This article examines the impact of the spreading of Wahhabism (as one of the most militant religious teachings) on the escalation of international terrorism on European soil. It tries to point out potential hazards and propose possible measures to protect Western Europe from further penetration of this conservative Islamic movement through the Balkans. In order to elaborate the stated interdependency, this article includes our analysis of the phenomenon and spreading of Wahhabism throughout the Balkans, more concretely—on the territories of the Republic of Serbia, Montenegro, as well as Bosnia and Herzegovina. This is precisely the region where Wahhabism has made its first step to “conquer” Europe.  相似文献

This article claims that the ongoing debate about the structure and dynamics of Al Qaeda has failed to appreciate the importance of an organizational layer that is situated between the top leadership and the grass-roots. Rather than being “leaderless,” it is the group's middle management that holds Al Qaeda together. In Clausewitzian terms, Al Qaeda's middle managers represent a center of gravity—a “hub of … power and movement”—that facilitates the grass-roots’ integration into the organization and provides the top leadership with the global reach it needs in order to carry out its terrorist campaign, especially in Europe and North America. They are, in other words, the connective tissue that makes Al Qaeda work. The article substantiates this hypothesis by providing a number of case studies of Al Qaeda middle managers, which illustrate the critical role they have played in integrating the grass-roots with the top leadership. The policy implications are both obvious and important. If neither the top leadership nor the grass-roots alone can provide Al Qaeda with strategic momentum, it will be essential to identify and neutralize the middle managers, and—in doing so—“cause the network to collapse on itself.”  相似文献

The New Public Management (henceforth NPM) has coalesced into a movement in a short period of time, virtually worldwide. Thus, inter alia, we hear about the allegedly-new focus on the “customers” of public services, which are to be provided by “public intrapreneurs” as well as by cadres of employees at all levels who are “empowered.” And so on and on—through the conventional organizational litany including cross-training, total quality, performance measurement, and eventuating in strategic planning. These emphases make for a pleasing, even convincing, organizational libretto.

If the “chorus” proclaiming the NPM libretto is both ubiquitous as well as insistent, however, the chanting is often loosely-coupled, curiously directed, and at times even contradictory—at times so much so as to alert one's native cunning about what forces are really at work. Hence, the reference here to the “chorus” and also the “cacophonies” this essay detects in NPM's ardent vocalizing. This reflects our judgment that, in equal measure, NPM combines ubiquity, too much of some useful things, unreconciled diversities, and issues at sixes-and-sevens.

But this essay also urges that NPM can “walk its talk.” In effect, several emphases will at once help explain how NPM was all-but-predestined to experience serious shortfalls, as well as prescribe how NPM can rise about these limitations. Particular attention gets directed at appropriate guidelines interaction and structural arrangements.

Four emphases relate to these critical-cum-constructive ambitions. In preview, NPM 1. seldom even attempted detailing a useful approach to applications;

2. typically neglected systemic or millieu characteristics within which applications occurred;

3. usually did not specify a useful front-load in designs: i.e., training in values, attitudes, and interaction skills that would facilitate developing a “cultural preparedness” for appropriate applications; and

4. seldom specified supportive structural/managerial arrangements.

This essay proposes to do better.

This essay takes a direct if dual approach to describing the New Public Management “chorus” and its “cacophonies.” To begin, introductory attention goes to NPM as a “liberation” of theory and practice beyond the classic conservatisms of Public Administration. Then, four limitations of this NPM “chorus” will be detailed, and this quartet of “cacophonies” also implies ways to enhance NPM applications, as well as urges a stark warning against overselling.  相似文献

Roel Meijer's edited volume fills massive gaps in the Western literature on Salafism, presenting a highly nuanced account of a diverse and internally divided religious identity movement while avoiding the opposing pitfalls of apologetics and polemics. Aside from the diversity of the movement, a key theme throughout the volume is the persistent malleability of Salafi ideology, which has major implications for states, social policy, and international security. The unavoidable conclusion seems to be that even “quietist” strands cannot be considered reliably quietist. Those who seek to better understand the tensions within Salafism, the relationship between this movement and states around the world, and how Salafism stands in relation to various forms of aggressive, violent contention would be well-advised to refer to this volume.  相似文献

Abstract

With the events of September 11 still fresh and with the “war” on terrorism in progress, now is the ideal time to discuss the most important single issue in the Department of Defense (DoD)—the mission/budget mismatch. Prior to the September 30, 2001 Quadrennial Defense Review, the stated mission of DoD was to be able “to deter and defeat nearly simultaneous large‐scale, cross‐border aggression in two distant theaters in overlapping time frames, preferably in concert with regional allies.” To accomplish this mission, DoD needed significantly more resources in the order of $50 billion to $100 billion per year. Also to fight and win two major theater wars required that DoD maintain especially large forces, which, with limited resources, could lead to “hollowness” or under funding of certain key force components such as airlift and sealift. While not abandoning the two‐war requirement, the most recent Quadrennial Defense Review took an important step in modifying this requirement by moving toward a “win‐hold‐win” strategy. Although still two war requirements, this new strategy required that we would “win” on one front, “hold” on in a second front, and then shift our forces to the second front after a victory on the first front. Should DoD size its forces around two major theater wars, a “win‐hold‐win” strategy, or around only one major theater war? This article argues for the latter option and thus for a “transformational” force which is smaller than past forces but is a highly mobile, highly trained, and highly equipped military force.  相似文献
