Abstract

The third wave of democratisation has been accompanied by the spread of new institutions that allow citizens to directly participate in shaping policy outcomes. Leading international organisations, such as the World Bank and UN Habitat, have disseminated ‘best practice’ programmes identified with ‘good government’ policy reform efforts. One of the best known programmes, participatory budgeting (PB), was first adopted by an entrepreneurial government in 1989 as a means to promote social justice, accountability, and transparency. Yet, when these programmes are copied by policy advocates and pro forma adopters, the political pay-offs for government officials are smaller, which leads them to provide weaker support for the adopted policy. This article demonstrates that policy entrepreneurs are more likely to provide greater resources and support to innovative policies than their policy advocates and pro forma adopter counterparts due to the types of political payoffs available to them. The article concludes by considering when it might be most appropriate for international funding agencies and nongovernmental organisations to promote best practice policies.  相似文献

Abstract

How can support organisations build the capacity of volunteer-driven non-governmental organisations (NGOs)? Citizen aid for relief and development has expanded rapidly in the twenty-first century, and the number of American aid organisations operating in the Global South has grown to nearly 10,000. These grassroots international NGOs – GINGOs – are small-budget, volunteer-driven organisations typically launched by Americans without professional experience in international development or nonprofit management. These groups prize the expressive and voluntaristic dimensions of development work, yet face challenges of amateurism, material scarcity, fragmentation, paternalism and restricted focus. We investigate whether support organisations, whose primary goals are to build the capacity of organisations and strengthen the organisational field, offer solutions to GINGOs’ inherent weaknesses. We draw on 15 semi-structured interviews with a stratified selection of support organisations, including associations tailored towards international development and towards nonprofit work at large. We find that support organisations offer resources to help GINGOs in managerial and administrative domains. Fewer support organisations help GINGOs build technical development skills, and fewer still push GINGOs to critically reflect on their role in development. We find that peer learning and online platforms could help engage GINGOs volunteers in networking spaces, even as their geographic dispersal in the US encourages their fragmentation and isolation.  相似文献

Abstract

The essay investigates the survival strategies of foreign-funded Russian non-governmental organisations (NGOs) in the face of the so-called ‘foreign agents’ law of 2012. Conceptualising NGOs as autonomous social systems and drawing on two qualitative case studies of Russian NGOs in the fields of human rights protection, we show how these organisations manage to cope with the state’s withdrawal of legitimacy by creatively handling their diverse environmental dependencies. Through shifting the relative importance of different audiences and generating new sources of legitimacy, they have eventually created and maintained small supportive ecologies within the overall environment of a political regime that does not tolerate them.  相似文献

Abstract

In China, ‘the centre decides and the local pays’ means the central government decides on policies but requires its local subordinates to provide the financial resources. The politics of this practice implies that local government has to take different strategies to cope with the unfunded mandates with various consequences. As an empirical study framed by Niskanen’s rational choice theory and Dunleavy’s ‘bureau-shaping’ model, this paper examines how the unfunded mandates impact local government behaviour. Its main focus is the question of how the local officials respond, the extent to which they comply or resist and the techniques they use to adapt to these mandates. This paper finds when deciding how to pay the bill for the centre, local officials have to take a number of principles into consideration. They need to stick to the people-orientated principle and to finance money for salaries and operation to the extent that they can; they also have to see if the mandates are strictly implemented or popular among local people.  相似文献

ABSTRACT

In local government systems worldwide, financial pressures have obliged local authorities to focus on cost-efficient methods for providing local services, including inter-municipal agreements and public–public partnerships. However, in comparison with municipal mergers, privatisation and other approaches to the problem, the cost impact of the cooperative provision has not yet been thoroughly examined empirically. Moreover, available empirical research has largely concentrated on waste disposal in developed countries. The present paper seeks to contribute to the empirical literature on inter-municipal agreements and public–public partnerships by comparing their impact on costs with ‘stand-alone’ provision in a range of non-waste local services. In contrast to the bulk of existing studies, our analysis takes place in a developing country context by examining Brazilian local government over the period 2013/15. We found that – on the whole – cooperative provision is less expensive than the ‘stand-alone’ provision for the services studied. Our results can be explained by the size and composition of the population, together with the politics for cooperation.  相似文献

Abstract

This paper examines the performance of public administrators at the local government level in Nigeria. It traces the development of local governments in Nigeria from 1945 to present times. It argues that the shift in the critical decision‐making powers and functions of local government requires its public administrators to be better‐trained professionals. However, without citizens' participation in governance, public servants' accountability will be low. The study addresses the following questions: How do public sector performance and development of actions by citizens affect accountability in the local governments? How much training do public administrators in Nigeria's local governments have in public management? What is the relationship between performance and citizenship participation in local governments' development process? The question of interests in this study is how public administration at the local government level can better serve Nigeria's communities and in so doing develop authentic relationship with citizen groups, and equitably enhance public trust, legitimacy, and performance of the public sector in the nation.  相似文献

