Governance is a hot topic in China, as well as among political scientists. Ways of thinking about it can be improved. This essay offers a ‘neo-functionalist’ method to test for successful or unsuccessful governance of reform stability in China. It takes account of the need for participation in effective governance. Steering a state (or any part of a state) requires attention to multiple sizes of polity—especially several medial sizes in a country as large as China. Governance has varied over time during the ‘reform’ era, when anti-reform conservatives have remained important in many nested political networks. The paper shows variation of governance over time, over sizes of polity and over four sample governance functions: managing the economy, maintaining orderly stability, linking ‘social’ parts of the polity to the government, and choosing cadres. It shows how these categories exhaust a logical field that is at least implicit in any analysis of governance roles, and it suggests the value of a ‘circulation of elites’ paradigm when thinking about governance success or failure. 相似文献

Beginning in 2004, the Chinese central government introduced the concept of boards of directors to wholly state-owned enterprise groups (guoyou duzi qiye jituan, 国有独资企业集团). Increasingly, creating external boards (waibu dongshi, 外部董事) has also been emphasized to realize effective corporate governance. This latest state effort exemplifies how the Chinese party-state is searching for feasible—but not necessarily the best—ways to accommodate market-oriented institutions with local political-economic realities, thus creating its own regime of corporate governance. CHINESE people often derisively refer to the rapidly prepared offerings of McDonald's and KFC as "junk food." Yet it was these two fast food giants that made the common people of China aware of the corporate social responsibilities (CSR) undertaken by transnational companies. When McDonald's and KFC entered China in the 1990s, public toilets were scarce and the facilities in hotels and restaurants were not for public use. But McDonald's and KFC allowed anyone at all. whether or not they were customers, to use their washrooms. The McDonald's and KFC logos consequently have particular significance to members of the Chinese general public, whether or not they eat there. A similar public spiritedness is now being displayed by a number of Chinese enterprises that have begun to make their washroom facilities open to the public. On rainy days, signs can also be seen in certain stores assuring shoppers that they are: "Welcome to take shelter from rain." It would appear, therefore, that corporate social responsibility, a concept introduced by transnational companies, is being taken on by Chinese enterprises. 相似文献

中国艾滋病社会政策的推进与改革正在经历最关键的时刻。国际社会的经验表明,艾滋病政策推进及改革对解决或缓解艾滋病问题具有极其重要的意义。要减少艾滋病的传播,必须改变将艾滋病易感人群陷于危险境地之中的文化、价值和做法。在经历了从对抗到协作,从道德至上到多元理性,从“以病为中心”到“以人为中心”的转变之后,中国艾滋病社会政策正走向理性。但是,要真正达成中国艾滋病防治工作的目标,还必须从制度层面进行根本性的改革。 相似文献
