SUMMARY

In this article Colin Brooks reviews the historical writing of the last thirty years on British history between 1688 and 1714. This has offered a variety of interpretations which give priority to a number of different factors. The problem now facing historians is how to synthesize these interpretations into a coherent account. The article suggests that while it is possible to reconstruct from the surviving source materials what happened in the House of Commons, the incompleteness and the ambiguities of the evidence make it much more difficult to determine why it happened, or what were the motives of the individuals taking part. The nature of the source materials requires that they be interpreted with more caution than they have often received: they have as much to tell about individual perceptions as about what actually happened.  相似文献

Political histories composed by contemporaries (or near contemporaries) are affected by the predicament of confronting the tacit in a past. Three case studies of famous writers of histories of politics in their own times are used to suggest an additional epistemology for political history which relies rather less on representations than has been common since the “Linguistic Turn” privileged the propositional thrall of discourses. My extra element attends to the tacit in human lives: affects and effects in context of the lived‐in and lived‐around of politics. My three case studies suggest that histories of politics and policies by contemporaries and near‐contemporaries do not simply amount to a re‐representation (broadly defined) of past representations (broadly defined). A wide angle is adopted; three case studies treat renowned political historians, ancient, mediæval and modern: Procopius in the mid‐sixth, Commynes in the late‐fifteenth, and A.J.P. Taylor in the mid‐twentieth centuries. Each of these “great” historians of politics was driven to discount the lived‐out‐loud of politics they narrated in, or close to, their own times. The predicament and the response is more general, I believe: all historians of politics have to try to situate and narrate things once taken‐for‐granted. That predicament prompted each of my three — and still prompts historians — to have to transcend “representationalism”. The three cases show how and why history writing about politics also needs to attend to the habitual and tacit in a past, the ubiquitous things seldom represented. A controversial foundation for such an “extra” epistemology is then suggested: Dasein, the being‐of‐being, a key concept of Martin Heidegger's. The writing of political history by contemporaries (or near‐contemporaries) is then conceived as also a (ethnography‐like) study of past life‐worlds‐in‐being. This extra foundation for (very‐old and still current!) writing practices about power and politics emphasises metonyms over metaphors. Surprises discerned from contexts are emphasised over propositions peddled in representations. The metonyms disclosed by my three case studies, which I think apply in most writing about politics by contemporaries or near contemporaries, had to be inferred from contexts, rather than read as discourses. The tacit is elicited by contemporaries from (1) records and recollects of predicaments and situations, and from (2) reading actions as texts. This short article seeks to re-evaluate the unique case of al-Niffarī and the sophisticated framework of his total omission in the great Sufi compendiums of the fourth/tenth and fifth/eleventh centuries. Among the well-known explanations of this omission provided by modern scholarship are al-Niffarī himself neglecting to collect his writings, the obscurity of his shocking sayings, and the historical fact that he was not affiliated with any mystical school or Sufi sheikh of his time. A significant question should be inserted here: if the writings of al-Niffarī were really shocking for his contemporaries, why do we not come across any evidenced attempts to confront him or accuse him of heresy as was the case with other controversial Sufi figures? In order to answer this question, comparing al-Niffarī's case with the cases of other controversial figures from the same phase might be useful and interesting. Besides al-Niffarī's asocial temperament, the ‘silent’ and ‘personal’ tone of his writings had nothing to do with the Sufi reality that followed his death, a new reality that witnessed a rapid process of institutionalising the Sufi spirituality, where the controlling tone became communalised par excellence.  相似文献

SUMMARY

It is the common opinion of Whig historians, and not a few recent revisionists, that James VII and II undermined the parliamentary cultures of England and Scotland before the revolution of 1688–89. At the extreme end of this approach he is declared to have usurped parliamentary authority in a drive for absolute power. Some of this is now seen as rhetorical exaggeration but James certainly developed a particular understanding of the power of parliaments in relation to monarchy. In some respects this was a return to a late medieval Stewart and Tudor outlook, that of James V of Scotland and Henry VIII of England, which saw parliaments as the personal vehicles of royal authority. The difficulty for James, of course, was that the Scottish and English Parliaments had become ‘modernized’ over the seventeenth century, growing a strong sense of independence and legitimacy as representative institutions. In this essay both the practical engagement James had with Scottish affairs and his philosophical opinions as revealed in his own writings will be explored in an attempt to better define this monarch's view of the Scottish Parliament and its workings. Through this, his reactions to the notions of unionism and nationalism will become more apparent.  相似文献