The past decade has seen a frontier open up in international development engagement with the entrance of new actors such as celebrity-led organisations. We explore how such organisations earn legitimacy with a focus on Madonna’s Raising Malawi and Ben Affleck’s Eastern Congo Initiative. The study draws from organisational materials, interviews, mainstream news coverage, and the texts of the celebrities themselves to investigate the construction of authenticity, credibility, and accountability. We find these organisations earn legitimacy and flourish rapidly amid supportive elite networks for funding, endorsements, and expertise. We argue that the ways in which celebrity-led organisations establish themselves as legitimate development actors illustrate broader dynamics of the machinery of development.  相似文献

The concept of legitimacy has been highly influential in policy recommendations concerning state building in ‘fragile states’. Indeed, depending on how ‘legitimacy’ is conceived, the actions and practices of state builders can differ substantially. This article discusses what is at stake in the conceptualisation of ‘legitimacy’ by comparing the academic literature with the normative production of the oecd. Looking at two approaches to legitimacy – the institutionalist or neo-Weberian approach focusing on institutional reconstruction, and the social legitimacy approach emphasising the importance of social cohesion for successful state building – the article shows that both these conceptions are present in most reports, but also that the neo-Weberian approach tends to prevail over the social legitimacy perspective. Through a series of interviews with oecd officials and scholar-practitioners who have participated in the writing process of oecd reports, we hint, finally, at future research avenues on the social conditions of knowledge production and its normalisation.  相似文献

ABSTRACT

This study is focused on the problem of the mismatch of competencies of Masters of Public Administration (MPA) graduates in Russia and current Russian public servants. A mixed methods approach was used to analyze quantitative (n = 734) and qualitative data about the real-world competencies of local, regional, and federal government officials in comparison to what MPA graduates get from their education. The comparison of competency models of MPA graduates and government officials indicated that the most of the competencies are useful in public administration practice, but there is still lot to change in the approach of compiling the content of MPA educational standards and educational programs.  相似文献

ABSTRACT

This study examines public officials' preferences for different performance measures. Understanding these preferences is important for public officials to reach consensus on performance measurement. It finds that public officials overwhelmingly favor outcome measures, although output measures are more likely to be used in government. Public officials favor the capacities of outcome measures in addressing organizational goals and achievements. Measurement validity is not a major concern to public officials in their selections of performance measures. Finally, public officials favor the use of outcome measures in performance monitoring rather than in resource allocation.  相似文献

Institutions are frequently thought of as ‘socialising’ member states into pre-established norms. However, this influence is not necessarily a one-way street; members can also affect institutions, whether individually or collectively. This article analyses the behaviour of two emerging powers – Brazil and China – within the field of international development. What roles have these two states played in shaping global development norms? The article examines the key motivations, positions, and initiatives taken by Brazil and China, with special reference to the UN development system (unds). Whereas Brazil and China’s early behaviour within the unds diverged significantly, in the post-cold war period both have become increasingly interested in – and capable of – influencing UN norms. However, despite greater involvement in UN development negotiations, these countries’ leverage in normative debates originates outside of the unds, through their South–South cooperation programmes. The current diversification of platforms through which the norms of international development are negotiated may enhance the influence of emerging powers, although their ability to channel this influence effectively will depend on their capacity for norm entrepreneurship, rather than mere norm blocking.  相似文献

Abstract

Financial scandals in city governments have received increased publicity in recent years. Audit committees have been suggested as a way review and improve standards and procedures for financial accountability. Audit committees assist local government managers in overseeing and monitoring the financial accounting and auditing process. They provide a communication link between elected officials, municipal managers, and independent auditors. This study relies on national survey data to examine the prevalence, role, and composition of audit committees in cities with populations over 65,000 and the conditions affecting their use and effectiveness. Interviews and a brief case study supplement survey data to provide richer detail regarding the performance of audit committees in ensuring improved accountability.  相似文献

There is great value in international partnerships when developing leadership potential in local government. This article focuses on the lessons-learned from three innovative annual joint collaboration efforts under the auspices of the Institute of Public Administration (IPA) in Ireland and DePaul University (Chicago). The purpose was to provide an “outside in” perspective of how local government works in different countries. This was illustrated by a recent series of collaborative programs to develop 59 senior individuals in local authorities throughout Ireland. Approaches used included shadowing local government officials, collaborations with community partners, and benchmarking meetings with officials to learn about innovative projects.  相似文献

Abstract

Recognising the impact of religion on state action, this article identifies two variables that interact to affect the type and level of violence employed by Western states against Third World targets. First, variation in the degree to which the prominent Christian denominations and organisations within these states view evangelisation as either an individual-level or national-level process – Christian individualism vs Christian nationalism – has determined church support for using violence as a tactic. Second, the level of influence that churches and missionary organisations have over their home states affects the ability of Christian actors to directly impact state actions. Western violence against Third World peoples is expected to be lowest when churches and Christian organisations view evangelisation in primarily individualistic terms and have significant influence over the state. The article examines the relationships between concepts of evangelisation, Christian influence over state policies, and levels of violence against the Third World by examining British, French and German colonialism during the late colonial period of the nineteenth and twentieth centuries.  相似文献

