This article examines the effects of social spending on political participation and various forms of collective action conditioned on a state's level of respect for empowerment rights. It brings the language of rights to the more well-developed comparative study of voter turnout. I theorize that a state which spends more on social initiatives drives down economic and social barriers between individuals and the polls or participating in collective action. This increases the substantive use of rights guaranteed formally by the state. I find that spending helps most where rights are already respected. I also find that spending can negatively impact participatory democracy where these rights are less well established. Ultimately, I conclude that institutional strength has a greater effect on the substantive use of rights than social spending.  相似文献

Studies on individual‐level voter turnout in the European Parliament elections rely solely on self‐reported turnout data. At the same time, a long tradition in public opinion research examines the impact of individual and contextual variables on over‐reporting of voter turnout. The ultimate goal of these efforts is an assessment of the bias introduced when turnout models are estimated from self‐reported turnout data. In this article, it is proposed that certain characteristics related to turnout (and turnout over‐reporting), like university education or party contact, should also be positively associated with political awareness and knowledge. If so, they might contribute to respondents' greater ability to distinguish between different salience levels, significantly increasing non‐voters' propensity to over‐report turnout in high‐salience elections, but not in low‐salience ones. This hypothesis is tested using data on electoral participation in Sweden, comparing patterns of turnout over‐reporting in the (high‐salience) national parliament elections and the (low‐salience) European Parliament elections. The results of this test, the first one to give an account of patterns of over‐reporting of turnout in the European Parliament elections, largely support the above hypothesis. Finally, the consequences of this phenomenon for the validity of inferences made from self‐reported turnout data are analyzed.  相似文献

We perform an empirical analysis to investigate how neighborhood heterogeneity affects electoral turnout. To this end, we rely on a unique dataset on local elections in an Italian municipality, which merges information on socio-economic characteristics of about 370.000 individuals with turnout data for 434 electoral precincts in 2004 and 2009. Exploiting both across and within precincts variation, we are able to disentangle the contextual effects on precinct-level electoral turnout of two different dimensions of neighborhood heterogeneity: income inequality and ethnic composition. Our results support the idea that contextual heterogeneity negatively affects political participation.  相似文献

Electoral turnout in Norway has been declining over a long period for local elections and, at the four most recent Storting elections, turnout has been at a lower level than in the preceding 25 years. This article investigates whether the fall in turnout generalises to other forms of political participation and political involvement. Data from the Norwegian Election Studies 1965–2001 and the Norwegian Values Studies 1982–1996 are analysed. In contrast to the decline of turnout, the authors find that the broader political activity of citizens has increased. The rise in political involvement and activism is quite widespread, covering dimensions like political interest, political discussion and political action. The increase includes forms of participation where political parties play a strong role and in direct action where parties are supposed to be less important. Education is strongly associated with most forms of civic participation and the rise in educational levels normally leads to an increase in participation rates. Data show that women are now as active as men in most dimensions of participation. In Norway, turnout at elections displays one pattern over time, while other indicators of political participation and involvement show different trajectories. There is no general civic decline. Using political involvement and participation as a criterion for judging the state of democracy, and taking into account the whole set of indicators studied in this article, one may reasonably conclude that Norwegian civic democracy is in better health than if one focused only on the fall in electoral turnout.  相似文献

Considerable debate exists over the impact of electoral institutions on turnout in U.S. national elections. To address this debate, I exploit the rich variation in electoral rules present throughout the nineteenth and early twentieth century. Using a newly constructed dataset of district‐level turnout results for the U.S. House from 1840 to 1940, I find that electoral institutions and political competition jointly provided incentives, and by the turn‐of‐the‐century disincentives, for political leaders to mobilize the electorate. The results demonstrate that changes in electoral institutions and varying levels of political competition help explain congressional turnout across districts and over time.  相似文献

Do distributive benefits increase voter participation? This article argues that the government delivery of distributive aid increases the incumbent party's turnout but decreases opposition‐party turnout. The theoretical intuition here is that an incumbent who delivers distributive benefits to the opposing party's voters partially mitigates these voters’ ideological opposition to the incumbent, hence weakening their motivation to turn out and oust the incumbent. Analysis of individual‐level data on FEMA hurricane disaster aid awards in Florida, linked with voter‐turnout records from the 2002 (pre‐hurricane) and 2004 (post‐hurricane) elections, corroborates these predictions. Furthermore, the timing of the FEMA aid delivery determines its effect: aid delivered during the week just before the November 2004 election had especially large effects on voters, increasing the probability of Republican (incumbent party) turnout by 5.1% and decreasing Democratic (opposition party) turnout by 3.1%. But aid delivered immediately after the election had no effect on Election Day turnout.  相似文献

