The implications of different potential affirmative action policies depend on three factors: selection rate from the applicant pool, base rate of qualified applicants, and accuracy of performance predictions. A series of analyses was conducted under various assumptions concerning affirmative action plans, causes of racial differences in average college admissions test scores, and racial differences in accuracy of performance predictions. Evidence suggesting a lower level of predictive accuracy for African Americans implies that, under a program of affirmative action, both proportionately more false positives (matriculated students who do not succeed) and proportionately more false negatives (rejected applicants who could have succeeded) will be found among African American applicants. Unless equivalent levels of predictive accuracy are achieved for both groups, no admission policy can be fair simultaneously to majority group applicants and African American applicants. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

Housing affordability in the United States is generally operationalized using the ratio approach, with those allocating more than thirty percent of income to shelter costs considered to have housing affordability challenges. Alternative standards have been developed that focus on residual income, whether income remaining after housing expenditures is sufficient to meet non-housing needs. This study employs Los Angeles Family and Neighborhood Survey data to consider racial/ethnic, nativity and legal status differences in one residual income standard. Logistic regression analyses of housing-induced poverty focus on whether there are differences among five distinct groups: US born Latinos, Non-Hispanic Whites, and African Americans, authorized Latino immigrants, and unauthorized Latino immigrants. Results suggest that: (1) Latino natives are significantly more likely to be in housing-induced poverty than African Americans and Latino immigrants, and (2) unauthorized Latino immigrants are not more likely to experience the outcome than other groups. The present work extends previous research. First, the results provide additional evidence of the value of operationalizing housing affordability using a residual income standard. Alternatives to the ratio approach deserve more empirical attention from a wider range of scholars and policymakers interested in housing affordability. Second, housing scholarship to date generally differentiates among Latinos by ethnicity, nativity, and citizenship. The present study contributes to emerging research investigating heterogeneity among Latinos by nativity and legal status.  相似文献

During the past decade, housing markets across the United States experienced dramatic upheaval. Housing prices rose rapidly throughout much of the country from 2000 until the start of 2007 and then fell sharply during the next 2 years. Many households lost substantial amounts of equity during this downturn; in aggregate, U.S. homeowners lost $7 trillion in equity from 2006 to 2009. Aggregate home equity holdings had fallen back to 2000 levels by early 2009. Whereas this intense volatility has been well documented, there remain unanswered questions about the variation in experiences across racial groups, particularly among those who purchased their homes before the boom and kept them through the collapse of the market. Did this housing market upheaval widen the already large racial and ethnic gaps in housing wealth? Using the American Housing Survey, we analyze differences in the changes in home equity experienced by homeowners of different races and ethnicities between 2003 and 2009. We focus on homeowners who remained in their homes over this period, and find that blacks and Hispanics gained less home equity than whites and were more likely to end the period underwater. Black–white gaps were driven in part by racial disparities in income and education and differences in types of homes purchased. Latino–white disparities were most dramatic during the market’s bust.  相似文献

Abstract

There are persistent differences in homeownership rates across racial and ethnic groups. Homeownership rates for whites are over 20 percentage points higher than for blacks or Hispanics. This paper uses a model of the housing tenure decision to gain a better understanding of these racial and ethnic differentials in homeownership and employs a decomposition technique that has been applied to labor market discrimination to report the results of the empirical testing of two hypotheses: (1) race (ethnicity) influences the probability of ownership through differences in household endowments (income, education, age, gender, and family type) and market endowments (price and location); and (2) race (ethnicity) directly influences the probability of ownership through racial or ethnic discrimination and other factors that may be correlated with race or ethnicity.

We find endowment effects important in explaining the persistent racial and ethnic disparities in homeownership. In brief, logit analysis of 1989 American Housing Survey (AHS) national sample data reveals that 81 percent (78 percent) of the differences between the predicted probability of ownership between black and white households (Hispanic/non‐Hispanic) are due to differences in group endowments. Direct effects explain 19 percent of the black‐white differentials and 22 percent of the Hispanic/non‐Hispanic differentials. Because the direct effects are modeled as residual differences, it must be realized that the residual components could also be capturing the influence of important omitted or harder to measure variables internal to the market process and correlated with race or ethnicity. These include wealth, household location, employment history, credit history, and cultural predisposition toward homeownership.  相似文献

Abstract

Motivated by a renewed interest in homeownership, the U.S. Department of Housing and Urban Development developed techniques to study patterns of ownership. A baseline model is used to forecast homeownership in 2000 and then extended to illustrate how policy initiatives designed to overcome race‐and income‐based barriers to ownership could affect the national homeownership rate and the rates of ownership by specific subgroups. Another technique uses American Housing Survey data to estimate how these initiatives could affect household location and the choice of housing type.

