The modern history of divided government in America suggests that the framers succeeded in creating a government unresponsive to popular passions. Yet in the nineteenth century the party winning the presidency almost always captured control of the House of Representatives. Why and how could nineteenth century national elections be so responsive that they resemble parliamentary outcomes? We identify electoral institutions present in the states that directly linked congressional elections to presidential coattails. Specifically, we estimate the impact of state ballot laws and the strategic design of congressional districts on presidential coattail voting from 1840 to 1940. We find that presidential elections, as mediated by state electoral laws, strongly account for unified party control of the House and the presidency throughout the nineteenth century.  相似文献

Has there been a structural change in the way U.S. presidents use force abroad since the nineteenth century? In this article, I investigate historical changes in the use of force by U.S. presidents using Bayesian changepoint analysis. In doing so, I present an integrated Bayesian approach for analyzing changepoint problems in a Poisson regression model. To find the nature of the breaks, I estimate parameters of the Poisson regression changepoint model using Chib's (1998) hidden Markov model algorithm and Frühwirth‐Schnatter and Wagner's (2006) data augmentation method. Then, I utilize transdimensional Markov chain Monte Carlo methods to detect the number of breaks. Analyzing yearly use of force data from 1890 to 1995, I find that, controlling for the effects of the Great Depression and the two world wars, the relationship between domestic conditions and the frequency of the use of force abroad fundamentally shifted in the 1940s.  相似文献

Considerable debate exists over the impact of electoral institutions on turnout in U.S. national elections. To address this debate, I exploit the rich variation in electoral rules present throughout the nineteenth and early twentieth century. Using a newly constructed dataset of district‐level turnout results for the U.S. House from 1840 to 1940, I find that electoral institutions and political competition jointly provided incentives, and by the turn‐of‐the‐century disincentives, for political leaders to mobilize the electorate. The results demonstrate that changes in electoral institutions and varying levels of political competition help explain congressional turnout across districts and over time.  相似文献

Native Americans are unique among domestic actors in that their relations with the U.S. government involve treaty making, with almost 600 such documents signed between the Revolutionary War and the turn of the twentieth century. We investigate the effect of constitutional changes to the treating process in 1871, by which Congress stripped the president of his ability to negotiate directly with tribes. We construct a comprehensive new data set by digitizing all of the treaties for systematic textual analysis. Employing scaling techniques validated with word‐use information, we show that a single dimension characterizes the treaties as more or less “harsh” in land and resource cession terms. We find that specific institutional changes to treaty‐making mechanisms had little effect on agreement outcomes. Rather, it is the relative bargaining power of the United States economically and militarily that contributes to worsening terms for Indians over the nineteenth century.  相似文献

In the field of public administration practice, China has a history of several thousand years, whereas the United States has a much shorter history of hundreds of years of governance. In terms of the scholarly development of public administration in China, the roots of those intellectual resources can be traced far back, to Confucius’s ideology of governance and the ancient development of a civil service system some 2,000 years ago. In terms of the systematic development of public administration as an independent subject of learning, however, the United States has been a leader worldwide. Public administration as a discipline in the United States dates back to the late nineteenth century, with extensive scholarly research and publications in the early twentieth century ( Follett 1926 ; Goodnow 1900 ; Taylor 1912 ; Weber 1922 ; White 1926 ). In the Chinese context, although there were occasional studies of public administration in the first half of the twentieth century, systematic study was deferred until the middle of the 1980s. They were only truly continued following the official launch of master of public administration degree programs at the beginning of the twenty‐first century. In this respect, China was a latecomer, and Chinese scholars almost always date the study and scholarship in this field to about 1980. Over the past eighty years or so, the United States has established more than 200 MPA and related programs, while China has founded 100 MPA programs in just the past eight years. Recognizing the urgent need for MPA training, China is trying to catch up to the demand for social development and societal transition. Considering that China has a population of 1.3 billion, compared to a population of 300 million in the United States, it looks as if there is great potential for China to expand its MPA programs.  相似文献

Abstract

Intelligence in France evolved as it professionalized at the end of the nineteenth century, led by determined individuals within the French army. However, in the centuries prior to the professionalization of espionage and counterespionage, military men rejected intelligence, viewing the practice with skepticism and disdain. This article asserts that there was a change in views towards espionage, particularly among the military, beginning in the middle of the nineteenth century. As the army went from eschewing intelligence to embracing it and taking the lead in its practice, the nature of intelligence work in France consequently reflected the goals and aims of the army, prioritizing military intelligence over others.  相似文献

