SUMMARY

Politics has been described as “an aggregate of persons in a power perspective of elaborated demands and expectations”. From this the collective nature of politics can be clearly seen. Without communication, however, no collective action is possible and consequently no political action. Based on this politics can be seen as the continuous defining of collective action in the context of mutual power relations in which there are differences (inter alia of objectives and methods) and consequently conflict over the allocation of scarce resources. Even though there has been an early interest in the relationship between politics and communication, e.g. Aristoteles and Julius Caesar with his Acta Diurna, systematic study of the relationship between communication and politics and the generation and regulation of conflict is of recent nature. A review of the literature on the theory and research in the field of political communication indicates it to be of original interest to researchers from fields such as journalism, mass communication, political science and speech communication. Recently, however, political communication emerged as a field on its own worthy of its recognition as a subdiscipline of communication science: it is recognized by professional bodies like the International Communication Association it is a separate area for research, teaching and for publication of journals devoted to it.  相似文献

The argument in this article is that ‘terrorism’ is not necessarily unethical. It begins with the argument that terrorism should not be denned as immoral. It is also argued that terrorism should not be condemned categorically. Finer judgments are needed. By analogies to other forms of political violence, especially in war, some of the criteria appropriate to assessing the ethics of terrorism are suggested.  相似文献

This article assesses the validity of the concept of ‘religious terrorism’ and its consequences for research and policy practices. It explores the origins, assumptions and primary arguments of the term and subjects them to an analytical assessment. It argues that the distinctions typically drawn between ‘religious’ and ‘secular’ terrorism are problematic, both conceptually and empirically, and that the term is misleading in its typical assumptions about the motives, causes and behaviour of groups classified as ‘religious terrorist’. In particular, it shows that the behaviour of those thus labelled is so diverse, and often so indistinguishable from their ‘secular’ counterparts, that the term has little meaning without further qualification, while simultaneously obscuring important aspects of both ‘religious’ and ‘secular’ violence. It then goes on to illustrate how the term, rooted in a particular historically situated understanding of religion and a particular set of power structures, serves as a disciplinary device to domesticate ‘political religion’, delegitimising certain actors while legitimising a number of highly contentious counterterrorist practices designed to deal with those described as ‘religious terrorists’. The article ends with some suggestions for alternative ways to study the role of beliefs and institutional structures, religious or otherwise, in producing political violence.  相似文献

The shift by the provisional Republican movement towards constitutional politics in Northern Ireland has caused splits among Republicans. The formation of the Continuity and Real Irish Republican Armies, pledged to continue ‘armed struggle’ against British rule in Northern Ireland, was predictable, given the historical propensity of Republicans to divide amid claims of ‘betrayal’ by the leadership. The odds against militarist Republican ‘dissidents’ appear overwhelming, as they lack weapons, members and support. Sinn Féin has carried most of the Nationalist constituency on its transition towards constitutionalism and the Irish Republic has abandoned its claim to Northern Ireland. Nonetheless, continued political uncertainty over the province's political future has contributed to the maintenance of a long-standing militaristic tradition within Irish republicanism.  相似文献

Since the beginning of the Troubles, alternative forms of justice have emerged in many working class areas of Northern Ireland. Such justice operates outside the formal state system and is undertaken by paramilitaries. This article explores the nature of this informal justice including an identification of activities liable for ‘punishment’, the procedures involved and the types of ‘punishment’ meted out. Moreover, this article examines the pattern of paramilitary ‘punishments’ in the pre- and post cease fire periods.  相似文献

This article examines the 2009 humanitarian disaster in Sri Lanka through fieldwork conducted at the time and through theoretical lenses supplied by Arendt, Foucault and Agamben. The article suggests that this catastrophe represents a salutary example of the consequences of promoting a ‘lesser evil’ in the context of a government-fuelled human rights disaster. In line with Arendt's critique of the ‘lesser evil’, the case illustrates the limits to prioritising compromise, quietude and ‘access’. At the same time, while ‘democracy’ and ‘terror’ have frequently been posed as opposites, this tragedy shows how democratic forces, nationally and even internationally, can embrace something that approximates to Agamben's ‘camp’, a state of emergency in which entire groups of people lose their rights and can, at the extreme, be killed with impunity. Meanwhile, a pervasive official language of ‘care’ and ‘humanitarianism’ (corresponding to Foucault's politics of ‘life’) not only proved entirely consistent with ethnic cleansing and the large-scale killing of civilians; it also actively assisted in this endeavour by creating a smokescreen behind which massacres could be carried out.  相似文献