What are the conditions that promote gender equality in political participation? In this article, I propose that the presence of direct democracy expands gender equality in political participation by signaling the system's openness to women's voice, confirming their political competency, and highlighting their stake in political decisions. To test this argument, I leverage a quasi‐experiment in Sweden in the aftermath of the introduction of universal suffrage, where the type of municipal political institutions was determined by a population threshold. My findings lend strong support to the effect of direct democracy on the political inclusion of women. I find that the gender gap in electoral participation was smaller in municipalities using direct democracy than in similarly sized municipalities that only had representative institutions.  相似文献

Becoming a parent is a profound change in one’s life that likely has consequences for political mobilization. This paper focuses on the earliest stages of parenthood, which have rarely been theorized nor empirically investigated. Close to childbirth, there may be substantial demobilizing effects due to hospital stays, immediate childcare responsibilities, parenting distress and the physical burden of pregnancy and childbirth. It is unclear how sizeable these effects are on political demobilization as well as the extent to which they are long-lasting. Based on two individual-level register datasets from Denmark and Finland, we compare the voter turnout among parents in local elections across different dates of childbirth. We find a robust negative short-term effect. We also find that the recovery periods after childbirth are differentiated by gender, illustrating a somewhat stronger demobilizing effect of early stages of motherhood compared to the early stages of fatherhood. There are also some indications that recovery periods after childbirth are slower for women with higher socioeconomic backgrounds. Our study shows that childbearing and childbirth have strong demobilizing, although mostly temporary, implications for electoral participation, even in these strong welfare states.  相似文献

Why do well‐educated citizens show high turnout in elections? Despite broad scholarly agreement that educational attainment predicts electoral participation, there is little consensus about which aspects of higher education account for this positive association. This study addresses this gap in the empirical literature by investigating the educational correlates of micro‐level turnout. To this end, the article first discuss two types of factors that prior research has suggested to connect higher education to voting: participation‐enhancing benefits; and the type of education. Using a unique, nationally representative survey of the 2012 cohort of Finnish undergraduates, the relative importance of and relationships between these competing factors in explaining the students’ intended voting in the 2014 European Parliament election are tested. It is found that turnout is positively associated with the student’s sense of political efficacy, which also mediates between an open classroom environment and turnout. Furthermore, students enrolled in the academic university track have stronger voting intentions – an effect that reflects their sense of civic duty. By contrast, no support is found for the effect of social network centrality. These results suggest that several, but not all, elements of higher education as discussed in the literature are relevant for electoral participation.  相似文献

A common theme in studies of voter turnout in Central and Eastern Europe (CEE) is that the legacy of communism attenuates electoral participation. It is argued that socialization and the political habits that emerged under communism impeded democratic development by not motivating citizen activism. This paper examines this claim for voter turnout in the Czech Republic, Slovakia, Hungary, and Poland for all general elections since 1990 using cohort analysis on pooled crosssectional post-election surveys from given countries. This paper shows that socialization and political habit formation under communism have had no discernible effect on voter turnout in the Czech Republic, Slovakia and Hungary between 1990 and 2013. Generational effects are evident in Poland suggesting that this country's political history is qualitatively different from that of its neighbours. This research is important in highlighting that citizens' political development within non-liberal democratic regimes does not always lead to lower levels of voter turnout. Consequently, the decline in turnout in CEE is likely to have attitudinal rather than generational origins where contemporary rather than historical political developments are most important.  相似文献

The level of electoral turnout is arguably the most widely monitored form of electoral participation. Consequently, electoral systems have often been cited as having a significant effect on turnout levels even though scholars do not agree on the effects of these complex institutions. Since most previous studies have relied on categorical or dichotomous electoral system indicators, this study utilizes Carey and Shugart’s personal vote index to gain theoretical leverage on other electoral system components. In short, I find that where electoral competition is predicated on party, rather than candidates’, reputations, turnout levels rise. The results of a time-series cross-sectional analysis reveal that the personal vote index significantly influences turnout levels even when controlling for a host of other factors.  相似文献

Some forms of political participation in Britain appear to be in crisis. Official rates of turnout are alarmingly poor and the sub‐population least likely to participate in general—and vote in particular—is the youngest section of society. Moreover, the way that the media and and politicians have responded to the apparent crisis of youth participation has become a self‐fulfilling prophecy. A full review of young people's place in the political environment is needed. This requires the application of different criteria for evaluating youth interests, and the avoidance of some of the most routinely used phrases to describe young people's attitudes to politics. Scholars in the field of electoral participation have for long been aware that turnout is strongly connected to sociopsychological variables such as religiosity, party identification, political interest and sense of political efficacy. The impact of personality characteristics has remained largely unexplored until recently. Based on the Jyväskylä Longitudinal Study of Personality and Social Development (JYLS, original N = 369), this article analyses the links between individuals' personality traits and their propensity to vote at ages 36, 42 and 50. The personality traits are measured by using the five‐factor model of personality consisting of extraversion, agreeableness, conscientiousness, neuroticism and openness to experience. The results show both extraversion and agreeableness to be positively associated with electoral participation, but the findings are not consistent at all ages. Finally, the analysis suggests that the effect of extraversion varies depending on the level of education. Whereas well‐educated people are more prone to be habitual voters regardless of their level of extraversion, among less‐educated respondents it has a more sizeable effect.  相似文献

