Liberal democracy constitutes a particularly attractive political model with its emphasis on both popular sovereignty and individual liberty. Recently several new and innovative articulations of the liberal democratic ideal have been presented. This article reviews three of these recent theories and particularly their democratic credentials. The selection includes theories emphasizing modus vivendi, Rawlsian political liberalism and liberal equality. Taken together these theories show different ways to conceptualize democracy within liberal thought. I argue that ultimately all three approaches struggle with articulating a persuasive conception of democracy, but nevertheless these theories show that liberals do think seriously about the role of democracy in their theories.  相似文献

Liberal Democrat policy has been labelled as social democratic, yet the party has been reluctant to so describe itself. Taking Crosland's The Future of Socialism as a reference point, there appears to be much shared ground between social democracy and Liberal Democrat policy. Meanwhile, the party's tax policy adopted in 2006 takes the Croslandite approach of taxing wealth rather than income. Despite this, the article argues that the party is a social liberal rather than a social democratic one. These two political philosophies have so much in common that it is understandable that some commentators see the influence of social democracy where they might instead perceive social liberalism. Yet the two differ in their attitudes to the state. Both see a positive role for the state in furthering social goods. However, social liberalism shares classical liberal concerns about the dangers of an over-mighty state. This approach underpins Liberal Democrat policy.  相似文献

This article explores the appropriation dynamics of international statebuilding in Burundi, with a focus on the period from 2010 to 2015. If international statebuilding is most commonly presented (and debated) as practices leaning towards the achievement of a liberal democracy, this article argues that it can also be used towards undemocratic ends. The central claim is the following: the (most) recent authoritarian trend observed in Burundi’s main political force in government, the National Council for the Defence of Democracy – Forces for the Defence of Democracy (CNDD-FDD), did not only occur against international statebuilding but also through its appropriation and, more specifically, through self-reinforcing subversion tactics of appropriation. The article conceptualizes these tactics, examines the factors of emergence and conditions of existence, and presents the main expressions along three major editorial lines of international statebuilding: pluralist democracy, vibrant civil society and respect of the rule of law.  相似文献

Scholars continue to debate whether economic development affects regime type. This article argues that a clear relationship exists between development and the electoral component of democracy, but not – or at least less so – between development and other components of broader understandings of democracy. This is so because development enhances the power resources of citizens and elections provide a focal point for collective action. The theory is tested with two new datasets – Varieties of Democracy and Lexical Index of Electoral Democracy – that allow us to disaggregate the concept of democracy into meso- and micro-level indicators. Results of these tests corroborate the theory: only election-centred indicators are robustly associated with economic development. This may help to account for apparent inconsistencies across extant studies and shed light on the mechanisms at work in a much-studied relationship. Further analysis shows that development affects electoral democracy by reducing electoral fraud, election violence and vote buying.  相似文献

ABSTRACT

Democracy and the welfare state are two of the most extensively studied concepts and themes in the field of comparative politics. Debate about how to best measure the two concepts has failed to contemplate the extent to which political and social rights are uniformly present across distinct regions of the national territory, despite the presence of substantial subnational research that underscores wide variation inside countries. We argue that this omission hampers our understanding of the two phenomena and we propose a new measure of democracy and healthcare universalism, which we call the Adjusted Measures of Democracy and Welfare Universalism. The new measures integrate territorial inequality into existing national-level indicators, providing a more accurate picture of country performance and opening the door to new, multi-level theory building.  相似文献

In this article, I attempt to construct a normative framework of Korean multiculturalism in the Confucian public-societal context of Korean democracy by focusing on the political implications of the claim to cultural rights (so-called ‘logic’ of multiculturalism) and cultural pluralism that it is likely to entail for Korean democracy. After examining the logic of multiculturalism that often puts multiculturalism in tension with liberal democracy, I turn to Will Kymlicka's account of immigrant multiculturalism that resolves the potential tension between multiculturalism and liberal democracy in a liberal way. Then, I construct a normative framework of Korean multiculturalism in a way that a decent multicultural society can be established on the same public-cultural ground on which Korean democracy has matured in the past two decades.  相似文献

In this essay I argue that neoliberalism is both an economic and a political doctrine and that its historical trajectory, both conceptual and political, especially in the United States, is better understood in relation to its complex relationship of affinity with liberal democracy. The intersection between liberal democracy and neoliberalism is thus better apprehended from the perspective of the separation of the economic and the political in capitalism and the relative autonomy that it structurally grants to each field of power. Liberal democracy has provided a depoliticized framework that nurtures neoliberalism, while providing it with a cloak of legitimacy. Stated somewhat differently, the historical trajectory of liberal democracy, as a theory and as a practice of power, betrays an anti-democratic tendency that leads to depoliticization and has quelled the democratic politics that once gave credence to it, thus paving the way for the rise of neoliberalism.  相似文献

