社会保障制度是社会发展的安全网和稳定器,是建设和谐社会的主要内容。经过几十年来社会保障制度的改革,我国的社会保障体系已逐步趋于完善,但问题和矛盾仍然很多,不能更好地适应我国构建和谐社会的总体要求。本文围绕我国现行社会保障制度面临的问题和原因,对社会保障资金筹集模式进行了分析和研究,总结出了开征社会保障税将解决我国目前社会保障筹资问题,为完善我国社会保障制度提出了相应的建议和对策。     

当前我国社会保障制度的断裂与弥合

本文从城市社会保障制度的完善和农村社会保障制度的建立两个方面探讨了我国整合的社会保障制度体系的建设问题。认为当前我国社会保障制度是残缺的和断裂的,这与后二元社会结构的特征和对社会保障制度的认定相关;我国的社会转型和社会进步要求弥合这种断裂,重要的是在农村建立相应的社会保障制度,在城市建立与社会保障制度相连接的社会服务体系。     

建立农村社会保障制度的比较分析

农村社会保障制度是我国社会保障制度的重要组成部分。改革开放以来,我国农村经济得到了较大发展,但农村社会保障制度却严重滞后,城乡差距逐步扩大。本文从各国城乡社会保障制度建立的时间差、建立农村社会保障制度时农业部门的份额、人口压力、经济发展水平等方面作比较分析,阐述加快我国农村社会保障制度建设的重要性。