This article clearly demonstrates that even limited success in reducing race‐and income‐based disparities will result in a significant increase in the national homeownership rate and dramatic increases for subgroups, such as minorities, young households, and low‐income households, that have low rates of homeownership. Thus, these techniques affirm the importance of focusing on access and affordability.  相似文献

White households in the United States are far wealthier than black or Hispanic households, a disparity that remains unexplained even after taking into account income and demographic factors. This article uses data from the Health and Retirement Study to examine various components of aggregate wealth, including housing equity, nonhousing equity, financial assets in general, and risky assets in particular. It inspects asset choices by race and ethnicity and assesses whether differences in saving behavior--and, consequently, in rates of return on assets--are possible sources of the wealth gap. It also demonstrates the equalizing effect of pension wealth and Social Security wealth on total wealth. Racial and ethnic differences in housing equity narrow among households in the higher income quartiles, whereas differences in nonhousing equity generally widen as income increases. The widening gap in nonhousing equity stems from differences in financial asset holdings, particularly risky assets. At every income quartile and educational level, the percentage of black and Hispanic households that own risky, higher-yielding assets in considerably smaller than the percentage of white households. Thus, some of the wealth gap appears to be attributable to differences in saving behavior. Understanding how people save--in particular, knowing whether certain people will be more vulnerable financially because of their saving choices--helps policymakers assess older Americans' financial preparedness for retirement and anticipate their economic well-being thereafter. Lower rates of investment in the financial market will probably result in slower wealth creation in minority households. Recognizing this, some organizations are trying to open opportunities for minority households to invest in the financial market. This is a positive step toward narrowing the wealth divide. Such efforts will become even more critical if Social Security reform places increased responsibility on individuals to manage personal accounts.  相似文献

While race is often discussed in relation to police, there is still little empirical evidence on the role of race in shaping citizens’ evaluations of government performance. Using an experimental design, this study examines how different levels of police performance affect perceptions of police trustworthiness and to which degree observed effects vary by individual race and across communities with different racial makeups. Specifically, we study the effect of different levels of performance on perceived trustworthiness in two communities—one predominantly African American and one predominantly White—and replicate across two samples: a sample consisting of primarily White participants and another consisting of only African American participants. Results indicate that the interaction between the racial composition of a community and individual race plays a critical role in shaping the effects of performance among White participants, who appeared more sensitive to community context than African American participants. Implications for research and practice are discussed.  相似文献

Abstract

This article develops a model that relates decadal changes in neighborhood poverty rates to metropolitan‐wide economic changes and the neighborhood's demographic profile, predetermined poverty rate, and locational characteristics. The model is estimated for the 1980–1990 period using metropolitan census tracts as proxies for neighborhoods. This national sample of tracts is stratified into predominantly white, African‐American, Hispanic, and mixed subsamples.

Results indicate that only a few variables consistently predict growth in neighborhood poverty: overall job availability; the age composition of neighborhood residents; the proportion of nonmarried households; and the neighborhood's 1979 poverty rate. Other variables have distinctly different coefficients depending on the racial‐ethnic subsample. These coefficients include segregation, welfare benefits, the location of manufacturing employment, and availability of automobiles. We conclude that studies that focus solely on African‐American poverty neighborhoods fail to recognize common patterns across all neighborhoods and to discern unique features of neighborhoods inhabited predominantly by non‐African Americans.  相似文献

This study examines the salience of racial identity among white and black students at four American universities. Utilizing the Twenty Statements Test [Kuhn, M. H., & McPartland, T. S. (1954). An empirical investigation of self-attitudes. American Sociological Review, 19, 68–76], we measure racial identity salience among students at three predominantly white northeastern universities and one historically black southern university. As predicted, we found that racial identity salience for white students at the predominantly white universities (PWUs) was significantly lower than racial identity salience among black students in these university settings. Contrary to our expectations, racial identity salience among white students at the historically black university (HBCU) was lower than racial identity salience exhibited among black students at this university, and white students at the HBCU were not more likely to exhibit racial identity saliency than white students at the PWUs. These findings indicate that the “transparency phenomenon,” transcends context in that whites are generally far less likely to think of themselves in racial terms than are people of color. Thus, racial transparency among whites appears to supercede context. Racial salience is much higher among African-American students at the PWUs than at the HBCU; this finding suggests the importance of context for African-Americans. However, fully one-third of African-American students at the HBCU listed race on the TST, suggesting the transcendent power of a racialized identity in a dominantly white society.  相似文献

