The works of James Q. Wilson and William Ker Muir stand as classics in the recent but voluminous literature on police. The concept of style is central to both analyses. Wilson focuses on departmental approaches to law enforcement, while Muir examines individual police perspectives. Both emphasize, however, that style is a critical component of law enforcement policy.Scrutiny of the typologies constructed by Wilson and Muir reveals patterns of compatibility and conflict. Assuming that simple congruity of approach carries critical consequences for policing, the authors initiated an empirical extension and synthesis of the works of Wilson and Muir.Surveying police in eighteen departments across the country (72.2 percent of the 900 potential respondents returned completed questionnaires, leaving a sample of 650), the authors hypothesized that simple congruity of policing style along three lines of comparison (individual officer and supervisor, individual officer and squad, and individual officer and department) would be associated with attitudinal perspectives long thought to be part and parcel of the “police personality.” Additional hypotheses were advanced about the relationship between congruity of style and other officer perceptions—particularly job satisfaction and assessments of supervisor support, departmental discipline, and management.The results: indicate that style congruity is critical at the lowest levelsof the organization, reinforce the importance of the first-line supervisor in policing, extend and refine the concept of style as advanced by Wilson and Muir, and demonstrate the utility of replication and synthesis in social science.  相似文献

“Predatory policing” occurs where police officers mainly use their authority to advance their own material interests rather than to fight crime or protect the interests of elites. These practices have the potential to seriously compromise the public's trust in the police and other legal institutions, such as courts. Using data from six surveys and nine focus groups conducted in Russia, we address four empirical questions: (1) How widespread are public encounters with police violence and police corruption in Russia? (2) To what extent does exposure to these two forms of police misconduct vary by social and economic characteristics? (3) How do Russians perceive the police, the courts, and the use of violent methods by the police? (4) How, if at all, do experiences of police misconduct affect these perceptions? Our results suggest that Russia conforms to a model of predatory policing. Despite substantial differences in its law enforcement institutions and cultural norms regarding the law, Russia resembles the United States in that direct experiences of police abuse reduce confidence in the police and in the legal system more generally. The prevalence of predatory policing in Russia has undermined Russia's democratic transition, which should call attention to the indispensable role of the police and other public institutions in the success of democratic reforms.  相似文献

ABSTRACT

The purpose of this study is to investigate police cadets’ endorsement of the law enforcement style and the community policing style of policing at a time when both styles of police practices have received significant attention in China. The data used in the analysis were collected from a national police university in China featuring a large sample of 900+ cadets. The first research objective concerns the dimensionality of sentiments toward the two styles of policing among police cadets. The second is the identification of key factors associated with these styles. The principal findings are that police cadets do see the law enforcement style and the community policing style as two distinctive conceptual dimensions. Moreover, different factors are associated with endorsement of each of the two styles of policing. Policy implications of these findings are discussed in some detail.  相似文献

Little is known about law enforcement agencies with responsibility for fish, wildlife, and natural resource protection. Traditional conceptions of fish and wildlife police associate these officers almost entirely with fishing and hunting activities. The relative scarcity of academic literature regarding fish and wildlife police agencies results in a lack of understanding about their role in the criminal justice system in general. The current study seeks to contribute to the limited existing literature by examining conservation policing in Florida, a state not yet studied in this context, by analyzing some 2,910 field events. Findings indicate that officers devote a considerable portion of their attention to traditional law enforcement activities in addition to the type of enforcement customarily associated with fish and wildlife law enforcement.  相似文献

The provision of forensic science services in volume crime investigations works most successfully as a partnership between police agencies and external forensic laboratories as opposed to a client/provider model where unlimited demand ignores finite resources. The principles of Lean Six Sigma have been applied in various laboratories to improve workflow through identification of wasteful work practices. These strategies are aimed at process optimisation through the application of triaging, a concept that has rarely been studied yet referenced strongly in the literature. The South Australia End to End 90-Day Trial: facilitating quicker justice through timely evidence processing, is a collaborative approach between South Australia Police and Forensic Science South Australia. This trial applied evidence-based policing principles, a law enforcement philosophy that uses research undertaken with scientific processes to inform law-enforcement decision-making. The results demonstrate how a review of processes and the removal of non-value adding activities can improve service delivery while not exhausting those ‘finite resources’.  相似文献