The anti-war song “And the Band Played Waltzing Matilda” has become a cultural icon in Australia, and elsewhere has been recorded over 130 times in 10 different languages. The song was written in 1971 by Eric Bogle, a Scottish immigrant to Australia, who has penned more than 250 powerful compositions, which, among other things, focus on the failure of history to impress upon youth the futility of war. Appropriately, Bogle was named Australian Humanist of the Year in 2001 for capturing “the ethos of humanism through his perceptive and individualistic songwriting with its exposure of racism, bigotry, warmongering and injustice of all kinds”. Additionally, he was awarded the United Nations Peace Medal (1986), and was made Member of the Order of Australia (1987). This article asks why a song written by a Scot in Australia, fifty-six years after the Dardanelles campaign, feels as if it has “always existed. That it belongs to culture and country”. It questions what the appeal imbued within the lyrics of those five short verses might be and recounts the story behind the creation of what Pete Seeger referred to as “one of the world’s greatest songs”. Through interviews with the writer, and an examination of the relevant historiography, this article presents a study of “the most potent ballad of the age”. It also examines what Bogle meant when he said that it was a song that “came into its time”.  相似文献

This article analyses the writings of a prominent German social and political theorist ‐ Jürgen Habermas ‐ on the process of (reunification in Germany and examines responses to his interventions by right‐wing thinkers opposed to his views. (Re)unification is a setting of rapidly developing and changing events which present a challenge to Habermas’ thinking. Put simply, Habermas is highly critical of the ‘rush towards (re)unification’ and the process which has followed it. In particular, he objects to attempts by right‐wing thinkers, predominantly historians, to rewrite German history and which elude German responsibility in respect of the horrors of the Holocaust. Equally, he has explicitly shown the links between questions of German identity and the rewriting of German history and argues that the only viable identity for Germany post‐(re)Unification is that of ‘constitutional identity’ and not national identity. His writings have, however, been the subject of sometimes vehement and vitriolic critiques and this article seeks not only to engage with these but also to examine the interventions of Habermas in relation to his earlier more theoretical writings.  相似文献

Abstract

J.B. Jeyaretnam was Singapore's most celebrated opposition leader when his career came to an abrupt end in 2001, but he is better known for the injustices he has suffered at the hands of the People's Action Party regime than for anything he has achieved or said. Bankrupted, imprisoned, deprived of his livelihood and expelled from Parliament twice, he has acquired the aura of martyrdom, yet little is known about his life, his ideas or his motivations. Drawing on interview and archival research, this article studies him with a view to better understanding both the man himself and — probably of greater significance — what his experience can tell us about the dynamics of the Singapore policy.

Why did he enter opposition politics and keep coming back for more in the face of persecution? Why did the government set out to destroy him with such vehemence? What does this tell us about the limits of political tolerance in Singapore, both today and in the past? What lessons can other opposition figures learn from his experience? And why has Jeyaretnam been treated so harshly while the government nurtures some other opposition MPs as responsible and courteous players?  相似文献

In the theory of property, which he presented in his lectures in Glasgow in 1762–63, Adam Smith moved decisively against the ideas of his Scottish contemporaries and near contemporaries, particularly with respect to the elements of their theories they had inherited from Locke. This article explores the reasons behind this change in direction and discusses the use Smith made of Grotius' theory of property in reformulating his own ideas. I argue that Grotius' influence is evident in three features of Smith's theory: the account of property in the first age of society; the role of agreements in the subsequent development of property; and the nature and scope of natural rights.  相似文献

This article compares the diplomatic philosophy and vision for international order held by Xi Jinping and that of his predecessor, Hu Jintao. It focuses on foreign policy initiatives, including the Belt and Road Initiative, to explore how Xi sees the world, what his diplomatic agenda is, how he has contextualized this agenda, and what policies he has developed to achieve it. It also discusses the ways in which Xi has maintained the direction of his predecessor, Hu Jintao, and the ways in which he has altered it. The article offers a fresh perspective on the critical significance of ratifying the Treaty of Alliance between Great Britain and Irak (the 1922 Anglo-Iraq Treaty) for British policy on Iraq, and for that country’s evolution from mandated territory to independent state. In contrast with existing accounts, it considers the treaty primarily in the context of domestic tensions over Britain’s future role. The strength of the ‘Quit Mesopotamia (subsequently Iraq)’ movement in Britain meant that Iraqi failure to ratify could have led to British withdrawal from Iraq, with far-reaching implications for the region. The article also reveals for the first time the considerable contribution to securing ratification made by the British representative on the ground, the High Commissioner, Sir Henry Dobbs. He took full advantage of distance to make decisions and act in line with his own, not London’s approach. The source for these new perspectives is Sir Henry Dobbs’ recently discovered letters and private papers—never previously available to historians.  相似文献

