This article investigates whether media coverage of elite debate surrounding an issue moderates the relationship between individual‐level partisan identities and issue preferences. We posit that when the news media cover debate among partisan elites on a given issue, citizens update their party identities and issue attitudes. We test this proposition for a quartet of prominent issues debated during the first Clinton term: health care reform, welfare reform, gay rights, and affirmative action. Drawing on data from the Vanderbilt Television News Archives and the 1992‐93‐94‐96 NES panel, we demonstrate that when partisan debate on an important issue receives extensive media coverage, partisanship systematically affects—and is affected by—issue attitudes. When the issue is not being contested, dynamic updating between party ties and issue attitudes ceases.  相似文献

Hardt and Negri's Empire has emerged as an ambitious and influential attempt to theorize some of the most pressing political concerns of our time. I examine Empire's reach into contemporary politics—a hitherto neglected aspect of its influence—by explaining how it came to be at the center of fierce debates at the last national congress of Rifondazione Comunista, a political party of the Italian left. I then develop a critique of Empire as a failed attempt to transcend the theoretical and political horizons of Marxism. While Empire presents itself as a radically new theory, it is better understood as the latest of incarnation of spontaneity, a conspicuously old orientation. Finally, I recover Lenin's critique of spontaneity, using it to make sense of some of the most peculiar ambiguities in Empire and to critique it as neither original nor adequate to face the political challenges of our time.  相似文献

This study argues that President Obama's strong association with an issue like health care should polarize public opinion by racial attitudes and race. Consistent with that hypothesis, racial attitudes had a significantly larger impact on health care opinions in fall 2009 than they had in cross‐sectional surveys from the past two decades and in panel data collected before Obama became the face of the policy. Moreover, the experiments embedded in one of those reinterview surveys found health care policies were significantly more racialized when attributed to President Obama than they were when these same proposals were framed as President Clinton's 1993 reform efforts. Dozens of media polls from 1993 to 1994 and from 2009 to 2010 are also pooled together to show that with African Americans overwhelmingly supportive of Obama's legislative proposals, the racial divide in health care opinions was 20 percentage points greater in 2009–10 than it was over President Clinton's plan back in 1993–94.  相似文献

Martha Joynt Kumar is a professor of political science at Towson University. Her book, Managing the President’s Message: The White House Communications Operation (Johns Hopkins University Press, 2007), examines the media and communications operations of the administrations of Presidents Bill Clinton and George W. Bush. In March 2008, Professor Kumar was interviewed in the White House Press Briefing Room by Kevin R. Kosar on behalf of Public Administration Review. As this interview went to press, the American Political Science Association’s Presidency Research Group announced that it had awarded Managing the President’s Message the Richard E. Game theoretic analyses of American institutions and American political development largely are disconnected enterprises, yet they share many points of contact and thus opportunities for fruitful exchange. In this essay I discuss the value and limits of formalization for the enterprise of institutional analysis that those fields have in common. I conceptualize two broad approaches that formal modelers have taken to study institutions—institutions as game forms, and institutions as equilibria—that have been relatively successful for understanding institutional choice and stability. At the same time, formal modelers have been less successful in addressing institutional change and development, topics about which APD has much to offer. Overall, I contend that crosstalk between the two fields can benefit them both.

Radical welfare cutbacks normally only occur if there is obfuscation and citizens do not notice the changes. However, the media can potentially make untransparent events known and understandable to citizens. The role of the media in welfare retrenchment has not been sufficiently theorised or studied. This article attempts to partly remedy this. Research on media's news evaluation has not been in vogue lately. The literature largely has an anecdotal or atheoretical character. Here two dimensions are identified that underlay many of the news factors on the existing checklists: form and substance. Contrary to most existing research, this article focuses on an important political topic that has not had media coverage. Such a bias is a democratic problem per se. Social policy cutbacks offer an indicator upon which one can argue that there is a mismatch between the importance of an event and the media coverage it has received. The case studies of media coverage of cutbacks discussed in this article show that the media did not expose governmental blame‐avoiding behaviour, but there is evidence that media's news evaluation gave priority to transparent events whether they were important or not. Almost nothing was written on the untransparent cutbacks of the housing allowances, but the media covered the relatively insignificant, but very transparent, repayment of the housing allowance very much. Interviews with a number of important journalists regarding their news evaluation of these events substantiate the importance of transparency for press coverage. The implication is that obfuscation of cutbacks is indeed a useful governmental strategy.  相似文献

