ABSTRACT

In the period November 2013–April 2014 more than 160,000 Ethiopians were deported from Saudi Arabia after a seven months amnesty period for undocumented migrants came to an end. This large-scale regularization campaign of the Saudi government must be seen in light of the ‘Arab Spring’, when popular uprisings in the Middle East were threatening dictatorial regimes. The effect of the Arab Spring was felt globally; the uprisings impacted upon migrants living in countries in the Middle East and on their countries of origin. This paper looks into the experiences of Ethiopian deportees prior, during and after their forced return. We argue that the fact that the migrants were not prepared for their sudden return affected their economic, social network and psychosocial embeddedness back in Ethiopia. In addition, the Ethiopian government has not been able to improve the returnees’ economic embeddedness, which has affected their social and psychological status negatively.  相似文献

ABSTRACT

The meaning of personal relationships for Ethiopian migrants to Johannesburg is shaped by individual connections, by imported social networks that are adapted in the host city, and by the particular conditions of livelihood creation in the emerging Ethiopian entrepreneurial enclave of ‘Jeppe’. In their migration individuals experience both rupture and reconnection – with relatives, as well as through relationships and networks that constitute social capital in Johannesburg. The social world of Ethiopian migrants in this entrepreneurial enclave is complex. Many social connections and dislocations are affected by the life choices in which income generation and economic relations are the primary aim and social relations are necessarily secondary. Others are influenced by the strength of informal social networks that serve the needs of Ethiopian migrants. And, far from ‘here’ and ‘there’ being connected through the use of technology and advanced connectivity, ‘home’ and Johannesburg are experienced as quite separate and different places.  相似文献

ABSTRACT

State-diaspora relations is an emerging area of inquiry as we seek to deepen our understandings of state-diaspora policies. Few studies have yet to examine how the diaspora reacts to state-led policies for engagement. This paper examines Ethiopian migrants in the Netherlands awareness of and participation in five different diaspora policies implemented by the Government of Ethiopia. We explore the factors that contribute to having knowledge of these diaspora policies from a sample of 350 Ethiopians in the Netherlands. Five categories of factors are investigated including: socio-demographic characteristics, transnational ties, integration, migration experience, and trust. We find that trust and migration experience are the most significant variables in determining knowledge of the Ethiopian diaspora policies.  相似文献

Ethiopia experienced a critical juncture in 1991 with the defeat of the military dictatorship, opening up the possibilities of a new political order. Since then the country underwent social engineering and institutional transformation emerging as a leading reformist state under hegemonic-party rule with high institutional state capacity but also a concentration, and even personalisation, of decision-making power. This approximates to a path of ‘authoritarian institutionalisation’. This article argues that Ethiopia’s institutional trajectory can be explained by the nature of coalition politics in the formative years of transition, specifically the extent to which credible challengers were excluded from transitional processes. The strategy of excluding Pan-Ethiopian parties and sideling the Oromo Liberation Front (OLF) set the country on the path of establishing a hegemonic rule by the Ethiopian People’s Revolutionary Democratic Front (EPRDF). Sustaining hegemonic rule entailed fending off threats from excluded groups in the 1990s but which coalesced into a strong electoral performance in the 2005 elections in whose aftermath the ruling party embarked on aggressive pursuit of state-directed development for political legitimation.  相似文献

Abstract

External intervention has frustrated and continues to frustrate peace and stability in the Horn of Africa and Somalia, adding various adverse layers to an already complicated and complex conflict. The level of forceful military engagement intended for regional domination has profoundly affected negatively the efforts of peacebuilding and statebuilding in Somalia. This article examines how the earlier Ethiopian policies towards Somalia has reshaped the (post)-Cold War politics of the Horn. In doing so, it traces the roots of the Ethiopian intervention in Somalia vis-à-vis new non-state armed groups to chart the changing political dynamics of the conflict in Somalia. By using historical approach, the article argues that Ethiopia’s agenda is central to understanding why the ‘War on Terror’ has strengthened and subsequently midwifed armed militant movements (e.g. new insurgency groups) in Somalia, starting from Al-Itihaad to today’s Al-Shabaab. In focusing upon various regional actors and groups, the article moves from the emphasis of internal systems to external power structures, considering the wider historical and political factors in the region that must be closely examined if the regional and local conflicts are to be deeply understood. While it is a context-specific study, the article aims to contribute fresh perspectives and insights to ongoing discussions on the consequences of the Ethiopian intervention in Somalia.  相似文献

