This essay examines current developments in International Relations theory in China. First it comments on Song Xinning's essay, agreeing that IR theory in China is limited by ideology, the dominance of policy-oriented research, and the state. But rather than seeing culture ('IR theory with Chinese characteristics') as a problem that can be solved by a more scientific approach to IR theory, the essay argues that the scientism of realism and IPE has similar problems. Thus the essay switches from the universals of science to the contingency of interpretation to understand global politics, drawing on recent books which combine IPE with historical and cultural studies. The concept of sovereignty is deconstructed to show how it is not universal, but is bound up in knowledge practices in both the West and China. The essay concludes by suggesting that we broaden both the concepts and the resources of IR research to consider the transnational economic‐cultural relations of Greater China. In this way China can be part of the globalization of IR theory, for such concepts exemplify current theoretical debates about the meaning of globalization. This approach moves from territorial notions of sovereignty where power is based on an expansion of economic and political relations—which reify borders—to popular notions of sovereignty where power is measured by movements of people across borders in a qualitative struggle of cultures and knowledge.  相似文献

This article examines the role of nationalism in shaping Chinese foreign policy in the history of contemporary China over the last 100 years. Nationalism is used here as an analytical term, rather than in the usual popular pejorative sense. By tracing the various expressions of contemporary Chinese nationalism, this article argues that nationalism is one of the key enduring driving forces which have shaped Chinese foreign policy over the period; as China increasingly integrates herself into this globalized and interdependent world and Chinese confidence grows, the current expression of Chinese nationalism is taking a more positive form, which incorporates an expanding component of internationalism.  相似文献

How will China influence world politics in the twenty-first century? Many people answer this question by looking to Chinese history, and particularly to traditional models of Chinese world order. This essay seeks to complicate this question by asking which history, and which tradition? While it is common to look at China's pre-modern history as ‘tradition’, this essay argues that we also need to appreciate how ‘socialism’ is treated as a tradition alongside Chinese civilization. It does this by examining how China's public intellectuals appeal to two seemingly odd sources: Mao Zedong's 1956 speech ‘Strengthen Party Unity and Carry Forward Party Traditions’, and the ‘Great Harmony’ passage from the two millennia-old Book of Rites. It will argue that these two passages are employed as a way of salvaging socialism; the ideological transition thus is not from communism to nationalism, but to a curious combination of socialism and Chinese civilization. This new socialist/civilization dynamic integrates equality and hierarchy into a new form of statism, which is involved in a global competition of social models. Or to put it another way, what these two passages have in common is not necessarily a positive ideal, but a common enemy: liberalism, the West and the United States.  相似文献

The study of Chinese foreign policy has long shown that domestic politics and domestic constraints are sources of foreign policy, albeit generally considered less potent than ideology and interests. Domestic political constraints should also be explored as factors in Chinese regional policies toward East Asia, including regional economic institutions. This paper examines three domestic institutional constraints on regional foreign policy in the area of trade and economics: a fragmented decision-making structure that has difficulty with coordination, a relatively heavy reliance on top level decision-makers at a time when issues of Asian economic policy have relatively low priority for these same decision-makers, and the relatively extreme lack of autonomy for negotiators vis-á-vis top decision-makers in Beijing. These constraints are by any means unique to China. However, at a time when many observers and participants are expecting—indeed, often hoping for—Chinese leadership in the region, the paper posits that these constraints hinder the PRC's ability to fill this role. The key empirical focus is regional trade agreements and regional economic organizations.  相似文献