Liberal neutrality is assumed to pertain to rival conceptions of the good. The nature of the rivalry between conceptions of the good is pivotal to the coherence, scope and realisation of liberal neutrality. Yet, liberal theorists have said very little about rivalry. This paper attempts to fill this gap by reviewing three conceptions of rivalry: incompatibility rivalry, intra-domain rivalry and state power rivalry. I argue that state power rivalry is the morally relevant conception of rivalry, and that it has significant implications for the scope and realisation of liberal neutrality. I conclude that in the light of state power rivalry, the only feasible liberal neutral state is a very minimal one.  相似文献

This article proposes a new instrument for the assessment of the concept quality of democracy indices. We evaluate six famous democracy measurement datasets along our instrument’s requirements and show that the indices perform quite differently: The Index on Defect Democracy receives the best scores, whereas the Freedom House Index gets the worst. In addition, we provide some new insights as to general weaknesses of democracy measurement.  相似文献

The spread of liberal democracy around the world has raised the risk of wishful thinking by students of democratization who hope that what they study will happen. One way of reducing this risk is to focus on regions that challenge the expectations and explanations of democratization. Four criteria can roughly measure a region's ‘recalcitrance’ in this regard: the extent to which it: (1) lacks liberal democracy, thus disappointing democ‐ratizers; (2) is diverse, thus making it hard to explain the lack of liberal democracy with across‐the‐board generalizations; (3) seems not to fit a particularly common expectation, e.g., that more well‐to‐do countries should be more liberal‐democratic; and (4) has leaders who have articulated a serious critique of liberal democracy. By meeting all of these criteria more fully than other parts of the world, Southeast Asia qualifies as the most recalcitrant region. The anomalousness of Southeast Asia is no reason for pessimism. But it does suggest that observers would do well to diversify what they mean by democracy beyond its conventionally liberal form.  相似文献

ABSTRACT

The aim of this essay is to examine if and how it is possible for the political system of democracy to effectively tackle long-term public problems that are wicked in nature, taking climate crisis as an example. It consists of four sections. The first section is devoted to a brief historical overview of the conflict between eco-authoritarianism and ecological democracy. The following section examines if and to what extent “environmental pessimism” – disillusionment with the ability of liberal/capitalist democracies to effectively tackle long-term environmental problems – which has made a remarkable comeback since late 1980s, is empirically grounded, on the basis of performance evaluation of the contracting parties to the Kyoto Protocol (adopted on 11 December 1997 and entered into force on 16 February 2005), and the Climate Change Performance Index that evaluates and ranks the climate mitigation performance of 58 countries responsible for over 90 per cent of global energy-related CO2 emissions, released every year by Germanwatch and Climate Action Network Europe. The third section focuses on more theoretical/normative issues, critically examining the cogency of a claim, made by no small number of environmental pessimists, that democratic institutions, due to their myopic tendencies, usually work systematically to the disadvantage of future generations. The last section is devoted to the examination of measures thus far advocated and partly put into practice for correcting the myopic tendencies of democracy, emphasizing the vital need for non-representative measures, or self-restraint mechanisms built into democracy itself, whose primary function lies in preventing democracy from degenerating due to the influence of the myopic majority, thereby protecting ecological sustainability and the well-being of future generations.  相似文献

Liberal reading often posits Islamism as obverse of modernity and reason. Phil Briscoe's statement that Hitler's Mein Kampf might be kept in libraries but not the books by authors like Jamaat-e-Islami's founder's (Maududi) amply illustrates it. This article calls such an understanding into question. On the basis of my historical-ethnographic fieldwork on India's Jamaat-e-Islami and its offshoot, Student Islamic Movement of India (SIMI), I examine the interrelationships between Islamism and democracy showing Jamaat-e-Islami's moderation and SIMI's radicalization. It is my contention that Islamism and democracy are not antithetical to each other; they cohere in complex ways. When democracy is responsive to the traditions and aspirations of its Muslim citizens, Muslims relate to pluralism and democracy. But when democracy becomes majoritarian and a theater of entertainment and violence against Muslims, Islamists turn radical. I also suggest that radicalization such as SIMI's symbolizes a complex dynamic of democratization and demonopolization of religious authority. By foregrounding the salient transformation of Indian Islamism, this article aims to advance a nuanced, fresh understanding of both Islamism and democracy.  相似文献

