migrant workers and expressions of disillusionment about such discourses, to strategic uses of dominant discourses to justify the claims made by migrant workers.  相似文献

The growth of non-standard work since the Asian financial crisis of 1997 has emerged as the central political concern in South Korea. Important legislative interventions, the Non-standard Employment Protection Acts, were introduced in 2007 to protect workers from insecurity and precarity. This article investigates the effects of the Acts on women workers by comparing the employment characteristics before and after the introduction of the law. The Acts reduced the proportion of non-standard employment to a certain degree, but employers continued discriminatory practices against women workers and aggressively took advantage of more precarious forms of non-standard work. Due to severe sex segregation in the dualistic labour market, more surreptitious forms of discrimination against women workers remained intact. The results of this study point to the fact that social protection for non-standard work and more egalitarian gender relations in the labour market require a new paradigm of social rights.  相似文献

ABSTRACT

The term “precarity” pays attention to the various ways in which policies and processes that promote economic growth can also, at the same time, induce a state of precarity or precarious living. In this introductory article, we interrogate one of the paradoxes of Asian development: greater precarity set against the backdrop of an economic “miracle.” The focus is on how policies and processes that are part of neo-liberal orthodoxy create new forms of marginalisation or precarity and new classes of the marginalised or the precariat. These include: transnational migrants without basic protection; factory workers employed on casual contracts; elderly with no old age state support; minorities dispossessed by land grabbing or resettled to make way for mega-projects; and farmers facing declining terms of trade, shrinking landholdings, and growing debts as they invest in new farm technologies. These disparate experiences provide a telling antidote to the growth-at-all-costs philosophy that favours economic expansion over matters of distribution, material prosperity over human flourishing, and corporate profitability over workers’ basic incomes.  相似文献

While a new working class is in the process of remaking itself in China, the latest trend in labour studies has rejected the Marxist tradition which sees the social relations of production as the point of departure for analysing workplace conflict. According to the new current, influenced by post-structuralism, class is only one of the identities articulated by workers, and it can be understood only with reference to their discourses. By critically evaluating an important book by Ching Kwan Lee (Against the Law: Labor Protests in China's Rustbelt and Sunbelt), this article suggests that her approach generalising workers' protests with the notion of citizenship cannot satisfactorily explain the changing pattern of labour protests in China since 2004. By using fieldwork data and connecting the analysis of the social relations of production with the changing patterns of workers' struggle, this paper argues that migrant workers protests are a significant part of the emerging class conflict in China.  相似文献

This article discusses the promotion of economic “reintegration” programs among migrant domestic workers in Hong Kong. The programs include training migrants in savings and investment, business planning and entrepreneurship, with the immediate aim of helping them to achieve some steady income as an alternative to continued working overseas, and the longer-term objective of channelling migrant savings into national economic development “back home.” The reintegration programs are analysed in the context of hegemonic neo-liberal or popular capitalism, which inter alia, encourages the transformation of citizens with rights into entrepreneurs who can be held responsible for their own failures. It argues that such programs discipline rather than liberate migrant workers and that despite good intentions on the part of progressive non-government organisations (NGOs), represent individualistic solutions to structural problems which may undermine campaigns like the campaign for the rights of migrant workers and their families.  相似文献

ABSTRACT

Workers’ resistance is crucial to understanding how the working class respond to the growing labour precarity in post-socialist China. The labour studies literature posits that inequality and volatile capital movements increase workers’ precarity and lead to stronger labour resistance, such as strikes. However, workers’ cognition as an integral part of resistance has been rarely studied. This article examines cognitive resistance by Chinese workers from different tier cities by looking at their social trust, class identity, understanding of policies and class solidarity. Despite capital movements and precarity causing more labour unrest, it does not necessarily lead to a stronger cognitive resistance. While inequality and precarity are greater in the more developed megacities with a shifting capital favourability, workers in megacities display a more conservative cognitive resistance than those from the lower-tier cities. This study of workers’ cognitive resistance provides insight into the future of the Chinese labour movement. It argues that the working class’s current cognitive non-resistance suggests that even if a window of opportunity were to appear in the wall of state oppression, workers are not cognitively prepared to coalesce into a coherent social movement that would bring about transformative changes.  相似文献