Emerging at the turn of the twentieth century, overseas Chinese nationalism played an important part in the evolution of the overseas Chinese community and modern history of China. It is generally held that overseas Chinese nationalism had died out and had become ‘a historical phenomenon’ by the 1950s, when the China-centered allegiance of the overseas Chinese was replaced by a local-oriented identity. The fundamental change of the Chinese diasporic communities over the last two decades, however, has put this conventional wisdom into contestation. This essay is concerned with the emergence of the xin yinmin (new migrants) and corresponding manifestations of a reviving overseas Chinese nationalism since 1980. It is divided into two main parts. The first is empirical, examining the rise and characteristics of the new migrants, who are composed of four main types: students-turned-migrants, emigrating professionals, chain migrants, and illegal immigrants. The second section is conceptual and comparative, looking at the manifestations and limitations of the reviving overseas Chinese nationalism and placing them in a historical perspective. It also considers the embedded tensions between nationalism and transnationalism and the strategies employed by both the Chinese state and new migrants in tackling these tensions. I argue that there are complex reasons behind the re-emergence of overseas Chinese nationalism. From overseas, it is a by-product of the formation of sizeable new migrant communities, particularly in the West. As the first-generation immigrants who have extensive links with the homeland, they remain culturally, and often, politically, attached to China (as a nation-state and/or site of transnational imaginary) and are concerned greatly with Chinese matters. Through such intermediaries as Chinese-language newspapers, websites and TV programs, they form a borderless and imagined greater China that is bound by both the ideas of sovereignty and transnational culture. From the mainland, a series of policies relating to the Chinese overseas facilitate the connections between China and its population overseas, thus providing a potential ground for the revival of overseas Chinese nationalism. I argue that the key agendas of this reviving overseas Chinese nationalism are China's economic prosperity, cultural regeneration, and national unification. This nationalism, furthermore, is characterized by its reactive nature and embedded contradictions with the simultaneous process of transnationalism, which in turn reduces the centrality and intensity of nationalism. As a result, it is unlikely to constitute a unified ideology or a movement with centralized leadership such as that in the 1930s.  相似文献

Identity movements, such as those representing LGBT communities, are assumed to be highly universalized; they are often thought to be highly dependent upon international linkages in order to emerge and develop. Although the Chinese LGBT movement owes much of its development to global civil society and international donors, this article presents survey and interview data that show its linkages with the international community are not as strong as we might expect. The article shows that economics and politics of transnational activism in China are tightly intertwined. The means by which LGBT activism has developed in China has simultaneously contributed to division within its ranks and with global civil society: the nature of international funding—while from foreign sources it is funneled through the Chinese government—and local political conditions ultimately impedes the growth of stronger transnational linkages.  相似文献

Investigating how the PRC responds to democratization in Taiwan and Hong Kong, this paper argues that the Chinese Communist leadership has mainly developed three strategies in managing the complicated crises, including Beijing's own legitimacy crisis and the integration crisis of the Chinese nation, caused by the rise of offshore Chinese democracies. These strategies are: identity politics, sovereignty politics, and economic penetration. With ‘identity politics’, Beijing identifies ‘identification with the Communist leadership’ as the sole Chinese national identification, and utilizes the nationalistic passions of mainland and even overseas Chinese people against democrats in Taiwan and Hong Kong, by labeling the latter as ‘separatists’ or ‘national traitors’. Further, Beijing defines ‘sovereignty’ in a way in which the ‘central’ government monopolizes all possessions of the nation, and excludes ‘people's sovereignty’ from the politics of national reunification or the ‘one country, two systems’ model actualization. While appealing to both ‘soft power’ based in ‘patriotic nationalism’ and ‘hard power’ embedded in national sovereignty, however, the Chinese regime also mobilizes business resources and opportunities provided by China's growing economic power and China's dominance in Greater Chian economic integration for its political purposes of curbing offshore Chinese democracies.  相似文献

In recent years, the rise of China as an emerging great power has been widely perceived across the world. How has the rise of China been represented over time in the Western news media? Has the image of China as a rising power had any impact on the country's soft power? These questions remain unanswered but answering them is of great significance in helping us understand the impact of the news media on the transformation of international politics in the information age. This paper conducts a longitudinal study to examine the nature of Chinese coverage and explores how the image of a rising China—economically, politically, regionally and globally—has been represented in three transnational newspapers in Europe. It further argues that the Western media coverage of China's rise is as a soft power, which, to some extent, has an impact upon China's foreign relations.  相似文献