Abstract

This paper explores the diasporic ‘politics of home’ of Congolese migrants in Europe, in particular in the UK, and to a lesser extent in Belgium. We focus on the fragmentation and heterogeneity of the diasporic political sphere by examining the role of first generation activists, religious groups, as well as youth and women's organisations. Within the transnational political field, first generation leaders are in a dominant position and the involvement of other groups, such as women and young people is marginalised by their control of the diasporic ‘rules of the game’ in the Bourdieusan sense. However, the increasing involvement of Congolese women in the field of women's rights advocacy has opened up new paths of political action which can, in certain occasions, lead to transnational forms of engagement. Similarly, second generation Congolese activists are constructing a space of autonomous engagement, relying heavily on the Internet and especially on social media, some attempting to link up with wider social movements. The paper provides an understanding of the social and political construction of these different fields of diasporic engagement as well as their intersectional and dialogical relations.  相似文献

Abstract

This paper examines China’s engagement with Africa through economic zones (EZs). It moves beyond the conceptualisation of EZs as undifferentiated enclaves of foreign investment to a dynamic perspective on the locally negotiated process of zone development. Such a perspective entails critical unpacking of the specific zone regime to understand the diverse and evolving relationships among different state and non-state actors. Drawing upon empirical research on the Eastern Industrial Zone (EIZ) in Ethiopia, we explore the complex process of learning and adaptation by government, developers, investors, and workers throughout the development of a zone regime, with specific attention to capital–labour and expatriate–local relations. We find that despite the EIZ being a state-level cooperation project, private Chinese developers work diligently with the Ethiopian government to improve the institutional support for EZs. Chinese investors also collectively generate a management regime to enhance their overseas operational capacity and experiment with various tactics to transform local recruits into an industrial workforce. Local workers, with limited protection by official labour unions, turn to individual- and group-based agency to improve their working conditions. Despite the momentum created by multiple stakeholders, there are concerns regarding the long-term contributions of EZs to engender sustained industrial transformation and skills development.  相似文献

The modernisation of local government in the UK, pursued by Labour governments since 1997, has covered many, often conflicting elements. Councils have been encouraged to be both strategic ‘place shapers’ and also involved in the nurturing of democratic engagement. This latter theme of ‘democratic renewal’ has in itself contained paradoxical elements, but has been a consistent focus of attention. This debate around democratic renewal has also taken place in the context of a broader ‘rethinking’ of local governments’ role, in an era of partnerships, governance and new models of service delivery. Normatively and practically new justifications for local government have been sought. One such normative foundation has drawn on a range of theoretical perspectives to reimagine the place of local government in the democratic polity, seeing local authorities and local councilors as facilitators or nurturers of democratic health. In particular, broad theoretical developments in communicative and deliberative democracy, and also, more recently, on work based in ‘second generation’ governance theory, have been drawn upon to place local government at the nexus of state and civil society. This paper will examine the possibilities for such a role, from a normative standpoint, to argue that local government can have only limited success in this role, particularly in the context of New Labour's restructuring of the local state.  相似文献

ABSTRACT

One of the fastest growing sources of domestic labor in the Global North is Ethiopia, whose female population travels to North America, Europe, and the developed Middle East to work for remittances to send home. Once these migrants settle in cities such as London, Abu Dhabi, Tel Aviv, Rome, or Toronto, they organize themselves into cultural enclaves that navigate their positionality, namely the state, religious practice, and their bodies. While scholars are occasionally interested in the explicit security ramifications of absorbing these migrant workforces, they pay less attention to the cultural forces propelling citizenship, and to migrants' relationship with their home culture. This gap in knowledge is counterproductive, because scholars and policy-makers will have trouble assessing the Ethiopian migrant population's perspective through interview material alone. The Ethiopian values of honor and respect for authority dictate a hesitance to criticize explicitly, so the population's feelings about marginality rarely emerge in discussion about labor. This taboo curtails the effectiveness of typical ethnographic methods (e.g. interviewing). Rather, this article examines Ethiopian music as a prism through which migrant musicians navigate the complex web of religious, ethnic, national, and embodied identities in their new surroundings. In this article, I present findings based on participant-observation of Ethiopian live music in North American and Middle Eastern diaspora cities (New York, Washington, DC, Tel Aviv, and Dubai), and argue that the populations are linked through the multidirectional cultural influences of Ethiopian diasporic popular music. I will argue that Ethiopian migrants' music offers a stable, alternative form of political discussion to more overt discussions of contested identities, and that these discussions reshape cultural boundaries. By considering performance techniques such as choice of language for lyrics, and the incorporation of Ethiopian or local dance style into music videos that are distributed over the Internet, one begins to understand how the rapidly expanding transnational network of Ethiopian migrants conceptualizes itself as an emerging global source of labor in cosmopolitan urban centers.  相似文献