Abstract

Paolo Diego Bubbio's Sacrifice in the Post-Kantian Tradition offers a valuable and insightful discussion of the place of sacrifice plays in nineteenth century European philosophy, setting the stage for its emergence as a central theme in subsequent continental thought. Bubbio offers a strong case for the claim that the foundational move of the post-Kantian tradition is a fundamentally kenotic one. Bubbio is also critical of certain excesses in the way sacrifice is discussed in more recent work. However, the case of Kierkegaard in particular suggests kenosis is not so easily kept within the comfortable boundaries Bubbio prescribes for it: its excesses may be an integral part, rather than a hyperbolic distortion, of the logic of sacrifice.  相似文献

In order to evaluate the applicability of power politics theories of war and international stability to interactions among nonstate actors, I test hypotheses from power transition theory and from neorealist arguments about systemic polarity against the behavior of 20 state and nonstate actors in nineteenth‐century South America. I find considerable support for two of the three hypotheses tested and conclude that existing IR theory has more explanatory power within the empirical domain of nonstate relations than critics of such theory claim.  相似文献

This article examines the Native American thinker, William Apess (Pequot), and especially his Eulogy on King Philip (1836), which argues, ironically, that King Philip—the seventeenth century Wampanoag leader who launched the bloodiest rebellion in New England’s history—ought to be embraced as an American pioneer and canonized as a founding father. Apess satirizes conventional founding narratives, even as he upholds the principles of freedom those narratives support. The effect of this irony is to interrupt and invert discourses of progressive history and American patriotism that underlie Manifest Destiny policies, in ways that open spaces for new historical accounts to surface and compete in a force field of agonistic powers. I argue that Apess’s ironic historical revisionism expresses a political theory of hope, one that I contrast with representations of hope by other nineteenth century Native American political thinkers, such as Plenty Coups (Crow).  相似文献

Abstract

This article examines how childhood has become a strategy that answers to questions concerning the (un)governability of life. The analysis is organized around the concept of “biosocial power,” which is shown to be a particular zone of intensity within the wider field of biopolitics. To grasp this intensity it is necessary to attend to the place of imagination in staging biosocial strategies, that is the specific ways in which childhood is both an imaginary projection and a technical project, and to this end Agamben’s concept of the “anthropological machine” is used to examine how biosocial power has been assembled and deployed. The paper begins with the question of childhood as it was posed towards the end of the nineteenth century, focusing on how this positioned the figure of the child at the intersection of zoē and bios, animal and human, past and future. It ends with a discussion on how the current global obesity “epidemic” has transformed this one-time vision of mastery into a strategy of survival.  相似文献

The significance of the political antisemitism of the 1880s and 1890s for developments in the twentieth century remains controversial. Researchers have been divided as to whether the antisemitism of the nineteenth century, or even earlier, was one of the factors that made the Holocaust possible, or whether it was a phenomenon with little or no relevance for subsequent events. The decline of most antisemitic political parties at the beginning of the twentieth century appears to support the latter point of view. Yet some commentators, such as Shulamit Volkov and Peter Pulzer, have convincingly suggested that the importance of nineteenth-century antisemitism lies less in the political fortunes of antisemitic parties than in the way antisemitism came to penetrate civil society. Thus, they have argued, antisemitism came to form a component of a widespread conservative and anti-liberal world-view. Following Pulzer and Volkov, it might be desirable to investigate the processes by which antisemitism could have been transformed from an extremist political position into a common element in the outlook of broad portions of European society: mechanisms that have remained largely unexplored. Dahl's article studies the normalization of antisemitism in the two last decades of the nineteenth century through a scrutiny of shifts in the attitudes to Jews of a restricted group of Italian Jesuits. The analysis is based on a detailed study of La Civiltà Cattolica, a Jesuit community in Rome that published a journal of the same name. Since its foundation in 1850 this institution has been an authoritative exponent of Catholic policy and is generally perceived as having been a protagonist in the formulation of a Catholic stance towards the ‘Jewish question’ in the later nineteenth century. Dahl shows that, while in the early 1880s, most members resisted or opposed the use of antisemitic propaganda, through the following two decades the attitudes of virtually all of them became tinged with antisemitism, supporting the hypothesis that antisemitism became part of a widespread ‘culture’. In his analysis, Dahl does not focus on the wider circulation of ideas that influenced the Roman Jesuits, but on the dynamics within the institution that made possible the gradual acceptance of antisemitism, arguing that a debate over antisemitism among the Jesuits in the early 1880s was a crucial moment in this development. As they failed at this early stage to formulate an anti-antisemitic response, they allowed antisemitism to become part of the culture of their institution, and rendered its later rejection practically impossible.  相似文献