The present contribution explores the changing relationship between the European Union (EU) and the two largest countries in its eastern neighbourhood, namely Ukraine and Russia, between 1991 and 2014. Taking the differential between the existence of the EU Strategic Partnership (SP) with Russia and the absence of such an arrangement in the relationship with Ukraine as a point of departure, it investigates how the EU has dealt with different aspirations and challenges stemming from its two largest eastern neighbours. Adopting the Social Identity Theory perspective, the contribution analyses the interrelationship between the evolution of the EU’s SP approach towards the eastern neighbours and the development of (particular dimensions of) the EU’s identity. It demonstrates how the process of categorization relating to the ideational ‘self’, ‘we’ and ‘other’ took place; and how only the EU’s relationship with Russia and not that with Ukraine has accumulated the discursive markers of a strategic partnership. The contribution, furthermore, analyses the challenges to the EU changing approach stemming from the 2013–2014 Ukraine crisis.  相似文献

Abstract

This article examines two of the explanatory discourses most often used by the youth in explaining their preferences for local or global media – those of ‘realism’ and ‘quality’. The article explores the ‘empiricist’ understanding of realism which seeks a correspondence, at a denotative level, between the ‘realities’ internal and external to the text, and argues that a desire for this correspondence, explains the youth's preference for local productions. However, the article also argues that ironically, in many instances, it is global, rather than local productions which most adequately reflect local lived conditions. The article also explores how many students' preference for global media is premised on the perceived superior ‘quality’ (understood in terms of production techniques) and that the discourse of ‘quality’ is one often used by South African media producers to explain the relatively poor state of the local film and television industries. Finally, the article highlights that an attraction to the ‘quality’ of American productions often coexists with a profound anti-Americanism.  相似文献

The December 1988 bombing of Pan Am Flight 103 raises an important legal problem for decision‐makers contemplating retaliation against such acts of terrorism. Conceivably, retaliation could conflict with and help erode international norms of self‐defense. Counter‐terrorist experts and government officials espousing the use of force have minimized, if not ignored, this potential conflict and its negative impact on world order. On the other hand, the 1986 US raid on Libya and the 1985 Israeli raid on PLO headquarters in Tunisia reveal that under limited circumstances force would be deemed appropriate. The informal adjudication of these incidents by relevant international actors suggests a tolerance for the resort to force in the US case and ambivalence in the Israeli case. The US and Israeli cases guide a subsequent discussion of the conditions under which the use of force against terrorist bases in response to terrorist attacks could be legitimated. The resort to force against such activity, it is argued, would have to meet the test of necessity, including: (1) a previous and ongoing series of terrorist attacks, and demonstrated responsibility for those attacks by the actor, state or non‐state, against whom force is used; (2) immediately expected or imminent terrorist attacks endangering human life; and (3) the absence of non‐forcible remedies effective in terminating the terrorist threat. In addition the amount of force would have to be proportional, limited to targets responsible for specific terrorist activity and limited by the objective of terminating that threat.  相似文献

With Algeria still self-excluded from the ENP, unconvinced by the UfM and indeed now seriously questioning the added value of the Association Agreement, EU–Algerian relations could not be at a lower point. Interaction within the EMP has conspicuously failed to lead to a meaningful convergence of the dyad's interests, even if it has encouraged a process of familiarisation of sorts between actors on both sides. Although energy has traditionally been the area where EU–Algerian relations are strongest, reflecting their market-rooted interdependence, it remains frustratingly under-institutionalised at the bilateral level. The conclusion of a ‘strategic energy partnership’ could help overcome the extant sterility of EU–Algerian relations, capturing the specificity of their shared interests and focusing minds on tailored ‘enhanced bilateralism’.  相似文献

The transformation of Russia's party system demonstrates a trend towards a decrease in party competition since the establishment of the party of power, United Russia, which claims to have become the dominant party. These developments are unique among post-Soviet countries, which merely attempted to create personalist, rather than party-based, monopolies of ruling elites. Why have Russia's elites opted to build a party-based monopoly and what are the prospects of this enterprise? The formation of the ruling group's party-based monopoly is explained with the help of a part-contingent model of an interrelated chain of causes and effects: (1) open electoral conflict among elites; (2) forced instrumental use of political parties as tools by the elites, in this conflict; (3) elite conflict turned into a zero-sum game; (4) a set of incentives for the ruling elite to make further instrumental use of the party of power; (5) an effective constellation of ideological and organizational resources of the party of power. The article also analyses the benefits and risks of the dominance of the party of power and its possible role in the consolidation of a non-democratic regime in Russia, along lines comparable to the Institutional Revolutionary Party in Mexico.  相似文献

