An investigation into EU diplomacy naturally requires an analysis of the diplomacy developed within the framework of the Common Foreign and Securiry Policy (CFSP) of the European Union (EU). But equally important is the 'internal diplomacy' focusing on the settlement of mutual relationships among member states and particularly the 'structural diplomacy' based on EU strategies and partnerships with other regions in the world, which is aimed at promoting structural long-term changes in these regions.  相似文献

For decades, a prevailing view has been that a very limited number of global issues can be resolved without the USA and European Union acting together. But in recent years, we have seen a growing body of scholarship addressing the question of the ‘diffusion of power’, ‘the rise of the rest’ or ‘global zero’. With the financial crisis, questionable foreign policy choices and growing global competition from other international actors, both in terms of trade and ideas, the idea of the Western domination is increasingly questioned. At the same time, many international actors, including the European Union, are increasingly shifting—or ‘rebalancing’—their attention towards China and other Asian markets introducing new dynamics to old alliances and relationships. Borrowing from the network analysis scholarship, this paper looks at the EU relationship with China through a conceptual lens of ‘network power’ and ‘network diplomacy’. It applies this analytical lens to investigate the implications of EU–China relations for (1) the relations with the USA, (2) the relations with the ASEAN and (3) the effects of the trilateral EU–China–US cooperation on the region.  相似文献

The European Union (EU) constitutes an evolving diplomatic milieu characterized by high levels of interconnectedness among the politico-administrative apparatuses of member states. The article assesses whether the continued presence of member state bilateral embassies in the EU is residual and largely emptied of function, or whether they are adapting their role to new requirements in the EU policy environment. An analytical framework is developed conceptualizing diplomatic representation around three variables—function, access and presence—and two scenarios of change dynamics in the structures of bilateral diplomacy in the EU are proposed. These are then utilized to evaluate empirical evidence gathered in embassies of six member states in London and Vienna. The findings reveal a process of gradual ‘re-gearing’ of embassy functions towards EU matters, shifting patterns of communication and access, and ‘domestication’ of diplomatic presence in terms of personnel and agenda. Overall, this amounts to a shift towards EU-oriented bilateralism.  相似文献

Abstract

Surveys such as the European Commission's Eurobarometer regularly reveal high levels of public support for European Security and Defence Policy (ESDP). This paper argues, however, that public support for ESDP is only superficial, not substantial. First, there is no homogeneous ‘European’ public support for ESDP. Second, security and defence, as covered by ESDP with its focus on global crisis-management, rank very low among Europeans’ priorities. Third, Europeans are very sceptical about the appropriateness of military means, and hence a core element of ESDP, as a legitimate instrument in international affairs. These reservations are likely to have constraining effects on ESDP's future development. At the same time, there are compelling reasons for the further development of ESDP. Therefore, Europe's political elites should initiate a public diplomacy campaign inside the EU in which the case for Europe's further evolution as a strategic security and defence actor is made. ESDP operations are the most promising starting points as they illustrate both the normative and the ‘realist’ necessities of European engagement in global security affairs.  相似文献

This article looks at matters of trust, of structures and of dialogue in the European Union (EU)-China relations. It argues that EU-China relations need resetting given the increasingly negative perceptions of China in Europe and given Chinese dissatisfaction with what it considers to be a degree of EU incoherence, incompetence and inconsistencies. Their ‘strategic partnership’ proclaimed in 2003 in many ways is rather empty and lacks much coordination of diplomacy. Their economic relationship while substantial is problematic and asymmetric in nature. However, restructuring the relationship through new dialogue mechanisms and agreements may resettle their relationship along more pragmatic functional grounds. In particular, the creation in 2012 of a third High Level Dialogue, at Track-2 rather than Track-1 level, that of People-to-People (PPD), may reduce the ‘trust deficit’ in the still longer term. Consequently, the article seeks to contextualize and evaluate the rhetoric and substance surrounding the various dialogue meetings and structures emerging in 2012. It also considers the progress, or perhaps lack of progress, on concluding a Partnership and Cooperation Agreement (PCA). It concludes that one way forward is to de-politicize the partnership.  相似文献