Abstract

Although the current worldwide recession began to affect Japan in the mid-1970s, the typical social consequences were not visible there until very recently. One of the reasons for this was that Japanese corporations were able to shift the burden of the crisis onto vulnerable sections of the working class at home, especially part-time women workers, and vulnerable workers abroad, particularly in Asia and Latin America. This article examines one aspect of the latter displacement—Japanese direct investment in the three currently most-favored countries in the Association of Southeast Asian Nations (ASEAN): Thailand, Indonesia, and Malaysia. Space limitations preclude discussion of the impact of this displacement on other affected ASEAN nations: the Philippines, where the influx of Japanese capital followed the rise of Marcos and ended with his fall; Brunei, which is exceptional in any context; and Singapore, which is more appropriately examined in the context of the so-called NICs (newly industrialized countries). After looking briefly at the crisis in Japan to show the links between the two developments, I will argue that foreign direct investment (FDI) in ASEAN is an expression of a growing and mutually beneficial alliance between the Japanese capitalist class and their counterparts in ASEAN. Unfortunately I do not have the space to show how the ordinary people on both sides increasingly suffer as a result of this alliance.  相似文献

Abstract

Multiple formations of family have always been a part of Australia's social and historical landscape, yet social norms typically function to marginalise some family forms while according others a privileged status. Marginalisation on the basis of sexuality, for example, whilst arguably somewhat less prevalent than in previous decades, nonetheless continues for those families positioned outside the heteronorm. Institutions such as schools can play an important role in transforming marginalising practices, yet research such as that presented in this article suggests that schools often also perpetuate marginalisation, even if unintentionally. Drawing on interviews conducted with twenty-three lesbian mothers, this article highlights the often subtle ways in which such mothers with children in South Australian primary schools experience marginalisation by educators. Specifically, we argue that marginalisation occurs in the form of injunctions made upon lesbian mothers to inform educators about their families (and to do so in often highly normative ways), to accept that it is their role to manage discrimination, and to treat as routine the marginalisation of their families. Such findings indicate that changes still remain necessary within Australian educational practices in order to ensure the full inclusion of lesbian mother families on terms of their own making.  相似文献

This article sheds light on the Melkite Catholics in Galilee. It strengthens the assumption that many Melkite Catholics arrived in the Acre region during ?āhir al-?Umar's reign (1730s–1775), and it shows that relations between the Christians and adherents of other faiths were good enough in day-to-day life, allowing the Christians to develop their business and to share important properties with Muslims. It also shows that some familial traditions have been preserved since the eighteenth and nineteenth centuries; the branch of the ?Assāf family discussed here preserved the tradition of higher education and business. This study proves that in the village of Mi?ilyā, and probably in other Christian villages, there is a relationship between the arrival date of the families, the location of their quarters in the villages and the feasts that they are responsible for. In Mi?ilyā, the earlier families settled the castle and were responsible for the most important feast days.  相似文献

The massive relocation of industrial activities from Hong Kong to mainland China that followed in the wake of China's acceptance of foreign investment has given rise to two different sets of cross-border familial relations. In the first case, middle-class managers and technicians from Hong Kong have taken “second wives” during their stay in southern China. Hong Kong's mass media have been generally tolerant of this second-wife phenomenon, seeing it merely as a case of funglau (sexually potency), justifying it in terms of middle-class men's “soft spot,” and blaming the first wives for neglecting their duties. In the second case, workers from Hong Kong have crossed into the mainland in search of spouses because they believe that women in China are more affordable than those in Hong Kong. Hong Kong's restrictive immigration policies result in these mainland wives and children having to wait for ten years or more before receiving a one-way permit to migrate to Hong Kong. When they do arrive in Hong Kong, they have been discriminated against and condemned as causing Hong Kong's social and economic problems. This article examines how social class and politics have affected the way in which the mass media and the Hong Kong government have dealt with these two sets of cross-border families.  相似文献

