"Knowing" the Rules: Administrative Work as Practice

This article presents a theory of administrative work as practice. Building on a rich narrative of a mid-level administrator in the Dutch Immigration Office, four core elements of administrative practice are identified: contextuality, acting, knowing, and interacting. Taking cues from practice theory and ethnomethodology, the author argues that the visible aspects of administrative work (decisions, reports, negotiations, standard operating procedures, and—on a higher level of institutional abstraction—structures, legal rules, lines of authority, and accountability) are effectuations, enactments of the hidden, taken-for-granted routines: the almost unthinking actions, tacit knowledge, fleeting interactions, practical judgments, self-evident understandings and background knowledge, shared meanings, and personal feelings that constitute the core of administrative work. Taken together, contextuality, acting, knowing, and interacting make up a unified account of practical judgment in an administrative environment that is characterized by complexity, indeterminacy, and the necessity to act on the situation at hand.

Paradigm Lost: Public Administration at Johns Hopkins University, 1884-96

Between 1884 and 1896, Herbert Baxter Adams, James Bryce, Richard Ely, Albert Shaw, and Woodrow Wilson, participated in one of the first attempts to build a curriculum specifically aimed at educating American public servants. Their approach to curriculum development did not concentrate on government structure or management skills, but on politics, economics, history, law, and ethics. Their efforts reflected a need to justify local administration, public service, and active government in legal, moral, historical, philosophical, and practical terms. More than 100 years later, their efforts seem both awkwardly archaic and curiously relevant.

To move or not to move: Relationships to place and relocation choices in HOPE VI

This article has two purposes. First, it explores the ideas of vulnerability, precariousness, and resilience as they apply to people, housing, neighborhoods, and metropolitan areas. People might be more vulnerable to shocks or strains, we propose, if they are members of racial/ethnic minorities, recent immigrants, non-high school graduates, are children or over 75 years old, disabled, recent veterans, living in poverty, or living in single-parent households. Housing may be more precarious, we propose, when it is rented, multi-family, manufactured, crowded, or subject to overpayment. The article goes on to document the relationships between potential personal or household vulnerability and potentially precarious housing conditions. Microdata from the 2005–2007 American Community Survey suggest that an important minority of people have multiple vulnerabilities; these vulnerabilities associate with residence in precarious housing. We suggest that policy be directed toward precarious situations most likely to afflict the most vulnerable populations, especially single-parent households and immigrants.

Postmodern Cinema and Hollywood Culture in an Age of Corporate Colonization

Postmodern cinema has emerged in the 1980s and 1990s as a powerfully creative force in Hollywood filmmaking, reflecting and helping to shape the historic convergence of media culture, technology, and consumerism. It corresponds to the post-Fordist, globalized phase of capitalist development typified by increasing class polarization, social atomization, urban chaos and violence, ecological crisis, and mass depoliticization. Departing from the modernist cultural tradition grounded in the Enlightenment, norms of industrial society, and faith in historical progress, postmodern cinema is characterized by disjointed narratives, a dark view of the human condition, images of chaos and random violence, death of the hero, emphasis on technique over content, and dystopic views of the future. While postmodern directors such as Woody Allen, Oliver Stone, Robert Altman, Quentin Tarantino, the Coen Brothers, Mike Figgis, and John Waters produce films that are often highly original and even subversive, their departure from conventional Hollywood formulas and motifs that define the studio system - their pronounced cultural radicalism - is rarely associated with any sort of political radicalism even where a harsh social critique might be visible. Postmodern cinema helps reproduce the very popular mood of anxiety, uncertainty, fear, and cynicism that it mirrors in the general society.

Growth and the Welfare State in the EU: A Causality Analysis

In this paper, we test for causality between GDP growth andsocial protection expenditure in the European Union. To that end,we apply Hsiao's (1981) sequential procedure to data for twelveEU countries along the 1970–1994 period. Our results suggestthat, for Belgium, Germany, Ireland, Luxembourg, the Netherlands,Portugal, and Spain, causality runs only from social protectiongrowth to GDP growth, while for Denmark, France, Greece, Italy,and the United Kingdom, no causality is found between socialprotection growth and GDP growth.

Bioethical Policymaking for Advanced Medical Technologies: Institutional Characteristics and Citizen Participation in Eight OECD Countries1

Organizational characteristics of public institutions, councils, committees, and panels for bioethical deliberations were examined in eight OECD countries, that is, the United Kingdom, Germany, France, the Netherlands, Denmark, the United States, Canada, and Japan. Their jurisdiction, membership composition, modes of agenda setting, and appraisal systems were examined, as was their utilization of public involvement measures. Questionnaire surveys and structured interviews were conducted with representatives of parliamentary offices, ministries, and other institutions for ethical deliberations, both public and private, in the eight countries. Confirmation of survey results was made by close follow‐up communications. Since the early 1980s, all the countries studied have established public institutions for policy deliberation on bioethical issues. While legislatures, for example, Parliament, sometimes convene special commissions or expert panels on an ad hoc basis, most of the permanent institutions are affiliated with ministries of health, science, or technology. The composition of core panel members was quite similar across institutions as well as among countries, generally composed of 10 to 15 experts. Many institutions have experimented with some forms of public involvement measures, although public involvement is not routinely incorporated in the policy process, except in Denmark, the Netherlands, and Canada. The study describes the current public institutions and their practices for bioethical policy deliberations. Exchange of experience and knowledge among the institutions is advisable to improve their performance.
