Today I would like to share some thoughts on Asian security and the role and responsibility of China.

Asia’s rise has caused waves in terms of both geopolitics and the global economy in the 21st Century. Its rise is also poised to heavily influence future global growth. Many scholars are talking about the eastwards migration of global power and debating who will emerge as a leading power in Asia. While the rise has caused rifts in regional cooperation mechanisms it has also created many channels for Asia’s development path. How should we look at Asia’s rise? How can we ride these changes and how can we create a win-win situation for all Asian countries? How do we ensure that Asia has a bright future? What impact does a shift in the global distribution of power have on the international order? According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China's peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China's position and its role in dealing with international and regional problems have proved China's success in "cooperative security". This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China's Asia-Pacific strategy, Secondly, I investigate the dynamics between China's peaceful rise and the "cooperative security" which I think are the collective embodiments of modem transformation and the restructuring of China's traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China's peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China's role in maintaining the political and economic security in the region.  相似文献

Since the year 2000, China and the ASEAN countries have promoted mutual trade and investment, strengthened political trust and increased cooperation in terms of economic aid, security, and cultural and educational exchanges. More and more people are realizing that China poses no threat to other countries. With China's growing influence in ASEAN, the U.S., Japan, and other big powers have increased their strategic investment in Southeast Asia to try to maintain their long-standing strategic advantage in the region. The existent international relations theory has not given a clear definition of “the rise of great powers,“ and “rising“ is also not a fundamental concept in international relations or world politics. However, for whatever version of international relations history, it must be a recounting of the relations between countries that rise and fall; and for whatever international relations theory, it must admit the fact that the rise and fall of great powers is one of the natural laws characterized international relations development. As Paul Kennedy puts it, the “relative strengths of the leading nations in world affairs never remain constant, principally because of the uneven rate of growth among different societies and of the technological and organizational breakthroughs which bring a greater advantage to one society than to another.“① Therefore, it can be said that theories related to “the rise of great powers“ are so common, particularly concentrating on the possible influence of the rising power and its relations with war, the means and policies to deal with it as well as how to realize the peaceful transition of power. China's new thinking about neighboring diplomacy in Asia since the end of Cold War can be analyzed theoretically from angle of international institutions. China utilizes institutionalism with great flexibility in four sub-regions-Central Asia, Northeast Asia, Southeast Asia and South Asia, where institutional models-dominant participation, deep participation, active participation and moderate participation models have been adopted. In the four sub-regions in Asia, China has handled the presence of U.S interests well and responded reasonably to the United States' Asian diplomacy. China and the United States have therefore achieved a compatible coexistence in Asia. Compatibility and coexistence between China and the United States in Asia are the fundamental reasons that China has made progress in this new stage, and are the essence of the new thinking in China's neighboring diplomacy.  相似文献

In South Asia, most countries are heavily dependent on energy imports as a result of poor natural endowment, weak exploration capacity and fast economic development. However, being close neighbor to China, the South Asia serves as the corridor for China's energy imports and the transit region for China's oil and gas pipelines. Ever since the September 11 terrorist attacks, the United States and NATO have sent large troops to Afghanistan and greatly strengthened partnership for peace (PfP) with Central Asian countries. The recent dramatic political changes in some Eurasian countries have also provided U. S. and NATO favorable conditions to expand their influence and to squeeze Russia-China's strategic space.While U. S. and NATO have steadily become established in Afghanistan and some Eurasian countries, their potential threat to China's security and energy supply from Central Asia is looming large. Therefore, how to cope with the expanding U. S. -NATO's influence in Central Asia and have dialogue and cooperation with NATO have become urgent tasks for China. This article tries to explore and analyze the U. S.-NATO new strategy toward Central Asia and its potential impacts on China's security and its other interests in the region. The relationship between China and the United States is becoming increasingly important in the world; no longer is it limited to bilateral issues, and the third party issue has grown in significance. There are various kinds of third party countries.Some of these, such as Japan, South Korea, Australia and the European countries are U.S. allies. Some, like the central Asian and ASEAN states, are neighbors of China. In the category of major world powers we can also include Russia, India, Japan and the EU, while African and some Latin American countries are relatively marginalized. An important aspect of China's diplomacy in recent years has been to work hard on two fronts:to develop relations with the above mentioned countries, while at the same time taking note of the interests and concerns of the United States. Since the disintegration of the Soviet Union in the early 1990s, various social problems left over have emerged in some Central Asian states, thus threatening social stability in the region. Under globalization, the former Soviet republics in Central Asia have made great efforts to develop constructive relations with others in the hope of strengthening their security. However, the threat of terrorism, extremism and separatism still exists. These non-traditional security issues play a role in current international politics, and the countries in the region are trying to meet new challenges.  相似文献

The United States is the most developed country in the world and the number one energy-importing country. China is the largest developing country and the number two energy-importing country. The energy issue is thus a key issue in Sino-US Relations. The United States has been on bad terms with some energy-rich "problem countries", while the energy cooperation between China and these countries is starting to go well.