Abstract

This paper examines the importance of grass-root emergency response groups in emergency preparedness. Consistent with the Institutional Collective Action framework, we highlight key constraints associated with local government strategies of mutual resource exchange and barriers to intergovernmental collaboration. We examine local governments’ emergency preparedness using survey data collected in the North Central Texas region. We employed a simple OLS analysis to determine mutual exchange and Poisson estimations on the likelihood of local governments receiving and providing external assistance. Findings showed that the presence of grass-root organisations in a jurisdiction is associated with emergency preparedness, highlighting the importance of norms of volunteerism. Local political institutions and participation in federally funded programmes also have an effect on local government decisions.  相似文献

Abstract

Roughly 60 per cent of Africans lack access to electricity, negatively impacting development opportunities. Non-governmental organisations (NGOs) have started promoting distributed generation – small-scale, localised electricity generation – to change this situation. Despite widespread need, however, the dispersion of these distributed generation NGOs (DG-NGOs) is uneven, with high concentrations in a few African countries. Drawing on an original database and field research, we analyse location variation among DG-NGOs across the continent. We find that DG-NGOs are likely to operate in democratic settings with large populations that lack access to electricity. International DG-NGOs are also likely to operate where aid allocation levels are relatively high.  相似文献

International development cooperation is undergoing fundamental changes. New – or often re-emerging – actors have gained importance during the past two decades, and are increasingly challenging the traditional approach to development cooperation associated with the members of the Development Assistance Committee of the oecd. Their supposedly alternative paradigm, ‘South–South cooperation’ (ssc), has been recognised as an important cooperation modality, but faces contradictions that are not too different from those of its North–South counterpart. ssc providers are highly heterogeneous in terms of policies, institutional arrangements, and engagement with international forums and initiatives. This article contributes to current debates on ssc by mapping the diversity of its actors – based on illustrative case studies from the first and second ‘wave’ of providers – and by presenting and discussing some possible scenarios for the future of ssc within the international aid system.  相似文献

Cyprus has been divided for far longer than it has been united. There have been many attempts to reconcile conflicting parties but without remarkable success. The two communities – Greek Cypriots and Turkish Cypriots – see the solution to the “Cyprus problem” in opposite terms. Although recent public opinion surveys have concluded that the most preferred option for the Turkish Cypriots would be “independence of the TRNC” and “reunification of the country”, for the Greek Cypriots, there is much less information about the legitimacy of these competing regimes and their respective claims. This paper seeks to fill this gap by identifying different legitimacy sources and their effect on the course of conflict settlement. Somewhat paradoxically it appears that those most strongly identifying themselves with the Republic of Cyprus, and approving the regime legitimacy of the Greek Cypriot government, are actually for status quo and not for the reunification of the country which makes the return to the partnership state mission impossible.  相似文献

Through different forms of decentralization variables, this study investigates Indonesian local government authorities' 2006 financial accountability reports in terms of local government authorities' contributing funds to political parties. Audit results by the Supreme Audit Body reveal that many articles were violated by these authorities in regard to the distributing, administrating, and reporting of assistance funds from them to political parties. Each rupiah committed by the 221 local government authorities involved in this study violated, on average, 1.8 articles, indicating a low level of compliance.

Critically, the study finds that administrative, fiscal, and political decentralization decreases discrepancies. The less administratively decentralized provincial authorities, where decision making is a level of government farther from the people, are more likely than non-provincial local government authorities to make discrepancies with political party legislation and regulations. Fiscally decentralized local government authorities, who earn a higher fraction of their revenue from local sources, also tend to have fewer discrepanciesFinally, politically decentralized authorities with a higher percentage of elected officials from the decentralized supporting ruling coalition, also have fewer discrepancies.  相似文献

‘Women's empowerment’, as used by international development organisations, is a fuzzy concept. Historical textual analysis and interviews with officials in development agencies reveal its adaptability and capacity to carry multiple meanings that variously wax and wane in their discursive influence. Today a privileging of instrumentalist meanings of empowerment associated with efficiency and growth are crowding out more socially transformative meanings associated with rights and collective action. In their efforts to make headway in what has become an unfavourable policy environment, officials in development agencies with a commitment to a broader social change agenda juggle these different meanings, strategically exploiting the concept's polysemic nature to keep that agenda alive. We argue for a politics of solidarity between such officials and feminist activists. We encourage the latter to challenge the prevailing instrumentalist discourse of empowerment with a clear, well articulated call for social transformation, while alerting them to how those with the same agenda within international development agencies may well be choosing their words with care, even if what they say appears fuzzy.  相似文献
