Swidden has historically been one of the most widespread land uses in upland Southeast Asia. In recent decades, swidden systems across the region have undergone rapid transformation. While most analyses focus on swidden as a livelihood practice, we direct attention to the political nature of swidden. Drawing on qualitative fieldwork and household surveys from two villages in East Kalimantan Province, Indonesia, we examine the politics of swidden along two key dimensions. First, at the household level, we describe swidden as a land control strategy. We identify territorialization and speculation as drivers of ‘contentious land change’ in swidden systems under pressure from expanding plantations and mines. Second, at the village and district levels, we examine the politics of swidden within new forest governance arrangements. Control of swidden has provided a focus for multi-stakeholder forest governance, but with ambivalent effects, developing village land management and livelihoods at a cost of temporary increases in swidden clearing and with minimal impact on deforestation for industrial land uses. Our analysis suggests forest governance efforts will be ineffective in eliminating contentious land change or reducing district-level deforestation until they address plantation and mining expansion as the dominant direct and indirect drivers of forest conversion.  相似文献

One of the causes of the increasing number of ecological distribution conflicts around the world is the changing metabolism of the economy in terms of growing flows of energy and materials. There are conflicts on resource extraction, transport and waste disposal. Therefore, there are many local complaints, as shown in the Atlas of Environmental Justice (EJatlas) and other inventories. And not only complaints; there are also many successful examples of stopping projects and developing alternatives, testifying to the existence of a rural and urban global movement for environmental justice. Moreover, since the 1980s and 1990s, this movement has developed a set of concepts and campaign slogans to describe and intervene in such conflicts. They include environmental racism, popular epidemiology, the environmentalism of the poor and the indigenous, biopiracy, tree plantations are not forests, the ecological debt, climate justice, food sovereignty, land grabbing and water justice, among other concepts. These terms were born from socio-environmental activism, but sometimes they have also been taken up by academic political ecologists and ecological economists who, for their part, have contributed other concepts to the global environmental justice movement, such as ‘ecologically unequal exchange’ or the ‘ecological footprint’.  相似文献

ABSTRACT

Economistic approaches to the study of peasant livelihoods have considerable academic and policy influence, yet, we argue, perpetuate a partial misunderstanding – often reducing peasant livelihood to the management of capital assets by rational actors. In this paper, we propose to revitalize the original heterodox spirit of the sustainable livelihoods framework by drawing on Stephen Gudeman’s work on the dialectic between use values and mutuality on the one hand, and exchange values and the market on the other. We use this approach to examine how historically divergent mutuality-market dialectics in different Amazonian regions have shaped greater prominence of either extractivism or agriculture in current livelihoods. We conclude that an approach centered on the mutuality-market dialectic is of considerable utility in revealing the role of economic histories in shaping differential peasant livelihoods in tropical forests. More generally, it has considerable potential to contribute to a much-needed re-pluralization of approaches to livelihood in academia and policy.  相似文献

Customary land and forests are more embedded in the global economy than ever. With globally significant supplies of land and raw materials and favorable terms for foreign investors, developing countries – particularly in Africa – have become increasingly attractive trade partners and destinations for investors. Increasing competition over land is placing new pressures on vast tracts of forest and woodland, areas often considered ‘under-utilized’ by national governments despite their critical role in supporting local livelihoods. While increased demand for primary agricultural, forest and mining commodities in the context of forest tenure reforms and decentralized decision-making could create unprecedented economic opportunities for forest-dependent communities, increased ‘stakes’ over forest resources and land will undoubtedly heighten governance challenges. This is in no small part due to the political dynamics of property, and to the role of the ‘recursive constitution of property rights and authority’ in the evolution of the modern nation-state. By identifying the social ‘stakes’ associated with different pathways through which sectoral and extra-sectoral commodities shape forests, this paper provides a conceptual framework for analyzing how shifting contours of rights, property and authority in the context of forest-related trade and investment shape human well-being for affected communities and the wider citizenry of host countries. It then illustrates the use of the framework through its application to two brief case studies from southern Africa: tobacco production in Malawi and copper mining in Zambia. It is hoped that this framework will provide a meaningful contribution to growing scholarship on the political dynamics of property, and implications for rights-based approaches to agricultural investment and large-scale land acquisitions.  相似文献