There has been much debate regarding basic police training and its effect on the attitudes of police recruits. Some critics argue that academy training creates negative attitudes in police recruits that favor arrest and crime attack orientations. The data presented in this article suggest that police recruits from a large urban police training program possess attitudes unfavorable toward crime attack or strict enforcement policing roles. The article examines a Los Angeles Police Department recruit training class, and the perceptions these recruits have toward selected policing roles. The study suggests police recruits do not perceive their role as simply being one of crime attack and strict enforcement.  相似文献

In the wake of high-profile deadly force cases in the post-Ferguson era, a number of negative psychological outcomes have been depicted by law enforcement officers. We examine if negative post-Ferguson outcomes predict current cynicism, motivation, and apprehensiveness. Further, we account for whether role orientations, specifically support for a law enforcement orientation or a community policing orientation, mediate the psychological effects of the post-Ferguson period. Since the law enforcement orientation, exercised through strict enforcement of the law, has been called out of favor in the post-Ferguson area, supporting this role may negatively impact officers via role conflict. The opposite may be observed for those supporting a community policing orientation. We test these arguments using results from an online survey of law enforcement officers in the USA, administered 6 months following highly publicized incidents in Dallas and Baton Rouge where police were targeted and killed. Results showed that post-Ferguson psychological impacts continued to affect current levels of cynicism, motivation, and apprehensiveness. Support for law enforcement or community policing orientation did not mediate the effects of post-Ferguson sentiments. Nonetheless, role orientations played a significant role in predicting current cynicism, motivation, and apprehensiveness and provided support for the theory of role conflict.  相似文献

Barriers to strategy implementation are often found in the organizational structure in law enforcement. Strategy implementation is important because failure to carry out strategy can cause lost opportunities and leave police officers reluctant to do strategic planning. Lack of implementation creates problems in maintaining priorities and reaching organizational goals. Yet, strategy implementation suffers from a general lack of academic attention. This research paper makes a contribution to police strategy implementation literature by developing a research model to study the extent of intelligence strategy implementation caused by organizational structure in policing.  相似文献

An important yet poorly understood function of law enforcement organizations is the role they play in distilling and transmitting the meaning of legal rules to frontline law enforcement officers and their local communities. In this study, we examine how police and sheriff's agencies in California collectively make sense of state hate crime laws. To do so, we gathered formal policy documents called “hate crime general orders” from all 397 police and sheriff's departments in the state and conducted interviews with law enforcement officials to determine the aggregate patterns of local agencies' responses to higher law. We also construct a “genealogy of law” to locate the sources of the definitions of hate crime used in agency policies. Despite a common set of state criminal laws, we find significant variation in how hate crime is defined in these documents, which we attribute to the discretion local law enforcement agencies possess, the ambiguity of law, and the surplus of legal definitions of hate crime available in the larger environment to which law enforcement must respond. Some law enforcement agencies take their cue from other agencies, some follow statewide guidelines, and others are oriented toward gaining legitimacy from national professional bodies or groups within their own community. The social mechanisms that produce the observed clustering patterns in terms of approach to hate crime law are mimetic (copying another department), normative (driven by professional standards about training and community social movement pressure), and actuarial (affected by the demands of the crime data collection system). Together these findings paint a picture of policing organizations as mediators between law‐on‐the‐books and law‐in‐action that are embedded in interorganizational networks with other departments, state and federal agencies, professional bodies, national social movement organizations, and local community groups. The implications of an interorganizational field perspective on law enforcement and implementation are discussed in relation to existing sociolegal research on policing, regulation, and recent neo‐institutional scholarship on law.  相似文献