News about the European Union (EU) looks different in different countries at different points in time. This study investigates explanations for cross‐national and over‐time variation in news media coverage of EU affairs drawing on large‐scale media content analyses of newspapers and television news in the EU‐15 (1999), EU‐25 (2004) and EU‐27 (2009) in relation to European Parliament (EP) elections. The analyses focus in particular on explanatory factors pertaining to media characteristics and the political elites. Results show that national elites play an important role for the coverage of EU matters during EP election campaigns. The more strongly national parties are divided about the EU in combination with overall more negative positions towards the EU, the more visible the news. Also, increases in EU news visibility from one election to the next and the Europeanness of the news are determined by a country's elite positions. The findings are discussed in light of the EU's alleged communication deficit.  相似文献

Scholars disagree about the nature of party attachments, viewing partisanship as either a social identity or a rational maximization of expected utility. Empirically, much of this debate centers on the degree of partisan stability: findings of partisan fluctuations are taken as evidence against the social‐identity perspective. But drawing such conclusions assumes that the objects of identity—parties—are fixed. If we instead allow party brands to change over time, then partisan instability is consistent with a social‐identity conception of partisanship. To demonstrate this, I develop a branding model of partisanship in which voters learn about party brands by observing party behavior over time and base their psychological attachment to a party on these brands. The model suggests that convergence by rival parties, making their brands less distinguishable, should weaken party attachments. I test this implication using a survey experiment in Argentina and find evidence consistent with the model.  相似文献

Political agenda‐setting research has shown that policy makers are responsive vis‐à‐vis media priorities. However, the mechanisms behind this effect have remained understudied so far. In particular, agenda‐setting scholars have difficulties determining to what extent politicians react to media coverage purely because of the information it contains (information effect), and to what extent the effect is driven not by what the media say but by the fact that certain information is in the media (media channel effect), which is valued for its own sake – for instance, because media coverage is considered to be a reflection of public opinion. By means of a survey‐embedded experiment with Belgian, Canadian and Israeli political elites (N = 410), this study tests whether the mere fact that an issue is covered by the news media causes politicians to pay attention to this issue. It shows that a piece of information gets more attention from politicians when it comes via the media rather than an identical piece of information coming via a personal e‐mail. This effect occurs largely across the board: it is not dependent on individual politician characteristics.  相似文献

Is the Public Administration Review still necessary? Some think that PAR, which debuted in 1940 as America's first and only generalist scholarly public administration journal, belongs to a bygone era of two‐cent postage stamps—a time of coal furnaces, steam radiators, and wood‐burning stoves, when language was crafted longhand or by manual typewriter; when a slide rule calculated most math problems; when a long‐distance telephone call was rare and expensive; when the entire Army, Navy, and State departments were housed within a single building in Washington, DC, the Old Executive Office Building next to the White House; when President Franklin D. Roosevelt communicated to Americans through fireside chats; and when many in the United States still worried about keeping their jobs in the aftermath of the Great Depression, fiercely favoring isolationism over foreign entanglements and strict racial segregation throughout the South.  相似文献

ABSTRACT

Michelle Obama's role as the first African American First Lady is more than merely symbolic. Her self-representation as a professional woman, mother and spouse is directed towards a wider representativeness that is new in American political discourse. As a descendant of slaves and slave owners whose American ancestry can be traced back to the 1850s, she can lay claim to an African American legacy that the President lacks. As a result, some of her more controversial statements during the presidential campaign about the black family, class mobility and national pride need to be read in the context of an African American literature and historiography that challenges the American creed of equality, liberty and unconditional love of one's country. Michelle Obama's family history, her Princeton undergraduate thesis and her own words in interviews are analysed here in the discursive context of Ralph Ellison's Invisible Man, Toni Morrison's Beloved, Richard Powers's The Time of Our Singing, and Harriet Jacobs's Incidents in the Life of a Slave-girl, as well as the historiography of the civil rights movement. Such a reading reveals how Michelle Obama's background weaves the legacy of slavery into the American fabric, and shows that a redemptive construction of American history—in which the success of the civil rights movement of the 1960s and the Obama presidency are taken as fulfilment of the American creed (and of Martin Luther King's dream)—must be refused if a new national self-definition with African America at its heart is to take its place.  相似文献

At the time of his death in 2016 György Márkus’s magnum opus on the culture of modernity that he laboured on throughout his post-Budapest period remained unfinished. This paper attempts to reconstruct the theory of Cultural Pragmatics that lay at the core of this immense project. The intention is to retrieve the key ideas of Márkus’s understanding of modern cultural relations by reviewing the terms of his critique of Roland Barthes and Michel Foucault on the issue of authorship. A distinctive Márkus road in the study of cultural modernity offers itself as a rich contemporary research programme for the future.  相似文献