ABSTRACT

The European Union’s (EU) impact on the political governance of the European neighbourhood is varied and sometimes opposite to the declared objectives of its democracy support policies. The democracy promotion literature has to a large extent neglected the unintended consequences of EU democracy support in Eastern Europe and the Middle East and North Africa. The EU has left multiple imprints on the political trajectories of the countries in the neighbourhood and yet the dominant explanation, highlighting the EU’s security and economic interests in the two regions,cannot fully account for the unintended consequences of its policies. The literature on the ‘pathologies’ of international organisations offers an explanation, emphasizing the failures of the EU bureaucracy to anticipate, prevent or reverse the undesired effects of its democracy support in the neighbourhood.  相似文献

This article examines in depth the foundation of the EU’s one explicit example of public diplomacy, the European Union Visitors Programme. The narrative covers the historical background to the EUVP, the main individuals involved, and its significance for the development of the EU as an international actor. Public diplomacy relies on personal contacts, and the intention here is to demonstrate the importance of this petit histoire. The contribution of the EUVP towards establishing a transatlantic “community of values,” as demonstrated by the support it received from the U.S. diplomatic representation in Brussels, is an important extra dimension. The article concludes that the EUVP, while offering a potential model for the EU to project its “soft power” and world-view internationally, remains limited in scope and unable to fulfill its potential.  相似文献

Is comparative regionalism a field whose time has come? While the contemporary interest in comparing regions and regionalisms may be not completely new, it is different from older approaches. Our understanding of what makes regions has changed with social constructivist and critical theoretical approaches that have led to a less behavioural and more nuanced, complex, contested and fluid understanding of regions. Moreover, the globalisation phenomenon has deeply affected all social sciences and radically redefined the relative autonomy of regions. In keeping with the rapid growth and development of regionalism and institutions in the non-Western world, including in regions which were relatively late starters, such as Asia, there have emerged new ways of looking at regional cooperation, including claims about distinctive approaches and even ‘models’ that are not only different from those identified with the EU, but also supposedly more appropriate and thus ‘workable’ for non-Western regions than the EU straightjacket.  相似文献

This paper addresses a key problem in EU-China economic relations: the capacity of the EU to exert leverage through its economic diplomacy in the context of key economic trends, policy dilemmas, and processes of governance. The paper begins by identifying key elements of the EU’s economic diplomacy and their relationship to key functions: deliberation, representation, communication, and negotiation. It continues by reviewing key trends and challenges in EU-China economic relations, in terms of trade, finance/investment, and broader issues of economic performance, with special reference to the problems emanating from the current economic turbulence both in the EU and in the broader global political economy. It then identifies a number of key policy dilemmas for the EU in areas such as trade defense/trade promotion, environment/development, security/commercial priorities, investment/sovereignty, and explores these in terms of three key concepts: orientation, coordination, and effectiveness. In pursuing this analysis, the paper relates these trends and dilemmas to attempts to govern EU-China economic relations: public/private, bilateral/multilateral, and regulatory/political. In the final section of the paper, these efforts are evaluated in the context of the EU’s economic diplomacy, with relation to key actors, processes, and outcomes and to the key functions of deliberation, representation, communication, and negotiation.  相似文献

The ‘responsibility to protect’ (R2P) places the ‘international community’ under an obligation to take coercive action for the protection of lives in the circumstances of genocide, war crimes, ethnic cleansing and crimes against humanity. Following the dismal response to the May 2008 cyclone disaster in Myanmar where many affected people were provided with almost no relief assistance by the country's military regime that also hampered external assistance, the idea of military humanitarian intervention under the rubric of R2P was proposed by Bernard Kouchner. However, considering the urgency of the provision of relief assistance in an emergency, which is often a matter of life or death, this paper questions the effectiveness of invoking R2P as a possible response strategy in the aftermath of natural disasters. Therefore, in relation to state sovereignty the paper focuses on the concept of ‘humanitarian diplomacy’ at macro and micro levels as an alternative strategy and having analysed the issue in the wider framework of humanitarianism, the paper concludes with the importance of exploring the opportunities provided by humanitarian diplomacy before invoking R2P in the context of natural disasters.  相似文献

