ABSTRACT

Based on a 2017 national survey of 1,000 Black Americans, perceptions regarding the implications of Donald Trump’s election as President on race relations, police-minority relations, and police treatment of Black citizens in the United States were examined. Findings suggest the existence of a “Trump Effect.” With minor variation across demographic groups, the survey respondents expressed overall negative perceptions concerning the effects of President Trump’s election. In particular, they expressed the belief that his presidency shows that the United States is a racist society, will strain police-minority relationships, and will create a climate in which African Americans are more likely to be arrested or subjected to police violence. At issue is not just African Americans’ distrust of President Trump but, importantly, whether his emphasis on “law and order” and dismissal of minority-group concerns attenuates the legitimacy of law enforcement in the eyes of African Americans.  相似文献

Modern policing in the United States is best conceived as a joint undertaking between public and private sectors. Over the last several decades there has been a gradual movement away from monopolistic state provision of police services toward a greater reliance on the private sector for protection and security. While the current activities of public and private police are well chronicled in the research literature, little is actually known about the coordination of policing activities across sectors. The purpose of this article is to describe the range of public-private police partnerships that have developed recently in the United States.  相似文献

ABSTRACT

This paper reviews the transformation of meaning of food items central to African American fare from symbols of slavery to means of salvation as the African Hebrew Israelite Community (AHIC) live out their Biblically inspired lifestyle and perfect the vegan diet at its core. Although originating in Chicago in the late 1960s, for over 40 years the institutional and residential base of this transnational millenarian community has been in the Israeli desert town of Dimona. Based on long-term ethnographic acquaintance with their foodways in Israel and in the US, our analysis follows the AHIC’s eclectic incorporation of circulating religious, political, and scientific theories into their Bible-based cosmological-nutritional tenets of regenerative health and spiritual salvation. We argue that their ‘Edenic Diet’ reacts to the traumatic history of African Americans as slaves and as a discriminated against minority in the US, by serving as a means in their struggle for place and acceptance in modern Israel and an active component in their social and spiritual plans for the future.  相似文献

This exploratory research surveys police officers of the city of Buenos Aires who have joined the metropolitan police force. Specifically, it examines the officers’ perceptions of community policing, reasons for joining the forces, and their beliefs concerning the integration of female police officers. Police officers reported solid knowledge about community policing and their role as its instruments. They expressed some doubt that the values of community policing are permeating throughout the organization, and that there was not enough time for officers to actually engage communities. The leadership of the department should focus efforts to ensure that community policing values are instilled throughout the organization, and providing officers with the time needed to develop community relations with the public.  相似文献

Abstract

This article deals with the quality of the Dutch police and its relationship with the authority of the police. During the previous decade, the concept of community policing was introduced as a quality impulse for the Dutch police. The implementation of community policing was assumed to have far‐reaching consequences for the relationship between police and citizens and with that for the authority of the police. However, this article illustrates that community policing did not fully reach its goals, as, despite the fact that community policing may have contributed to the actual safety in neighborhoods, citizens remain dissatisfied with the most important ground of police authority: the effectiveness of the police.  相似文献

In many Western democratic societies the primacy of the police has begun to diminish with a proliferation of alternative service providers, particularly within the private security sector. This raises questions about how such bodies can best be mobilized and integrated within policing. This paper reports findings from three ethnographic case studies of private security teams operating within areas of semi‐public space, to advance understanding of their nature and operations. It shows how the character of security work is determined by vastly differing structural arrangements to those of the police, but by a similar heterogeneity of function. While private security is seen to have a valid place within the ‘extended police family’, it is depicted as a low status sector whose authority in undertaking policing derives from the autonomy of other more powerful players. Future ethnographies, it is therefore argued, need to focus on the corporate users that govern its activities.  相似文献

This paper examines two interrelated issues: the role of police as an institution of Russian society and their role during the past 25 years. This research is based on a series of in-depth interviews conducted by the author in 2014–2016 with former and current police officers in three Russian cities. The paper traces changes in the perceived institutional roles of the Russian police by comparing police officers' views during three periods: early through mid-1990s, late-1990s through mid-2000s, and mid-2000s through 2010s. The study reports that, during the early period, Russian police were disfranchised from the state and this abandonment was a source of institutional identity crisis for law enforcement officers who remained on the job. This process was coupled with high levels of job dissatisfaction and the overall feeling of “abandonment” of police by the state.At the same time, it was during this post-Soviet period, when ideas of policing as a service to the society were introduced and sometimes entertained among the professional circles of police officers and other government officials. Furthermore, this period was marked by continuous, though often sporadic, institutional reforms and anti-corruption measures.In the second period, the Russian police were slowly engaging back into the state-building process, which caused increased job satisfaction and better retention rates. At the same time, the second period signified a decline of the “police as service” ideology and the comeback of paternalistic views on policing. During this time, the government's efforts to reform police and anti-corruption measures became systemic and better organized. Also, in the second period, members of the civil society became more active in demanding public accountability and transparency from the Russian police.Finally, the modern period of police development presents a case in which the institutional identity of the Russian police has been clearly connected to the state's capacity. This process is coupled with increased paternalistic views among police officers and a failure of “police as a service” doctrine. In such an environment, the efforts by a maturing civil society to demand public transparency and accountability of the police are often met with hostility and anger. The paper concludes that further development of the Russian police depends on the role that they will play within the modern Russian state.  相似文献