Abstract

This paper traces the rise and fall of wage labor in Zimbabwe between c.1960 and 2010. Building on Giovanni Arrighi’s seminal study, ‘Labour supplies in historical perspective: a study of the proletarianization of the African peasantry in Rhodesia’, we argue that the 1950s were the highpoint of African wage labor participation in the Southern Rhodesian/Zimbabwean economy. From that point, the percentage of wage labor as part of the economically active population fell consistently until the collapse of the Zimbabwean economy from the late 1990s onward, when it shrunk emphatically. This process is observable elsewhere in southern Africa over the second half of the twentieth century. Writing in the 1960s when the Southern Rhodesian economy was diversifying and absorbing large numbers of African workers from within and beyond the country’s borders, Arrighi overstated the stability and longevity of the proletariat. From that point, though, combined internal and external forces resulted initially in the stagnation of secondary and primary industry and commerce, and latterly in their contraction. The ensuing processes of de-proletarianization, falling wages, and heightened livelihood precarity have been the norm for an ever-increasing proportion of the African working class up to the present.  相似文献

ABSTRACT

Indicators of carbon storage in forests and other land uses have gained much prominence to evaluate and endorse land-based climate change mitigation policies. The outcomes of such assessments can have direct livelihood implications for dwellers living at the forest–agriculture frontier, such as shifting cultivators or subsistence farmers. This contribution critically discusses the methodological relevance of carbon stock indicators to assess long-term emission dynamics of land uses, and furthermore addresses the ‘politics of measurement’ that can be involved in policy practice. From a complex socio-ecological systems perspective, the paper argues that carbon stock indicators provide necessary but not sufficient information to endorse land use policies with mitigation aims. While they may indicate one-off sequestration gains through vegetation and land-use change, they cannot account for permanent hidden emissions that emerge as part of the broader agrarian transitions that accompany land-use change. Over the long term, this may render related mitigation interventions ineffective, if not counterproductive. Furthermore, carbon stock estimates for future land-use scenarios sometimes draw on biased assumptions, or are constructed within histories of discrimination, through which they may further marginalize subaltern groups such as shifting cultivators. A paradigm shift is needed that includes more integrative assessment approaches.  相似文献

From the feminist ‘sex wars’ of the 1980s to the queer theory and politics of the 1990s, debates about the politics of sexuality have been at the forefront of contemporary theoretical, social, and political demands. This article seeks to intervene in these debates by challenging the terms through which they have been defined. Investigating the importance of ‘sex positivity’ and transgression as conceptual features of feminist and queer discourses, this essay calls for a new focus on the political and material effects of pro-sexuality.  相似文献

This article explores the relationship between East Timorese women’s activism and the international women’s movement, within the context of East Timor’s struggle for independence from Indonesian military occupation (1975–1999). It examines the experiences and activism of several diaspora East Timorese women in international circles that converged around feminist solidarity and women’s human rights in the 1980s and 1990s. The article argues that these women played an important, yet underappreciated role in East Timor’s struggle for national self-determination.  相似文献

ABSTRACT

This paper advances a new framework for analysing agrarian change in rural China and elsewhere in developing Asia, which centres on translocal family reproduction. The framework highlights the crucial connections between rural families’ translocal strategies for meeting reproductive (especially care) needs, their changing aspirations for reproduction, and other aspects of agrarian change, including de-peasantisation, de-agrarianisation and social differentiation. In developing this framework, the paper refers to a village case study in central China and draws on a critique of the ‘livelihoods perspective’ on agrarian change, approaches focusing on ‘global householding’, and the cultural reproduction of class and gender.  相似文献

In past decades, the postadolescents (i.e., the young who have not yet entered the labor market or established stable partnership bonds, but have already left the parental home, and as a consequence, are not acknowledged as genuine adults in a social sense) were well known for their relatively libertarian sociopolitical value orientations. The main question in this research is, do contemporary postadolescents still foster these relatively libertarian orientations, despite their experiences with the socioeconomic decline and worsening labor-market prospects in the first half of the 1980s? Analyses of Dutch data revealed, that until the 1980s, postadolescents were more libertarian and more postmaterialistic than their young adult peers who had already entered the labor market and engaged in stable partnership bonds. The difference in postmaterialism, however, appeared not to be resistant to the recent socioeconomic stagnation.  相似文献