Liberal democracy is liberalized democracy: that is, democracy defined and structured within the limits set by liberalism. The paper outlines the constitutive features of liberalism and shows how they determined the form and content of democracy and gave rise to liberal democracy as we know it today. It then goes on to argue that liberal democracy is specific to a particular cultural context and cannot claim universal validity. This, however, does not lead to cultural relativism as it is possible to formulate universal principles that every good government should respect. Although not its sole dimension, the idea of equality of rights and resources is one of the basic tenets of liberalism. Liberal equality introduces a reformist thrift in government by determining that government action should aim to create opportunities for the realization of the civil condition. This is a legal and political condition, thereby citizens enjoy a statute of equal rights. Hence, the liberal idea of reformism proceeds by removing the obstacles to the realization of the civil condition and by providing the legal and the material resources for the exercise of citizenship rights. This interpretation is not self‐evident, especially in times when neoliberalism seems to represent the entire liberal tradition. I shall argue that liberal reformism makes up a vital foundation for democracy. Even more, the own survival of democracy in our times depends on its rooting in liberalism.  相似文献

We apply formal, statistical measurement models to the Polity indicators, used widely in studies of international relations to measure democracy. In so doing, we make explicit the hitherto implicit assumptions underlying scales built using the Polity indicators. Modeling democracy as a latent variable allows us to assess the "noise" (measurement error) in the resulting measure. We show that this measurement error is considerable and has substantive consequences when using a measure of democracy as an independent variable in cross-national statistical analyses. Our analysis suggests that skepticism as to the precision of the Polity democracy scale is well founded and that many researchers have been overly sanguine about the properties of the Polity democracy scale in applied statistical work.  相似文献

This article focuses on the relationship between discourses of economic development and prospects for democracy in Turkey. It does so by tracing the political discourse of high‐ranking government officials and journalists close to them to show how they use arguments for economic development as a tool to politically legitimise interventions into liberal democracy. I first illustrate the dangers caused by the discourse surrounding economic development to democracy by looking at the Gezi protests. I show how demands for pluralism and respect for different lifestyles—which are crucial aspects of liberal democracy—were instead framed by the government as chaos created by agents of the so‐called ‘interest rate lobby’ and provocations caused by those who want to stop Turkey's economic development. I analyse Gezi in comparative perspective with presidentialism debates and the corruption scandal of December 2013. In these cases too, demands for democracy, transparency, checks and balances are pitted against economic development. Citizens are made to choose between a vaguely defined notion of economic development and democratisation.  相似文献

Abstract.  Major cross-national surveys measure popular support for democracy through direct questions about democracy in the abstract. Since people may entertain competing democratic ideas and ideals, however, the academic community ignores the extent to which standard questions capture citizen support for liberal democracy. To solve the validity problems associated with direct measures of democratic support, this article proposes linking them to more concrete, indirect measures of support for democratic principles and institutions. It employs the statistical technique of cluster analysis to establish this linkage. Cluster analysis permits grouping respondents in a way that is open to complex and inconsistent attitudinal profiles. It permits the identification of 'democrats with adjectives' who support democracy in the abstract, while rejecting core principles of liberal democracy. The article demonstrates the fruitfulness of this approach by drawing a map of 'illiberal democrats' in Mexico on the basis of the country's 2003 National Survey on Political Culture.  相似文献

A considerable amount of time and intellectual energy has been expended detailing the nature of the relationship between democracy and a state's use of repressive force against its citizens. This article moves the discussion forward both methodologically and substantively. I use a fully Bayesian structural model with latent variables to mitigate the effects of measurement error in both democracy and repression. Further, I estimate two models, one treating democracy as a single overarching concept, similar to the strategy followed by Davenport and Armstrong (2004), Poe and Tate (1994) and one treating democracy as two-dimensional (voice and veto) as suggested by Davenport (2007b). I find that the two models, though closely related offer substantively different predictions. Statistical measures of fit favor the two-dimensional model. Further, I find that the effects of voice and veto are each strongly conditioned by the other.  相似文献

Liberal democratic performance is understood as the delivery of liberal democratic values, and not as regime longevity or government efficacy. Measuring it is a matter of how far liberal democratic governments achieve in practice the values they endorse in principle.
It is recognized that the performance of liberal democratic governments varies widely. But extant attempts to measure this variation suffer problems of reliability and validity, and the object of measurement is often unclear.
By defining the range of liberal democratic values we demonstrate that performance is multidimensional and that trade-offs across different values can create distinct performance profiles. The narrow gauge of the extant meaures – usually of just one or two values – is often disguised by single scales that masquerade as summary performance indicators.  相似文献