The article examines the external image of the EU among elites in five selected Southeast Asian countries: Malaysia, Thailand, Vietnam, Singapore and the Philippines. Southeast Asia offers an interesting area for examining perceptions. Firstly, this region is linked to Europe by a long-standing and prosperous trade relationship. Secondly, the Association of South East Asian Nations has embarked on a process of deepening integration, adopting certain elements of the EU in its design. How desirable is the EU experience as an example of how to deepen integration? And how are EU external policies such as trade, human rights and environment perceived by stakeholders in the region? The article analyses perceptions on the themes of integration and external polices, contrasting them with the scholarly understandings of the EU as a ‘benign’ actor, notably the notions of ‘normative’, ‘civilian’ and ‘soft’ power.  相似文献

This analysis considers the phenomenon of citizen diplomacy in European Union [EU]–China relations. It begins by engaging with the global discourse about “new” diplomacy and outlines how society-centric citizen diplomacy differs from state-centric public diplomacy. After revealing that European policy-makers are only reluctantly acknowledging the role of laymen in foreign policy-making vis-à-vis China, it shows that whilst citizen diplomacy may be a new concept in EU–China relations, it is actually not a new practice. The empirical part of the exegesis traces the experiential learning amongst 12 European citizen diplomats who have engaged China in the activity fields of disability; psychoanalysis; non-governmental organisation twinning; human rights; climate change mitigation; welfare of orphans, abandoned disabled children and young people; youth dialogue; public participation; animal welfare; and inclusive performing arts. The final part makes use of the newly developed hexagon of intercultural communication and collaboration competence to reveal how the European citizen diplomats have managed to navigate the sometimes-treacherous political-administrative landscape in mainland China. European citizen diplomats have made manifold and often surprising contributions to China’s multifaceted development.  相似文献

This study suggests that a modified theory of new classical economics is useful in assessing Taiwan’s economic diplomacy during both the Lee Teng-hui and current administrations by means of a holistic perspective (levels of analysis). ‘Business‘ is the independent variable in the analysis. The theory of new classical economics implies that the utilities of Taiwanese investment are more effective than the contradictory political objectives of the Taipei government. The impact of business on the result of economic diplomacy is the unintentional easing of tensions across the Taiwan Strait while Taiwanese businesses have pursued profits. Collectively, businesses have strengthened the security of the Taiwanese state, while the Taiwanese government has pursued inconsistent policies (other variables) since President Lee took office. The holistic perspective is heuristic for understanding and explaining Taiwan’s economic diplomacy during the Lee Teng-hui administration. This approach produces the recommendation that the government provide disinterested and effective judicial systems and conclude investment guarantees, double taxation and free trade agreements to help Taiwanese businesspeople. In a wider context, Taiwan’s economic diplomacy aims not only to serve the interests of the government or state but also to further the interests of the Taiwanese state as a whole, including all residents of Taiwan.  相似文献

Since 2004, the EU has created 11 EU centers and two center-modeled programs in East Asia as an integral part of its public diplomacy in order to “promote the study, understanding, and support of the EU and its policies.” All of these centers were jointly established by the EU and local universities, and more than 50 % of their funding is offered by the EU institutions. Among these centers and programs, the EU Center in Taiwan (EUTW) distinguishes itself from the others in two ways. On one hand, similar to the EU Center in Singapore, it acts as a national center rather than a university center. On the other hand, it was jointly inaugurated by a consortium of seven universities rather than one or two universities across the island. Therefore, this paper aims to evaluate the EU public diplomacy in Asia with the help of soft power theory and an in-depth case study of the EUTW. I will firstly review the development of the EU Studies and EU-related communities in Taiwan before the EUTW was formally inaugurated in May 2009. In the second part, I will present an in-depth analysis of the structure and functioning of the EUTW in terms of EU public diplomacy on the island. In the third part, the work of EUTW in the promotion of study, understanding, and even support of the EU and its policies will be evaluated with help of an institutionalist framework. In the end, I will give a balance sheet of the EUTW in terms of EU public diplomacy before drawing into some conclusions.  相似文献