In this paper I address the question of how Chinese scholars participate in scientific knowledge production by appropriating Western IR theories, primarily by examining interactions between North American theories that claim universality and China-specific IR efforts. Drawing on post-Mao era publications and books, I discuss how increasingly independent Chinese IR scholars are portraying their country's rising status in international politics and identifying China's national interests, while still emphasizing socialist concepts such as anti-hegemonism. The result is a form of Chinese IR scholarship that combines Western IR language with a worldview that emphasizes a modern China within the context of traditional socialist foreign policy norms. I will argue that Chinese scholarly discussions about IR theory building reflect efforts to present ‘their rising China’ (as individually perceived) in the study, research, and development of IR theory in response to the appearance of modern IR methods that require new definitions and new roles for old socialist forms. In this context, identity concerns are more important than the actual theories being established or appropriated.  相似文献

Using the 2008 China Survey, this paper examines Chinese respondents' feelings toward their country and how such feelings are related to their democratic values. First, it compares Chinese nationalism with that of 35 countries and regions in the 2003 National Identity Survey. Second, it looks at the origins of Chinese nationalism as embedded in the social and political characteristics of individuals. Third, it further examines the impact of nationalism on people's political attitudes. The findings show that nationalism in contemporary China is better predicted by the political and economic characteristics of an individual rather than cultural attributes, and that nationalism serves as a powerful instrument in impeding public demand for democratic change.  相似文献

This article examines the sources of Chinese foreign policy in a particularly important case—recent policy toward North Korea. It surveys that policy in several areas: the economic backdrop, leading the six party talks, permissive support for United Nations Security Council measures, signals—some rhetorical, others more tangible—warning against future transgressions, and some coercive measures that impose costs on North Korea today. In sum, it finds Beijing has wielded a number of coercive tools aimed a North Korea, while avoiding excesses that might lead to spirals on the peninsula or regionally. Defensive realism best explains this policy, both in the aggregate and in detail in many cases. Offensive realism, strategic culture, and bureaucratic politics approaches do a particularly poor job of explaining outcomes in what should be for each of them a relatively easy case. This has important implications for understanding the sources of Chinese foreign policy in other areas. Further, on North Korea policy, while it is important for American policy makers to recognize that Beijing is not working fundamentally at cross-purposes to Washington's own goals, it is also important to recognize that Beijing has mixed motives.  相似文献

This paper depicts the transnational ethnic and religious ties between China and Southeast Asia and examines the cultural, political and economic implications for state–minority relations in Southwest China. It documents how transnational ethnic and religious ties facilitate cultural revival among the ethnic Dai people in Southwest China and examines the impact of Buddhist networks on local governance. In particular, it portrays the cooperative relationship between the Chinese state and the Buddhist Sangha on social issues such as HIV/AIDS prevention and care. The paper argues that the Chinese state is more willing to cooperate with transnational ethnic and religious groups when the latter can help improve local governance and generate economic development, under the condition that they do not challenge the state's ultimate legitimacy and authority.  相似文献

This paper revisits the debate about foreign policy implications of Chinese nationalism in the context of China's increasingly confrontational and assertive behavior in recent years. It argues that while the Chinese government made effective efforts to control popular nationalism and Chinese foreign policy was therefore not dictated by emotional nationalistic rhetoric before 2008, it has become more willing to follow the popular nationalist calls to take a confrontational position against the Western powers and to adopt tougher measures in maritime territorial disputes with its neighbors. This strident turn is partially because the government is increasingly responsive to public opinion, but more importantly because of the convergence of Chinese state nationalism and popular nationalism calling for a more muscular Chinese foreign policy. Enjoying an inflated sense of empowerment supported by its new quotient of wealth and military capacities, and terrified of an uncertain future due to increasing social, economic and political tensions at home, the communist state has become more willing to play to the popular nationalist gallery in pursuing the so-called core national interests. These developments have complicated China's diplomacy, creating a heated political environment to harden China's foreign policy.  相似文献