Abstract

This article examines the development of the relations between Jews and Arabs in Haifa during the British Mandate period from the perspective of the Sephardi and Oriental Jews (Mizrahim). It focuses on the two Sephardi neighborhoods in Haifa: Ard al-Yahud and Harat al-Yahud. The article examines the character of the shared Jewish-Arab space that existed in both these mixed neighborhoods, which were inhabited by both Jews and Arabs. The character of this spatial system was exposed during the course of a local political struggle to secure representation for the Sephardi and Oriental Jews and to improve their social condition, as well as during periods of security tension. The article also examines the attitude of the Sephardi leadership toward the ‘Arab question’, and discusses the manner in which everyday life in Ard al-Yahud and Harat al-Yahud manifested the existence of an Arab-Jewish identity during the Mandate period.  相似文献

The aim of this article is to use the issues of legitimacy and heroic identities as a focus to demonstrate the inextricability of the form and content of a text. First, the article briefly outlines Joshua Nkomo's biography, then it examines the self-narration in his memoir, The story of my life (2001). To a lesser extent and for comparative purposes, Edgar Tekere's, A lifetime of struggle (2007) is discussed. Both writers were instrumental in building an independent Africa. In this article, the interplay between the imagination of the public and the imagination of the narrators, resulting in complicity with or rejection of the masculine identity created in the narration, is interrogated. Secondly, the workings and role of memory in life narratives are analysed. Characterisation in autobiography is also examined by interrogating motives in political action and self-report, setting, relationships, embodiment, genealogy and heredity, socio- economic background and historical forces, educational background, individual will and self-assertion.  相似文献

The article analyzes the extent and features of in-work poverty in Lithuania in the aftermath of the global economic crisis of 2007–2008. It argues that the significant expansion of the phenomenon during this time period was fostered by neoliberal policies that have been shaping the welfare system in the country for more than two decades. Furthermore, it draws attention to employment conditions and seeks to understand the experiences of those who live in in-work poverty. This article reveals that, during the period investigated, in-work poverty in Lithuania was associated with being a woman, having children, belonging to single-parent household, and being employed in a precarious working environment.  相似文献

ABSTRACT

The voting behaviour of migrants has been studied extensively but limited attention has been paid to how the discussion with families in the home country can be important. This article analyzes under what circumstances migrants influence or are influenced by their families in voting decisions. The analysis uses individual-level data from a survey conducted in 2018 on a sample of 1,839 Romanian migrants. The results indicate that most migrants are not engaged in acts of persuasion about voting. Those who influence their families have a direct interest in the election results, are informed about what happens in the country and are politically active. The migrants who are influenced by their families have limited experience in the countries of residence and strong ties to their home country.  相似文献

ABSTRACT

A significant part of China-Pakistan cross-border trade falls within the category of shadow economy. Most Pakistani traders in Xinjiang cannot afford to ship containers through the Khunjerab Pass and rather carry the goods purchased in China with them on the daily buses to Sost, Pakistan, thus avoiding customs duties. This form of border economy, though falling outside of the regulatory regime, is far from being informal. Rather, it is based on a network of contacts on both sides of the border and made possible by the particular institutional and infrastructural setting of the area. Based on long-term fieldwork in both Xinjiang and Pakistan, this article shows the complexity of these transactions, their transnational nature and the performativity that characterises them. It also highlights the role of online technologies and social networks in the cultivation of those relations, and the ability of traders to navigate often-changing norms and the flows that characterise the market. Eventually, the article suggests a new definition for “the market” as it emerges from the experience of traders in Xinjiang. For them the market is neither simply based on trust, social relations and the continuous flow of information; nor does it correspond to the global, culture-free market economy  相似文献

ABSTRACT

This paper examines the new ways to navigate family power dynamics among Muslim youth in contemporary Uzbekistan. Migration of labour from Uzbekistan increased rapidly in the 2000s. When young workers began to experience the freedom of making their own decisions in their everyday lives after migration, they became uncomfortable with the elders of the household making decisions on everything from daily chores to serious matters concerning their families. Youth who continued to live in Uzbekistan also expanded their areas of self-determination, such as in choosing their spouses, by securing private space through the use of mobile phones. The mobile phone can be an effective tool to improve the position of young wives, who tend to have the lowest status in the husband's family. Thus, the existing hierarchy or classical patriarchy in Muslim families can be navigated, challenged and circumvented by the use of mobile phones among the youth today.  相似文献