In liberal democracies, the approval ratings of political leaders have been shown to track citizens’ perceptions of the state of the economy. By contrast, in illiberal democracies and competitive autocracies, leaders are often thought to boost their popularity by exploiting nationalism, exaggerating external threats, and manipulating the media. Using time‐series data, I examine the determinants of presidential approval in Russia since 1991, a period in which leaders’ ratings swung between extremes. I find that Yeltsin's and Putin's ratings were, in fact, closely linked to public perceptions of economic performance, which, in turn, reflected objective economic indicators. Although media manipulation, wars, terrorist attacks, and other events also mattered, Putin's unprecedented popularity and the decline in Yeltsin's are well explained by the contrasting economic circumstances over which each presided.  相似文献

Untimely ripped     
In this essay, through an examination of its cultural situation, narrative style, and cinematic structure, I hope to explain the controversy that surrounded Roman Polanski's 1971 film version of Macbeth. With both complex cinematic semiology and poignant sociohistorical mediation, Macbeth brings to a critical juncture the philosophies of the 1960s’ peace‐love—revolution hippies, Vietnam war protestors and civil rights activists, the reified mainstream American populace, and the ruling conservatives, as well as society's preoccupation with aestheticisation. Specifically, I argue that Macbeth manifests what Gilles Deleuze calls the “crystal‐image,”; and, by extension, realises Antonin Artaud's “Theater of Cruelty,”; and, in effect, constitutes a terrorist intervention into a discursive cultural and ideological struggle. Ultimately, I argue that Macbeth itself, in totality, is a “crystalline narration”; that is shot through with various allusions to actual and virtual circumstances particular to the cultural environments from which it initially emerged in Renaissance England and then re‐emerged in the US of 1971. In the first of what is a three‐part analysis, I compare these cultural environments. The second section explicates Deleuze's theories on cinema and discusses them in conjunction with an analysis of the film's Theater of Cruelty. Finally, I contemplate the film ‘s sociopolitical implications.  相似文献

This article reviews the history of executive budgeting in the United States a century after President William Howard Taft's Economy and Efficiency Commission proposed an executive budget. This history, the authors argue, does not suggest that giving more budget power to the president will improve budget outcomes. Instead, what is needed is more cooperation between the branches of government and a better‐educated public—goals that were shared by budget reformers when the Taft report was published.  相似文献

Media outlets in multiparty electoral systems tend to report on a wider range of policy issues than media in two‐party systems. They thus make more competing policy frames available to citizens. This suggests that a “free press” is insufficient to hold governments accountable. Rather, we should observe more challenges to the governments’ preferred frames and more politically aware citizens in multiparty democracies. Such citizens should thus be better equipped to hold their leaders accountable, relative to their counterparts in two‐party democracies. I propose a mechanism through which democratic publics can sometimes constrain their leaders in foreign policy. I test hypotheses derived from my theory with cross‐national data on the content of news coverage of Iraq, on public support for the war, and on decisions to contribute troops to the Iraq “Coalition of the Willing.” I find that citizens in countries with larger numbers of parties confronted more critical and diverse coverage of Iraq, while those with more widespread access to mass media were more likely to oppose the war and their nations likely to contribute fewer troops to the Coalition.  相似文献

The Influence of Foreign Voices on U.S. Public Opinion   总被引:1,自引:0,他引:1  
Public opinion in the lead‐up to the 2003 Iraq War presents a puzzle. Despite the fact that domestic political elites publicly voiced little opposition to the invasion, large numbers of Americans remained opposed to military action throughout the pre‐war period, in contrast to the predictions of existing theory. We argue that some rank‐and‐file Democrats and independents expressed opposition because of the widely reported antiwar positions staked out by foreign, not domestic, elites. Merging a large‐scale content analysis of news coverage with public opinion surveys from August 2002 through March 2003, we show that Democrats and independents—especially those with high levels of political awareness—responded to dissenting arguments articulated in the mass media by foreign officials. Our results, which constitute the first empirical demonstration of foreign elite communication effects on U.S. public opinion, show that scholars must account for the role played by non‐U.S. officials in prominent foreign policy debates.  相似文献

This study uses multiwave panel data from the 2008 presidential election to investigate the impact of partisan news exposure on changes in vote preferences over time. Overcoming key limitations of prior research, the analysis distinguishes among the potential effects originally delineated by Lazarsfeld and colleagues ( 1948 ): (1) activation—motivating partisans who initially say they are undecided or planning to defect to shift their vote back to their own party's candidate; (2) conversion—motivating partisans to shift their vote to the opposing party's candidate; and (3) reinforcement—strengthening partisans’ preference for their initial vote choice. The results reveal only modest evidence that partisan news reinforces existing vote preferences. Surprisingly, partisan news plays a more robust role motivating changes in vote choice: news slanted toward citizens’ own partisanship increased the odds of activation and decreased the odds of conversion, while news slanted away from citizens’ own partisanship proved a strong counterforce working in the opposite direction.  相似文献