ABSTRACT

This piece focuses on the Ethiopian women victims of trafficking – the agency of these women in the whole trafficking process, and issues of choice – ‘trying a chance’, or just taking a risk to get out of poverty or difficult social circumstances, considering that they are lured, tricked, coerced, or even forced into the hands of traffickers by a wide range of circumstances and people, including family and friends. Traffickers target girls with economic, social, and family problems. Most of the trafficking of women and girls from Ethiopia is carried out through the use of service ‘agencies’ and human smugglers who facilitate the process of migration through a number of routes. Many of those who use the ‘desert route’ often begin from Sudan to North Africa from where they cross to Europe. The data for this contribution were generated in a study – ‘Captured in Flight: Experiences of violence among African women in Sweden’ – funded by the Swedish crime prevention agency (Brottsoffermyndgheten). The research for the project has been carried out in Sweden, but the women whose case studies are presented here have been in the Middle East, Turkey, Italy, Finland, and Greece before coming to Sweden.  相似文献

ABSTRACT

The ‘return’ of Ethiopian Jews to Israel in the last three decades provides an alternative case. In this presentation, I focus on the prominent role of music as ethno-racial information for Ethiopian Israelis as they engage with the process of homing and integrating in Israel. I explore their experience as black Jews through the musical tastes of young Ethiopian Israelis. For these youths, far from leaving their Ethiopianness behind, music is the fodder for actively reinventing it. I explore how they claim their place as Jews in Israel through participation in the musical communities of Ethiopian and African diasporas.  相似文献

Public sector reforms throughout OECD member states are producing a new model of ‘public governance’ embodying a more modest role for the state and a strong emphasis on performance management. In the UK, the development of performance management in the context of the ‘new public management’ has been primarily ‘top‐down’ with a dominant concern for enhancing control and ‘upwards account‐ability’ rather than promoting learning and improvement. The development of performance management and evaluation in local government in the UK has been conditioned by external pressures, especially reforms imposed by central government, which have encouraged an ‘instrumental–managerial’ focus on performance measurement. The new Labour government's programme of ‘modernizing local government’ places considerable emphasis on performance review and evaluation as a driver of continuous improvement in promoting Best Value. However, recent research has indicated that the capacity for evaluation in local government is uneven and many obstacles to evaluation exist in organizational cultures. Local authorities need to go beyond the development of review systems and processes to ensure that the capacity for evaluation and learning is embedded as an attribute of ‘culture’ in order to achieve the purpose of Best Value.  相似文献

Abstract

Taking Syria’s armed conflict as a case study to illustrate the processes of normative contestation in international relations, this article is interested in re-examining the typology of Russia as a ‘rising power’ to account for ‘rise’ in a non-material dimension. The article integrates the concept of ‘rising power’ with the literature on international norm dynamics to reflect on the rationale for Russia’s engagement in Syria despite adverse material preconditions. It will argue that Russian norm divergence from alleged ‘Western’ norms illustrates Moscow’s ambition to co-define the conditions for legitimate transgressions of state sovereignty.  相似文献

Abstract

Using local land registration practices in four ‘gray’ settlements in South Africa, I demonstrate a host of local state practices. These can be seen as falling into one of three typologies – negotiability, porosity, and exceptionality – and demonstrate the highly negotiable nature of engagements between the local government and informal communities. Furthermore, the cases speak back to the idea of informal practices of the state, showing its utility and limits at the micro-scale and offering insight into the motivations of the state for engaging in such practices and their potential for offering more progressive forms of engagement.  相似文献