The role of anthropology in law enforcement involves three aspects of law enforcement activity; forensic anthropology, police-community relations research, and legal ethnographic research on the law enforcement agencies themselves. The first of these contributions to law enforcement by physical anthropologists faces competition from other closely related fields. Police-community relations research is a potential growth area for the application of anthropological efforts, as is legal ethnographic analysis of police organizationa. These latter two areas are within the realm of social anthropology, while the former is a specialty of physical anthropology. This article reviews the contributions of anthropologists and the applications of anthropological methods to law enforcement. It contends that criminal justice educators and police practitioners alike can benefit from knowing more about how these anthropological specialties have contributed and can continue to contribute to law enforcement.  相似文献

Though much has been written about law enforcement agencies developing partnerships with citizen groups in the context of community policing, very little research has addressed the role of private security as a viable partner in law enforcement. The basis for developing working relationship is sharing common goals as well as having mutual respect for each other. A further important ingredient for developing sound relationships includes the presence and fostering of positive perceptions and attitudes toward each other. In this paper we examine a sample of 284 police officers and 236 security professionals in a Midwestern state to assess their perceptions on strategies to improve police/security relationships. Growing attention to the unique ways in which women of color’s bodies are racially profiled and policed has prompted questions concerning gender-specific impacts of law enforcement practices. Arrest statistics, patterns of enforcement, and high-profile cases of police violence against Black women and other women of color suggest that gaps in policy and implementation will disproportionately affect women of color. In the current research, the policies of 36 police departments across the country were examined to ascertain the degree to which they address profiling, police sexual misconduct, and other gendered experiences of policing. The findings reveal considerable divergence in attention to regulating police behavior in the context of interactions with women and lesbian, gay, bisexual, and transgender (LGBT) people, exposing important gaps in police policies, and highlight a need for further research and action specifically focused on intersectional factors at play in the context of policing women’s bodies.  相似文献

ABSTRACT

Evidence-based policing is rapidly becoming adopted by policing agencies among policing jurisdictions. Many academic programmes have been established in higher education to train police managers in applied criminology. However, there is a lack of literature for police officer practitioner researchers (POPR) who might undertake qualitative research, especially research projects that examine police behaviour. This paper reflects on the changing role of the practitioner-researcher and suggests that police officers undertaking qualitative research need to learn to ‘switch off their police role’ and ‘switch on their researcher role’. The author’s insights are drawn from his own experience of qualitative fieldwork working with police officers from New Zealand Police and South Australian Police.  相似文献

This study examines policing in Macau and identifies major forces that have shaped its transformation over past decades. Prior to 1999, Macau was a Portuguese colony. Its criminal justice system inherited key features of the Continental system, including two independent law enforcement agencies: the Judiciary Police and the Public Security Police. In the colonial era, expatriate commanders drawn from the military or legal professions headed both departments, while the rank-and-file was composed mainly of local Chinese. This policing mechanism, together with the ‘laissez-faire’ policing philosophy adopted by colonial leaders, created segregation between policing agencies and the community. Citizens preferred minimal interaction with police, since they were skeptical about their professionalism, capability, and reliability. Macau became part of the Peoples’ Republic of China in 1999. The de-monopolization of the gaming industries in 2002 brought huge GDP growth, but generated internal social conflict. Growing public demand for accountable governance motivated a series of governmental reforms, some of which have extended to policing. These reforms have improved the transparency of policing, but it remains to be seen if they will ultimately succeed in generating public trust in the police forces.  相似文献

Critical criminologists have challenged the utility of efforts to reform the criminal justice system for decades, including strong calls to abolish the prison system. More recently, the rebellions in Ferguson, Baltimore, Milwaukee, and Charlotte have made racialized police violence and police reform issues of national concern. In this article, we examine abolitionist claims aimed at law enforcement institutions in the aftermath of Ferguson and other subsequent rebellions. We consider the implications for abolitionist organizing when the institution of law enforcement, rather than prisons, becomes the explicit target of our movement(s). How are groups theorizing and practicing police abolition and how does this align with, challenge, or expand past conceptualizations of abolition? To answer this question, first we sketch the broad parameters of abolitionist thought, particularly as it is taken up in the disciplines of political theory and criminology. Second, we analyze an emergent praxis of police abolition that revolves around the call to disband, disempower, and disarm law enforcement institutions. We argue that by attacking the police as an institution, by challenging its very right to exist, the contemporary abolitionist movement contains the potential to radically transform society. In this spirit, we amplify abolitionist praxis that (1) aims directly at the police as an institution, (2) seeks to dismantle the racial capitalist order, (3) adopts uncompromising positions that resist liberal attempts at co-optation, incorporation, and/or reconciliation, and (4) creates alterative democratic spaces that directly challenge the legitimacy of the police.  相似文献