While many are familiar with the history of banking in the United States, relatively few know of its development in the African American community. Following the failure of the Freedman's Bank, shortly after its inception at the close of the Civil War, many African American fraternal organizations expanded their scope of interests to try to fill the void. The intent was to continue to provide the financial base needed to support the growth of a capitalist -employer class. It was envisioned that from such a footing would stem the acquisition of social respectability and economic independence. One of the leaders in this effort was Maggie Walker, the first African American women bank president.  相似文献

The purpose of US foreign assistance has shifted in the wake of 2001, and Washington has resurrected practices previously associated with police aid during the Cold War. In particular, the Bush administration has broadened the remit of the United States Agency for International Development (usaid) in such a way as to make it a quasi-security agency. The consequences of this could be significant for both usaid and democratic-style police assistance programmes more generally, for today's threat-driven policies are part of a trend which in the past has had worrying consequences. Using the critical variable of public policing (which is illustrated by reference to developments in Kenya), I argue that using usaid to improve the counter-terrorist capacity of Africa's police in the pursuit of US national security objectives is a seriously flawed strategy.  相似文献

Research on males shows discrepancies between official records and self-reports of delinquency, thus creating a scaling-up factor. Comparable information for girls is still needed. We investigated discrepancies (scaling up factors) from official records to self-reports in a large sample of girls between ages 12 and 17 (N = 2,450). On average there were three self-reported juvenile female offenders for every individual charged by the police, and for every police charge there were four offenses that were committed. The scaling-up factor was highest in early adolescence, indicating that female offenders at a young age were more likely to stay undetected by the police. The scaling-up factor was significantly lower for African American than white girls: a higher proportion of African American delinquent girls were charged by the police. Racial differences in scaling up were significant only for prevalence, not for frequency of offending. Knowledge about scaling-up factors is important for the design and implementation of intervention programs. We discuss racial differences, implications for justice administration, and practical implications for intervention science.  相似文献

This article offers a first academic evaluation of the Special Demonstration Squad and the National Public Order Intelligence Unit, two British undercover police units working for the Metropolitan Police Service at different times between 1968 and 2011. It provides a historical overview of their infiltration of political groups involved in protest for the purpose of gathering criminal and political intelligence aimed at preventing violence, public disorder, and subversion. It discusses the controversies surrounding these units, and the related institutional responses, and offers an attempt at understanding their operations within the remit of intelligence-led policing and against a political culture that prioritizes action over inaction in reducing risks and threats to the State and society.  相似文献

The article examines the impact of two main forces, localism and centralism, together with their interaction within a common law legal system, which have influenced professional policing since its inception after 1829. In particular, it assesses the ways these forces have conflicted and in doing so created a police service which although closely related to local government subsequently drifted apart. Now, through the ‘partnership approach’, developed within the Crime and Disorder Act 1998, local government and policing appear to be re‐establishing a closer relationship. In this context, the article examines the significance of the concept of community safety and the partnership approach on the relationships between local government, police authorities and the force itself.  相似文献

In 1965, Daniel Patrick Moynihan argued that the black family was nearing "complete breakdown" due to high rates of out-of-wedlock childbearing. In subsequent decades, nonmarital childbearing rose dramatically for all racial groups and unwed fathers were often portrayed as being absent from their children's lives. The authors examine contemporary nonmarital father involvement using quantitative evidence from the Fragile Families and Child Wellbeing Study and qualitative evidence from in-depth interviews with 150 unmarried fathers. The authors find that father involvement drops sharply after parents' relationships end, especially when they enter subsequent relationships and have children with new partners. These declines are less dramatic for African American fathers, suggesting that fathers' roles outside of conjugal relationships may be more strongly institutionalized in the black community. The challenges Moynihan described among black families some forty years ago now extend to a significant minority of all American children.  相似文献

Drawing on a small‐scale ethnographic study in one UK police force, the paper offers insights into how different individuals and groups legitimate particular definitions of policing performance through invoking contrasting constructions of community policing. In doing so, the paper focuses on the discursive analysis of change defined in two interrelated ways: firstly with regard to the intentions and implementation of a new discursive template; and, secondly, as ongoing situated human agency in context. Findings from the study show how ‘Dixon of Dock Green’– an archaic stereotype of the slow‐witted but endearing ‘PC Plod’ character – is used as a discursive resource to both acknowledge and resist the legitimacy of community work in the definition of ‘real policing’. Despite attempts over the last two decades to underpin policing priorities, as well as roles and cultures, with a collaborative, community focused approach, the study suggests a marginal impact on policing processes, performance and work identities.  相似文献