In his book The End of Normal, James K. Galbraith turned to the causes of the Great Financial Crisis beginning in 2007. The central question was if the (supposed) pre-crisis normality of high growth rates could be reestablished – which Galbraith, from the perspective of a “biophysical analytical framework” and with view to the structural problems of high energy prices, geopolitical instability, technological change and the faulty design of the financial system, doubted. In the present paper, Galbraith reconsiders his central theses and explains why he holds on to them in spite of recent economic recovery and other developments like falling oil prices, and what, from his point of view, speaks against a return to a “new normal.” In addition, he discusses what political implications follow from his diagnosis. Klaus Dörre introduces Galbraith’s approach and underlines its relevance for the thematic context of capitalism, growth and democracy. For Dörre, Galbraith shows that “post-growth capitalisms” have, at least in the societies of the Global North, long become a reality – which is why it makes little sense to reserve the concept of “post-growth society” for utopic visions of the future, yet all the more to engage with Galbraith’s call for policies suited to an economy of slow growth.  相似文献

Since the establishment of the Republic in 1923, any non-Muslim born in Turkey, whatever his/her religion, is a Turkish citizen as are any of his/her Muslim fellows. However, sometimes he/she might consider him/herself an alien and might even be regarded as such by the official authorities. The purpose of this article is to shed light on this reality from an historical perspective. Based on the comparison of two terms (ecnebi and yabanc?, both meaning foreigner) that had become frequently used during the last Ottoman decades, the analysis establishes to what degree ecnebi was replaced by yabanc? in official republic terminology. The article argues that this change might be related to the formation of less visible categories of foreigners that partly originated from the confessional imperial framework based on the differentiation between Muslims and non-Muslims. Far from being set aside as the Kemalists have long claimed, this framework has prevailed. It partly explains to what extent, as a result, in the history of the Turkish Republic, non-Muslim Turkish citizens have sometimes been regarded as ‘foreigners within’ (içerdeki yabanc?).  相似文献

The aim of this article is to offer a different interpretation of Fraser Government's diplomacy towards the European Community. In particular, it will be argued that, although Fraser's European policy was unsuccessful, this was not principally his fault since no matter what sort of approach he adopted, no major result could have been obtained from Brussels. Second, this article will argue that Fraser clearly understood the EC's internal political dynamics and acted accordingly. If he failed to achieve results, it was not because he lacked an understanding of the complexity of the EC's constitutional realities, but because these realities were too complex for anyone to overcome. Thirdly, it will be argued that Fraser did not attribute a disproportionate importance to agriculture, since this was far and away the most important issue for Australia.  相似文献

ABSTRACT

It is usually accepted that Saracens are evil and Christians are good in medieval narratives. The common medieval thought towards binary opposition can be pointed out by the Chanson de Roland: ‘paiens unt tort e Chrestiens unt dreit’. However, it seems that there is religious prejudice and ignorance towards the Saracens and their geographical location, the East. The Anglo-Norman Boeve de Haumtone is an early medieval narrative that focuses on cross-cultural interaction within a framework that combines political, social and religious events with geographical exploration both in the East and the West. Similarly, Bevis of Hampton is the Middle English version that reshapes the socio historical and religious events on which their sources have focused. The aim of this article is to explore the idea that another East existed during the Middle Ages. This article will address the question of what relation Boeve de Haumtone and Bevis of Hampton might have to crusading geography. It will be argued how and why the East is not portrayed as a scary, evil place as it is in other contemporary romances, and the evidence for this may be presented by the hero’s preference for living in the East for the rest of his life.  相似文献

When Hüseyin Hilmi Pasha (1855–1918) was appointed as the Inspector General for the Rumelian Provinces (Vilâyât-? Selâse Umûm Müfetti?i) in November 1902, his eligibility for such a position was questioned by some of his contemporaries. This article aims to reconstruct and understand the path that led this statesman, from the very beginning of his career, towards the inspectorate during the time of Sultan Abdulhamid II (r. 1876–1909). Hüseyin Hilmi Pasha began his bureaucratic life in Midilli (Lesbos Island) in 1874, and he was very fortunate to encounter Nam?k Kemal and become his protégé. Apart from his early career, he mainly served in the southern Anatolian and Syrian regions of the empire, and later in Yemen. However, these regions were afflicted with similar problems, a fact that helped Hüseyin Hilmi Pasha evolve into a ‘crisis management expert’. The experiences he gained at each post opened the door for the next one, thus transforming him into a prominent statesman of the Hamidian administration and ultimately enabling him to reach the inspectorate of Rumelia.  相似文献