Anecdotal evidence suggests that recent video-recorded police–citizen encounters have undermined police legitimacy and fueled civil unrest across the United States. Drawing from the process-based model of policing, social cognitive theory, and past research on media effects, we assess the influence of viewing cell phone videos of police–citizen encounters on perceptions of law enforcement. Using quasi-experimental methods and video footage of an actual police–citizen encounter captured on cell phones, the effects of viewing these videos are assessed using a series of repeated measure ANOVAs. Results indicate that viewing cell phone videos of police–citizen encounters significantly impacts perceptions of law enforcement, though little evidence of differing effects based on point-of-view, number of video exposures, or ordering of video exposures was found. The process-based model of policing should consider further incorporating the contributions of technology to provide a more holistic account of the factors influencing perceptions of police.  相似文献

Forensic science laboratories are being challenged by the expanding decentralization of forensic capabilities, particularly for digital traces. This study recommends laboratories undertake digital transformations to capitalize on the decentralization movement, develop a more comprehensive understanding of crime and security‐relevant problems, and play a more central role in problem‐solving collaboratively with law enforcement organizations and other stakeholders. A framework for the bilateral transfer of information and knowledge is proposed to magnify the impact of forensic science laboratories on abating crime, strengthening security, and reinforcing the criminal justice system. To accomplish digital transformations, laboratories require personnel with different expertise, including investigative reasoning, knowledge codification, data analytics, and forensic intelligence. Ultimately, this study encourages managers, educators, researchers, and policymakers to look beyond the usefulness of forensic results for solving individual investigations, and to realize the value of combined forensic knowledge and intelligence for developing broader strategies to deal with crime in digitalized society.  相似文献

Our paper presents the results of a meta-analytical review of street level drug law enforcement. We conducted a series of meta-analyses to compare and contrast the effectiveness of four types of drug law enforcement approaches, including community-wide policing, problem-oriented/partnership approaches that were geographically focused, hotspots policing and standard, unfocused law enforcement efforts. We examined the relative impact of these different crime control tactics on street-level drug problems as well as associated problems such as property crime, disorder and violent crime. The results of the meta-analyses, together with examination of forest plots, reveal that problem-oriented policing and geographically-focused interventions involving cooperative partnerships between police and third parties tend to be more effective at controlling drug problems than community-wide policing efforts that are unfocused and spread out across a community. But geographically focused and community-wide drug law enforcement interventions that leverage partnerships are more effective at dealing with drug problems than traditional, law enforcement-only interventions. Our results suggest that the key to successful drug law enforcement lies in the capacity of the police to forge productive partnerships with third parties rather than simply increasing police presence or intervention (e.g., arrests) at drug hotspots.

The past two decades have seen major transformations in the way police departments conduct business. These transformations have impacted all aspects of policing from evidence collection to how officers perform their duties while on patrol. One aspect of policing that is still in the throes of transformation is the role of the police psychologist. Picice psychologists have moved from a beginning of counseling police officers involved in critical incidents (see Kurke & Scrivner, 1995) to a broad range of law enforcement related activities. The traditional aspects of their jobs such as providing assistance to crisis negotiation teams, conducting counseling sessions for officers, and developing and presenting in-service and cadet training are part of an ever-changing picture of the police psychologist. Today's police psychologists operate at all levels of police department. Some of the newer roles to emerge in recent years are organizational and management consulting, counseling crime victims, and coordinating community involvement. This paper provides a framework for looking at both new and old roles of police psychologist and to argue for an expanded and better defined role within the policing profession.  相似文献
