This study investigates the relationship between media framing and public opinion on the issue of biofuels—transportation fuels made from plants, animal products, or organic waste. First, the paper investigates how media framing of biofuels has changed since the issue regained national prominence in the early 2000s. Through a detailed content analysis of newspaper coverage, the paper documents an increase in negative frames between 1999 and 2008, especially frames focusing on the negative economic effects of biofuels on consumers. Second, using data from a 2010 Internet survey of a random sample of the U.S. public, the paper analyzes the relative influence of these new media frames on public attitudes toward biofuels compared with other common predictors of public opinion, such as party ID, regional economic interests, and personal identity as an environmentalist. In general, the results confirm that public attitudes toward biofuels appear to be shaped by these new media frames, especially among those who indicate a high degree of attention to the media, suggesting the relative importance of framing effects on policy attitudes for environmental and energy policies in general.  相似文献

Governance scholars have long championed the adaptive utility of decentralized management institutions, in part due to their ability to bring diverse stakeholders into decision‐making processes. However, research into the link between decentralization and participation often looks at policy design but bypasses important system feedbacks that shape sustained participation over time. To paint a more robust picture detailing how decentralization and participation are related, this paper uses a complex systems framework to explore interacting structural, operational, and cultural components of decentralized wildlife governance institutions in the United States and Botswana. Through this comparative analysis, I argue that the landscape of public participation in decentralized governance institutions appears to be significantly impacted by three factors: 1) how decentralization processes occurred, 2) where in the process of decision making participation is situated, and 3) perceptions of power distribution between groups with competing interests.  相似文献

Social scientists have documented framing effects in a wide range of contexts, including surveys, experiments, and actual political campaigns. Many view work on framing effects as evidence of citizen incompetence—that is, evidence that citizens base their preferences on arbitrary information and/or are subject to extensive elite manipulation. Yet, we continue to lack a consensus on what a framing effect is as well as an understanding of how and when framing effects occur. In this article, I examine (1) the different ways that scholars have employed the concepts of framing and framing effects, (2) how framing effects may violate some basic criteria of citizen competence, and (3) what we know about how and when framing effects work. I conclude that while the evidence to date suggests some isolated cases of incompetence, the more general message is that citizens use frames in a competent and well-reasoned manner.  相似文献

Assuming that migration threat is multi-dimensional, this article seeks to investigate how various types of threats associated with immigration affect attitudes towards immigration and civil liberties. Through experimentation, the study unpacks the ??securitization of migration?? discourse by disaggregating the nature of immigration threat, and its impact on policy positions and ideological patterns at the individual level. Based on framing and attitudinal analysis, we argue that physical security in distinction from cultural insecurity is enough to generate important ideological variations stemming from strategic input (such as framing and issue-linkage). We expect then that as immigration shifts from a cultural to a physical threat, immigration issues may become more politically salient but less politicized and subject to consensus. Interestingly, however, the findings reveal that the effects of threat framing are not ubiquitous, and may be conditional upon ideology. Liberals were much more susceptible to the frames than were conservatives. Potential explanations for the ideological effects of framing, as well as their implications, are explored.  相似文献

Abstract

This essay develops an account of the link between Kant's aesthetics and his ethics. It does so by articulating a Kantian account of moral psychology by way of aesthetic reflective judgements of sublimity. Since judgements of sublimity enrich the picture of a Kantian subject by forcefully revealing the unbounded power of the faculty of reason, I investigate the possibility that judgements of this kind could serve as a basis for moral motivation. The paper first shows how judgements of sublimity help a subject recognize reason's unbounded nature, and proceeds to analyse the practical effects of a subject judging itself sublime. When judgements of sublimity have as their object the unbounded and unsythesizable power of reason, they may thereby serve as the basis for both the recognition of our moral vocation, and the grounds for determining the will to act from respect for it. Since a judgement of sublimity produces for Kant the experience of an enlivening emotion and an outflowing of vital forces, the paper then develops Kant's concept of “life” motivated by a recognition of its practical orientation. In this way sublimity rather than beauty can be interpreted as symbolic hypotyposis of morality. The paper then takes up less favourable interpretations of the practical effects of self-predicated judgements of sublimity, and constructs critical responses to such positions. I conclude, following Adorno, by stressing the historical and social dimension of the capacities for both making sublime judgements, and being morally enlivened by them.  相似文献