The study of Chinese nationalism is very popular—both in China and the West. This article introduces a special section of seven articles (four of which are in this issue) on ‘The Limits of Chinese Nationalism’, arguing that our understanding of nationalism in China is problematic. This special section aims to explore the limits of many of the statements about Chinese nationalism that have now become ‘common sense’: the rise of Chinese nationalism, nationalism filling an ideological vacuum, elites manipulating nationalism to gain legitimacy, and so on. Using critical IR theory this Introduction explores the concept of limits to argue that borders in China are not just territorial, but cultural, economic and thus political. It seeks to change the objective of our discussion of Chinese nationalism from seeking an Answer—either as a measure of the objective nature of Chinese nationalism or as a moral judgment of it as good or evil—to seeing ‘nationalism’ as a provocation which pushes us to think about China and identity in a host of different and productive ways.  相似文献

The interaction between two perspectives—China as a world factory and Chinese business knowledge—has been complicated by the ever greater tensions generated from the national—China—and the transnational actors—Chinese—in understanding the economic driving force behind the real meanings of the rise of China. The construction process of the rise of Chinese economic power puts the state in direct contact with regional and global economic/political changes. On the one hand, Chinese business knowledge, identities, economic and political interactions also give rise to the notion of network building and sub-regional development, which help transcend country-specific relations. On the other hand, the notion of the rise of China is still being re-constructed through the interplay between regional and global political economy.  相似文献

This article critically appraises the narrative of nationalist resurgence in China in the 1990s that structures much of the secondary literature on Chinese politics since Tiananmen. Adopting a post-structuralist method, Chinese texts from the 1990s are treated as discursive rather than as expressions of a common consensus, emergent ideology or political movement. This makes it possible to bring out the disparate points of view concerning the desirability of nationalism for China and to understand the strategies that are being deployed by authors within the context of everyday Chinese politics. It also reveals the significance of the absence from both the primary and the secondary texts of any mention of the advocacy of nationalism by the political leadership. When this hidden discourse is taken into account, it becomes evident that many of the texts that have been taken as expressions of a nationalist revival are either not particularly interested in nationalism or are highly sceptical concerning its possibilities for solving the problems faced by the Chinese state. Particularly significant is the way in which many of the texts locate themselves in relation to the official discourse on nationalism by appropriating its themes in order to promote and legitimate a wide range of other discourses with which it can be bound up, ranging from democracy to authoritarianism.  相似文献

Existing literature on transnational activism highlights the contention between the targeted state and the advocacy actors, and the leveraged politics enabled through a third party. Based on an empirical study of transnational activism related to AIDS prevention in China, this paper argues that when the targeted government is not susceptible to inter-governmental pressure or international media exposure, external advocacy actors do not cease to be relevant to domestic politics. On the contrary, their role becomes more crucial under such conditions in terms of both immediate adjustments of practices at the community level and accumulative effects on long-term policy changes. This study has found that international non-governmental organizations and private foundations have employed various types of methods to strategically engage Chinese governmental agencies and officials for urgent relief delivery and opportunity of policy advocacy.  相似文献

This article assesses the rise of China by exploring a number of recent popular Chinese political texts to go beyond explanations that take the international system as the level of analysis. It proposes that a merging of nationalism and geopolitical thinking is taking place, resulting in the emergence of a new form of nationalism that can be categorised as ‘geopolitik nationalism’ because it deploys many of the themes evident in the political thought of Germany and Japan before the two world wars. By considering the impact of such ideas, it is possible to gain new insights into recent assertive actions in Chinese foreign policy.  相似文献

This paper sees “Greater China” as a would‐be reunited China that includes the present PRC, Taiwan, Hong Kong and Macao. The coming into being of a “Greater China” hinges on future domestic politics in the PRC and Taiwan and among the triangle of Beijing‐Taipei‐Hong Kong. It also hinges on American, British, and Japanese policies addressing the current trends of economic integration and political accommodation among the three Chinese entities. Of the external variables, future U.S. politics toward the PRC, and toward the evolution of political exchanges on the Beijing‐Taipei trajectory will be the most decisive. Economic and political developments in the past fifteen years have brightened the prospect of Chinese reunification, but national reunification remains a complicated and protracted process.  相似文献