This life-history examines the return migration of Meseret, an Ethiopian woman in her twenties, from Ethiopia to Saudi Arabia as a domestic worker. Meseret's successful labor migration is contextualized in hierarchical local and global economic and political structures as well as her personal goals and familial strategies for betterment or socio-economic improvement. An initial comparison will be made between Meseret's natal family and her affinal Rastafari family (her husband's family) in the Jamaica Safar or Jamaica neighborhood of Shashemene in Ethiopia in terms of livelihood, gender roles, mobility, and status. Meseret's high status as a returnee in urban Ethiopia will be juxtaposed against the low value still accorded to women's paid and unpaid domestic and care work in destination and origin countries. Recognizing structural factors and migrants' subjectivities enriches both qualitative and quantitative analyses, and has the potential to provide the groundwork for equitable migration and labor policies.  相似文献

Abstract

This article analyses the ways in which the state ‘treats’ addiction among precarious drug (ab)users in Iran. While most Muslim-majority as well as some Western states have been reluctant to adopt harm reduction measures, the Islamic Republic of Iran has done so on a nationwide scale and through a sophisticated system of welfare intervention. Additionally, it has introduced devices of management of ‘addiction’ (the ‘camps’) that defy statist modes of punishment and private violence. What legal and ethical framework has this new situation engendered? And what does this new situation tell us about the governmentality of the state? Through a combination of historical analysis and ethnographic fieldwork, the article analyses the paradigm of government of the Iranian state with regard to disorder as embodied by the lives of poor drug (ab)users.  相似文献

ABSTRACT

This paper examines the trends, patterns, and determinants of Ethiopian domestic labour migration to Arab countries. The primary motive behind migration is to move out of poverty and to improve family living standards through remittances. Migration to Arab countries has intensified due to social networks, expansion of illegal agencies, and the relative fall of migration costs. This movement is also the result of a shift in demand away from Asian domestic workers who tend to seek higher wages, to cheap labour source countries such as Ethiopia. This underlines not only the complexity of human mobility across national borders but also indicates the importance of conceptualising this movement in a broader global perspective, going beyond the traditional push-pull factors embedded in origin and destination countries. Female domestic migrants have received marginal attention from policy-makers and their vulnerability to various forms of abuse and exploitation has continued over the years.  相似文献

Russia’s historical policy towards the centenary of 1917 was composed of several parallel strategies: diminishing the meaning of the event to avoid the head of state and other government figures having to take a stance; outsourcing commemorative events, with no pre-planned grand design; developing a reconciliatory narrative of the ‘Whites’ and the ‘Reds’; and allowing other actors to promote a plurality of contradictory readings of the events. Yet the space left by the state’s refusal to commemorate 1917 has been taken over by the Church, which, as today’s most active engineer of Russia’s historical policy, promoted a very clear pro-Tsarist narrative best embodied by the multimedia historical park ‘Russia—my history’ (Rossiya—moya istoriya).  相似文献

Abstract

China’s aid is frequently portrayed as a challenger to established Overseas Development Assistance (ODA) norms, but it is unclear when the distinct ‘Chinese-model’ of aid emerged and how it has evolved over time. Using new historical data on Chinese aid in Africa and the case of Ethiopia, we have three main findings. First, China developed a distinct model of mixing ODA-like aid and commercial forms of economic engagement only after the mid-1990s, reflecting institutional reforms for allocating and managing foreign official finance. Second, social sectors have played a much greater role in China’s aid programme than is commonly perceived. Finally, Chinese aid to productive sectors has changed substantially whereas in social sectors it is relatively consistent.  相似文献

Abstract

Defining the state as ‘organised violence’, based on the emergence of the modern European national state system, Charles Tilly identified four essential war-driven, state-building activities: ‘war-making’; ‘state-making’; ‘protection’ of elite ‘clients’; and ‘extraction’ of resources. Drawing on Tilly's primary categories of analysis, this essay considers the ways in which war, or the threat of war, real or imagined, shaped the Soviet state, particularly in its Stalinist manifestation. This essay argues that Tilly's warfare-state paradigm, judiciously deployed, brings into high relief facets of Soviet state-making that few other paradigms do.  相似文献