Though the fiscal slack literature has advanced over the past decade, more research is needed for a systematic understanding of the determinants and uses of fiscal reserves at the local level. This paper reviews theory and empirical evidence on the determinants of municipal fiscal reserves offers a conceptual framework for analyzing fiscal reserves accumulation and tests a series of hypotheses using a panel of 2007–2012 financial data for 145 U.S. cities from 21 states. Generalized least squares models show that unassigned general fund balances and unrestricted net assets are positively associated with general fund surpluses in the previous year and with local household incomes, while not being related to measures of fiscal risk, revenue effort, and voter characteristics. Overall, the findings suggest a relatively stronger influence of the capacity to save than the need to save on local fiscal reserves.  相似文献

Post-industrial tendencies indicate changes in the composition of the labor force and changes in world-view. Increasingly, next to highly intellectual work and rational ways of thinking can be found work with affective content and existentially based ways of understanding. Rationalism loses effectiveness as a guide to social action because it leads to fragmentation of the experienced world. Existentialism holds out the promise of synthesizing experience into a coherent image. Because planning involves the translation of knowledge into action, these changes in cultural values and ways of understanding call for innovations in planning theory. Challenges to rationalism require creating a new constitution for planning. Synthesis of rationalism and existentialism requires articulation of an existental planning theory. Embracing existing social conflicts is necessary for accomplishing both tasks.  相似文献

One of the most noted phenomena in social and political decision-making is the occurrence of a framing effect. For example, on problems involving risky choices, individuals tend to act risk-averse when the problem is framed in terms of gains (e.g., saving lives, making money) and risk-seeking when the same problem is instead framed in terms of losses (e.g., deaths, losing money). Scholars have begun to identify the processes underlying framing effects as well as the conditions under which framing effects occur. Yet, extant work focuses nearly exclusively on cognitive processes, despite growing recognition of the importance of emotion in general decision-making tasks. In this paper, we explore the impact of emotional states on risk attitudes and framing. We find that emotions significantly influence both individuals’ tendencies to take risks and the impact of a frame on risky choices (e.g., emotions amplify or depress a frame’s impact). The precise role of emotions depends on the problem domain (e.g., a life-death or a financial decision), and the specific type of emotion under study. Moreover, in contrast to much work in political science, we show that emotions need to be distinguished beyond their positive or negative valence, as different negative emotions exert opposite effects. Our results accentuate the importance of integrating emotions into research areas traditionally dominated by more cognitive perspectives.

Although litigants invest a huge amount of resources in crafting legal briefs for submission to the Supreme Court, few studies examine whether and how briefs influence Court decisions. This article asks whether legal participants are strategic when deciding how to frame a case brief and whether such frames influence the likelihood of receiving a favorable outcome. To explore these questions, a theory of strategic framing is developed and litigants' basic framing strategies are hypothesized based on Riker's theory of rhetoric and heresthetic as well as the strategic approach to judicial politics. Using 110 salient cases from the 1979–89 terms, I propose and develop a measure of a typology of issue frames and provide empirical evidence that supports a strategic account of how parties frame cases.  相似文献

Research on campaign dynamics and voting behaviour in direct democracy suggests that referendum campaigns can be seen as processes of learning. This finding stems from two assumptions: (1) information has mediating effects – the more voters know about the issue at stake, the stronger the effect of issue preferences in their decision-making; (2) campaign volatility and framing effects are linked to weak campaigning and voters’ lack of information. The aim of this article is to suggest the limitations of this approach and discuss the effects of framing in referendum campaigning. It is argued that campaign volatility as well as framing effects are not always related to voter ignorance and information-weak campaigns but rather to qualitative shifts in the underlying value interpretation linked to referendum proposals. These shifts are possible no matter how well-informed voters are. The expectancy-value model, commonly used in psychological research, is used to make sense of framing effects in volatile as well as stable referendum campaigns.  相似文献

I propose developing a critical theory of education for the new millennium articulating a metatheory for the philosophy of education and key themes of a democratic reconstruction of education. These include developing new literacies as a response to new technologies, a new critical pedagogy to meet the challenges of globalization and multiculturalism, and radical democratization to counter the trend toward the imposition of a neo-liberal business model on education. I argue that democratic reconstruction of education needs to build on and synthesize perspectives of classical philosophy of education, Deweyean radical pragmatism, Freirean critical pedagogy, poststructuralism, and various critical theories of gender, race, class and society.  相似文献