Siopis has always engaged in a critical and controversial way with the concepts of ‘race’ and ‘ethnicity’ in South Africa. For politically sensitive artists whose work has involved confronting the injustices of apartheid, the current post-apartheid situation has forced a reassessment of their practice and the terms on which they might engage with the fundamental changes which are now affecting all of South African society. Where mythologies of race and ethnicity have been strategically foregrounded in the art of any engaged artist, to the exclusion of many other concerns, the demise of apartheid offers the possibility of exploring other dimensions of lived experience in South Africa. For feminists, this is potentially a very positive moment when questions of gender - so long subordinated to the structural issue of ‘race’ under apartheid - can now be explored. Penny Siopis' work has long been concerned with the lived and historical relations between black and white women in South Africa. The discussion focuses on the ambivalent and dependent relationships formed between white middle-class women and black domestic labour during apartheid. Siopis' work engages with how the appropriation of black women's time, lives, labour and bodies has shaped her ‘own’ history.  相似文献

Presented as part of the twentieth anniversary celebration of the International Federation for Research in Women’s History in Sofia in August 2007, this paper examines the association’s newsletter to see what it reveals about the expansion of the academic infrastructure for women’s history from 1987 through to 2007. It looks at the rapid advancement of the subject in the 1980s and early 1990s and its slower growth in the following decade. The role of international labour migration in processes leading to the (re)production of rural poverty in the rural South continues to shape critical academic and policy debate. While many studies have established that migration provides an important pathway to rural prosperity, they insufficiently analyse the profound effects that migration and remittances have on agrarian and rural livelihoods. This article uses the case of rural Nepal, where over half of the households are involved in foreign labour migration, as a ‘window’ to understand the processes shaping how migration effects poverty. The paper analyses how migration generates outcomes across the domains of rural people's changing relationship to land and agriculture, their experience of migration, and rural labour markets to advance our arguments. First, it argues that migration leads to the commodification of land, generating changes in patterns of land uses and tenancy relations. With respect to rural people's engagement with agriculture, migration generates both processes of ‘deactivation’ and ‘repeasantization’. Second, foreign migration offers an exit from poverty for some while also creating processes of deeper impoverishment for others. Third, migration leads to structural changes in rural labour markets, reducing the supply of agrarian labour. Consequently, in contrast to the simplifying ‘narrative’ accounts of a migration pathway out of poverty, this paper concludes that the effects triggered by migration are highly contradictory, providing an exit from poverty when linked to diversification strategies, while engendering rising inequality and rural differentiation.  相似文献

Union–management relations in the U.S. are best described as adversarial. However, under certain circumstances, they can become cooperative. One example of the latter was the role of trade unions in the conversion of firms to employee ownership. Firm ownership (entrepreneurship, capitalism) by employees has increased in recent years. Specifically, we focus on the use of ‘investment bargaining’ (i.e. buyouts using ESOPs) by the United Steelworkers of America during the decades of the 1980s and 1990s as the steel industry faced serious declines. This study applies some basic union–management bargaining frameworks for examining both primary (e.g. case studies) and secondary data to demonstrate that the USW’s adoption of investment bargaining is consistent with their pragmatic approach in preserving the employment of their members. The impact and the implications of the union’s efforts in this area as well as the future role of unions in employee buyouts are also discussed.  相似文献

This essay discusses the work of two female theatre-makers, and their strategic use of nudity on stage. The author appropriates signs of indignation in this work in order to re-visit the ‘problem’ of the female form being traditionally associated with bodily immanence rather than transcendence. Both Nic Green’s Trilogy (2009–2010) and Ursula Martinez’ My Stories, Your Emails (2010) use the naked female form to proffer statements about the experience of being a woman in the 2000s. Their use of nudity breaks with feminist theories popular in the 1990s, which argued that because the female form could never escape the symbolic logic of phallocentrism, it could never escape sexual objectification, and thus should operate on the margins of mainstream culture, cultivate agency by appropriating the means of production and be removed from view (radical negativity). By identifying as ‘artists’ and by insisting on their right to put their experience centre stage, Green and Martinez break with the anti-humanist theories of the 1990s and proffer a more individualistic strain of feminist performance. The author celebrates this work as a break away from the deadlock offered by theories of radical negativity.  相似文献

This article assesses the American Federation of Labor-Congress of Industrial Organizations (AFL-CIO) during the presidency of John J. Sweeney, which lasted from 1995 until 2009. Drawing on a wide range of sources, including press accounts and the AFL-CIO's own papers, it provides one of the first scholarly assessments of the entire Sweeney presidency. Sweeney won office in the first contested election in the AFL-CIO's history, and he came into power promising to revitalize the Federation, which is the largest labor federation in the Western world. Under Sweeney, the AFL-CIO invested an unprecedented amount of resources into both organizing and political mobilization, two key areas. In the early years of his presidency, Sweeney oversaw some important gains, particularly in the organizing arena, but the 2000 presidential election proved to be a turning point. After 2000, Sweeney's reforms were undermined primarily by external factors, particularly mounting corporate opposition, deindustrialization, and a hostile political climate, although internal resistance and division also played a role. As a result, a major campaign to secure labor law reform fell short, and union density continued to decline, yet the rate of decline was slower than it had been in the 1980s and early 1990s. Overall, although the results of Sweeney’s efforts were mixed, the important role that the AFL-CIO played in electing Barack Obama partly justified Sweeney’s emphasis on political mobilization.  相似文献

