尊敬的巴西总统路易斯·伊纳西奥·卢拉·达席尔瓦阁下, 尊敬的女士们,先生们: 初夏的北京,气候温和宜人,中国社科院在一派喜悦的气氛中欢迎尊敬的贵宾——巴西总统卢拉阁下光临.5年前,同样是在这个季节,卢拉总统就任后首次来中国进行了一次成功的访问,自那次访问以来,中巴合作的深度、广度不断扩展,两国的友好合作关系呈现出崭新的局面.今天,总统阁下再次来到中国,并莅临中国社科院发表演讲,令我和我的同事们倍感荣幸.在此,请允许我代表中国社科院向总统阁下及随行各位贵宾表示热烈的欢迎.     

Implications of a ＂Warm Spring＂ in China-Japan Relations

President Hu Jintao＇s visit to Japan is very fruitful. During the visit, leaders of the two countries built new framework for the bilateral relations and depicted the blueprint for future development. The readjustment of relations are pushed forward both by the dramatic changes in the world as well as the new developments within the two countries. However, the China-Japan relation is too complex to be improved with only one visit. There are still many things waiting to be done in future.     

Charting the Ethics of the English School: What "Good" is There in a Middle-Ground Ethics?

This article aims to advance our understanding of the development of English School thinking on international ethics by outlining three phases of ethical inquiry within the British Committee. The article argues that, throughout the life of the Committee, its outlook was conditioned by a pervading moral skepticism, which was reflected in the School's commitment to a "middle-ground ethics"; however, at various times the Committee members' views changed about how maximalist the "good" could be that oriented this ethical position. Awareness of this ebb and flow helps us better understand Hedley Bull's characterization of the ethics of pluralism and solidarism within the School as well as the precise challenge contemporary English School theorists face if they are to move beyond the normative cul-de-sac that British Committee members encountered in each phase of their ethical discussions.     

近年来中印关系的回顾与展望

2008年1月印度总理曼莫汉·辛格作为这一年首位访华的外国领导人访问了中国，是近年来中印关系发展的一个重要“里程碑”。中印两国关系在保持频繁的高层接触、不断扩大经贸合作主流下，还应该在不断增强双方互信、增强与周边国家的友好合作方面作出共同努力。

试论二月革命时期西伯利亚的公共安全委员会

二月革命时期，西伯利亚地区出现了各种各样的团体和机构，其中公共安全委员会占有重要地位。它主要是由社会民主党人流放犯和社会革命党人创建并掌控的。它在第一时间宣布夺取沙皇地方政权，其执行委员会是实际上的地方行政管理机关。公共安全委员会在接管沙皇政权、维护社会秩序、体现人民民主等方面发挥了积极的作用，保证了二月革命在西伯利亚的顺利完成。     

梅普共治 开启中俄关系新时代

目前中俄两国关系发展顺利,梅德韦杰夫的访问,是对普京执政期间中俄关系基本思路和做法的重申。我们对"梅普共治"抱有极大的信心。同时,梅德韦杰夫的访问显示,中俄合作正向着更加实质化和对等的方向发展。尤其是梅德韦杰夫表示,俄中协作成为保障世界安全的关键因素,应被视为两国未来关系的新基础。与此同时,中俄之间合作领域的深度和广度在不断拓宽,这才是双方合作的更深层次表现,也是双方互信加深的集中体现。为未来几十年双赢的双边关系及持久发展打下了牢固基础,开启了两国合作的新时代。     

中俄关系进入新的历史发展时期

2009年,中俄关系在两国建交60周年之际进入新的历史发展时期。胡锦涛主席成功对俄罗斯国事访问并出席中俄建交60周年庆祝大会。继而两国元首又在联合国气候峰会和G20峰会等国际会议期间频频会晤,商讨加速推进两国各领域合作大计。随后普京总理成功访华,两国政府和企业签署数十项合作协议及合同,使两国政经关系实现重大突破,各领域合作空前发展。

CPC Statements and Decisions on National Security

Since 1982, the Communist Party of China （CPC） Central Committee has gradually deepened and extended its understanding of national security issues, and expanded this from the more traditional fields into a range of non-traditional fields as well. This can be seen in important documents such as the reports of the 14th ,15th, 16th and 17th National Congress of the CPC and the Decisions of the 4th and 6th Plenary Sessions of the 16th CPC Central Committee and the 3rd Plenary Session of the 17th CPC Central Committee. The CPC Central Committee has also decided that ＂with the understanding that the causes of traditional and non-traditional security threats are interrelated, we will strive to improve awareness of and strategies for national security, ＇accelerating＇ and ＇enhancing＇ the creation of a scientific, coordinated and efficient mechanisms for safeguarding national security. We will also strive to incorporate the influential Decisions on national security into our specific areas of work, including ＇the Party＇s governance capacity＇, ＇building a harmonious society＇ and ＇rural reform and development＇ and so on.＂     