As political polarization increases across many of the world's established democracies, many citizens are unwilling to appreciate and consider the viewpoints of those who disagree with them. Previous research shows that this lack of reflection can undermine democratic accountability. The purpose of this paper is to study whether empathy for the other can motivate people to reason reflectively about politics. Extant studies have largely studied trait-level differences in the ability and inclination of individuals to engage in reflection. Most of these studies focus on observational moderators, which makes it difficult to make strong claims about the effects of being in a reflective state on political decision making. We extend this research by using a survey experiment with a large and heterogeneous sample of UK citizens (N = 2014) to investigate whether a simple empathy intervention can induce people to consider opposing viewpoints and incorporate those views in their opinion about a pressing political issue. We find that actively imagining the feelings and thoughts of someone one disagrees with prompts more reflection in the way that people reason about political issues as well as elicits empathic feelings of concern towards those with opposing viewpoints. We further examine whether empathy facilitates openness to attitude change in the counter-attitudinal direction and find that exposure to an opposing perspective (without its empathy component) per se is enough to prompt attitude change. Our study paints a more nuanced picture of the relationship between empathy, reflection and policy attitudes.  相似文献

Why was Anti-Slavery International (ASI) so effective at changing norms slavery and even mobilizing the support that ended the transatlantic slave trade at the end of the nineteenth century, and why has that success not continued on into subsequent eras? This article claims that ASI's organizational structure is the key to understanding why its accomplishments in earlier eras have yet to be replicated, and why today it struggles to make modern forms of slavery, such as human trafficking, salient political issues. Organizational structure is defined by how an NGO distributes power over agenda-setting (proposal and enforcement power) and its implementation. Those NGOs that centralize agenda-setting and decentralize the implementation of that agenda will be most effective at changing international norms. This paper demonstrates the tractability of that claim with a comparative analysis of ASI past and present to show that changes in organizational structure have led to differences in their effect on international norms, in spite of the fact that slavery in its modern forms persists as a political and social problem.  相似文献

Abstract

This paper challenges the commonly made claim that the work of Pierre Bourdieu is fundamentally anti-Hegelian in orientation. In contrast, it argues that the development of Bourdieu's work from its earliest structuralist through its later ‘post-structuralist’ phase is better described in terms of a shift from a late nineteenth century neo-Kantian to a distinctly Hegelian post-Kantian outlook. In his break with structuralism, Bourdieu appealed to a bodily based logic of practice' to explain the binaristic logic of Lévi-Strauss' structuralist analyses of myth. Effectively working within the tradition of the Durkheimian approach to symbolic classification, Lévi-Strauss had inherited Durkheim's distinctly neo-Kantian understanding of the role of categories in experience and action—an account that conflated two forms of representation—‘intuitions’ and ‘concepts’—that Kant himself had held distinct. Bourdieu's appeal to the role of the body's dispositional habitus can be considered as a retrieval of Hegel's earlier quite different reworking of Kant's intuition-concept distinction in terms of distinct ‘logics’ with different forms of ‘negation’. Bourdieu commonly acknowledged the parallels of his analyses of social life to those of Hegel, but opposed Hegelianism because he believed that Hegel had remained entrapped within the dynamics of mythopoeic thought. In contrast, Durkheim and Lévi-Strauss, he claimed, by instituting a science of myth, had broken with it. This criticism of Hegel, however, relies on an understanding of his philosophy that has been rejected by many contemporary Hegel scholars, and without it, the gap separating Hegel and Bourdieu narrows dramatically  相似文献