This article contributes to recent scholarship on modern Vietnamese historiography by examining the ways in which twentieth-century historians have manipulated their representations of collective actions during the French colonial period. Following studies by Patricia Pelley, Christoph Giebel, Peter Zinoman, and others, the author offers a critical reading of narrative accounts of the period between the late nineteenth century and the late 1930s. The article is inspired by Prasenjit Duara's work on modern Chinese historiography, in which he showed how early twentieth-century Chinese historians viewed their history through the simplifying lens of the nation-state. Here the author argues that most post–1954 communist historians in Viet Nam were influenced by similar impulses, leading them to construct a highly teleological account of this period, obscuring its true complexity. The author uses case studies of the representations of secret societies, ethnic minority groups, and new religious movements to demonstrate how this obscuring has worked, while suggesting alternate readings of the collective actions by these groups that place them outside of a convenient teleology leading directly to the triumph of the Communist Party. The author argues that the complex histories of these groups were a challenge to the Marxist dialectic and were thus regarded as a threat to the narrative. As such, modern historians had to reimagine or even erase these complexities for political purposes. The author concludes by suggesting that historians must continue to probe these types of collectivities as complex actors in a complicated historical landscape, rather than accepting them as part of a linear narrative.  相似文献

This article enlarges on the life and ideas of Mi¯kha¯ 'i¯l Misha¯ qa, a nineteenth-century 'Syrian' Christian intellectual, author of the much-quoted book al-Jawa¯ b 'ala¯ Iqtira¯ h al-Ahba¯ b . It further interprets his book and discusses its importance to Syrian historiography, showing that Misha¯ qa was perhaps one of the first historians to write the nineteenth-century history of Syria within which Mount Lebanon is seen as an integral region - i.e. he identifies the region of Syria as a single territorial entity. As for Misha¯ qa's style of writing, I shall show that his book is not a chronicle, as were those of earlier and contemporary writers, but that it is written as a 'proper history'. The last part of the article offers the thesis that Mi¯kha¯ 'i¯l Dimashqi¯, an unknown 'historian' of the same decade, who wrote the book, Ta'ri¯kh Hawa¯ dith Jarat bi'l Sha¯ m wa-Sawa¯ hil Barr al-Sha¯ m wa'l-Jabal , was probably Mi¯kha¯ 'i¯l Misha¯ qa.  相似文献

The article deals with the Zarnuqa incident which took place on 23 July 1913 between the colonists and guards of Rehovot, and the Arab rural population in their vicinity, an incident which is considered by historians as a milestone in Zionist–Arab relations in late Ottoman Palestine. The aim of the article is to present the various narratives available to researchers today, starting with the various Jewish sources, then examining the Arabic sources and, finally, external ones. We analyse each of the sources and draw general conclusions about the sources historians can use today when studying this formative period of Zionist–Arab early encounters. The decision to examine several different narratives provides a multidimensional perspective on the event. Our aim is not to determine whose narrative is closer to historical reality (which would certainly be elusive), or to find out who started the fight and who is to be blamed but rather to present the different narratives, how each side described the event, and what the narrators chose to emphasize and what to omit. The article illustrates the difficult task facing historians dealing with late Ottoman Palestine, the period of the early Zionist–Arab encounter and conflict.  相似文献

H.V. Evatt's foreign policy has attracted considerable historical attention, but his response as Australian External Affairs Minister to Commonwealth constitutional issues remains neglected. Evatt sought to retain India in the Commonwealth in 1948–49, but he insisted that India ought to recognise the king's prerogatives in its constitutional arrangements. He had developed his defence of the monarchy and its place in the empire in his writings of the inter-war years, and sought to apply these ideas in his Commonwealth diplomacy of the late 1940s. Evatt's failure to have these ideas accepted resulted from his attempt to impose an ideal of the relationship between the monarchy and the Commonwealth, derived from his understanding of the evolution of constitutional relations between the United Kingdom and the old dominions, to the very different context of Asian postwar decolonisation.  相似文献