叱咤国际风云 建树外交伟业——论陈毅同志对中国外交的历史性贡献

陈毅同志是久经考验的无产阶级革命家,卓越的军事家、政治家、外交家和诗人,在诸多方面都有重大建树。他作为中央政治局委员、副总理兼外交部长和中央外办主任,是新中国外交事业的开拓者和奠基人之一。他忠实并创造性地贯彻执行毛主席、党中央的外交路线,以元帅外交家的谋略器识和特有的气质风格,叱咤国际风云,筚路蓝缕开拓,为新中国外交事业的发展做出了不可磨灭的历史性贡献。     

越南革新开放以来的“三农”问题及其展望

2008年8月5日,越共中央十届七次会议作出关于农业、农民和农村问题(以下简称"三农")的第26号决议.这个决议是在越南革新开放进行20多年后,关于"三农"问题又一个里程碑式的决议.从越南建国和卫国的历史中,我们可以看到,国家的发展、进步和繁荣离不开农业、农民和农村的发展.发展农业、农村,提高农民的物质和精神生活是一项战略任务,是保证国家沿着社会主义方向稳同发展的基础.     

Quiet diplomacy in a television era: The media and U.S. policy toward the republic of Korea

This study examines the role of television coverage in U.S. policy toward South Korea, focusing on the May 1980 Kwangji incident and the subsequent visit of South Korean president Chun Doo Hwan to the White House in February of 1981. It explores these two episodes in the context of major dimensions of U.S. policy toward Korea and the themes developed through sporadic, low‐level coverage of Korea by mainstream American media over the years. The analysis underscores the political impact of television's dramatic visual focus, its use of consistent visual images, its expansion of the geopolitical scope of the policy process, and its personalization of policy. The dramatically different public interpretations of the Kwangju incident and Chun visit in Korea versus the United States suggests that President Reagan's first major state visit, during which he declared that his administration would pursue “quiet diplomacy” on human rights in Korea, while successful within the United States and in the short term, was damaging over the long term.     

透视日本小泉首相的第2次访朝

日本首相小泉闪电般地进行第 2次访朝 ,虽然有“内病外治”的作秀成分 ,未必会有助于其国内困境的解决 ,但是在打破朝日关系僵局、解决长期困扰双方的“绑架问题”方面 ,还是取得了积极的成果。同时 ,在重新确认《朝日平壤宣言》精神、重开朝日邦交正常化谈判方面 ,也并非乏善可陈。

Back Home? Refugees' Experiences of their First Visit back to their Country of Origin

This paper argues that the first visit ‘back home’is important for refugees because it acts as a catalyst forrenewed engagements with host country and country of origin.The study shows that conditions in both countries impact ondecision-making and ultimately that integration and return cancoexist. The first re-connection with ‘home’ isdescribed as a memorable event in and of itself. Marked by anawareness of the passing of time, it provides both an end towaiting and worrying and a measure of one's progress (or lackof) in life, thus enabling participants to move on. Establishmentof safety nets in both host and home countries as a conditionfor permanent return distinguishes the predicament of theserefugees from that of other migrants. As the meeting betweenimagination and reality, the first visit contributes to there-examination of the refugee cycle, the myth of return andthe meaning of home in a context where return encompasses onediscrete experience, the visit, and subsequent events. Overall,the paper provides a link between the literature on return asimagined while in exile and accounts of the reality of post-return.     

China＇s Foreign Strategy： Constantly Deepening and Broadening

China has been constantly deepening and broadening foreign strategy in accordance with the changes of the world situation. With the Fourth Plenary Session of the Seventeenth CPC Central Committee, the Eleventh Diplomatic Envoy Conference and the Central Economic Working Conference as opportunities, the CPC Central Committee has made a series of new explanations and judgements on China＇s foreign strategy in the new era. China＇s external work has also entered a new period of great development. China has made substantial progress in countering the international financial crisis, promoting global issues such as climate change, maintaining the steady development of relations with major global powers and solidifying its strategy of reliance on surrounding countries. China＇s international status and influence has scaled new heights.     

A Review of: “Audrey Kurth Cronin and James M. Ludes, (eds.). Attacking Terrorism: Elements of a Grand Strategy.”

Because of its dynamic nature, those confronting the al-Qaeda threat must follow its evolution very closely. As demonstrated here, this task is particularly challenging when counterterrorism is carried out under the aegis of international organizations. This article explores the threat identification function of the al-Qaeda Sanctions Committee (also known as the 1267 Committee) charged with supervising the UN sanctions regime against al-Qaeda and its associates. Examination of the role of threat identification in the committee's work, and of the content of the threat analysis presented in the periodic reports of its subsidiary monitoring team, suggests the marginality of strategic threat assessment and underscores the constraints created by bureaucratic and political factors. The article also demonstrates the failure of the Committee and the monitoring team to thoroughly engage in central questions regarding al-Qaeda's nature, objectives, and organizational strategy.