This paper tests the “rising tide” and “trickle down” hypotheses of income growth by examining several measures of income inequality between 1983 and 1987. A close look at household incomes between those years shows that post-tax income growth has been concentrated among the 20 percent of American households with the highest incomes. The middle income classes have experienced only modest income growth over this period, and the 20 percent of American households with the lowest incomes have experienced a decline in income. These results hold whether the analysis is based on a summary measure of income equality such as the Gini coefficient, or on a less technical measure such as average income. Furthermore, income growth seems to be decreasing most rapidly for groups of households that historically have had the lowest incomes: female-headed households, blacks, and Hispanics. Finally, two standard explanations of the inequality trend—that the distributional changes are the result of either cohort effects or the movement of jobs to the lower wage areas of South—are tested by disaggregating the data. It is well known that African Americans and whites hold different views of the police, but nearly all of the previous research has been conducted in majority white settings. This research examines the relationship between race and evaluations of the police in majority black versus majority white contexts. Social dominance theory and the research on racial threat predict that when the racial majority changes, the relationship between race and attitudes toward police will change. We find that, in majority black contexts, the traditional relationship between being black and having negative evaluations of the police disappears, and it disappears because whites' evaluations of the police become more negative. Black evaluations of the police are relatively consistent across racial contexts. Also, white racial attitudes affect police evaluations in majority black contexts, but not in white contexts, while African American racial attitudes are inconsequential in both contexts. Furthermore, if a white citizen is victimized by crime in a black city, it has greater ramifications for evaluations of the police than if the victimization had occurred in a white city. All of this suggests that whites' views of the police may be more racialized than the views of African Americans.  相似文献

The United States is facing an acute shortage of reasonably priced housing with over 35% of households paying more than 30% of their income for housing costs in 2015. As the U.S. economy recovers from the Great Recession, will housing become less unaffordable as incomes rise and households could potentially pay a lower share of their income for housing costs? To see if this is likely, I examined the change in housing affordability in the 100 largest metropolitan statistical areas (MSAs) in the United States between 1990 and 2000, a period of exceptional economic prosperity. I used the percentage of housing cost-burdened households (those that pay more than 30% of their gross income on ownership or rental costs) as a measure of the availability of reasonably priced housing. I used discriminant analysis techniques to detect statistically significant differences in the percentage of cost-burdened households in the 100 MSAs based on a variety of factors. I found that despite the phenomenal economic prosperity of the 1990s, about 30% of households were cost-burdened both in 1990 and 2000. High MSA median income was correlated with a greater shortage of reasonably priced housing. Neither economic growth rate nor poverty rate nor population growth rate distinguished high-shortage MSAs from low-shortage ones. Large MSAs and MSAs in the West had greater shortages than other MSAs. Economic prosperity did not alleviate the problem of lack of reasonably priced housing in the past, and is not likely to do so in the near future. Planners and policy-makers need to enact new policies at local, regional, state, and federal levels to effectively address America’s chronic affordable housing shortage.  相似文献

This study argues that President Obama's strong association with an issue like health care should polarize public opinion by racial attitudes and race. Consistent with that hypothesis, racial attitudes had a significantly larger impact on health care opinions in fall 2009 than they had in cross‐sectional surveys from the past two decades and in panel data collected before Obama became the face of the policy. Moreover, the experiments embedded in one of those reinterview surveys found health care policies were significantly more racialized when attributed to President Obama than they were when these same proposals were framed as President Clinton's 1993 reform efforts. Dozens of media polls from 1993 to 1994 and from 2009 to 2010 are also pooled together to show that with African Americans overwhelmingly supportive of Obama's legislative proposals, the racial divide in health care opinions was 20 percentage points greater in 2009–10 than it was over President Clinton's plan back in 1993–94.  相似文献

Scholars and political observers point to declining labor unions, on the one hand, and rising white identity politics, on the other, as profound changes in American politics. However, there has been little attention given to the potential feedback between these forces. In this article, we investigate the role of union membership in shaping white racial attitudes. We draw upon research in history and American political development to generate a theory of interracial labor politics, in which union membership reduces racial resentment. Cross‐sectional analyses consistently show that white union members have lower racial resentment and greater support for policies that benefit African Americans. More importantly, our panel analysis suggests that gaining union membership between 2010 and 2016 reduced racial resentment among white workers. The findings highlight the important role of labor unions in mass politics and, more broadly, the importance of organizational membership for political attitudes and behavior.  相似文献