This paper explores utilisation of the term small business in contemporary politics in the United Kingdom. First, the policy and practice implications of the term small business are examined, through the lens of political rhetoric. Use of the term over the period from 2004 to 2013 is examined, drawing upon the DataArt Guardian NewsTraces platform as both a method of initially visualising an overall pattern of the term’s use during the 10-year period, and a medium for facilitating data collection for analysis. The research question is: how is the term “small business” used in political rhetoric in the UK, in the identification of policy problems and solutions, and the creation of pending narrative? It is determined that the term small business is an ideograph with different and often competing meanings for various interest groups, and suffers from serious imprecision despite policy efforts which strive for legitimacy. Even with spikes in use reflecting election cycles and periods of economic stress, the term’s power is in its mutable but appealing vagueness, and its enduring quality as pending narrative. This leaves open obvious questions of both policy efficacy and the sufficiency of ideographic-laced rhetoric as a substitute for meaningful policy.  相似文献

Abstract

Drawing historical comparisons between the nineteenth century and the present, this paper describes and analyses how an elite section of the global rich, through mega-giving and a re-emerging notion of ‘noblesse oblige’ that is enshrined in the philanthrocapitalism movement, have fostered a sacred rationale for their extreme wealth. Not only do the new nobles hold the power of wealth but, through mega-giving, they generate a moral imagery akin to religious figures who ostensibly self-sacrifice for the good of everyone else. This generates a form of charismatic authority that affords the super-rich an influential space from which to spread a ‘theodicy of privilege’ – shielding growing wealth concentration from criticism and sanctifying the claim that individual mega-wealth is collectively beneficial. Through its contribution to and facilitation of the inegalitarian status quo, this theodicy engenders various forms of structural violence. Here we explore the mechanisms that enable wealthy donors to position themselves as apparent benefactors of humanity, including a reliance on metrics that appear to justify the claim that targeted philanthropic expenditures can and are reducing global wealth and health inequalities, but which raise unanswered questions surrounding the actual effects of the outcomes claimed.  相似文献

ABSTRACT

Goodheart's narrative of the death penalty in early Connecticut argues that the racist depiction of black men as violent sexual predators who preyed on white women goes back hundreds of years and flourished in New England. The depiction of African American men as lascivious and dangerous was well established during slave times. The resulting prosecutorial treatment of black-on-white rape was remarkably consistent during the colonial and early national period. After the only white man was hanged for rape in 1693, the remaining five executions were all of Blacks. No one of any race was hanged for the rape of a Native American or African American woman. A marker of the marginalization of African Americans is that the final person hanged in Connecticut for a crime other than homicide was a black man for rape in 1817. This persistent pattern of prejudice is a telling example of the impact of race on criminal justice, especially the capital crime of rape.  相似文献

This paper provides an argument in favour of federal institutional design on the basis that it is more congenial to the preservation and promotion of normatively desirable societal diversity than its unitary alternative. Seeking inspiration in the work of three of the most influential liberal thinkers of the nineteenth century: John Stuart Mill; Alexis de Tocqueville; and Lord Acton, I construct a novel case for federalism that focuses on the inherent benefits of a dual/multi-layered governmental structure. Section one argues for the value of diversity, stating that it can both improve the authenticity of individually exercised autonomy, and improve the quality of individually espoused moral views. Section two considers the potential dangers posed by the unitary state to the flourishing of diversity through the centralisation of key institutions. Section three shows how the federal model sidesteps these pitfalls, and offers a more auspicious environment for the cultivation and enjoyment of diversity.  相似文献

Recently, Lewis-Beck et al. (The American Voter Revisited, 2008b) re-created The American Voter using contemporary data. Although these scholars ultimately conclude that voters today behave in ways that are consistent with the account of voting behavior presented in The American Voter, their work nonetheless highlights the importance and value of re-examining past ideas. Given that Lewis-Beck et al. have re-tested the findings of The American Voter, it is both timely and worthwhile to re-examine Fiorina’s (Retrospective voting in American national elections, 1981) political theory of party identification, which is often seen as a critique of the theory of party identification presented in The American Voter, using newly available panel data. In this paper, I re-examine Fiorina’s (Retrospective voting in American national elections, 1981) political theory of party identification using data from the 2000–2002–2004 NES panel study. In addition to applying Fiorina’s approach to party identification to new data, as a more robust test of Fiorina’s theory, I develop a model of party identification where changes in party identification are modeled as a function of the actual changes in retrospective political evaluations. Overall, my findings are broadly consistent with the findings from Fiorina’s original model of party identification; however, my analysis suggests that the distribution of opinions in the electorate and elite signals may be important to changes in party identification.  相似文献