In 2008, the Council of the European Union (EU) adopted a ‘Comprehensive Approach’ that outlines a strategy for securing gender mainstreaming; two years later, the Council introduced a set of indicators to assess its implementation. The EU was responding to the United Nations Security Council’s call for regional institutions to assist in implementing Security Council Resolution (UNSCR) 1325, adopted on 31 October 2000, concerning ‘women, peace and security’. This resolution sought to meet the ‘urgent need to mainstream a gender perspective into peacekeeping operations’. Considering that prior exposure to gender issues, resources and well-established relations with civil society and gender advocates are lacking, the adoption of both the Comprehensive Approach and the indicators, as well as the structures and procedures established since then as part of the EU’s Common Security and Defence Policy, requires some explanation. This article draws on feminist institutionalist approaches to argue that the impetus for change came from individuals and groups within the EU who were involved in external networks, both above and below the supranational level, who seized on institutional idiosyncrasies that also shaped the implementation of UNSCR 1325 in important ways.  相似文献

Several scholars have suggested that ASEAN's institutionalization can be attributed to the EU's influence as a ‘model power’. The notion of the EU as a model power is premised on the assumption and belief that Europe's history of regional cooperation presents a viable blueprint for other regions. This article argues that the EU exerts some power over ASEAN—but merely as a ‘reference point’. The EU's influence is not an active one; the organisation essentially serves as a passive reference point for ASEAN. The obvious and arguably most important example of this referencing is the framing of the ASEAN Charter in 2007. This article disagrees with scholars who reduce ASEAN's institutionalization to an imitation of the EU form without the substance. Instead, it shows how ASEAN has innovated as a regional organization through its Charter and Intergovernmental Human Rights Commission.  相似文献

This Special Issue seeks to better understand the role of communication and perception in EU crisis diplomacy. In a recent Special Issue in this journal, Catarina Kinnvall, Ian Manners and Jennifer Mitzen argue that, “?…?the greatest security challenge facing people across Europe is not physical, despite the threats of Putin and ISIS, but is a sense of fear and anxiety over their daily lives” [2018. Introduction to 2018 Special Issue of European Security: “Ontological (in)security in the European Union”. European security, 27 (3), 249–265]. We take an interdisciplinary approach to widen the scope of studies on European security and offer new avenues for further research into how citizens in the EU’s neighbourhood understand the security challenges they face and the role the EU plays in addressing these. Through this, we aim to bring theoretical and methodological innovation to understanding the role of the EU as an external actor.  相似文献

This article examines the importance of the international context on regime change. It provides evidence that geographic proximity to the European Union (EU) does not result in the spread of democracy. In contrast, communication and cooperation between EU actors and sub-national regions contributes significantly to the development of democracy in these regions. Considering the role of EU projects, investments and trade in regime transition—measured through indicators of civil society, political openness, freedom of speech and economic liberalization—this article demonstrates that international context may have a positive influence on the diffusion of democracy at a regional, sub-national level. This finding has substantial implications for the literature on international relations and globalization studies. It suggests that the emergence of ‘new’ regions through communication and cooperation takes place through two seemingly contradictory but mutually reinforcing processes: regionalization (territorial disintegration/federalization) and integration (through communication and cooperation).  相似文献

Aggressive tax planning by multinational enterprises (MNEs) costs EU member states between €50-70 billion and €150-190 billion per annum through base erosion and profit shifting (BEPS). This tax gap has been blamed on ‘unethical’ companies acting legally, but inappropriately. Action to curtail this behaviour has been made possible by the confluence of two powerful movements: a popular articulation of tax morality as it relates to MNEs and the high issue salience reached as a consequence of the financial crisis and austerity in Europe, an emerging discourse around tax morality, and the efforts of prominent whistleblowers. As a result, domestic governments have removed their ‘soft’ veto and facilitated supranational bodies in innovating on corporate taxation, helping to rebalance the technical and structural superiority of MNEs in the international tax system.  相似文献

中东地区历来是大国战略博弈的重点区域。自阿拉伯国家陷入群体性动荡以来,美国、欧洲、俄罗斯等大国或地区力量围绕中东变局纷纷进行政策与战略调整。美国中东战略调整的根本目标是既要避免类似伊拉克战争的深度卷入,又要保持对中东事务的主导权。欧盟尤其是法、英两国对中东变局的积极干预使欧洲对中东事务的影响明显增强,欧盟正力图确立统一的中东战略,但其内部分歧不容忽视。俄罗斯中东战略的核心特征是原则性与灵活性相结合的实用主义外交,并极力维护其地缘战略利益和能源利益。中国应进一步增强对中东战略地位的认识,冷静客观地认识中东变局对中国国际环境变化的影响,并在坚持原则的同时适度扩大对中东事务的参与。  相似文献