China's hard line and repressive policies have often stood in the way of its acceptance on the international stage. This legacy has nowhere been more evident than with respect to its national minority policies applied in Tibet. While China long ago in the 1951 17-point Agreement agreed to provide autonomy to Tibetans it has never delivered on this promise, offering repression and assimilation instead. In nearly every diplomatic outing, as was especially evident in the lead up to the 2008 Beijing Olympics, China's Tibet policies have been an issue. With the 2007 UN Declaration on the Rights of Indigenous Peoples and the 2008 Tibetan Memorandum on Genuine Autonomy for the Tibetan People China surely has excellent guidance for a more humane policy to meet Tibetan concerns. With reference to its historical legacy and international standards, this article encourages China to embrace such policy reform.

Since the mid‐1980s, press accounts have widely reported the activities of a new variety of radical right‐wing groups often characterized as ‘white supremacist’. Among groups to which the label has been attached are Aryan Nations, The Order, Posse Comitatus, and The Covenant, Sword and Arm of the Lord. These groups share a belief system made up of five elements: (1) ‘Identity’ theology, which asserts that whites of Western European extraction are direct descendants of the Biblical tribes of Israel; (2) a doctrine of racial superiority, which places ‘Aryans’ at the summit of a four‐race hierarchy; (3) belief in a world Jewish conspiracy; (4) admiration for Nazism, together with acceptance of ‘Holocaust revisionism'; and (5) a millenarian view of history, emphasizing the imminence of the ‘last days’. Such organizations typically draw from this belief system implications directly relevant to the study of violence: (1) the desirability of withdrawing into self‐sufficient, often paramilitary, communal groups maintaining minimal contact with outsiders; and/or (2) seeking direct confrontation with political authority in the form of terrorism and guerrilla warfare (for example, The Order's crime wave in 1983–84).  相似文献

Zimbabwe held ‘fresh’ elections on July 31, 2013 under a new constitution. This was in line with the provisions of the Global Political Agreement (GPA), a political power-sharing compromise signed between Zimbabwe's three main political parties, following the heavily disputed 2008 harmonised presidential and parliamentary elections. The GPA established in Zimbabwe a Government of National Unity (GNU). On the road to making a new constitution, political differences and party politicking always seemed to take precedence over national interest. This political polarity in Zimbabwe resulted in the heavy polarity of the media, especially along political ideological grounds. The new constitution-making process and all its problems received heavy coverage in almost all national newspapers. This article analyses the discourse-linguistic notion of ‘objectivity’ in ‘hard’ news reports on the new constitution-making process by comparing the textuality of ‘hard’ news reports from two Zimbabwean national daily newspapers: the government-owned and controlled Herald and the privately owned Newsday. Focusing on how language and linguistic resources are used evaluatively in ways that betray authorial attitudes and bias in news reporting, the article examines how the news reports uphold or flout the ‘objectivity’ ideal as explicated through the ‘reporter voice’ configuration, and within Appraisal Theory.  相似文献

Ghana's decentralised form of administration run by elected District Assemblies was created in 1989 by Jerry Rawlings’ military government. As in Uganda under Museveni's National Resistance Council regime, it was inspired by populist theories of participatory, community‐led democracy which idealised the consensual character of ‘traditional’ village life and rejected the relevance of political parties. The Assemblies remain by law ‘no‐party’ institutions, notwithstanding Ghana's transition to multi‐party constitutional democracy in 1992. Their performance since 1989 is examined in the light of the question: to what extent can the Ugandan ‘no‐party’ model continue within a context of party competition, given that it assumes the all‐inclusive and non‐conflictual character of community politics? The conclusion is that the contradictions between the no‐party consensual model, de facto ruling party domination and the reality of local conflict have created significant difficulties for the Assembly system. Participation has declined and conflict‐resolution been made more difficult, whilst the legitimacy and transparency of resource decisions have been undermined.  相似文献