This article exploits variation in age among first‐time eligible citizens in Norwegian elections that arises through voting eligibility rules and two‐year election cycles to investigate voting habits. I find that obtaining the right to vote at a lower age is associated with substantially higher turnout among first‐time eligible citizens, however, this difference in political participation does not persist for subsequent elections. Building on the established literature on the habitual nature of voting, the results show that getting young citizens to vote once is not sufficient to create a habit of voting, and suggest that how the voting decision is made matter for the habit formation process.  相似文献

Though political scientists generally understand the origins of native‐born reactions to foreigners, less is known about how anti‐immigrant contexts trigger a political response within immigrant groups. I address this question by studying the connection between xenophobic rhetoric and Latino politics. I claim that xenophobic rhetoric raises the salience of ethnic identity and impugns its worth. This identity threat leads high‐identifying group members to engage in political efforts that assert their group's positive value, whereas low identifiers shun political opportunities to bolster their group's devaluation. I test these claims with an experiment embedded in a nationally representative opinion survey of Latino adults. In light of xenophobic rhetoric, I find that relative to low identifiers, high‐identifying Latinos become less politically trusting, more ethnocentric, and increasingly supportive of policies that emphasize ingroup pride. These results clarify xenophobic rhetoric's role in amplifying the influence of ethnic identity on immigrant politics.  相似文献

Legislatures differ in their institutional capacity to draft and enact policy. While strong legislatures can increase the congruence of policy outcomes to the electorate's preferences, they can also inject uncertainty into markets with their ability to alter the political economic landscape. We argue that this uncertainty will manifest in a state's ability to borrow and hypothesize a negative relationship between legislative capacity and creditworthiness. Using ratings of general obligation bonds issued by the American states over nearly two decades and data on the institutional capacity of state legislative assemblies, we find support for the claim that having a legislature that is better equipped to affect policy change increases credit risk evaluations. The results we present broaden our understanding of the importance of legislative institutions, the determinants of credit risk, and the economic implications of democratic responsiveness.  相似文献

Concurrent elections are widely used to increase turnout. We theorize and show empirically how concurrency affects electoral outcomes. First, concurrency increases turnout and thereby the participation of peripheral voters. Second, in combined elections, one electoral arena affects the other. In our case of majoritarian executive elections concurrent to proportional representation (PR) legislative elections, the centripetal tendency of majoritarian elections colors off to the concurrent PR race. Third, concurrency also entails spillovers of the incumbency advantage of executive officeholders to the concurrent legislative race. Drawing on quasi-random variation in local election timing in Germany, we show that concurrency increases turnout as well as council votes for the incumbent mayor's party and centrist parties more generally, with slightly more pronounced gains for the political left. As a consequence, concurrent elections consolidate party systems and political power by leading to less fragmented municipal councils and more unified local governments.  相似文献

With the continuous inflow of new immigrants, political participation of Latinos and Asian Americans has become increasingly important for understanding the American electoral politics. A few previous studies examining how political participation of Latinos and Asian Americans is contextually determined reported mixed empirical findings, and this paper re-examines the issue by considering how different features of racial contexts interact to influence the voting turnout of individual Latinos and Asian Americans. Theoretically, we present a model of turnout where a rational individual is motivated to participate, not only by individualistic benefits accrued to him- or herself, but also by perceptions of group-level benefits—concerns regarding the welfare of other members of the racial group. We argue that racial contexts provide distinctive (dis-)incentives to participate, by influencing their perception of participatory benefits at the group level. Empirically, we find that the size of the group exerts a significant effect on turnout decisions of Latino and Asian American individuals, and, particularly for Latinos, its effect interacts with the economic status of the group and the overall racial heterogeneity in the county of residence.  相似文献

This article uses British Household Panel Survey data to estimate the effects of divorce and widowhood on political attitudes and political behavior. In contrast to previous research, which mostly relied on cross-sectional data, a matched propensity score analysis does not find any effects of transitions out of marriage on policy preferences, party identification, or vote choice. The results also show that divorce (but not widowhood) substantially reduces electoral participation. Some preliminary evidence suggests that this effect of divorce on turnout is partially attributable to the increased residential mobility that accompanies divorce.  相似文献

Based on voter survey from European election study 2009, we examine the impact of one individual-level motivational factor, i.e. interest in politics, and its interactions with institutional and contextual factors such as compulsory voting, electoral competition and the number of parties on participation in 2009 EP elections and previous national elections. The results show that political interest is more closely connected to turnout in second-order elections which are usually considered less salient. Correspondingly, also the contingent effect of compulsory voting and competition is more evident in EP elections. While compulsory voting substantially decreases the turnout gap between the most and least politically attentive voters in both types of elections, the moderating effect of competitiveness is found only in EP elections.  相似文献