In the last decade the Bahaujan Samaj Party has established a strong electoral presence in northern India. It has been particularly successful in Uttar Pradesh where it has participated in government three times in the 1990s. Although the party seeks to mobilise the support of the ‘bahujan’ — the non‐high caste majority of the population — it is argued here, on the basis of aggregate and survey analysis, that it has been constrained by its excessive reliance on just some sections of former untouchables (Dalits). The Bahujan Samaj Party represents a significant social and political movement of some Dalit groups but it has failed to secure the support of the wider population of the rural poor.  相似文献

Abstract

Sociologist Elizabeth Long has charted the emergence of women’s reading groups in nineteenth-century America. ‘The women who founded literary clubs’, Long (2004, 337) tells us, ‘were aflame with the then revolutionary desire for education and self-development, which they called “self-culture”.’ Comparable aspirations continued to fuel a drive amongst women to organize together within reading and publishing groups, usually outside of official institutions, well into the twentieth century. This ‘revolutionary desire’ for self-education has also been evident in the UK women’s art and art history movement, although it has not been addressed in thorough detail. This article therefore seeks to situate an overlooked history of artistic reading and publishing communities in relation to an established body of theory in literary and cultural studies. These theoretical materials will illuminate the importance that reading and self-education (either in person or as part of a periodical network) had in establishing solidarity, and generating debate, within a flourishing art and art history movement. The second half of this article focuses on a specific case study. FAN: Feminist Art News (1980–1993) was an independent, grassroots publication that grew out of the Women Artists’ Newsletter in London. Temporary editorial collectives published themed issues on a quarterly basis. This article contends that it is no coincidence the subject of art education formed the focus of the periodical’s first issue, as well as a subsequent issue four years later. This indicates the significance of a reflexive auto-didacticism to second-wave feminism, as well as gesturing towards the long history of ‘education and self-improvement’ that has fuelled women’s reading and study groups since the nineteenth century.  相似文献

Abstract

Feminist historians in Australia have achieved the critical mass that means that they no longer need to be the sole woman's voice pleading to get women into the history corridors and inside the books. By looking back at recent history reflexively, this article celebrates the achievement of feminist historians over the past four decades in making profound impacts on mainstream historical writing and understanding. Engaging in particular with the work of feminist historians Joan Scott and Joy Damousi, ‘The Loneliness of the Feminist Historian’ considers whether feminist history has a future. It also reflects upon the author's memories of the feminist history movement from the 1970s and 1980s—its aims, its achievements and its significant successes, especially compared with other social science disciplines. It explains how certain ‘great (female) historians’ made courageous efforts to internationalise and pluralise feminist history. It also probes the meaning and relevance of ‘professional masculinities’, pointing out that feminist historians were supported by key male historians, who backed them in gaining career and publishing opportunities. Additionally, the challenges of Indigenous scholars led to a sharpening of critical approaches to colonialism. This article argues, however, that feminist historians cannot afford to cling to the excitement of the early conferences of the 1970s and 1980s, for if they expect their practice to thrive, they must constantly critique it, using the most innovative and best tools of our era, including the empirical, the reflexive, the whimsical and the theoretical.  相似文献

ABSTRACT

A network of Christian female mystics in Lebanon and Syria has been forming since the early 1980s. Composed of women from large cities, such as Beirut or Damascus, it is characterized by its denominational and social diversity. This article will focus on one of these mystics: Catherine Fahmi, who has been living, and officiating, in her apartment in the suburbs of Beirut since the late 1990s. Catherine is a Maronite. She is a married mother of three, in her forties. Each Tuesday morning, she experiences a public ecstasy. Every year, on Good Friday, surrounded by a number of faithful followers, she sees and experiences the Way of the Cross. My aim here is to grasp the complex interplay between this female mystic, her followers and the Maronite Church. Her activities, and the rituals surrounding her stigmatized body, will be analyzed in terms of ‘counter-conducts,’ a notion developed by Michel Foucault.  相似文献