This study examines the disparities in living standards between and among the different ethnic groups in Vietnam. Using data from the Vietnam Living Standards Surveys and 1999 Census, we show that ‘majority’ Kinh and Hoa households have substantially higher living standards than ‘minority’ households from Vietnam's 52 other ethnic groups. While the Kinh, Hoa, Khmer and Northern Highland Minorities benefited from economic growth in the 1990s, the position of the Central Highland Minorities stagnated. Decompositions show that even if minority households had the same endowments as Kinh households, this would close no more than a third of the gap in their per capita expenditures. While some ethnic minorities seem to be doing well out of a strategy of assimilating with the Kinh-Hoa majority, others groups are attempting to integrate economically while retaining distinct cultural identities, and a third group is largely being left behind by the growth process.  相似文献

This article describes a model of street-level leadership t the authors developed in over 800 hours of observational research with two police departments. The model is applied to the concept of community-based policing in order to illustrate its usefulness in shaping and judging community-based police reforms. The street-level leadership model is shown to provide both explanatory and evaluative criteria through which both police departments and the communities they serve can understand and create effective community-based police programs.  相似文献

South Africa's political liberalisation and strengthening regional ties have engendered new patterns of immigration and urbanisation, resulting in South African migrants and non-nationals converging on the streets of previously ‘forbidden’ cities. Conflicts over space, services and livelihoods are emerging as these groups meet and compete. To settle these disputes, South African citizens and politicians regularly rely on nativist discourses that make one's rights to the city contingent on one's national origins. Efforts to exclude foreigners are in turn encouraging and legitimising new forms of bias, administrative discrimination and anti-foreigner policing. Bolstered by official sanction, these are creating urban ‘zones of exception’, areas in which the state authorises its agents to work outside the law. Although popular among South Africans, the extra-legal harassment, detention and deportation of non-nationals has helped entrench new economies of corruption and violence that jeopardise the rights and welfare of all urban residents. While rooted in the dynamics of post-apartheid South Africa, these findings resonate with global trends in which quests to assert sovereignty through immigration controls are resulting in actions that undermine the legitimacy and founding principles of the liberal states that undertake them.  相似文献

With increased transnational ties to their homelands, immigrants' ontology now verges on being double – and, consequently, on seeing double – most of the time. This double consciousness, and the attendant dearth of fixity in identity among immigrants, has led some to wonder where the allegiance of minority immigrants, in particular, lies. Can these immigrants be loyal to both their ethno-racial identity and their host national identity? Is the identification with one's ethno-racial background and national identity a zero-sum game in which one side of the loyalty equation gains only at the expense of the other? This study examines these issues, using African immigrants (specifically, Ghanaians and Somalis) in Canada as a case study. In particular, we use multinomial logistic regression to predict the factors that prompt these immigrants to identify as: ‘just Canadians’, ‘just Ghanaians/Somalis’, or as ‘Ghanaian-/Somali-Canadians’. The study is significant not only because of the lack of research on African immigrants' identity formation in Canada, but also because immigrants' identity has significant bearing on their settlement and integration in host societies.  相似文献

This article investigates the justification of coproduced policeability using the “order-of-worth” framework suggested by Boltanski and Thevénot. Building on previous research describing how tensions limit the legitimacy of public services, the analysis illustrates how persistent tensions shape the justification of coproduced policing. Drawing on both fostering and responsive modalities, reluctant adaptability allows police to cope with tense value logics and justify new coproduced solutions as legitimate means of maintaining policing practices. The analysis is based on documents and semi-structured interviews. Results imply that coproduction can result in persistent tensions that public authorities have to handle.  相似文献

This paper reflects my experiences developing a course within the Criminal Justice Technology Associates of Science degree program at Valencia College that fuses topics unique to peace and police studies. The key challenge in developing this course was in confronting the paradox of the police as instruments of both peace and conflict. In dealing with this paradox, students examine the role of the police in a democratic society and the authority of the police to use coercive force. Key topics covered in this course include defining peace, the police role in peace movements, the history, structure and strategies affecting the police, causes of violence, conflict analysis and conflict intervention, and ethical foundations for peace. In addition, this course examines occupational, organizational, institutional factors that contribute to the development of a unique police subculture that values crime fighting as its core responsibility and the impact of that orientation on police attitudes and behaviors toward the public. Throughout the course, students are challenged to envision a new paradigm for policing that emphasizes a culture of peace rather than a culture of conflict.  相似文献