ABSTRACT

Although the mortgage interest deduction enjoys broad public support, critics argue that the policy disproportionately benefits wealthy households, fails to expand homeownership opportunities to households on the margins, and costs the federal government an extraordinary amount of money in foregone tax revenue. Drawing on data collected through an online experiment, this analysis tests the sensitivity of public support to these critiques. The findings reveal that support for the mortgage interest deduction declines when respondents are presented with information about the cost, effectiveness, or distribution of benefits associated with the deduction. Support among renters is more sensitive to framing effects than that among homeowners. Republicans are less sensitive to framing effects than Democrats when the deduction is framed as distributing benefits unequally, but more sensitive to these effects when the issue is framed as costly. However, all groups register their lowest level of support when told that the mortgage interest deduction is not an effective tool for expanding ownership opportunities.  相似文献

Controversies over voting outcomes, and subsequent laws to seemingly curb irregularities, have led to increased scrutiny over the process of voting day activities. While studies find evidence that majorities perceive rampant fraud, the explanations for these opinions have mainly pointed to political predispositions, largely ignoring the influence of racial attitudes. We propose that contemporary opinions on electoral malfeasance are shaped by the context of a popularly elected African American president, Barack Obama, and subsequent racial resentments. Analyses of data from the 2010 Cooperative Congressional Election Study reveals that racial resentment significantly predicts higher perceiver electoral malfeasance, even after controlling for political predispositions. Surprisingly, significant racial resentment effects exist among both Obama and McCain supporters, and these effects are strongest among those who perceived Obama won because of his race. Our results highlight the hyper racialized spill-over effects into judgements about the political system.  相似文献

Abstract

Taxation of net imputed rent from owner‐occupied housing (and mortgage interest deductibility) has been advocated in Australia on grounds of both efficiency and equity. The current tax system (no taxation or deductibility) favors owner‐occupied housing over business investments, and in the owner‐occupied sector it favors high‐income, low‐debt households over others. Nevertheless, imputed rent taxation has been criticized on the empirical grounds that its direct burden would fall more heavily on low‐income households than high‐income households.

Using micro‐level data from the 1986 Income Distribution Survey, we show that the burden does not fall more heavily on low‐income households when net imputed rent is included in owners’ incomes and when life cycle effects are controlled for. Moreover, for married couples aged 25 to 54, the taxation of imputed rental income would be not only progressive, but more progressive than the taxation of other household income.  相似文献

Abstract

The Section 8 voucher and certificate program potentially allows recipients to choose better neighborhoods than they might otherwise be able to afford. This article compares the location of households using Section 8 vouchers and certificates with the location of other renter households, both low‐income renters and all renters.

In 1998, Section 8 users were 75 percent as likely as other poor tenants to live in distressed neighborhoods but 150 percent more likely than all renters to live in such tracts. These national averages obscure substantial variation among metropolitan areas. Section 8 users concentrate in distressed neighborhoods when rental housing concentrates there, but they avoid distressed neighborhoods with very low rents. Concentration also hinges on race; when assisted households are mostly black and other residents are mostly white, assisted households are much more likely to live in distressed neighborhoods.  相似文献

There has been considerable debate in recent work on voting patterns in Great Britain regarding the importance of regional effects: are these “real” or are they simply statistical artifacts of decision‐making processes at smaller spatial scales which are aggregated up to the regional scale if not incorporated directly into any modeling? Using a multilevel model design, this article reports on analyses of survey data for the 1997 general election in England which allows tests of whether regional variations are no more than aggregation effects. Individual voters are nested within households, neighborhoods, constituencies, and regions and when all of the smaller‐scale spatial levels are included in the model, the observed regional effects are statistically insignificant. At the 1997 general election, at least, regional variations within England in support for the three main parties—basically, a north‐south divide—are aggregation effects.  相似文献

There is a major housing affordability crisis in many American metropolitan areas, particularly for renters. Minimum parking requirements in municipal zoning codes drive up the price of housing, and thus represent an important potential for reform for local policymakers. The relationship between parking and housing prices, however, remains poorly understood. We use national American Housing Survey data and hedonic regression techniques to investigate this relationship. We find that the cost of garage parking to renter households is approximately $1,700 per year, or an additional 17% of a housing unit’s rent. In addition to the magnitude of this transport cost burden being effectively hidden in housing prices, the lack of rental housing without bundled parking imposes a steep cost on carless renters—commonly the lowest income households—who may be paying for parking that they do not need or want. We estimate the direct deadweight loss for carless renters to be $440 million annually. We conclude by suggesting cities reduce or eliminate minimum parking requirements, and allow and encourage landlords to unbundle parking costs from housing costs.  相似文献
